New Delhi: Prime Minister Narendra Modi’s expected meeting with Chinese President Xi Jinping at the BRICS Summit on Saturday is set to become one of the most closely watched diplomatic engagements of the gathering, with the two countries’ fragile rapprochement likely to face a fresh test over the unresolved boundary question and recent tensions in Arunachal Pradesh.
People familiar with the schedule said Modi is also expected to meet Russian President Vladimir Putin and Iranian President Masoud Pezeshkian on Friday.
The leaders are likely to use the bilateral engagements to review their respective ties with India and exchange views on major international developments, including the Ukraine war and the continuing conflict in West Asia.
For Modi and Xi, however, the conversation carries particular significance because it comes as New Delhi and Beijing attempt to rebuild a relationship badly damaged by the prolonged military confrontation in eastern Ladakh.
Xi’s proposed visit is notable in itself: he has not travelled to India since 2019, the year before the border crisis pushed bilateral ties to their lowest point in decades.
The two governments have taken several steps towards restoring normal engagement since Modi and Xi met in October 2024, following an understanding aimed at bringing the Ladakh standoff to an end.
Direct air connectivity has resumed, the Kailash Mansarovar pilgrimage has been restarted and border commerce has been reopened through three designated routes.
Diplomatic and military channels have also become more active. The Working Mechanism for Consultation and Coordination on India-China border affairs and the two countries’ Special Representatives have held multiple rounds of discussions.
Among the issues under consideration has been the possibility of securing limited early progress in the broader boundary-demarcation process.
A further indication of renewed military-level engagement is expected this week, when senior commanders from India and China are scheduled to meet in the Arunachal Pradesh sector.
Their discussions are expected to centre on maintaining peace and stability along the frontier.
Yet the thaw has not erased the disagreements that continue to shadow the relationship.
New Delhi remains concerned about restrictions affecting Indian business travellers, Chinese curbs on the export of important technologies and equipment, and Beijing’s position that the boundary dispute should not become a determining factor in the wider relationship.
India, on the other hand, has consistently maintained that conditions along the frontier cannot be separated from the overall trajectory of bilateral ties.
The state of the border, in New Delhi’s assessment, remains a crucial measure of whether the relationship can genuinely return to normal.
The timing of Xi’s visit has added another layer of sensitivity. His arrival follows reports of renewed friction between Indian and Chinese troops in the Taksing area of Arunachal Pradesh.
The Modi-Xi conversation is therefore expected to provide an opportunity to raise the issue directly and assess whether the two sides can prevent such incidents from undermining the broader stabilisation process.
The meeting also comes at a point when India and China have begun restoring practical links after years of disruption.
The challenge for the leadership now is to determine whether these incremental steps can be converted into a more durable framework for political, economic and security engagement.
Alongside the bilateral agenda, Modi’s meetings with Putin and Pezeshkian are expected to broaden India’s diplomatic conversations at the summit.
The Ukraine conflict and the volatile situation in West Asia are likely to feature prominently as New Delhi engages with two countries that have significant stakes in those crises.
The series of meetings will allow Modi to discuss both immediate international challenges and India’s bilateral priorities with three influential leaders.
But among them, the Modi-Xi engagement is likely to command the greatest attention because it will offer an indication of how far the India-China relationship has actually moved from confrontation towards sustained normalisation.

नई दिल्ली: ब्रिक्स शिखर सम्मेलन के दौरान प्रधानमंत्री नरेंद्र मोदी और चीन के राष्ट्रपति शी जिनपिंग के बीच शनिवार को होने वाली संभावित मुलाकात भारत-चीन संबंधों के लिहाज से बेहद महत्वपूर्ण मानी जा रही है।
दोनों देशों के बीच रिश्तों को धीरे-धीरे सामान्य बनाने की कोशिश जारी है, लेकिन सीमा पर मतभेद और अरुणाचल प्रदेश में हालिया तनाव इस प्रक्रिया के सामने अब भी चुनौती बने हुए हैं।
जानकारी रखने वाले लोगों के मुताबिक, मोदी शुक्रवार को रूस के राष्ट्रपति व्लादिमीर पुतिन और ईरान के राष्ट्रपति मसूद पेजेशकियन से भी द्विपक्षीय मुलाकात कर सकते हैं।
इन बैठकों में आपसी संबंधों की समीक्षा के साथ यूक्रेन युद्ध और पश्चिम एशिया में जारी संघर्ष जैसे अंतरराष्ट्रीय मुद्दों पर विचार-विमर्श होने की संभावना है।
हालांकि, सबसे अधिक निगाहें मोदी की बैठक पर होंगी। इसकी वजह दोनों देशों के बीच पिछले कुछ वर्षों में पैदा हुआ गहरा अविश्वास और उसके बाद शुरू हुई संबंध सुधारने की प्रक्रिया है।
शी जिनपिंग की भारत यात्रा भी लंबे अंतराल के बाद हो रही है।
वह आखिरी बार 2019 में भारत आए थे, जिसके कुछ समय बाद लद्दाख में दोनों देशों की सेनाओं के बीच लंबे समय तक सैन्य गतिरोध चला।
पूर्वी लद्दाख में तनाव खत्म करने को लेकर बनी सहमति के बाद अक्टूबर 2024 में मोदी और शी की मुलाकात ने रिश्तों में सुधार का रास्ता खोला था।
इसके बाद दोनों देशों ने धीरे-धीरे कुछ व्यावहारिक संपर्क बहाल किए हैं। भारत-चीन के बीच सीधी उड़ानें फिर शुरू हुईं, कैलाश मानसरोवर यात्रा दोबारा शुरू हुई और तीन निर्धारित मार्गों से सीमा व्यापार भी बहाल किया गया।
सीमा से जुड़े मामलों में बातचीत के लिए स्थापित तंत्र भी सक्रिय हुआ है। वर्किंग मैकेनिज्म फॉर कंसल्टेशन एंड कोऑर्डिनेशन (WMCC) की कई बैठकें हो चुकी हैं।
सीमा विवाद पर दोनों देशों के विशेष प्रतिनिधियों ने भी चर्चा आगे बढ़ाई है। बातचीत में सीमा निर्धारण से जुड़े कुछ क्षेत्रों में शुरुआती प्रगति यानी संभावित ‘अर्ली हार्वेस्ट’ जैसे विकल्पों पर भी विचार हुआ है।
सैन्य स्तर पर भी संपर्क बढ़ने की उम्मीद है।
इस सप्ताह अरुणाचल प्रदेश सेक्टर में भारत और चीन के वरिष्ठ सैन्य कमांडरों की बैठक प्रस्तावित है। इसमें सीमा पर शांति और स्थिरता बनाए रखने के उपायों पर चर्चा हो सकती है।
लेकिन संबंधों में आई नरमी के बावजूद कई मुद्दे अभी सुलझे नहीं हैं।
भारतीय कारोबारियों के लिए चीनी वीजा संबंधी प्रतिबंध, महत्वपूर्ण तकनीक और उपकरणों के निर्यात पर चीन की पाबंदियां तथा सीमा विवाद को व्यापक द्विपक्षीय संबंधों से अलग रखने की बीजिंग की सोच जैसे विषय दोनों देशों के बीच मतभेद का कारण बने हुए हैं।
नई दिल्ली लगातार यह स्पष्ट करती रही है कि सीमा की स्थिति और द्विपक्षीय रिश्तों की समग्र दिशा को अलग-अलग नहीं देखा जा सकता।
भारत के लिए वास्तविक सामान्य स्थिति तभी संभव मानी जाएगी जब सीमा पर शांति और स्थिरता कायम रहे।
शी की प्रस्तावित भारत यात्रा के समय को देखते हुए अरुणाचल प्रदेश का मुद्दा भी खास महत्व रखता है।
हाल में ताकसिंग क्षेत्र में भारतीय और चीनी सैनिकों के बीच नए तनाव की खबरें सामने आई हैं। ऐसे में मोदी और शी की बैठक में इस तरह की घटनाओं को उठाए जाने की संभावना है।
दोनों देशों के बीच वर्षों के तनाव के बाद संपर्क बहाल करने की प्रक्रिया शुरू तो हो गई है, लेकिन इसे स्थायी संबंध सुधार में बदलना अभी बड़ी चुनौती है।
व्यापार, तकनीक, सीमा सुरक्षा और राजनीतिक विश्वास जैसे क्षेत्रों में आगे बढ़ने के लिए दोनों पक्षों को कई संवेदनशील मुद्दों पर सहमति तलाशनी होगी।
इधर, पुतिन और पेजेशकियन के साथ मोदी की संभावित बातचीत भारत की व्यापक कूटनीतिक प्राथमिकताओं के लिहाज से भी महत्वपूर्ण होगी।
यूक्रेन में जारी युद्ध और पश्चिम एशिया के बदलते हालात जैसे मुद्दे इन बैठकों के केंद्र में रह सकते हैं।
BRICS सम्मेलन के दौरान होने वाली इन बैठकों से प्रधानमंत्री मोदी को एक ही मंच पर रूस, ईरान और चीन के नेतृत्व के साथ महत्वपूर्ण द्विपक्षीय मुद्दों पर संवाद का अवसर मिलेगा।
फिर भी, इनमें मोदी-शी बातचीत सबसे अधिक महत्वपूर्ण मानी जा रही है, क्योंकि इससे संकेत मिल सकता है कि भारत और चीन के रिश्ते तनावपूर्ण टकराव से आगे बढ़कर वास्तविक और टिकाऊ सामान्यीकरण की दिशा में कितने आगे पहुंचे हैं।
