The scale of the proposal has immediately raised questions about its affordability.

With roughly 270 million adults in the United States, the programme could carry a price tag of about $1.35 trillion, according to estimates reported after Trump’s announcement.

That enormous potential cost has become one of the principal points of criticism.

Opponents argue that the federal government is already operating with a substantial deficit and that distributing more than a trillion dollars could place additional pressure on public finances and borrowing costs.

The proposal has also generated accusations of vote buying.
