Manila: Against the backdrop of China’s growing strategic influence in the Indo-Pacific, the foreign ministers of India, the United States, Australia and Japan met in Manila on Wednesday and reaffirmed their collective commitment to preserving a free, open and stable Indo-Pacific while strengthening cooperation with the Association of Southeast Asian Nations (ASEAN).

The Quadrilateral Security Dialogue (Quad) meeting brought together External Affairs Minister S. Jaishankar, US Secretary of State Marco Rubio,

Australian Foreign Minister Penny Wong, and Japanese Foreign Minister Toshimitsu Motegi. The leaders reviewed the evolving regional security landscape and discussed ways to deepen cooperation among the four democracies.

Following the meeting, Jaishankar said the ministers assessed recent developments across the Indo-Pacific and reviewed progress on decisions taken during the Quad Foreign Ministers’ meeting held in New Delhi earlier this year.

He reiterated the grouping’s commitment to ensuring a free and open Indo-Pacific while recognising ASEAN’s central role in maintaining regional peace, stability and cooperation.

US Secretary of State Marco Rubio underlined that the four Quad partners remain united in their vision of an Indo-Pacific based on respect for international law, national sovereignty and territorial integrity.

He said the Quad continues to be a key strategic priority for Washington and confirmed that the grouping would meet again later this year.

Rubio’s remarks assume significance at a time when the Donald Trump administration’s long-term commitment to the Quad is being closely watched by regional partners as well as China.

The evolving geopolitical environment, marked by renewed US-China engagement and occasional strains in India-US relations, has also triggered speculation over the timing of the proposed Quad Leaders’ Summit in New Delhi.

Diplomatic observers believe Rubio’s visit to India in May and the latest ministerial meeting in Manila are intended to reassure partner countries about Washington’s continued commitment to the Quad framework despite shifting global strategic dynamics.

Emphasising ASEAN’s importance, Rubio said the Quad members had once again come together on the sidelines of the ASEAN Foreign Ministers’ Meeting to reinforce their shared objective of supporting ASEAN’s leadership and central role in regional affairs through stronger cooperation.

In a joint statement issued after the meeting, the four ministers reaffirmed their unwavering commitment to promoting a free, open and inclusive Indo-Pacific while expressing strong support for ASEAN’s unity and leadership in shaping the regional security architecture.

The statement also reaffirmed the Quad’s determination to work closely with ASEAN member countries to promote peace, prosperity and sustainable development.

The ministers also reviewed regional opportunities and emerging security challenges and agreed to support the implementation of the ASEAN Outlook on the Indo-Pacific, which places ASEAN at the centre of regional cooperation.

Their discussions focused on strengthening maritime and transnational security, expanding economic cooperation, securing supply chains, advancing emerging technologies and enhancing collaboration in humanitarian assistance and disaster response.

The ministers stressed that peace and stability across the Indo-Pacific’s maritime domain remain essential for the region’s long-term security and economic growth.

Jaishankar is currently in the Philippines to participate in a series of ministerial meetings under the ASEAN framework, including the ASEAN-India Ministerial Meeting, the East Asia Summit Foreign Ministers’ Meeting, and the ASEAN Regional Forum.

The Ministry of External Affairs said the visit reflects India’s expanding engagement with Southeast Asia under its Act East Policy and reinforces New Delhi’s commitment to further strengthening the ASEAN-India Comprehensive Strategic Partnership.

The ministry also highlighted that 2026 has been designated as the ASEAN-India Year of Maritime Cooperation, underscoring the growing importance of maritime collaboration between the two sides.

Earlier this year, during the Quad Foreign Ministers’ meeting in May, the four countries agreed to launch an Indo-Pacific Maritime Surveillance Corporation aimed at enhancing maritime domain awareness and improving port infrastructure, including projects in Fiji.

They also decided to initiate an Indo-Pacific Energy Security Initiative to strengthen regional energy resilience and expand cooperation under the Quad Critical Minerals Initiative, to build secure and resilient supply chains for critical minerals across the Indo-Pacific.

मनीला: इंडो-पैसिफिक क्षेत्र में चीन की बढ़ती रणनीतिक सक्रियता के बीच भारत, अमेरिका, ऑस्ट्रेलिया और जापान के विदेश मंत्रियों ने बुधवार को मनीला में बैठक कर मुक्त, खुला और स्थिर इंडो-पैसिफिक क्षेत्र बनाए रखने की अपनी साझा प्रतिबद्धता दोहराई।

साथ ही दक्षिण-पूर्व एशियाई देशों के संगठन (आसियान) की केंद्रीय भूमिका को मजबूत समर्थन देने पर भी सहमति व्यक्त की।

क्वाड (चतुष्पक्षीय सुरक्षा संवाद) के विदेश मंत्रिस्तरीय सम्मेलन में भारत के विदेश मंत्री डॉ. एस. जयशंकर, अमेरिकी विदेश मंत्री मार्को रुबियो, ऑस्ट्रेलिया की विदेश मंत्री पेनी वोंग और जापान के विदेश मंत्री तोशिमित्सु मोटेगी शामिल हुए।

बैठक में क्षेत्रीय सुरक्षा परिदृश्य की समीक्षा की गई तथा चारों देशों के बीच रणनीतिक सहयोग को और मजबूत बनाने पर व्यापक विचार-विमर्श हुआ।

बैठक के बाद विदेश मंत्री जयशंकर ने कहा कि मंत्रियों ने इंडो-पैसिफिक क्षेत्र की मौजूदा परिस्थितियों और हालिया घटनाक्रमों की समीक्षा की।

उन्होंने बताया कि इस वर्ष नई दिल्ली में हुई पिछली क्वाड विदेश मंत्रियों की बैठक में लिए गए निर्णयों की प्रगति पर भी चर्चा हुई।

उन्होंने दोहराया कि भारत मुक्त और खुले इंडो-पैसिफिक के प्रति अपनी प्रतिबद्धता के साथ-साथ क्षेत्रीय सहयोग में आसियान की केंद्रीय भूमिका को भी अत्यंत महत्वपूर्ण मानता है।

अमेरिकी विदेश मंत्री मार्को रुबियो ने कहा कि क्वाड के चारों सदस्य ऐसे इंडो-पैसिफिक क्षेत्र के पक्षधर हैं, जहां अंतरराष्ट्रीय कानून, राष्ट्रीय संप्रभुता और क्षेत्रीय अखंडता का पूर्ण सम्मान हो।

उन्होंने स्पष्ट किया कि क्वाड अमेरिका की विदेश नीति की प्रमुख प्राथमिकताओं में शामिल है और इस वर्ष के अंत में समूह की अगली बैठक भी आयोजित की जाएगी।

रुबियो का यह बयान ऐसे समय आया है जब डोनाल्ड ट्रंप प्रशासन की क्वाड के प्रति दीर्घकालिक प्रतिबद्धता पर क्षेत्रीय देशों के साथ-साथ चीन भी करीबी नजर बनाए हुए है।

अमेरिका-चीन संबंधों में नए घटनाक्रम और भारत-अमेरिका संबंधों में समय-समय पर उभरने वाली चुनौतियों के बीच नई दिल्ली में प्रस्तावित क्वाड शिखर सम्मेलन को लेकर भी कई तरह की अटकलें लगाई जा रही हैं।

कूटनीतिक विश्लेषकों का मानना है कि मई में रुबियो की भारत यात्रा और अब मनीला में हुई यह बैठक क्वाड साझेदार देशों को यह भरोसा दिलाने का प्रयास है कि बदलते वैश्विक रणनीतिक समीकरणों के बावजूद अमेरिका इस मंच के प्रति पूरी तरह प्रतिबद्ध है।

आसियान की भूमिका पर बल देते हुए रुबियो ने कहा कि चारों देशों ने आसियान विदेश मंत्रियों की बैठक के दौरान फिर एकजुट होकर यह संदेश दिया है कि क्षेत्रीय सहयोग और स्थिरता के लिए आसियान की नेतृत्वकारी भूमिका को मजबूत समर्थन देना सभी की साझा प्राथमिकता है।

बैठक के बाद जारी संयुक्त वक्तव्य में चारों देशों ने मुक्त, समावेशी और नियम-आधारित इंडो-पैसिफिक के प्रति अपनी प्रतिबद्धता दोहराई।

साथ ही आसियान की एकता और केंद्रीय भूमिका का समर्थन करते हुए कहा गया कि क्वाड सदस्य क्षेत्र की शांति, समृद्धि और सतत विकास के लिए आसियान देशों के साथ मिलकर काम करने के लिए पूरी तरह प्रतिबद्ध हैं।

विदेश मंत्रियों ने क्षेत्र के सामने मौजूद चुनौतियों और संभावनाओं पर भी विस्तार से चर्चा की तथा आसियान आउटलुक ऑन इंडो-पैसिफिक के प्रभावी क्रियान्वयन में सहयोग बढ़ाने पर सहमति व्यक्त की।

विचार-विमर्श में समुद्री एवं अंतरराष्ट्रीय सुरक्षा, आर्थिक विकास, सुरक्षित आपूर्ति श्रृंखला, उभरती प्रौद्योगिकियों, मानवीय सहायता और आपदा राहत जैसे क्षेत्रों को प्राथमिकता देने पर जोर दिया गया।

नेताओं ने कहा कि इंडो-पैसिफिक के समुद्री क्षेत्र में शांति और स्थिरता पूरे क्षेत्र की सुरक्षा तथा आर्थिक समृद्धि की आधारशिला है।

विदेश मंत्री डॉ. एस. जयशंकर फिलीपींस की यात्रा पर हैं, जहां वह आसियान ढांचे के तहत आयोजित आसियान-भारत मंत्रिस्तरीय बैठक, ईस्ट एशिया शिखर सम्मेलन के विदेश मंत्रियों की बैठक तथा आसियान क्षेत्रीय मंच सहित कई महत्वपूर्ण बैठकों में भाग ले रहे हैं।

विदेश मंत्रालय ने कहा कि यह यात्रा भारत की ‘एक्ट ईस्ट नीति’ के तहत आसियान देशों के साथ लगातार मजबूत होते संबंधों को दर्शाती है और आसियान-भारत व्यापक रणनीतिक साझेदारी को नई गति देने की भारत की प्रतिबद्धता को दोहराती है।

मंत्रालय ने यह भी रेखांकित किया कि वर्ष 2026 को ‘आसियान-भारत समुद्री सहयोग वर्ष’ घोषित किया गया है, जो दोनों पक्षों के बीच समुद्री सहयोग के बढ़ते महत्व को दर्शाता है।

इस वर्ष मई में आयोजित क्वाड विदेश मंत्रियों की बैठक में चारों देशों ने इंडो-पैसिफिक मैरिटाइम सर्विलांस कॉरपोरेशन शुरू करने पर सहमति जताई थी, जिसका

उद्देश्य समुद्री निगरानी क्षमता बढ़ाना और फिजी सहित विभिन्न देशों में बंदरगाह अवसंरचना को सुदृढ़ करना है।

इसके साथ ही इंडो-पैसिफिक ऊर्जा सुरक्षा पहल शुरू करने तथा क्वाड क्रिटिकल मिनरल्स पहल के तहत सहयोग बढ़ाकर महत्वपूर्ण खनिजों की सुरक्षित और मजबूत वैश्विक आपूर्ति श्रृंखला विकसित करने का भी निर्णय लिया गया।
