Badrinath Festival Row Deepens as Chamoli Records Show Administration Coordinated Event

Army yet to formally respond to Chamoli notice; official records indicate district authorities were involved in planning the controversial September cultural programme

DEHRADUN: The controversy surrounding the Devbhoomi Cultural Festival at Badrinath has taken a fresh turn, with official records indicating that the Chamoli district administration was involved in preparations for the event even as it subsequently sought an explanation from the Indian Army over the programme.

The Army has so far not received any formal communication through its official channel in response to the district administration’s query, according to sources. The development leaves unresolved questions over how the two-day programme was planned and cleared before it became the subject of criticism.

The festival was organised on September 19 and 20 at the Tourist Arrival Plaza in Badrinath under the Army’s Operation Sadbhavana, in association with the district administration and Uttarakhand Tourism.

The event later came under scrutiny after videos of amplified music and dance performances circulated on social media.

What has added another layer to the controversy are documents issued by the Chamoli administration before the festival.

An order dated September 8 from District Magistrate Gaurav Kumar identified the Chief Development Officer (CDO), Chamoli, as the nodal officer and instructed the official to oversee arrangements for the proposed festival.

The following day, the district administration issued another communication referring to a letter from the Commanding Officer of the Garhwal Scouts at Joshimath.

It called for a meeting on September 10 under the CDO’s chairmanship to work out arrangements for the event.

Officials from several departments—including police, health, tourism, transport, supplies and sports—were listed for participation in the preparatory process.

The documents therefore indicate that planning for the festival involved more than one agency and was not confined to the Army alone.

The position of the district administration subsequently changed after criticism of the programme.

The District Magistrate wrote to Colonel Shantanu, Commanding Officer, Garhwal Rifles, seeking clarification on whether the Army had obtained permission to hold the programme at Badrinath and, if so, from which authority.

The communication also questioned the use of a high-volume sound system. It referred to Badrinath as a sacred religious site and said loud sound could interfere with worship and rituals at the shrine.

The Army officer named in the communication has not responded publicly to requests for comment, according to the report.

Army sources, however, have maintained that the programme was conducted with the knowledge of the stakeholders involved. One Army source said the organisation had yet to receive the district administration’s communication through the official channel.

The dispute surfaced after footage from the festival prompted criticism over the nature of the performances. Uttarakhand singer Priyanka Meher performed during the programme, including a music-and-dance segment that circulated widely online.

The event was also criticised by veteran BJP leader Murli Manohar Joshi, who objected to the use of such performances near the revered shrine.

The festival itself was presented by its organisers as an initiative celebrating Uttarakhand’s cultural heritage, with folk performances, local handicrafts, food, community participation and tourism-related activities forming part of its stated objectives.

The festival’s official website describes it as an Indian Army initiative conducted in partnership with Uttarakhand Tourism.

The controversy has consequently shifted from the performances alone to questions of administrative responsibility, prior coordination and permissions.

The documents issued before the event, along with the subsequent demand for clarification from the Army, have brought the coordination between the civil administration and military authorities into focus.

For now, the matter remains unresolved. A formal response from the Army and further clarification from the district administration could determine how the permissions and responsibilities for the Badrinath event were handled.

सेना को भेजे नोटिस का आधिकारिक जवाब अब तक नहीं; आयोजन की तैयारियों में चमोली प्रशासन की भूमिका के दस्तावेज सामने आए

देहरादून: बद्रीनाथ धाम में आयोजित देवभूमि सांस्कृतिक महोत्सव को लेकर चल रहा विवाद अब आयोजन की अनुमति और जिम्मेदारी के सवाल तक पहुंच गया है।

चमोली जिला प्रशासन के पहले के आधिकारिक दस्तावेज सामने आने के बाद यह सवाल उठ रहा है कि जिस कार्यक्रम को लेकर बाद में सेना से स्पष्टीकरण मांगा गया, उसकी तैयारियों में प्रशासन की भूमिका कितनी थी।

सूत्रों के मुताबिक, चमोली प्रशासन की ओर से सेना को भेजे गए पत्र का भारतीय सेना के आधिकारिक माध्यम से अब तक कोई जवाब नहीं मिला है। इससे आयोजन की मंजूरी, तैयारियों और विभिन्न विभागों के बीच समन्वय को लेकर उठे सवाल अभी बने हुए हैं।

देवभूमि सांस्कृतिक महोत्सव 19 और 20 सितंबर को बद्रीनाथ स्थित टूरिस्ट अराइवल प्लाजा में आयोजित किया गया था। इसे सेना के ऑपरेशन सद्भावना के तहत जिला प्रशासन और उत्तराखंड पर्यटन के सहयोग से आयोजित किए जाने की जानकारी दी गई थी।

बाद में कार्यक्रम के दौरान तेज आवाज में संगीत और नृत्य के वीडियो सोशल मीडिया पर सामने आने के बाद विवाद खड़ा हो गया।

विवाद को नया आयाम उन सरकारी दस्तावेजों से मिला है जो कार्यक्रम से पहले जारी किए गए थे। 8 सितंबर के एक आदेश में चमोली के जिलाधिकारी गौरव कुमार ने प्रस्तावित महोत्सव की तैयारियों के लिए मुख्य विकास अधिकारी (CDO) को नोडल अधिकारी नियुक्त किया था।

इसके अगले दिन जारी एक अन्य पत्र में गढ़वाल स्काउट्स, जोशीमठ के कमांडिंग ऑफिसर की ओर से 11 अगस्त को भेजे गए पत्र का उल्लेख किया गया था। कार्यक्रम की तैयारियों पर चर्चा के लिए 10 सितंबर को CDO की अध्यक्षता में बैठक बुलाने की बात भी इसमें कही गई थी।

तैयारियों से संबंधित दस्तावेजों में पुलिस, स्वास्थ्य, पर्यटन, परिवहन, आपूर्ति और खेल समेत कई विभागों के अधिकारियों को बैठक में शामिल होने के लिए कहा गया था। इससे संकेत मिलता है कि महोत्सव की तैयारियों में कई सरकारी एजेंसियों के बीच समन्वय किया जा रहा था।

हालांकि, कार्यक्रम को लेकर विवाद बढ़ने के बाद जिला प्रशासन की ओर से सेना से स्पष्टीकरण मांगा गया। जिलाधिकारी ने गढ़वाल राइफल्स के कमांडिंग ऑफिसर कर्नल शांतनु को पत्र भेजकर पूछा कि बद्रीनाथ धाम में इस तरह के कार्यक्रम के आयोजन के लिए अनुमति ली गई थी या नहीं और यदि ली गई थी तो किस प्राधिकारी से अनुमति प्राप्त की गई।

पत्र में कार्यक्रम के दौरान तेज आवाज वाले साउंड सिस्टम के इस्तेमाल पर भी सवाल उठाया गया। प्रशासन ने बद्रीनाथ को एक पवित्र धार्मिक स्थल बताते हुए कहा कि अत्यधिक तेज आवाज से वहां होने वाली पूजा और धार्मिक अनुष्ठानों पर असर पड़ सकता है।

सेना से जुड़े सूत्रों का कहना है कि कार्यक्रम सभी संबंधित पक्षों की जानकारी में आयोजित किया गया था। हालांकि, सेना के एक सूत्र के मुताबिक चमोली प्रशासन का पत्र अभी तक आधिकारिक माध्यम से प्राप्त नहीं हुआ है।

महोत्सव को लेकर विवाद उस समय तेज हुआ जब कार्यक्रम के वीडियो सोशल मीडिया पर प्रसारित होने लगे।

उत्तराखंड की गायिका प्रियंका मेहर के संगीत और नृत्य कार्यक्रम का वीडियो भी सामने आया। भाजपा के वरिष्ठ नेता मुरली मनोहर जोशी ने भी बद्रीनाथ जैसे धार्मिक स्थल के निकट इस प्रकार के आयोजन पर आपत्ति जताई थी।

आयोजकों के अनुसार, महोत्सव का उद्देश्य उत्तराखंड की लोक संस्कृति, हस्तशिल्प, स्थानीय उत्पादों, खान-पान और पर्वतीय समुदायों की परंपराओं को सामने लाना था। कार्यक्रम की आधिकारिक वेबसाइट इसे भारतीय सेना की पहल बताती है और इसमें पर्यटन तथा सांस्कृतिक गतिविधियों को बढ़ावा देने पर जोर दिया गया है।

अब विवाद का केंद्र केवल संगीत और नृत्य तक सीमित नहीं है। मामला इस बात पर भी टिक गया है कि कार्यक्रम की तैयारी किस स्तर पर हुई, किन विभागों के बीच समन्वय था और आयोजन के लिए आवश्यक अनुमति किस स्तर पर ली गई थी।

चमोली प्रशासन के पहले के आदेशों और बाद में सेना से मांगे गए स्पष्टीकरण के बीच दिखाई दे रहे अंतर ने पूरे मामले को और पेचीदा बना दिया है। सेना की ओर से आधिकारिक जवाब और प्रशासन की ओर से आगे की स्पष्टता मिलने के बाद ही यह पूरी तरह स्पष्ट हो सकेगा कि कार्यक्रम की योजना और अनुमति की प्रक्रिया किस प्रकार आगे बढ़ी थी।
