Shillong Erupts After KSU Protest Over Jobs, Migrant Rules and Local Safeguards
A campaign launched by the Khasi Students’ Union to press the Meghalaya government on recruitment reforms and local protection measures ended in violence, with vehicles attacked and property damaged across Shillong.

Violence broke out in Shillong during a KSU black-flag motorcycle protest over government recruitment reforms, migrant worker regulation and implementation of Meghalaya’s residents’ security law.
Shillong: A campaign intended to turn up political pressure on the Meghalaya government erupted into violence in Shillong on Wednesday after members of the Khasi Students’ Union took their agitation from public meetings to the streets.
The KSU had mobilised supporters for a black-flag motorcycle rally to underline its dissatisfaction with the government’s response to a five-point charter covering recruitment reforms, migrant regulation, local employment and the enforcement of laws intended to protect residents.
But the protest later took a destructive turn. Vehicles were vandalised,d and some were set on fire, with government-owned vehicles among those damaged.
Police said vehicles carrying both Meghalaya and Assam registration numbers were targeted. The protective glass around a statue of Swami Vivekananda was also damaged.
Authorities are now assessing the destruction and considering their response. Shillong Superintendent of Police Vivek Syiem said the administration would act firmly while trying to prevent the situation from developing into a wider confrontation.
The KSU’s immediate political objective had been to force the government to respond to demands that the organisation says have been left unresolved.
In the days before the rally, the Union held meetings across Shillong and issued a 15-day ultimatum, warning that failure to address its concerns would lead to a larger street campaign.
Wednesday’s rally marked the beginning of that escalation.
Before the motorcycle march began, KSU activists gathered outside the Main Secretariat, where they displayed banners attacking the recruitment system and accusing the administration of favouritism and corruption.
Police removed the banners shortly afterwards and reinforced security around the government complex.
The organisation has argued that the present recruitment system does not adequately guarantee fairness.
It has called for changes in recruitment procedures and clearer Standard Operating Procedures for government recruitment boards.
The employment issue forms only one part of the KSU’s wider campaign.
The student organisation is also demanding stronger implementation of the Meghalaya Residents Safety and Security Act, a 2016 law designed to check illegal infiltration and provide for the verification of tenants.
The KSU wants the law enforced more comprehensively until Meghalaya receives an Inner Line Permit system.
Such permits regulate the entry of Indian citizens into certain protected areas and are already in force in Arunachal Pradesh, Nagaland, Mizoram and Manipur.
As part of its proposal for stronger implementation, the Union has demanded facilitation centres at all 18 entry points into the Khasi and Jaiñtia Hills.
Another major demand concerns migrant labour.
The KSU wants the amended Meghalaya Migrant Workmen Act, 2020, to be implemented immediately, with stricter regulation of migrant workers and greater protection for local employment opportunities.
The organisation has also raised issues related to nursing recruitment, seeking an 80:20 female-to-male ratio and reservation for Khasi, Jaiñtia and Garo communities.
Its five-point charter additionally includes demands for action against certain officials, including the deputy commissioner, police superintendent and members of the Meghalaya State Pollution Control Board, over allegations that public participation was obstructed during a July hearing concerning a proposed cement plant in East Jaiñtia Hills.
KSU leader Reuben Najiar had earlier said that the Union would continue to increase pressure if the government did not respond.
He described the black-flag campaign as a public expression of the organisation’s anger and a way of carrying the movement beyond meetings and memoranda.
The Meghalaya government, however, has signalled that it is prepared to engage with the protesters.
State minister and government spokesperson Wailadmiki Shylla said the administration was willing to discuss all the issues raised and believed dialogue remained the best route to resolve the dispute.
The confrontation in Shillong comes amid wider frustration among young people over recruitment and examination processes in different parts of India.
Recruitment-related protests in Jharkhand recently led to the suspension of a prolonged sit-in after the state government agreed to most of the protesters’ key demands.
The Shillong violence, however, has added a more serious dimension to the KSU’s campaign.
What began as a movement demanding reforms and safeguards has now become a major law-and-order concern for the Meghalaya administration, even as the government seeks to bring the student body back to the negotiating table.

पुलिस के अनुसार, हिंसा में सरकारी वाहनों को भी नुकसान पहुंचा। मेघालय और असम नंबर वाले कुछ वाहन भी प्रदर्शनकारियों के निशाने पर आए।
इस दौरान दार्शनिक और समाज सुधारक स्वामी विवेकानंद की प्रतिमा के कांच के हिस्से को भी क्षति पहुंची।
यह आंदोलन केवल एक मुद्दे तक सीमित नहीं है।
खासी स्टूडेंट्स यूनियन भर्ती प्रक्रिया में बदलाव, स्थानीय युवाओं के रोजगार हितों की सुरक्षा, प्रवासी श्रमिकों के नियमन और निवासियों की सुरक्षा से जुड़े कानूनों के प्रभावी क्रियान्वयन की मांग कर रही है।
संगठन का आरोप है कि राज्य सरकार उसके पांच सूत्री मांगपत्र को लेकर पर्याप्त गंभीरता नहीं दिखा रही। इसी असंतोष के कारण KSU ने आंदोलन को जनसभाओं और ज्ञापनों से आगे बढ़ाकर सड़कों तक ले जाने का फैसला किया।
रैली से पहले संगठन ने शिलांग के विभिन्न इलाकों में बैठकें कीं और सरकार को अपनी मांगों पर कार्रवाई के लिए 15 दिन का समय दिया। KSU नेता रूबेन नजियार ने पहले ही चेतावनी दी थी कि सरकार की ओर से सकारात्मक प्रतिक्रिया नहीं मिलने पर आंदोलन को और तेज किया जाएगा।
बुधवार को मुख्य सचिवालय के बाहर प्रदर्शनकारियों ने भर्ती प्रक्रिया के खिलाफ नारे और संदेश लिखे बैनर लगाए। इनमें सरकारी नौकरियों में कथित भ्रष्टाचार और पक्षपात के आरोप लगाए गए थे।
पुलिस ने कुछ ही समय बाद बैनर हटा दिए और सचिवालय परिसर के आसपास सुरक्षा बढ़ा दी।
KSU की प्रमुख मांगों में सरकारी भर्ती प्रक्रिया में व्यापक सुधार शामिल है।
संगठन का कहना है कि भर्ती बोर्डों के लिए स्पष्ट और पारदर्शी मानक संचालन प्रक्रियाएं बनाई जानी चाहिए, ताकि चयन प्रक्रिया पर उठने वाले सवालों को रोका जा सके।
संगठन मेघालय रेजिडेंट्स सेफ्टी एंड सिक्योरिटी एक्ट, 2016 के पूर्ण और प्रभावी क्रियान्वयन की भी मांग कर रहा है।
इस कानून का उद्देश्य अवैध घुसपैठ पर नजर रखना और किरायेदारों के सत्यापन जैसी व्यवस्थाओं को मजबूत करना है।
KSU का कहना है कि जब तक राज्य में इनर लाइन परमिट व्यवस्था लागू नहीं होती, तब तक इस कानून को अधिक प्रभावी तरीके से लागू किया जाना चाहिए।
इनर लाइन परमिट के तहत भारतीय नागरिकों को कुछ संरक्षित क्षेत्रों में सीमित अवधि के लिए प्रवेश की अनुमति मिलती है। यह व्यवस्था अरुणाचल प्रदेश, नागालैंड, मिजोरम और मणिपुर में लागू है।
संगठन ने खासी और जयंतिया हिल्स के सभी 18 प्रवेश मार्गों पर सुविधा केंद्र स्थापित करने की मांग भी की है, ताकि आने-जाने वाले लोगों की पहचान और कानून के क्रियान्वयन को व्यवस्थित किया जा सके।
प्रवासी श्रमिकों का मुद्दा भी आंदोलन के केंद्र में है। KSU संशोधित मेघालय माइग्रेंट वर्कमेन एक्ट, 2020 को तत्काल लागू करने की मांग कर रहा है।
संगठन चाहता है कि प्रवासी श्रमिकों के नियमन के लिए अधिक प्रभावी व्यवस्था बनाई जाए और स्थानीय लोगों के रोजगार हितों को बेहतर संरक्षण मिले।
नर्सों की भर्ती को लेकर भी KSU ने अलग मांग रखी है। संगठन ने महिला और पुरुष नर्सों के लिए 80:20 अनुपात तथा खासी, जयंतिया और गारो समुदायों के लिए आरक्षण की मांग की है।
इसके अलावा, पूर्वी जयंतिया हिल्स में प्रस्तावित सीमेंट संयंत्र से संबंधित जुलाई की जनसुनवाई में कथित तौर पर जनभागीदारी में बाधा पहुंचाए जाने के मामले में भी कार्रवाई की मांग की गई है।
KSU ने इस मुद्दे पर उपायुक्त, पुलिस अधीक्षक और मेघालय राज्य प्रदूषण नियंत्रण बोर्ड के अधिकारियों के खिलाफ कदम उठाने की मांग की है।
हिंसा के बाद पुलिस ने नुकसान का आकलन शुरू कर दिया है।
शिलांग के पुलिस अधीक्षक विवेक सिएम ने कहा कि प्रशासन स्थिति से मजबूती के साथ निपटेगा, लेकिन यह भी सुनिश्चित किया जाएगा कि हालात और अधिक न बिगड़ें।
इस बीच, मेघालय सरकार ने बातचीत के संकेत दिए हैं। राज्य के मंत्री और सरकार के प्रवक्ता वाइलाडमिकी शायला ने कहा कि सरकार KSU द्वारा उठाए गए सभी मुद्दों पर चर्चा के लिए तैयार है और संवाद को ही आगे बढ़ने का उचित रास्ता मानती है।
देश के अन्य हिस्सों में भी भर्ती और परीक्षा प्रक्रियाओं को लेकर युवाओं का असंतोष बढ़ता रहा है।
झारखंड में भर्ती परीक्षाओं में कथित अनियमितताओं के खिलाफ चल रहे आंदोलन को हाल ही में प्रदर्शनकारियों ने 60 दिनों के लिए स्थगित किया, जब राज्य सरकार ने उनकी अधिकांश प्रमुख मांगों को स्वीकार कर लिया।
लेकिन शिलांग में KSU का आंदोलन अब कानून-व्यवस्था की चुनौती का रूप भी ले चुका है।
सरकार के सामने दोहरी जिम्मेदारी है—एक ओर हिंसा से सख्ती से निपटना और दूसरी ओर उन मुद्दों पर बातचीत का रास्ता खोलना, जिनके कारण राज्य में छात्रों और युवाओं का आंदोलन लगातार तेज हुआ है।
