Jantar Mantar Protest: Thousands Detained as Delhi Police Thwart CJP Rally Over Election Commission
Cockroach Janta Party and opposition leaders sought Chief Election Commissioner Gyanesh Kumar’s resignation over alleged irregularities in voter-list revision; heavy security, metro restrictions and transport disruptions affected the national capital.
NEW DELHI: Delhi witnessed an extensive security operation on Saturday as police moved to prevent a planned demonstration at Jantar Mantar organised by the Cockroach Janta Party (CJP), with opposition leaders and activists protesting against the Election Commission’s Special Intensive Revision (SIR) of electoral rolls.
The demonstration was intended to demand the resignation of Chief Election Commissioner Gyanesh Kumar over allegations concerning the revision of voter lists and the registration of new voters.
The Election Commission’s actions have become a major point of political confrontation, with opposition parties questioning the process and the BJP rejecting allegations of electoral manipulation.
According to reports published during the day, police detained thousands of people at multiple locations in Delhi and elsewhere as they attempted to join the proposed demonstration.
The authorities deployed extensive security personnel, established barricades and restricted movement across several parts of central Delhi.
Police deny permission, launch extensive security operation
Delhi Police did not grant permission for the proposed gathering at Jantar Mantar.
According to reports, the application was submitted on October 7, short of the prescribed 10-day notice period cited by the police. Security concerns were also given as a reason for preventing the demonstration.
The authorities established barricades and checkpoints on roads leading towards Jantar Mantar and other important locations in the capital.
Police and paramilitary personnel were deployed in substantial numbers, while restrictions and prohibitory measures were imposed in parts of the city to prevent large gatherings and maintain public order.
The security operation extended beyond the immediate protest site. Several people were detained at transport hubs, on routes leading into the capital and near locations associated with opposition leaders.
The measures significantly limited the ability of demonstrators to assemble at the intended venue.
The scale of the operation meant that the planned mass rally could not proceed as originally intended, although smaller gatherings and confrontations were reported at different locations.
Mamata Banerjee, Arvind Kejriwal among those detained
Several prominent opposition figures were among those detained as they sought to participate in or support the protest.
They included Trinamool Congress leader Mamata Banerjee, former Delhi chief minister Arvind Kejriwal and former Kerala chief minister Pinarayi Vijayan.
Other political leaders, activists and members of civil society were also reported to have been detained.
Trinamool Congress MPs, including Derek O’Brien and Dola Sen, were among those caught up in the police action, according to media reports.
CJP founder Abhijeet Dipke and other key figures associated with the movement were also detained after arriving in Delhi.
YouTuber Dhruv Rathee and activists including Yogendra Yadav were named in reports on the detentions.
The reported detentions took place at several locations, including near political leaders’ residences, on the approaches to the protest venue and at transport points.
The precise number of people detained varied as the operation continued, with reports later in the day putting the figure at more than 2,000.
The distinction between detention and formal arrest is important: the available reports described a large number of people as detained, and the final legal status of every individual was not immediately clear.
Why did CJP call the protest?
The central issue behind the demonstration was the Special Intensive Revision of electoral rolls, an exercise intended to verify and update voter lists.
CJP and opposition supporters alleged that the revision process raised serious questions about the deletion of existing voters, the registration of new electors, and the transparency of the electoral system.
They demanded accountability from the Election Commission and called for Gyanesh Kumar to step down.
The controversy has acquired greater political significance amid concerns about the impact of voter-list changes on electoral participation and the fairness of elections.
Opposition parties have argued that any large-scale revision must be transparent, verifiable and accessible to affected citizens.
The Election Commission and the BJP have rejected allegations that the exercise was designed to favour the ruling party.
The dispute therefore remains a contested political issue, and allegations of deliberate manipulation should not be treated as facts without supporting evidence.
Heavy security and restrictions disrupt movement
The police operation affected more than the protest site itself. Barricades, checkpoints and restrictions on movement were reported across central Delhi, with authorities seeking to prevent demonstrators from converging on Jantar Mantar.
Delhi Metro also announced restrictions affecting entry and exit at dozens of stations. Reports on the day referred to restrictions involving approximately 45 stations, including major interchange and central-city stations. Such measures disrupted ordinary travel for commuters, office-goers and visitors.
Rail services were also affected by changes and cancellations announced ahead of the demonstration.
Reports indicated that the measures extended to passenger trains serving Delhi and neighbouring areas. Travellers were advised to check current railway and metro information before setting out.
Authorities also imposed restrictions on mobile internet services in parts of the area, according to reports. The restrictions, together with road closures and security checks, complicated communication and movement around the protest zone.
The precise duration and geographical scope of individual restrictions should be confirmed against official advisories before being reported as applicable to the entire city.
Political reactions intensify confrontation
The police action triggered criticism from opposition leaders, who questioned the decision to prevent the demonstration and detain political representatives and activists.
Kejriwal criticised the crackdown and compared the situation to the Emergency, according to media reports.
Opposition supporters portrayed the restrictions as an attempt to prevent dissent, while the authorities maintained that their measures were necessary to manage security and public order.
The episode has renewed debate over the balance between maintaining public safety and protecting the right to peaceful assembly.
Under India’s constitutional framework, citizens enjoy the right to assemble peacefully and without arms, subject to reasonable restrictions permitted by law.
The legality of particular police measures depends on the circumstances, the applicable orders, and how those powers were exercised.
The denial of permission and the detention of participants do not, by themselves, establish whether every individual action was lawful or unlawful.
What happens next?
The immediate questions concern the release and legal status of those detained, the extent of disruption caused by the security operation and whether the organisers will pursue further demonstrations.
The underlying dispute over electoral-roll revision is also likely to continue.
For the Election Commission, the challenge is to demonstrate that the verification process is transparent, that eligible voters are not unfairly excluded and that citizens have effective means to correct errors.
For the opposition, the protest has become a test of its ability to mobilise public support around electoral integrity despite restrictions on assembly.
