Putin Credits Modi’s Diplomacy as India Continues Push for Ukraine Peace

Moscow acknowledges New Delhi’s repeated calls for a negotiated settlement as Modi maintains contact with both Russia and Ukraine.

Prime Minister Narendra Modi’s diplomatic engagement over the Russia-Ukraine war has received fresh recognition from Russian President Vladimir Putin, who said India’s leader has been actively looking for ways to bring the conflict to an end.

Putin’s remarks came as India continued to maintain communication with both sides of the war.

Rather than presenting itself as a participant in the confrontation, New Delhi has sought to use its relationships with Moscow and Kyiv to encourage a return to negotiations.

According to Putin, Modi has not allowed India’s close relationship with Russia to prevent him from raising difficult questions about the continuation of the conflict.

The Russian president said the Prime Minister has repeatedly urged an end to the fighting and has put forward ideas aimed at a settlement that neither side would find unacceptable.

Putin also expressed appreciation for Modi’s preference for a peaceful resolution and for his continued interest in seeing the war conclude at the earliest possible opportunity.

New Delhi keeps diplomacy at the centre.

India’s position on the conflict has remained focused on dialogue rather than military confrontation.

Modi has repeatedly argued that differences between Russia and Ukraine need to be addressed through direct engagement and diplomatic channels.

In an August interview with Japanese newspaper The Yomiuri Shimbun, the Prime Minister said both Putin and Ukrainian President Volodymyr Zelenskyy had spoken to him about developments connected with the war.

Modi said India had communicated its consistent position to both leaders and encouraged efforts aimed at resolving the crisis through negotiations.

He also indicated that India was prepared to back credible peace initiatives.

The Prime Minister pointed to India’s working relationships with the two countries as a factor that could enable New Delhi to contribute to international efforts for an early and sustainable settlement.

India’s balancing act continues.

The conflict has placed India in a delicate diplomatic position. Russia remains an important strategic partner for New Delhi, particularly in areas such as defence, energy and technology, while India has also maintained relations with Ukraine and continued engagement with Western nations.

Against that backdrop, India has avoided adopting a direct alignment with either Moscow or Kyiv.

Its stated approach has instead centred on dialogue, diplomacy and humanitarian considerations.

That position has allowed New Delhi to keep lines of communication open even as the war has continued.

Modi and Putin discuss wider bilateral ties

The Ukraine conflict is only one component of the India-Russia relationship.

Modi and Putin met in New Delhi in September during the 18th BRICS Summit.

Their discussions covered the broader direction of bilateral relations, including efforts to expand trade and implement the Programme for Economic Cooperation 2030.

The talks also included cooperation in strategic and economic sectors such as energy, infrastructure, technology and defence, along with cultural ties.

The meeting demonstrated that the two countries continue to pursue their wider partnership while the conflict in Europe remains an important issue in India’s international diplomacy.

Moscow takes note of India’s peace message.

Putin’s latest comments highlight the unusual diplomatic space India has attempted to maintain throughout the conflict.

New Delhi has continued to engage Moscow without abandoning its calls for an end to hostilities.

At the same time, it has maintained contact with Kyiv and expressed support for diplomatic initiatives directed at establishing lasting peace.

For India, the emphasis has been on keeping communication channels functioning rather than becoming part of the military confrontation.

Putin’s acknowledgement of Modi’s efforts adds another public indication that India’s message is being heard in Moscow.

रूस-यूक्रेन युद्ध के बीच प्रधानमंत्री नरेंद्र मोदी की कूटनीतिक पहल को रूसी राष्ट्रपति व्लादिमीर पुतिन ने सार्वजनिक रूप से सराहा है। पुतिन ने कहा कि मोदी संघर्ष समाप्त करने के रास्ते तलाशने में लगातार रुचि दिखा रहे हैं और दोनों पक्षों को स्वीकार्य समाधान के लिए विचार सामने रख रहे हैं।

रूसी राष्ट्रपति की यह टिप्पणी ऐसे समय आई है जब भारत युद्ध में किसी पक्ष का हिस्सा बनने के बजाय दोनों देशों के साथ अपने संपर्क बनाए रखते हुए बातचीत का समर्थन कर रहा है।

अगस्त में जापानी अखबार द योमिउरी शिंबुन को दिए इंटरव्यू में मोदी ने बताया था कि रूसी राष्ट्रपति पुतिन और यूक्रेन के राष्ट्रपति वोलोदिमिर जेलेंस्की ने उनसे युद्ध से जुड़े घटनाक्रम पर बातचीत की है।

प्रधानमंत्री के अनुसार, भारत ने दोनों नेताओं के सामने अपना स्थिर और सिद्धांत आधारित रुख रखा तथा संघर्ष को बातचीत और कूटनीति के जरिए सुलझाने की आवश्यकता दोहराई।

मोदी ने यह भी कहा था कि भारत ऐसे सार्थक शांति प्रयासों का समर्थन करने के लिए तैयार है जो संघर्ष को खत्म करने की दिशा में वास्तविक प्रगति कर सकें।

रूस और यूक्रेन के बीच संतुलन बनाए रखने की कोशिश

रूस-यूक्रेन युद्ध ने भारत की विदेश नीति के सामने एक जटिल परिस्थिति पैदा की है। रूस भारत का लंबे समय से रणनीतिक साझेदार रहा है, खासकर रक्षा, ऊर्जा और तकनीकी सहयोग के क्षेत्रों में। दूसरी ओर, भारत ने यूक्रेन और पश्चिमी देशों के साथ भी अपने राजनयिक संबंध जारी रखे हैं।

इसी कारण नई दिल्ली ने युद्ध के दौरान किसी एक पक्ष के साथ सीधे खड़े होने के बजाय संवाद और कूटनीति को अपनी सार्वजनिक नीति का प्रमुख आधार बनाया है।

इस रुख के कारण भारत ने युद्ध के बीच भी रूस और यूक्रेन दोनों के साथ संपर्क बनाए रखा है।

ब्रिक्स सम्मेलन में मोदी-पुतिन की मुलाकात

भारत और रूस के संबंधों का दायरा यूक्रेन युद्ध से कहीं व्यापक है।

प्रधानमंत्री मोदी और राष्ट्रपति पुतिन की सितंबर में नई दिल्ली में हुए 18वें ब्रिक्स शिखर सम्मेलन के दौरान मुलाकात हुई थी। बैठक में दोनों देशों के बीच आर्थिक और व्यापारिक सहयोग को आगे बढ़ाने के उपायों पर चर्चा हुई।

दोनों नेताओं ने 2030 के आर्थिक सहयोग कार्यक्रम को लागू करने के साथ-साथ ऊर्जा, बुनियादी ढांचे, तकनीक और रक्षा जैसे क्षेत्रों में सहयोग की समीक्षा की। सांस्कृतिक संबंध भी बातचीत का हिस्सा रहे।

इससे स्पष्ट है कि यूक्रेन संकट के बावजूद भारत-रूस संबंधों के व्यापक एजेंडे पर दोनों देशों का संवाद जारी है।

शांति प्रयासों पर भारत का जोर बरकरार

यूक्रेन युद्ध के दौरान भारत ने अपने लिए ऐसी कूटनीतिक जगह बनाए रखने की कोशिश की है जहां वह रूस के साथ अपने पुराने संबंधों को जारी रखते हुए संघर्ष समाप्त करने की जरूरत भी खुलकर रख सके।

नई दिल्ली ने मॉस्को के साथ संवाद जारी रखा है और साथ ही कीव के संपर्क में भी रही है। भारत ने युद्ध के समाधान के लिए कूटनीतिक पहलों और बातचीत को समर्थन देने की बात लगातार कही है।

पुतिन की ताजा टिप्पणी से यह संकेत मिलता है कि मॉस्को ने प्रधानमंत्री मोदी की ओर से लगातार दिए जा रहे शांति संदेश को गंभीरता से लिया है।

हालांकि, किसी भी वास्तविक राजनीतिक समाधान का रास्ता अंततः संघर्ष में शामिल पक्षों की सहमति और निर्णयों पर निर्भर करेगा। भारत फिलहाल बातचीत के लिए माहौल बनाने और दोनों पक्षों से संपर्क बनाए रखने पर जोर देता दिखाई दे रहा है।
