A day after the devastating fire at a coaching centre in Lucknow’s Aliganj area, the Special Investigation Team (SIT) on Tuesday began a detailed inquiry into the incident.

At the same time, authorities launched an extensive inspection drive across coaching institutes in major cities of Uttar Pradesh, with more than 100 institutions facing action for alleged violations of safety and building regulations.

Acting on Chief Minister Yogi Adityanath’s directions, joint teams comprising officials from the administration, police, fire services, development authorities and electrical safety departments carried out inspections in several districts.

The teams checked the availability of fire-fighting equipment, emergency exits, structural integrity of buildings and compliance with statutory norms.

They also verified whether institutes were operating with valid registrations and permissions.

Major Crackdown in Kanpur

One of the most significant enforcement drives took place in Kanpur’s coaching hub, Kakadeo, where officials from the Kanpur Development Authority and the fire department sealed more than 30 coaching institutes.

Investigators found several serious irregularities, including the use of basements as classrooms despite approvals being granted only for parking purposes. In many institutes, fire safety clearances were either missing or had expired.

Similar action was also taken in Mirzapur, where around a dozen educational institutions were sealed for alleged violations.

Prayagraj and Varanasi Under Scrutiny

In Prayagraj, officials revealed that only 15 out of the city’s 97 registered coaching institutes had obtained mandatory No Objection Certificates (NOCs) from the fire department.

To intensify inspections, the fire department has constituted 10 dedicated teams. During the drive, the Prayagraj Development Authority also sealed the Civil Lines premises of Khan Global Studies coaching institute.

In Varanasi, joint teams of the development authority and fire department inspected coaching centres and libraries and found multiple breaches of fire safety norms.

Several establishments were sealed for operating without approved building plans or for violating sanctioned land-use conditions.

Officials added that inspection drives are also underway in Jaunpur and Chandauli districts.

SIT Begins Investigation, Collects Evidence

The two-member SIT on Tuesday initiated its probe into the Aliganj fire tragedy by conducting a detailed inspection of the charred building and meeting injured victims undergoing treatment at King George’s Medical University (KGMU).

The team, constituted on the directions of Chief Minister Yogi Adityanath, comprises Additional Chief Secretary (Tourism and Culture) Amrit Abhijat and Additional Director General of Police (Lucknow Zone) Praveen Kumar.

The officers spent more than an hour examining different sections of the damaged building.

Officials said the investigators extensively documented the site through photographs and closely examined factors related to the origin and spread of the fire.

The SIT also assessed the building’s design and safety arrangements to determine whether any lapses contributed to the tragedy.

Speaking to reporters, Amrit Abhijat said information provided by the injured and evidence collected from the site would play a crucial role in the investigation.

He added that several individuals would be questioned as part of the inquiry.

ADG Praveen Kumar said the investigation was examining the role and responsibilities of every department connected with the building and its operations.

Following the site inspection, the SIT visited KGMU hospital and interacted with injured survivors to gather first-hand accounts. Officials believe the victims’ statements will help reconstruct the sequence of events leading to the fire.

Meanwhile, a team from the Uttar Pradesh Forensic Science Laboratory (FSL), led by Director Adarsh Kumar, collected debris, burnt electrical equipment, wires and other materials from the site.

The samples will be scientifically analysed to determine the exact cause of the fire and identify any technical failures or safety violations.

CM Orders Statewide Fire Safety Audit

Reviewing the Aliganj incident during a meeting with senior officials on Tuesday evening, Chief Minister Yogi Adityanath described the tragedy as a “major lesson” for the state and ordered a mission-mode fire safety audit across Uttar Pradesh.

He said every effort must be made to ensure that such incidents are never repeated.

The Chief Minister directed authorities to conduct comprehensive fire safety inspections of hospitals, nursing homes, medical colleges, coaching institutes, shopping malls, government buildings and other commercial establishments.

He emphasised that the campaign should initially focus on awareness and ensuring compliance, while making sure that citizens are not harassed in the name of enforcement.

Basements Cannot Be Used as Classrooms

Reiterating the need for strict adherence to building regulations and land-use norms, the Chief Minister said structures must be used only for the purposes for which they were approved.

He categorically stated that basements designated for parking cannot be converted into coaching centres or used for any other commercial activity.

He also stressed that residential buildings should not be used for commercial purposes in violation of prescribed norms.

Faster Emergency Response Needed

The Chief Minister reviewed the rescue operation conducted by the fire department, State Disaster Response Force (SDRF) and health authorities after the incident and highlighted the need to further reduce emergency response time.

He said that quicker response mechanisms significantly improve rescue efforts during emergencies.

Officials informed the meeting that 14 ambulances had been dispatched to the site immediately after the fire.

The Chief Minister also directed authorities to accord top priority to fire safety audits of both government and private hospitals and medical institutions.

Expansion of Fire Services Across Uttar Pradesh

During the review meeting, the Director General of Fire Services informed the Chief Minister that Uttar Pradesh currently has 326 permanent fire stations spread across 296 of its 350 tehsils.

Another 26 fire stations are ready for inauguration, while construction work on 25 more is underway. Detailed project reports are also being prepared for 47 additional fire stations.

Earlier in the day, Higher Education Minister Yogendra Upadhyay said all district magistrates had been instructed to carry out a comprehensive survey of coaching institutes operating in their districts and prepare a detailed database of such establishments.

He said that the government would not compromise on students’ safety or quality education and remains committed to ensuring discipline, transparency and accountability in the education sector.

A formal communication issued by Special Secretary (Higher Education) Nidhi Srivastava directed district magistrates to identify unregistered coaching institutes and ensure compliance with legal provisions.

The letter further stated that regular inspections of registered institutes would be conducted to assess student safety measures, basic infrastructure and administrative arrangements as part of the state’s efforts to strengthen oversight of the rapidly growing coaching sector.

लखनऊ कोचिंग सेंटर अग्निकांड: SIT ने शुरू की जांच, योगी सरकार ने पूरे यूपी में सुरक्षा जांच अभियान चलाया

लखनऊ के अलीगंज स्थित कोचिंग सेंटर में हुए दर्दनाक अग्निकांड के एक दिन बाद मंगलवार को विशेष जांच दल (एसआईटी) ने मामले की विस्तृत जांच शुरू कर दी। इसी के साथ उत्तर प्रदेश के प्रमुख शहरों में कोचिंग संस्थानों के खिलाफ व्यापक निरीक्षण अभियान भी शुरू किया गया, जिसमें 100 से अधिक संस्थानों पर सुरक्षा और भवन मानकों के उल्लंघन के आरोप में कार्रवाई की गई।

मुख्यमंत्री योगी आदित्यनाथ के निर्देश पर प्रशासन, पुलिस, अग्निशमन विभाग, विकास प्राधिकरण और विद्युत सुरक्षा विभाग के अधिकारियों की संयुक्त टीमों ने विभिन्न जिलों में निरीक्षण किया। टीमों ने अग्निशमन उपकरणों की उपलब्धता, आपातकालीन निकास मार्ग, भवनों की संरचनात्मक सुरक्षा और नियामकीय अनुपालन की जांच की। साथ ही यह भी देखा गया कि संस्थान वैध पंजीकरण और अनुमतियों के साथ संचालित हो रहे हैं या नहीं।

कानपुर में सबसे बड़ी कार्रवाई

कानपुर के कोचिंग हब काकादेव में सबसे बड़ी कार्रवाई देखने को मिली, जहां कानपुर विकास प्राधिकरण और अग्निशमन विभाग की टीमों ने 30 से अधिक कोचिंग संस्थानों को सील कर दिया। जांच में कई गंभीर अनियमितताएं सामने आईं। कई संस्थानों में पार्किंग के लिए स्वीकृत बेसमेंट में बड़ी संख्या में विद्यार्थियों की कक्षाएं संचालित की जा रही थीं। अनेक संस्थानों के पास अग्नि सुरक्षा अनापत्ति प्रमाणपत्र (एनओसी) नहीं थे या उनकी वैधता समाप्त हो चुकी थी।

मिर्जापुर में भी इसी तरह की कार्रवाई करते हुए करीब एक दर्जन संस्थानों को सील किया गया।

प्रयागराज और वाराणसी भी जांच के दायरे में

प्रयागराज में अधिकारियों ने बताया कि शहर के 97 पंजीकृत कोचिंग संस्थानों में से केवल 15 ने अग्निशमन विभाग से आवश्यक एनओसी प्राप्त की है। लगातार निरीक्षण के लिए विभाग ने 10 विशेष टीमें गठित की हैं। इसी अभियान के दौरान प्रयागराज विकास प्राधिकरण ने सिविल लाइंस स्थित खान ग्लोबल स्टडीज के परिसर को भी सील कर दिया।

वाराणसी में विकास प्राधिकरण और अग्निशमन विभाग की संयुक्त टीमों ने कोचिंग संस्थानों और पुस्तकालयों का निरीक्षण किया, जहां अग्नि सुरक्षा मानकों के कई उल्लंघन पाए गए। कई प्रतिष्ठानों को बिना स्वीकृत भवन मानचित्र के संचालन और भूमि उपयोग नियमों के उल्लंघन के कारण सील कर दिया गया।

अधिकारियों ने बताया कि जौनपुर और चंदौली में भी इसी प्रकार की जांच जारी है।

एसआईटी ने जुटाए सबूत, घायलों से की मुलाकात

दो सदस्यीय एसआईटी ने मंगलवार को अलीगंज अग्निकांड की जांच शुरू करते हुए जली हुई इमारत का बारीकी से निरीक्षण किया और किंग जॉर्ज मेडिकल यूनिवर्सिटी (केजीएमयू) में उपचाराधीन घायलों से मुलाकात की।

मुख्यमंत्री के निर्देश पर गठित इस टीम में अपर मुख्य सचिव (पर्यटन एवं संस्कृति) अमृत अभिजात और एडीजी (लखनऊ जोन) प्रवीण कुमार शामिल हैं। टीम ने एक घंटे से अधिक समय तक इमारत के विभिन्न हिस्सों का निरीक्षण किया।

अधिकारियों के अनुसार, घटनास्थल की व्यापक फोटोग्राफी की गई और आग लगने तथा उसके फैलने से जुड़े सभी पहलुओं की जांच की गई। एसआईटी ने भवन की संरचना और सुरक्षा व्यवस्थाओं का भी आकलन किया ताकि संभावित लापरवाही का पता लगाया जा सके।

अमृत अभिजात ने कहा कि घायलों से प्राप्त जानकारी और घटनास्थल से जुटाए गए साक्ष्य जांच का महत्वपूर्ण हिस्सा होंगे। उन्होंने बताया कि जांच के दौरान कई लोगों से पूछताछ की जाएगी।

एडीजी प्रवीण कुमार ने कहा कि जांच में भवन और उसके संचालन से जुड़े सभी विभागों की भूमिका और जिम्मेदारियों की भी पड़ताल की जा रही है।

घटनास्थल के निरीक्षण के बाद एसआईटी ने केजीएमयू जाकर घायलों से बातचीत की। अधिकारियों का मानना है कि प्रत्यक्षदर्शियों के बयान घटना की पूरी श्रृंखला को समझने में महत्वपूर्ण साबित होंगे।

इस बीच, उत्तर प्रदेश फॉरेंसिक साइंस लैबोरेटरी की टीम ने निदेशक आदर्श कुमार के नेतृत्व में मलबा, जले हुए विद्युत उपकरण, तार और अन्य सामग्री के नमूने एकत्र किए हैं। इनकी वैज्ञानिक जांच से आग लगने के वास्तविक कारण और संभावित तकनीकी खामियों का पता लगाया जाएगा।

मुख्यमंत्री ने दिए राज्यव्यापी अग्नि सुरक्षा ऑडिट के निर्देश

मंगलवार शाम वरिष्ठ अधिकारियों के साथ समीक्षा बैठक में मुख्यमंत्री योगी आदित्यनाथ ने अलीगंज अग्निकांड को राज्य के लिए एक “बड़ी सीख” बताया और पूरे प्रदेश में मिशन मोड में अग्नि सुरक्षा ऑडिट कराने के निर्देश दिए।

उन्होंने कहा कि ऐसी घटनाओं की पुनरावृत्ति रोकने के लिए हरसंभव प्रयास किए जाने चाहिए। मुख्यमंत्री ने अस्पतालों, नर्सिंग होम, मेडिकल कॉलेजों, कोचिंग संस्थानों, शॉपिंग मॉल, सरकारी भवनों और अन्य व्यावसायिक प्रतिष्ठानों का व्यापक सुरक्षा ऑडिट कराने के निर्देश दिए।

उन्होंने स्पष्ट किया कि अभियान का उद्देश्य पहले जागरूकता और नियमों के अनुपालन को सुनिश्चित करना होना चाहिए तथा कार्रवाई के नाम पर आम लोगों को अनावश्यक परेशान नहीं किया जाना चाहिए।

पार्किंग के लिए स्वीकृत बेसमेंट में नहीं चल सकते कोचिंग संस्थान

भवन उपयोग और भूमि उपयोग नियमों के सख्त पालन पर जोर देते हुए मुख्यमंत्री ने कहा कि किसी भी भवन का इस्तेमाल उसी उद्देश्य के लिए होना चाहिए जिसके लिए उसे मंजूरी दी गई है।

उन्होंने स्पष्ट किया कि पार्किंग के लिए स्वीकृत बेसमेंट को कोचिंग संस्थान या किसी अन्य व्यावसायिक गतिविधि के लिए इस्तेमाल नहीं किया जा सकता। साथ ही उन्होंने कहा कि आवासीय भवनों का उपयोग भी नियमों के विरुद्ध व्यावसायिक उद्देश्यों के लिए नहीं होना चाहिए।

आपातकालीन प्रतिक्रिया समय कम करने पर जोर

मुख्यमंत्री ने अग्निकांड के बाद अग्निशमन विभाग, एसडीआरएफ और स्वास्थ्य विभाग द्वारा चलाए गए बचाव अभियान की समीक्षा करते हुए आपातकालीन प्रतिक्रिया समय को और कम करने की आवश्यकता पर बल दिया।

उन्होंने कहा कि संकट की स्थिति में जितनी तेजी से राहत टीमें पहुंचती हैं, बचाव अभियान उतना ही प्रभावी साबित होता है।

अधिकारियों ने बताया कि घटना के तुरंत बाद 14 एंबुलेंस मौके पर भेजी गई थीं। मुख्यमंत्री ने सरकारी और निजी अस्पतालों तथा चिकित्सा संस्थानों का प्राथमिकता के आधार पर अग्नि सुरक्षा ऑडिट कराने के भी निर्देश दिए।

प्रदेश में अग्निशमन सेवाओं के विस्तार की तैयारी

समीक्षा बैठक में अग्निशमन सेवा महानिदेशक ने मुख्यमंत्री को बताया कि उत्तर प्रदेश के 350 तहसीलों में से 296 में फिलहाल 326 स्थायी अग्निशमन केंद्र कार्यरत हैं। इसके अलावा 26 नए केंद्र उद्घाटन के लिए तैयार हैं, जबकि 25 अन्य केंद्रों का निर्माण कार्य जारी है। 47 अतिरिक्त अग्निशमन केंद्रों के लिए विस्तृत परियोजना रिपोर्ट भी तैयार की जा रही है।

उच्च शिक्षा मंत्री योगेंद्र उपाध्याय ने बताया कि सभी जिलाधिकारियों को अपने-अपने जिलों में संचालित कोचिंग संस्थानों का व्यापक सर्वेक्षण कर उनका विस्तृत डाटा तैयार करने के निर्देश दिए गए हैं।

उन्होंने कहा कि छात्रों की सुरक्षा और गुणवत्तापूर्ण शिक्षा के साथ कोई समझौता नहीं किया जा सकता और सरकार शिक्षा क्षेत्र में अनुशासन, पारदर्शिता और जवाबदेही सुनिश्चित करने के लिए प्रतिबद्ध है।

उच्च शिक्षा विभाग की विशेष सचिव निधि श्रीवास्तव द्वारा जारी पत्र में जिलाधिकारियों को बिना पंजीकरण संचालित कोचिंग संस्थानों की पहचान करने और उन्हें कानूनी प्रावधानों के अनुरूप लाने के निर्देश दिए गए हैं।

पत्र में यह भी कहा गया है कि पंजीकृत संस्थानों का नियमित निरीक्षण किया जाएगा, ताकि विद्यार्थियों की सुरक्षा, बुनियादी सुविधाओं और प्रशासनिक व्यवस्थाओं की समीक्षा कर तेजी से बढ़ रहे कोचिंग क्षेत्र में प्रभावी निगरानी सुनिश्चित की जा सके।
