PM Modi’s ‘Dimagi Naxal’ Remark Sparks Political Attention During Bastar Diwali Visit

Without naming those seeking the CEC’s ouster, the Prime Minister alleges that forces working against India’s democratic institutions pose a challenge even after the decline of armed Maoist insurgency.

BASTAR, CHHATTISGARH: Prime Minister Narendra Modi on Sunday used his Diwali engagement with security personnel in Chhattisgarh’s Bastar to deliver a pointed political message, suggesting that the country’s struggle against Naxalism had entered a new phase.

While declaring that the armed insurgency had been brought under control, he warned against what he described as ‘Dimagi Naxals’, accusing them of influencing institutions and creating hostility towards the Constitution and democracy.

His remarks assumed a political dimension as they came amid demonstrations by people demanding the removal of Chief Election Commissioner Gyanesh Kumar.

Although Modi did not identify the protesters by name, his comments about individuals allegedly working against constitutional institutions were seen as an indirect reference to the ongoing agitation.

The Prime Minister argued that the challenge posed by Naxalism could not be viewed exclusively through the lens of armed violence.

According to him, even after the elimination of armed cadres from affected areas, the country needed to remain vigilant against those whom he accused of attempting to undermine democratic values through ideological influence.

Bastar, once among the regions most severely affected by Maoist violence, provided the setting for Modi’s address.

He maintained that sustained action by security forces had fundamentally altered the situation, allowing development initiatives to make headway in areas where fear and insecurity had previously dominated public life.

The Prime Minister also used the occasion to acknowledge the contribution of personnel deployed in difficult and sensitive areas.

He said spending Diwali with members of the security forces carried special significance for him, particularly because of their role in restoring normalcy in regions that had experienced prolonged violence.

Recalling the extent of the insurgency in earlier years, Modi said the Maoist movement had once affected more than 230 districts spread across approximately 20 states.

Its influence, he said, had deprived residents of normal social and economic activity, with violence and intimidation even interfering with people’s participation in elections.

He also highlighted the government’s assessment of improved security conditions, citing the absence of any fatality among CRPF personnel in the line of duty during the preceding year.

Modi described this as an unprecedented development in the force’s 47-year history and credited the achievement to a combination of security planning and political resolve.

Beyond the security narrative, the Prime Minister presented poverty reduction as another major area in which the country had made progress. He referred to a World Bank assessment, claiming that around 50 crore people had escaped extreme poverty over the last 12 years.

Contrasting this figure with what he described as decades of unfulfilled political promises on poverty eradication, Modi argued that the country’s development efforts had produced significant results.

He placed the fight against economic deprivation alongside the campaign against extremism and separatism as important elements of India’s recent progress.

Earlier, announcing his Bastar programme on X, the Prime Minister had described the visit as an opportunity to recognise the commitment of security personnel serving the nation.

He also drew attention to the changing character of the region, portraying Bastar as an example of an area moving away from insurgency towards development.

The visit thus combined an appreciation of security personnel with a broader political argument about the challenges facing India’s democratic institutions and the government’s efforts to transform areas once affected by Maoist violence.
