India-Pakistan SCO Engagement: Connectivity, Trade and Transit Take Centre Stage

Alok Dimri leads Indian delegation in Islamabad in first such visit since Operation Sindoor; New Delhi to host SCO Civilisation Dialogue on November 20

ISLAMABAD: Regional connectivity, movement of goods and transit routes have emerged as key subjects at the Shanghai Cooperation Organisation’s meetings in Islamabad, where India is participating despite continuing strains in its relationship with Pakistan.

The Indian delegation is being led by Alok Dimri, India’s national coordinator for the SCO and a senior Ministry of External Affairs official.

His presence in Islamabad marks the first visit by an Indian delegation to Pakistan since the military confrontation between the two countries during Operation Sindoor.

Speaking to Pakistan’s public broadcaster PTV on the sidelines of the SCO national coordinators’ meeting,

Dimri placed particular emphasis on connectivity, describing it as an important component of the organisation’s wider agenda of economic cooperation and regional development.

The focus on connectivity has particular significance for India because its overland access to Afghanistan and Central Asia through Pakistan remains restricted.

The SCO brings together countries spread across the Eurasian landmass, making transport links, trade corridors and transit routes an important part of the organisation’s economic agenda.

Dimri also linked the Islamabad meeting to the geographical evolution of the SCO.

He noted that the organisation’s recent presidencies had taken it from East Asia and Central Asia to South Asia, with Pakistan now hosting activities under its 2026-27 chairmanship.

The Indian official said the SCO was also pursuing greater interaction among the civilisations represented by its member countries.

A Civilisation Dialogue Forum is scheduled to be held in New Delhi on November 20, following Prime Minister Narendra Modi’s proposal for such an initiative and subsequent agreement among SCO leaders.

For India, the Islamabad engagement therefore extends beyond the immediate three-day meeting.

The national coordinators’ discussions are part of a broader programme under Pakistan’s chairmanship, which will eventually lead to the next SCO Council of Heads of State summit scheduled to be hosted by Pakistan in August 2027.

Pakistan has chosen “Turning Vision into Action: Connectivity, Innovation and Shared Prosperity” as the theme of its SCO chairmanship.

Islamabad has said it intends to concentrate on connectivity, economic cooperation, innovation and stronger people-to-people contacts among member states.

Another development highlighted by Dimri was the growing role of English in SCO proceedings.

Russian and Chinese have traditionally been used for the organisation’s deliberations, while English was adopted as the bloc’s third official language at the Bishkek summit in September.

The SCO brings together 10 member states — India, Pakistan, China, Russia, Iran, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Belarus.

India and Pakistan have remained participants in the organisation even as their bilateral relationship has deteriorated, allowing limited official contact to continue through multilateral mechanisms.

The current engagement follows External Affairs Minister S Jaishankar’s October 2024 visit to Islamabad for the SCO Council of Heads of Government meeting.

That visit had also provided an opportunity for interaction between senior Indian and Pakistani officials under the SCO framework.

Pakistan’s Deputy Prime Minister and Foreign Minister Ishaq Dar has meanwhile reiterated Islamabad’s stated intention to conduct its SCO presidency in accordance with the organisation’s “Shanghai Spirit”, stressing mutual trust, mutual benefit and constructive cooperation.

While the Islamabad meetings are taking place against the backdrop of difficult India-Pakistan relations, the SCO format provides both countries with a multilateral forum in which they continue to participate.

The discussions on connectivity, trade and transit underline the organisation’s economic dimension alongside its broader regional cooperation agenda.

इस्लामाबाद: भारत और पाकिस्तान के बीच तनावपूर्ण संबंधों के बीच इस्लामाबाद में चल रही शंघाई सहयोग संगठन (SCO) की बैठकों में क्षेत्रीय संपर्क, व्यापार और ट्रांजिट व्यवस्था प्रमुख मुद्दों के रूप में सामने आए हैं। भारत ने इन विषयों को संगठन के व्यापक आर्थिक और क्षेत्रीय सहयोग के एजेंडे का अहम हिस्सा बताया है।

भारत की ओर से बैठक में विदेश मंत्रालय के वरिष्ठ अधिकारी और SCO के राष्ट्रीय समन्वयक आलोक डिमरी प्रतिनिधिमंडल का नेतृत्व कर रहे हैं। ऑपरेशन सिंदूर के बाद यह पहला मौका है जब कोई भारतीय प्रतिनिधिमंडल SCO के कार्यक्रम के लिए पाकिस्तान पहुंचा है।

पाकिस्तान के सरकारी प्रसारक PTV से बातचीत में डिमरी ने कहा कि क्षेत्रीय कनेक्टिविटी, ट्रांजिट और व्यापार जैसे विषय SCO के एजेंडे में महत्वपूर्ण स्थान रखते हैं। उनके मुताबिक, संगठन के सदस्य देशों के बीच सहयोग का उद्देश्य क्षेत्र में समृद्धि और विकास को बढ़ावा देना है।

कनेक्टिविटी का मुद्दा भारत के लिए विशेष महत्व रखता है। पाकिस्तान के रास्ते अफगानिस्तान और मध्य एशियाई देशों तक भारत की सीधी जमीनी पहुंच सीमित है। ऐसे में SCO जैसे मंच पर परिवहन मार्गों, व्यापार गलियारों और क्षेत्रीय संपर्क पर चर्चा भारत के व्यापक क्षेत्रीय आर्थिक हितों से जुड़ती है।

डिमरी ने SCO के विस्तार और उसकी भौगोलिक पहुंच का भी उल्लेख किया। उन्होंने कहा कि संगठन की पिछली बैठकों के बाद इसकी गतिविधियां अब दक्षिण एशिया के पड़ोस तक पहुंची हैं और पाकिस्तान वर्तमान में 2026-27 के लिए SCO की अध्यक्षता कर रहा है।

इस बैठक के साथ सांस्कृतिक सहयोग का मुद्दा भी सामने आया है। भारत की ओर से प्रस्तावित SCO सिविलाइजेशन डायलॉग फोरम 20 नवंबर को नई दिल्ली में आयोजित किया जाएगा। प्रधानमंत्री नरेंद्र मोदी द्वारा इस तरह के सभ्यतागत संवाद का प्रस्ताव रखे जाने के बाद SCO सदस्य देशों ने इसे आगे बढ़ाने पर सहमति जताई थी।

इस्लामाबाद की बैठक केवल तीन दिन के कार्यक्रम तक सीमित नहीं है। राष्ट्रीय समन्वयकों की बैठक पाकिस्तान की अध्यक्षता में पूरे वर्ष चलने वाली SCO गतिविधियों की रूपरेखा तैयार करने का हिस्सा है। इसके बाद अगस्त 2027 में पाकिस्तान में SCO राष्ट्राध्यक्षों का शिखर सम्मेलन प्रस्तावित है।

पाकिस्तान ने अपनी SCO अध्यक्षता के लिए “Turning Vision into Action: Connectivity, Innovation and Shared Prosperity” यानी “दृष्टि को कार्य में बदलना: कनेक्टिविटी, नवाचार और साझा समृद्धि” को विषय बनाया है।

इस दौरान इस्लामाबाद क्षेत्रीय संपर्क, आर्थिक सहयोग, नवाचार और लोगों के बीच संबंधों को बढ़ाने पर जोर देने की बात कह चुका है।

SCO की कार्यप्रणाली में भाषा से जुड़ा एक बदलाव भी महत्वपूर्ण है। संगठन में लंबे समय से रूसी और चीनी भाषाओं में आधिकारिक बातचीत होती रही है।

अब अंग्रेजी को भी तीसरी आधिकारिक भाषा के रूप में शामिल किया गया है, जिससे सदस्य देशों के बीच संवाद का दायरा बढ़ने की उम्मीद है।

SCO में भारत, पाकिस्तान, चीन, रूस, ईरान, कजाखस्तान, किर्गिस्तान, ताजिकिस्तान, उज्बेकिस्तान और बेलारूस सहित 10 सदस्य देश हैं। भारत और पाकिस्तान के द्विपक्षीय संबंधों में तनाव के बावजूद दोनों देश इस बहुपक्षीय संगठन के मंच पर साथ भाग लेते रहे हैं।

इससे पहले अक्टूबर 2024 में विदेश मंत्री एस जयशंकर SCO काउंसिल ऑफ हेड्स ऑफ गवर्नमेंट की बैठक में हिस्सा लेने इस्लामाबाद गए थे। उस यात्रा के दौरान SCO के आधिकारिक प्रारूप के तहत उन्होंने पाकिस्तान के वरिष्ठ नेताओं से भी मुलाकात की थी।

पाकिस्तान के उपप्रधानमंत्री एवं विदेश मंत्री इशाक डार ने अपनी ओर से SCO की अध्यक्षता को संगठन की “शंघाई भावना” के अनुरूप आगे बढ़ाने की प्रतिबद्धता जताई है। उन्होंने आपसी विश्वास, पारस्परिक लाभ और रचनात्मक सहयोग पर जोर दिया है।

भारत और पाकिस्तान के बीच मौजूदा तनाव के बावजूद SCO का मंच दोनों देशों के अधिकारियों के बीच सीमित बहुपक्षीय संपर्क का एक माध्यम बना हुआ है।

इस्लामाबाद बैठक में कनेक्टिविटी, व्यापार और ट्रांजिट पर चर्चा SCO के सुरक्षा संबंधी एजेंडे के साथ उसके आर्थिक और क्षेत्रीय सहयोग वाले पक्ष को भी रेखांकित करती है।
