Pakistan lodged a diplomatic protest over US envoy Sergio Gor’s Jammu and Kashmir remarks as authorities in New Delhi removed barricades and bollards from outside the Pakistan High Commission.
Two separate developments involving Pakistan, the United States and Jammu and Kashmir drew attention on Thursday, with Islamabad formally protesting remarks made by a senior American envoy while traffic-control installations outside the Pakistan High Commission in New Delhi were removed by authorities.
The diplomatic controversy began after Sergio Gor, the US Ambassador to India and special envoy for South and Central Asia, travelled to Srinagar and described Jammu and Kashmir as an important part of India.
His visit to the Kashmir Valley was his first in six years. Gor met Chief Minister Omar Abdullah and later spoke to journalists about the region, describing his visit as his first and expressing appreciation for Kashmir’s landscape.
Pakistan responded by summoning US Charge d’Affaires Natalie Baker.
The Foreign Ministry in Islamabad conveyed a strong diplomatic protest, rejecting Gor’s description of Jammu and Kashmir and disputing his characterisation of the territory.
According to Pakistan, the American envoy’s remarks did not conform to what Islamabad considers the established US approach to the Kashmir issue.
Washington has generally maintained that India and Pakistan should resolve their differences through bilateral engagement. New Delhi, meanwhile, has consistently maintained that it does not accept third-party mediation on Jammu and Kashmir.
Against this diplomatic backdrop, authorities in the Indian capital removed bollards, barricades and queue-control structures positioned near the visa section of the Pakistan High Commission.
The installations were reportedly situated outside the officially demarcated area of the diplomatic compound, in a lane adjoining the mission.
Visuals from the location showed security personnel and damaged barricades, with broken sections also visible near the outer wall.
No official reason was publicly announced for the operation. Consequently, there is no confirmation that the removal of the structures was linked to Pakistan’s protest against Gor’s comments.
The Srinagar visit also brought the issue of the US travel advisory for Kashmir into discussion.
Political leaders in the Union Territory have raised concerns about the warning’s effect on tourism.
Former Chief Minister Mehbooba Mufti urged the US envoy to reconsider the highest-level advisory, arguing that tourism supports the livelihoods of thousands of families in the region.
After his meeting with Gor, Chief Minister Omar Abdullah said the discussion extended beyond bilateral relations between India and the United States.
Jammu and Kashmir also figured in the conversation, including the possible role Washington could play in matters concerning the region.
Abdullah said some long-standing issues would take time to address and indicated that the engagement would continue.
The developments have placed renewed focus on Kashmir in diplomatic circles, particularly because Gor’s public description of the region prompted an immediate objection from Islamabad.
However, the action outside the Pakistan High Commission in New Delhi remains officially unexplained.
Although the timing has led to speculation, Indian authorities have not established any connection between the removal of the traffic-control structures and the diplomatic disagreement that followed the US envoy’s Srinagar visit.

नई दिल्ली: जम्मू-कश्मीर को लेकर अमेरिका के एक वरिष्ठ प्रतिनिधि की टिप्पणी के बाद पाकिस्तान ने वाशिंगटन के सामने औपचारिक आपत्ति दर्ज कराई है।
इसी कूटनीतिक घटनाक्रम के दौरान गुरुवार को नई दिल्ली स्थित पाकिस्तान हाई कमीशन के बाहर लगे कुछ ट्रैफिक नियंत्रण ढांचों को भी अधिकारियों ने हटा दिया।
पाकिस्तान की आपत्ति अमेरिकी राजदूत सर्जियो गोर की श्रीनगर यात्रा के बाद सामने आई। गोर, जो दक्षिण और मध्य एशिया के लिए अमेरिका के विशेष दूत की जिम्मेदारी भी निभा रहे हैं, ने जम्मू-कश्मीर को भारत का महत्वपूर्ण हिस्सा बताया था।
गोर की यह यात्रा पिछले छह वर्षों में उनकी पहली कश्मीर यात्रा थी। श्रीनगर में उन्होंने मुख्यमंत्री उमर अब्दुल्ला से मुलाकात की और बाद में स्थानीय मीडिया से बातचीत करते हुए क्षेत्र को बेहद खूबसूरत बताया।
उनकी टिप्पणी के बाद पाकिस्तान ने इस्लामाबाद में अमेरिकी चार्ज डी अफेयर्स नताली बेकर को विदेश मंत्रालय में बुलाया।
पाकिस्तान ने अमेरिकी प्रतिनिधि के समक्ष कड़ा राजनयिक विरोध दर्ज कराते हुए जम्मू-कश्मीर के बारे में गोर की टिप्पणी को स्वीकार करने से इनकार कर दिया।
पाकिस्तानी विदेश मंत्रालय का कहना था कि अमेरिकी दूत का बयान कश्मीर मुद्दे पर अमेरिका के उस रुख से मेल नहीं खाता, जिसे पाकिस्तान लंबे समय से स्वीकार करता रहा है।
अमेरिका का सार्वजनिक रुख सामान्यतः यह रहा है कि भारत और पाकिस्तान अपने मतभेदों को आपसी बातचीत के माध्यम से सुलझाएं।
दूसरी ओर, भारत लगातार यह स्पष्ट करता रहा है कि जम्मू-कश्मीर के संबंध में किसी बाहरी पक्ष की मध्यस्थता की आवश्यकता या स्वीकार्यता नहीं है।
इसी बीच, नई दिल्ली में पाकिस्तान हाई कमीशन के बाहर की स्थिति भी चर्चा में रही। अधिकारियों ने वीजा अनुभाग के आसपास मौजूद बैरिकेड, बोलार्ड और कतार नियंत्रण के लिए लगाई गई संरचनाएं हटा दीं।
बताया गया कि ये ढांचे पाकिस्तान हाई कमीशन परिसर की निर्धारित सीमा के बाहर एक सार्वजनिक लेन में स्थापित थे।
कार्रवाई के दौरान वहां सुरक्षा कर्मियों की मौजूदगी रही। मौके से सामने आए दृश्य में टूटे हुए बैरिकेड और बाहरी दीवार के पास कुछ क्षतिग्रस्त हिस्से दिखाई दिए।
इस कार्रवाई के कारणों पर भारतीय अधिकारियों की ओर से कोई सार्वजनिक स्पष्टीकरण जारी नहीं किया गया है।
इसलिए अभी यह निष्कर्ष निकालना संभव नहीं है कि ढांचे हटाने की कार्रवाई का पाकिस्तान द्वारा दर्ज कराए गए राजनयिक विरोध से कोई संबंध था।
अमेरिकी दूत की श्रीनगर यात्रा के दौरान कश्मीर के पर्यटन से जुड़ा मुद्दा भी उठा।
पूर्व मुख्यमंत्री महबूबा मुफ्ती ने गोर से अमेरिका की उस यात्रा चेतावनी की समीक्षा करने की अपील की, जो कश्मीर के लिए सबसे गंभीर श्रेणी में रखी गई है।
मुफ्ती ने कहा कि यात्रा संबंधी ऐसी चेतावनियों का असर पर्यटकों की संख्या पर पड़ सकता है और इससे उन हजारों परिवारों की आय प्रभावित होती है जिनका रोजगार पर्यटन क्षेत्र से जुड़ा हुआ है।
मुख्यमंत्री उमर अब्दुल्ला ने गोर के साथ हुई मुलाकात को लेकर कहा कि बातचीत में भारत और अमेरिका के व्यापक संबंधों के साथ जम्मू-कश्मीर से जुड़े विषयों पर भी विचार-विमर्श हुआ।
उन्होंने कहा कि कुछ लंबे समय से चले आ रहे प्रश्नों पर तत्काल समाधान संभव नहीं है और उन्हें आगे की बातचीत के जरिए सुलझाने की आवश्यकता होगी।
गोर के बयान के बाद पाकिस्तान की प्रतिक्रिया ने जम्मू-कश्मीर के प्रश्न को एक बार फिर अंतरराष्ट्रीय कूटनीतिक चर्चा में ला दिया है।
वहीं, दिल्ली में पाकिस्तान हाई कमीशन के बाहर की गई कार्रवाई को लेकर कोई आधिकारिक कारण सामने नहीं आने से कई सवाल बने हुए हैं।
फिलहाल, दोनों घटनाओं के समय में समानता जरूर है, लेकिन भारत की ओर से ऐसी कोई पुष्टि नहीं की गई है कि पाकिस्तान हाई कमीशन के बाहर बैरिकेड और अन्य संरचनाएं हटाने का निर्णय अमेरिकी दूत की टिप्पणी पर पाकिस्तान की प्रतिक्रिया से जुड़ा था।
