PM Modi Sets Up Nandan Nilekani-Led Task Force to Rebuild NTA, Restore Trust in National Examinations
With the credibility of India’s competitive examination system under unprecedented scrutiny, Prime Minister Narendra Modi on Sunday unveiled a six-member high-level task force.
This will be headed by Infosys co-founder Nandan Nilekani to recommend sweeping technological upgrades and institutional reforms aimed at transforming the functioning of the National Testing Agency (NTA).
The decision follows a period of intense political and public pressure triggered by the NEET-UG paper leak controversy.
It comes barely a day after Union Education Minister Dharmendra Pradhan resigned in the wake of a 36-day nationwide student agitation and just ahead of the Centre’s move to introduce legislation in Parliament proposing jail terms of up to 10 years and fines reaching ₹10 crore for those convicted of leaking examination papers.
In a video message shared on Instagram, the Prime Minister said restoring public faith in the country’s examination process required far more than punitive action.
While noting that fast-track courts had already been established to deal with examination-related offences and that stronger legal safeguards were being introduced,
Modi stressed that a comprehensive overhaul driven by technology had become essential.
He said the examination framework must be transparent, dependable and capable of making the best possible use of modern technology.
Keeping those objectives in view, the government had decided to entrust a panel led by globally respected technology expert Nandan Nilekani with the responsibility of preparing a roadmap for reforms.
He added that the recommendations would be implemented expeditiously to strengthen the credibility of future examinations.
The newly constituted panel brings together expertise from technology, education, security, science and administration.
Besides Nilekani, the task force includes former ISRO chairman S. Somanath, former Intelligence Bureau Director Tapan Deka, IIT Madras Director V. Kamakoti, former Education Secretary Anita Karwal and logistics specialist Amrit Lal Meena.
Officials familiar with the development said the committee has been assigned the task of redesigning the NTA’s examination architecture through technological innovation and structural restructuring.
Its mandate includes identifying vulnerabilities in the existing system and proposing durable solutions capable of preventing future irregularities.
The announcement, however, immediately drew criticism from the Congress, which questioned the necessity of constituting another expert committee when the recommendations of the K. Radhakrishnan Committee, formed after the 2024 NEET-UG controversy, are yet to be implemented in their entirety.
Headed by former ISRO chief K. Radhakrishnan, the seven-member committee had submitted its report in October 2024 after conducting an extensive review of the NTA.
It had proposed strengthening the agency’s institutional framework, improving coordination with state governments, tightening supervision of outsourced service providers and introducing multiple technological safeguards for both offline and computer-based examinations.
Among its recommendations were encrypted digital transmission of question papers, multi-layer access controls, real-time audit mechanisms and expanded CCTV surveillance.
Congress general secretary Jairam Ramesh alleged that the government had failed to implement all 101 recommendations contained in that report.
He also claimed that the NTA remained without a full-time Director General for a significant period between the examination controversies of 2024 and 2026.
In a post on X, he described the newly announced panel as an attempt to repair what he called the Prime Minister’s “irretrievably compromised image.”
Leadership changes at the National Testing Agency also came under focus during the debate.
Following the removal of Director General Subodh Kumar Singh in June 2024 after the earlier NEET controversy, retired IAS officer Pradeep Singh Kharola was given additional charge until Abhishek Singh assumed office as the agency’s full-time Director General on April 1, 2026.
Adding to concerns over the functioning of the testing agency, a Parliamentary Standing Committee on Education, in its report tabled in December 2025, observed that at least five of the fourteen major competitive examinations conducted by the NTA during 2024 and early 2025 had encountered serious operational deficiencies.
Government officials, however, maintained that substantial progress had already been made in implementing several recommendations of the Radhakrishnan Committee.
They pointed to the creation of sixteen additional permanent posts within the NTA, establishment of district-level coordination committees headed by District Magistrates for NEET-UG examinations and the shift of examination centres to government-owned institutions.
According to officials, nearly 94 per cent of examination centres now comply with the revised infrastructure norms.
Even so, significant gaps remain.
Of the agency’s 39 sanctioned permanent posts, only 24 have been filled.
The NTA continues to depend heavily on temporary manpower, currently employing 73 contractual staff members and 124 outsourced personnel, despite repeated recommendations that permanent appointments should replace contract-based staffing to improve accountability.
The government is also examining additional reforms that could fundamentally alter the conduct of NEET-UG. These include introducing an upper age limit for candidates, restricting the number of permissible attempts and gradually shifting the examination to a fully computer-based format—changes that were also recommended by the Radhakrishnan Committee.
During its presentation before the Parliamentary panel earlier this year, the NTA outlined the first phase of reforms already introduced for NEET-UG 2026 and the June 21 re-examination.
These measures included Aadhaar-linked biometric verification, facial authentication, multi-tier police frisking, installation of mobile signal jammers and AI-enabled CCTV surveillance.
The agency also revealed that the next phase under consideration would focus on cloud-based digital infrastructure, stronger encryption protocols, development of an NTA-owned testing platform and eventual standardisation of engineering and medical entrance examinations through a common technological framework.
The formation of the Nilekani-led task force marks one of the government’s most significant responses to the examination crisis that has dominated national attention for weeks.
It also follows the unprecedented resignation of Dharmendra Pradhan, who became the first Union minister during the NDA government’s three consecutive terms to step down amid sustained student protests over examination irregularities.

देश की प्रतियोगी परीक्षा प्रणाली की साख पर लगातार उठ रहे सवालों के बीच प्रधानमंत्री नरेंद्र मोदी ने रविवार को राष्ट्रीय परीक्षा एजेंसी (एनटीए) में व्यापक सुधारों का ऐलान करते हुए इंफोसिस के सह-संस्थापक नंदन नीलेकणी की अध्यक्षता में छह सदस्यीय उच्चस्तरीय टास्क फोर्स के गठन की घोषणा की।
यह समिति परीक्षा प्रणाली को अधिक सुरक्षित, पारदर्शी और तकनीक आधारित बनाने के लिए व्यापक संरचनात्मक एवं तकनीकी सुधारों की सिफारिश करेगी।
सरकार का यह कदम ऐसे समय आया है जब नीट-यूजी पेपर लीक को लेकर देशभर में 36 दिनों तक चले छात्र आंदोलन के बाद केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान ने अपने पद से इस्तीफा दे दिया।
इसके साथ ही केंद्र सरकार संसद में ऐसा विधेयक भी पेश करने जा रही है, जिसमें प्रश्नपत्र लीक जैसे अपराधों में दोषी पाए जाने वालों के लिए 10 वर्ष तक की कैद और 10 करोड़ रुपये तक के जुर्माने का प्रावधान किया गया है।
इंस्टाग्राम पर जारी अपने वीडियो संदेश में प्रधानमंत्री मोदी ने कहा कि केवल कड़े कानून बनाना पर्याप्त नहीं होगा, बल्कि परीक्षा व्यवस्था में लोगों का भरोसा दोबारा कायम करना भी उतना ही जरूरी है।
उन्होंने कहा कि परीक्षा संबंधी अपराधों के त्वरित निस्तारण के लिए फास्ट ट्रैक अदालतें पहले ही स्थापित की जा चुकी हैं और कानूनी व्यवस्था को और मजबूत किया जा रहा है, लेकिन अब समय परीक्षा प्रणाली में व्यापक सुधार लागू करने का है।
प्रधानमंत्री ने कहा कि देश की परीक्षा व्यवस्था ऐसी होनी चाहिए जिस पर विद्यार्थी और अभिभावक बिना किसी संदेह के भरोसा कर सकें।
इसके लिए पारदर्शिता, विश्वसनीयता और आधुनिक तकनीक का अधिकतम उपयोग आवश्यक है।
उन्होंने बताया कि इन्हीं उद्देश्यों को ध्यान में रखते हुए नंदन नीलेकणी के नेतृत्व में विशेषज्ञों की एक उच्चस्तरीय समिति गठित की गई है, जिसकी रिपोर्ट के आधार पर भविष्य की परीक्षाओं को पूरी तरह भरोसेमंद बनाने की दिशा में शीघ्र कदम उठाए जाएंगे।
नई टास्क फोर्स में विभिन्न क्षेत्रों के विशेषज्ञों को शामिल किया गया है ताकि सुधारों को बहुआयामी दृष्टिकोण से लागू किया जा सके।
नंदन नीलेकणी के अलावा समिति में भारतीय अंतरिक्ष अनुसंधान संगठन (इसरो) के पूर्व अध्यक्ष एस. सोमनाथ, इंटेलिजेंस ब्यूरो के पूर्व निदेशक तपन डेका, आईआईटी मद्रास के निदेशक प्रो. वी. कामकोटी, पूर्व शिक्षा सचिव अनीता करवाल तथा लॉजिस्टिक्स विशेषज्ञ अमृत लाल मीणा सदस्य बनाए गए हैं।
घटनाक्रम से परिचित अधिकारियों के अनुसार समिति को एनटीए की मौजूदा परीक्षा प्रणाली की व्यापक समीक्षा करने, उसकी कमियों की पहचान करने और अत्याधुनिक तकनीक की मदद से ऐसी व्यवस्था विकसित करने का दायित्व सौंपा गया है, जिससे भविष्य में प्रश्नपत्र लीक, डिजिटल छेड़छाड़ और परीक्षा संबंधी अन्य अनियमितताओं पर प्रभावी रोक लगाई जा सके।
हालांकि कांग्रेस ने नई समिति के गठन पर सवाल उठाते हुए कहा कि सरकार ने वर्ष 2024 के नीट-यूजी विवाद के बाद गठित के. राधाकृष्णन समिति की सिफारिशों को अब तक पूरी तरह लागू ही नहीं किया है।
ऐसे में नई टास्क फोर्स बनाने की आवश्यकता समझ से परे है।
पूर्व इसरो प्रमुख डॉ. के. राधाकृष्णन की अध्यक्षता वाली सात सदस्यीय समिति ने अक्टूबर 2024 में अपनी रिपोर्ट सरकार को सौंपी थी।
उस रिपोर्ट में एनटीए को संस्थागत रूप से मजबूत बनाने, राज्यों के साथ बेहतर समन्वय स्थापित करने, आउटसोर्स एजेंसियों की निगरानी कड़ी करने तथा ऑफलाइन और कंप्यूटर आधारित दोनों प्रकार की परीक्षाओं के लिए बहुस्तरीय सुरक्षा व्यवस्था विकसित करने की सिफारिश की गई थी।
इसमें प्रश्नपत्रों के एन्क्रिप्टेड डिजिटल ट्रांसमिशन, मल्टी-लेयर एक्सेस कंट्रोल, रियल टाइम ऑडिट ट्रेल और व्यापक सीसीटीवी निगरानी जैसे उपाय भी सुझाए गए थे।
कांग्रेस महासचिव जयराम रमेश ने आरोप लगाया कि सरकार ने राधाकृष्णन समिति की सभी 101 सिफारिशों को लागू नहीं किया।
उन्होंने यह भी दावा किया कि वर्ष 2024 और 2026 के बीच लंबे समय तक एनटीए के पास नियमित महानिदेशक तक नहीं था। सोशल मीडिया मंच एक्स पर उन्होंने नई टास्क फोर्स को प्रधानमंत्री की “गंभीर रूप से प्रभावित छवि को सुधारने का एक उच्चस्तरीय प्रयास” करार दिया।
एनटीए के नेतृत्व में हुए बदलाव भी इस पूरे विवाद का अहम हिस्सा रहे। वर्ष 2024 में नीट विवाद के बाद तत्कालीन महानिदेशक सुबोध कुमार सिंह को पद से हटाए जाने के बाद सेवानिवृत्त आईएएस अधिकारी प्रदीप सिंह खरोला को अतिरिक्त प्रभार सौंपा गया था।
बाद में एक अप्रैल 2026 को अभिषेक सिंह ने पूर्णकालिक महानिदेशक के रूप में कार्यभार संभाला।
एनटीए की कार्यप्रणाली पर संसद की स्थायी समिति ने भी गंभीर चिंता जताई थी। दिसंबर 2025 में पेश अपनी रिपोर्ट में समिति ने कहा था कि वर्ष 2024 और 2025 की शुरुआत के दौरान एनटीए द्वारा आयोजित 14 प्रमुख प्रतियोगी परीक्षाओं में से कम से कम पांच में गंभीर खामियां सामने आई थीं।
सरकारी अधिकारियों का कहना है कि राधाकृष्णन समिति की कई महत्वपूर्ण सिफारिशों पर पहले ही अमल शुरू हो चुका है।
एनटीए में 16 नए स्थायी पद सृजित किए गए हैं, नीट-यूजी के लिए जिलाधिकारियों की अध्यक्षता में जिला स्तरीय समन्वय समितियां बनाई गई हैं तथा परीक्षा केंद्रों को सरकारी या सरकारी स्वामित्व वाले भवनों में स्थानांतरित किया गया है।
अधिकारियों के अनुसार लगभग 94 प्रतिशत परीक्षा केंद्र अब नए मानकों का पालन कर रहे हैं।
इसके बावजूद कई सुधार अभी अधूरे हैं। एनटीए के लिए स्वीकृत 39 स्थायी पदों में से केवल 24 ही भरे जा सके हैं। एजेंसी अभी भी 73 संविदा कर्मचारियों और 124 आउटसोर्स कर्मियों के सहारे काम कर रही है, जबकि विशेषज्ञ समिति ने जवाबदेही बढ़ाने के लिए स्थायी और नियमित कर्मचारियों की नियुक्ति की सिफारिश की थी।
सरकार नीट-यूजी परीक्षा में कुछ और बड़े बदलावों पर भी विचार कर रही है। इनमें अभ्यर्थियों के लिए अधिकतम आयु सीमा तय करना, परीक्षा देने के प्रयासों की संख्या सीमित करना तथा चरणबद्ध तरीके से पूरी परीक्षा को कंप्यूटर आधारित स्वरूप में बदलना शामिल है। ये सुझाव भी राधाकृष्णन समिति ने अपनी रिपोर्ट में दिए थे।
इस वर्ष मई में संसदीय समिति के समक्ष एनटीए ने बताया था कि नीट-यूजी 2026 तथा 21 जून को आयोजित पुनर्परीक्षा में सुधारों का पहला चरण लागू कर दिया गया है।
इसके तहत आधार आधारित बायोमेट्रिक सत्यापन, फेस ऑथेंटिकेशन, बहुस्तरीय पुलिस जांच, मोबाइल जैमर और कृत्रिम बुद्धिमत्ता आधारित सीसीटीवी निगरानी जैसी व्यवस्थाएं लागू की गईं।
एजेंसी ने यह भी बताया कि अगले चरण में क्लाउड आधारित डिजिटल अवसंरचना, अधिक सुरक्षित एन्क्रिप्शन प्रणाली, एनटीए का अपना सार्वजनिक परीक्षण प्लेटफॉर्म तथा इंजीनियरिंग और मेडिकल प्रवेश परीक्षाओं के लिए समान तकनीकी मानक विकसित करने पर काम किया जाएगा।
नंदन नीलेकणी की अध्यक्षता में गठित यह टास्क फोर्स देश की परीक्षा प्रणाली में विश्वास बहाल करने की दिशा में केंद्र सरकार का अब तक का सबसे बड़ा सुधारात्मक कदम माना जा रहा है।
यह फैसला ऐसे समय लिया गया है जब नीट विवाद के बाद छात्रों के लंबे आंदोलन के दबाव में धर्मेंद्र प्रधान ने इस्तीफा दिया और वह लगातार तीन कार्यकाल वाली एनडीए सरकार में छात्र आंदोलन के बाद पद छोड़ने वाले पहले केंद्रीय मंत्री बन गए।
