NEET Paper Leak Fallout: NTA Dismisses 47 Officials as Centre Moves to Tighten Anti-Exam Leak Law
New Delhi: ” The Centre has launched an unprecedented overhaul of the country’s examination system in the wake of the alleged NEET question paper leak and the nationwide protests spearheaded by the Cockroach Janta Party (CJP).
In one of the strongest administrative actions taken so far, the National Testing Agency (NTA) has dismissed 47 officials from service, while the Union government is simultaneously moving ahead with tougher legislation aimed at curbing examination-related malpractice.
People familiar with the development said the services of 47 NTA officials have been terminated as part of the agency’s internal accountability drive.
Besides the dismissals, legal as well as criminal proceedings are proposed against those found responsible, with the government seeking to send a clear message that any compromise with the integrity of public examinations will invite stringent consequences.
Officials indicated that the action announced so far marks only the beginning of a wider reform process.
According to sources, additional structural changes, stricter accountability measures and comprehensive reforms in the examination mechanism are currently being prepared to restore public confidence in the system and prevent similar incidents in the future.
Parallel to the disciplinary action, the Union government has accelerated efforts to strengthen the legal framework governing examination fraud.
Sources said the Union Cabinet on Friday approved a Bill proposing tougher punishment for individuals involved in leaking question papers and manipulating public examinations, a move aimed at reinforcing the credibility of national recruitment and entrance tests.
The proposed legislation follows Prime Minister Narendra Modi’s announcement a day earlier that a draft law had been prepared and submitted for Cabinet consideration.
The Prime Minister had indicated that the government intended to move swiftly in bringing the legislation before Parliament.
According to government sources, the Cabinet has cleared amendments to the Public Examinations (Prevention of Unfair Means) Act, 2024.
The amendment Bill is expected to be introduced in Parliament next week by Minister of State for Personnel Dr. Jitendra Singh.
Addressing the nation through a late-night video message posted on social media platform X on Thursday, Prime Minister Modi said officials had worked continuously to prepare a comprehensive legal proposal to deal with examination fraud.
He said the draft had already reached him and would be placed before the Cabinet the following day for final approval.
Emphasising the government’s determination to protect the integrity of competitive examinations, the Prime Minister said the proposed law contains provisions for establishing fast-track courts and imposing much harsher penalties on those involved in paper leaks and organised examination fraud.
He added that suggestions made by Cabinet colleagues would be incorporated before the Bill is finalised and introduced in Parliament from the second week of the ongoing session, to secure its passage at the earliest.

नई दिल्ली: कथित नीट प्रश्नपत्र लीक और उसके बाद कॉकरोच जनता पार्टी (सीजेपी) के नेतृत्व में हुए देशव्यापी छात्र आंदोलनों के बाद केंद्र सरकार ने देश की परीक्षा प्रणाली में व्यापक सुधार की दिशा में निर्णायक कदम उठाया है।
इसी क्रम में राष्ट्रीय परीक्षण एजेंसी (एनटीए) ने 47 अधिकारियों की सेवाएं समाप्त कर दी हैं, जबकि सार्वजनिक परीक्षाओं में पेपर लीक और अन्य अनियमितताओं पर कठोर अंकुश लगाने के लिए सरकार नया और अधिक सख्त कानूनी ढांचा तैयार करने की प्रक्रिया भी तेज कर चुकी है।
घटनाक्रम से जुड़े सूत्रों के अनुसार, एनटीए ने जवाबदेही तय करने की अपनी कार्रवाई के तहत 47 अधिकारियों को सेवा से बर्खास्त कर दिया है।
केवल विभागीय कार्रवाई तक ही मामला सीमित नहीं रहेगा, बल्कि संबंधित अधिकारियों के विरुद्ध कानूनी और आपराधिक मुकदमे भी दर्ज किए जाएंगे ताकि भविष्य में सार्वजनिक परीक्षाओं की पारदर्शिता से खिलवाड़ करने वालों को कड़ा संदेश दिया जा सके।
सूत्रों का कहना है कि यह कार्रवाई सुधार प्रक्रिया का केवल पहला चरण है। सरकार परीक्षा प्रणाली में पारदर्शिता, जवाबदेही और विश्वसनीयता बढ़ाने के लिए कई अन्य कठोर एवं दूरगामी सुधारात्मक कदमों पर भी काम कर रही है, जिनकी घोषणा आने वाले समय में की जाएगी।
प्रशासनिक कार्रवाई के साथ-साथ केंद्र सरकार ने परीक्षा संबंधी अपराधों पर कानूनी शिकंजा कसने की दिशा में भी महत्वपूर्ण कदम बढ़ाया है।
सरकारी सूत्रों के मुताबिक, केंद्रीय मंत्रिमंडल ने शुक्रवार को ऐसे लोगों के खिलाफ दंड और अधिक कठोर बनाने वाले विधेयक को मंजूरी दे दी, जो सार्वजनिक परीक्षाओं के प्रश्नपत्र लीक करने या परीक्षा प्रक्रिया में हेरफेर करने में शामिल पाए जाएंगे।
यह निर्णय प्रधानमंत्री नरेंद्र मोदी द्वारा एक दिन पहले किए गए उस ऐलान के बाद आया, जिसमें उन्होंने बताया था कि प्रस्तावित कानून का प्रारूप उन्हें सौंप दिया गया है और उसे मंत्रिमंडल की मंजूरी के लिए रखा जाएगा। प्रधानमंत्री ने संकेत दिया था कि सरकार इस कानून को शीघ्र संसद में लाने के पक्ष में है।
सूत्रों के अनुसार, मंत्रिमंडल ने सार्वजनिक परीक्षा (अनुचित साधनों की रोकथाम) अधिनियम, 2024 में संशोधन संबंधी प्रस्ताव को स्वीकृति प्रदान कर दी है। संभावना है कि कार्मिक राज्य मंत्री डॉ. जितेंद्र सिंह अगले सप्ताह संसद में संशोधन विधेयक पेश करेंगे।
गुरुवार देर रात सोशल मीडिया मंच ‘एक्स’ पर जारी अपने वीडियो संदेश में प्रधानमंत्री मोदी ने कहा था कि विभिन्न विभागों ने लगातार देर रात तक काम कर परीक्षा प्रणाली को अधिक सुरक्षित और पारदर्शी बनाने के उद्देश्य से विस्तृत विधायी मसौदा तैयार किया है।
उन्होंने बताया कि यह मसौदा उन्हें प्राप्त हो चुका है और शुक्रवार को मंत्रिमंडल के समक्ष विचार के लिए रखा जाएगा।
प्रधानमंत्री ने कहा कि प्रस्तावित कानून में पेपर लीक और संगठित परीक्षा धोखाधड़ी के मामलों की त्वरित सुनवाई के लिए फास्ट-ट्रैक अदालतों की व्यवस्था तथा दोषियों के लिए पहले से कहीं अधिक कठोर दंड का प्रावधान किया गया है।
उन्होंने कहा कि मंत्रिमंडल के सहयोगियों के सुझावों को शामिल करने के बाद विधेयक को अंतिम रूप दिया जाएगा और संसद के वर्तमान सत्र के दूसरे सप्ताह से ही इसे पारित कराने का हरसंभव प्रयास किया जाएगा।
