Operation Hard Ball: US Says 15 India-Linked Gang Members Were Illegal Immigrants, Probe Highlights Visa Route Misuse

Washington: Fresh details emerging from Operation Hard Ball, the United States’ nationwide crackdown on three India-linked organised crime syndicates, have brought renewed attention to illegal immigration and the alleged misuse of legal visa channels.

According to US authorities, 15 of the individuals arrested during the operation were living in the country illegally when they were taken into custody.

Investigators have also alleged that one of the criminal organisations deliberately recruited individuals who could legally enter the US on student or work visas before becoming part of its network.

The disclosures come amid heightened political debate over immigration in the United States, where illegal migration and visa abuse have remained key issues, particularly under the Trump administration’s stricter immigration enforcement policies.

Officials say the latest findings underline concerns that organised criminal groups may be exploiting both illegal border crossings and legitimate immigration pathways.

The investigation follows the unsealing of three federal indictments against the Bishnoi, Bhagwanpuria, and Dhanda criminal networks.

US prosecutors allege that these organisations operated across India, Canada and the United States, engaging in offences ranging from murder and extortion to narcotics trafficking and other organised criminal activities.

Addressing a press conference, Bill Essayli, First Assistant US Attorney for the Central District of California, said authorities had filed three separate indictments.

He stated that 15 of the accused present in the United States were staying in the country illegally at the time of their arrest. Of the 24 suspects apprehended during the operation, 14 were arrested in the United States, three in Canada, and one in Spain, while seven others were already in custody before Operation Hard Ball was formally launched.

According to court documents, the Bhagwanpuria organisation allegedly expanded its network through recruitment coordinators based in India.

Prosecutors claim these coordinators lured young people, including minors, by promising money, influence, recognition, and opportunities to move abroad.

The indictment further alleges that special attention was given to individuals eligible to obtain student or foreign employment visas, enabling them to enter the United States or Canada through lawful channels before allegedly joining the criminal enterprise.

Members who demonstrated loyalty were reportedly rewarded with overseas assignments.

Investigators also highlighted the immigration status of two accused individuals. Gurdev Singh, described as an associate of the Bhagwanpuria gang and facing charges related to racketeering, drug trafficking, and illegal arms dealing, allegedly continued attempting to extort victims even while being held in the custody of US Immigration and Customs Enforcement (ICE).

In another case, 22-year-old Gurlal Singh, who investigators allege was living illegally in Stockton, California, is accused of threatening a victim and sharing the victim’s identity with a corrupt law enforcement official in Punjab, according to the indictment.

Responding to questions on Thursday, a spokesperson for the US Attorney’s Office for the Central District of California said investigators have not disclosed whether the accused originally entered the United States legally through student or work visas before later overstaying or violating immigration rules.

The spokesperson said authorities only know that the individuals were present in the country illegally when they were arrested and are now facing criminal charges under the indictments.

Officials also confirmed that some US citizens were among those arrested during Operation Hard Ball, indicating that the alleged criminal networks involved both foreign nationals and American citizens.

Data on illegal immigration reflects a significant shift in recent years.

Encounters between US border authorities and Indian migrants reached nearly 97,000 during Fiscal Year 2023, while estimates by the Pew Research Center suggest that approximately 725,000 Indian nationals are currently residing illegally in the United States.

However, official figures indicate that illegal migration from India has declined sharply over the past year.

According to data from US Customs and Border Protection (CBP), encounters involving Indian migrants fell by 77 per cent during the first nine months following the intensified immigration enforcement measures.

Border authorities recorded 66,524 encounters between January and September 2024, compared with 15,551 during the corresponding period in 2025.

Investigators believe that a substantial proportion of illegal migration from India to the United States originates from Punjab, the state with which all three criminal organisations named in Operation Hard Ball are allegedly connected.

Supporting that assessment, a 2025 study by Johns Hopkins University scholars Devesh Kapur and Abby Budiman, citing data from the Transactional Records Access Clearinghouse (TRAC) at Syracuse University, observed that Punjabi-speaking migrants have consistently formed the largest group among Indian asylum seekers and immigration court cases in the United States since 2001.

The study concluded that migrants from Punjab account for the largest share of Indians encountered by US border authorities.

अधिकारियों के अनुसार, इस अभियान में गिरफ्तार किए गए 15 आरोपी गिरफ्तारी के समय अवैध रूप से अमेरिका में रह रहे थे। जांच एजेंसियों का यह भी आरोप है कि इनमें से एक गिरोह ऐसे लोगों की भर्ती करता था जो छात्र या कार्य वीजा के जरिए कानूनी रूप से अमेरिका पहुंच सकते थे।

यह कार्रवाई बिश्नोई, भगवानपुरिया और ढांडा गिरोहों के खिलाफ दायर तीन संघीय आरोपपत्रों के सार्वजनिक होने के बाद सामने आई है।

अमेरिकी अभियोजकों का आरोप है कि ये आपराधिक नेटवर्क भारत, कनाडा और अमेरिका तक फैले हुए थे तथा हत्या, रंगदारी, मादक पदार्थों की तस्करी और अन्य संगठित अपराधों में कथित रूप से संलिप्त थे।

सेंट्रल डिस्ट्रिक्ट ऑफ कैलिफोर्निया के प्रथम सहायक अमेरिकी अटॉर्नी बिल एसायली ने प्रेस वार्ता में बताया कि तीन अलग-अलग आरोपपत्र दाखिल किए गए हैं। उन्होंने कहा कि अमेरिका में गिरफ्तार 15 आरोपी उस समय अवैध रूप से देश में रह रहे थे।

कुल 24 आरोपियों के खिलाफ कार्रवाई की गई, जिनमें से 14 अमेरिका, तीन कनाडा और एक स्पेन में गिरफ्तार किया गया, जबकि सात अन्य पहले से हिरासत में थे, जब ऑपरेशन हार्ड बॉल औपचारिक रूप से शुरू किया गया।

अदालती दस्तावेजों के अनुसार, भगवानपुरिया गिरोह ने भारत में मौजूद अपने भर्ती समन्वयकों के माध्यम से संगठन का विस्तार किया। अभियोजन पक्ष का आरोप है कि ये समन्वयक युवाओं, यहां तक कि नाबालिगों को भी धन, प्रभाव, पहचान और विदेश जाने के अवसर का लालच देकर संगठन से जोड़ते थे।

आरोपपत्र में यह भी कहा गया है कि ऐसे युवाओं को प्राथमिकता दी जाती थी जो छात्र या रोजगार वीजा प्राप्त कर अमेरिका अथवा कनाडा जा सकते थे।

गिरोह के प्रति वफादारी दिखाने वाले सदस्यों को कथित तौर पर विदेश भेजकर नेटवर्क का संचालन करने की जिम्मेदारी सौंपी जाती थी।

जांच एजेंसियों ने दो आरोपियों की आव्रजन स्थिति का भी विशेष रूप से उल्लेख किया है। गुरदेव सिंह, जिसे भगवानपुरिया गिरोह का सहयोगी बताया गया है, पर रंगदारी, मादक पदार्थों की तस्करी और अवैध हथियारों के कारोबार के आरोप हैं।

अभियोजन के अनुसार, वह अमेरिकी आव्रजन एवं सीमा शुल्क प्रवर्तन एजेंसी (ICE) की हिरासत में रहते हुए भी कथित रूप से लोगों से वसूली करने का प्रयास कर रहा था।

एक अन्य आरोपी 22 वर्षीय गुरलाल सिंह, जो कथित रूप से कैलिफोर्निया के स्टॉकटन में अवैध रूप से रह रहा था, पर आरोप है कि उसने एक व्यक्ति को धमकाया और उसकी पहचान पंजाब के एक कथित भ्रष्ट पुलिस अधिकारी तक पहुंचाई।

गुरुवार को सेंट्रल डिस्ट्रिक्ट ऑफ कैलिफोर्निया स्थित अमेरिकी अटॉर्नी कार्यालय के प्रवक्ता ने कहा कि फिलहाल यह जानकारी उपलब्ध नहीं है कि आरोपियों ने प्रारंभ में छात्र या कार्य वीजा के जरिए कानूनी रूप से अमेरिका में प्रवेश किया था या नहीं।

उन्होंने कहा कि एजेंसियों के पास केवल इतना तथ्य है कि गिरफ्तारी के समय वे अमेरिका में अवैध रूप से मौजूद थे और अब उनके खिलाफ आरोपपत्र के तहत कार्रवाई की जा रही है।

अधिकारियों ने यह भी पुष्टि की कि ऑपरेशन हार्ड बॉल में गिरफ्तार लोगों में कुछ अमेरिकी नागरिक भी शामिल हैं, जिससे संकेत मिलता है कि कथित नेटवर्क में विदेशी नागरिकों के साथ-साथ स्थानीय लोग भी जुड़े हुए थे।

अमेरिका में भारतीयों की अवैध आवाजाही के आंकड़े भी हाल के वर्षों में उल्लेखनीय बदलाव दर्शाते हैं। वित्तीय वर्ष 2023 के दौरान अमेरिकी सीमा अधिकारियों और भारतीय प्रवासियों के बीच लगभग 97 हजार मुठभेड़ें दर्ज की गई थीं।

वहीं प्यू रिसर्च सेंटर का अनुमान है कि वर्तमान में लगभग 7.25 लाख भारतीय अमेरिका में अवैध रूप से रह रहे हैं।

हालांकि, आधिकारिक आंकड़ों के अनुसार पिछले एक वर्ष में इस प्रवृत्ति में उल्लेखनीय गिरावट आई है। अमेरिकी सीमा शुल्क एवं सीमा सुरक्षा (CBP) के आंकड़ों के मुताबिक, कड़ी आव्रजन कार्रवाई के बाद भारतीयों से जुड़े सीमा मामलों में 77 प्रतिशत की कमी दर्ज की गई।

जनवरी से सितंबर 2024 के बीच 66,524 मामले दर्ज हुए थे, जबकि इसी अवधि में 2025 में यह संख्या घटकर 15,551 रह गई।

जांच एजेंसियों का मानना है कि अमेरिका पहुंचने वाले अवैध भारतीय प्रवासियों का बड़ा हिस्सा पंजाब से संबंधित है। यही वह राज्य है जिससे ऑपरेशन हार्ड बॉल में नामजद तीनों कथित आपराधिक नेटवर्क जुड़े होने का आरोप है।

इस आकलन को बल देते हुए जॉन्स हॉपकिन्स विश्वविद्यालय के शोधकर्ताओं देवेश कपूर और एबी बुडीमैन ने वर्ष 2025 के अपने अध्ययन में सिराक्यूज़ विश्वविद्यालय के ट्रांजैक्शनल रिकॉर्ड्स एक्सेस क्लियरिंगहाउस (TRAC) के आंकड़ों का हवाला देते हुए कहा कि वर्ष 2001 से अब तक अमेरिकी शरण और आव्रजन अदालतों के मामलों में पंजाबी भाषी भारतीय सबसे बड़ा समूह रहे हैं।

अध्ययन के अनुसार, अमेरिकी सीमा पर पकड़े जाने वाले भारतीय नागरिकों में सबसे अधिक संख्या पंजाब से आने वाले लोगों की रही है।
