Trump’s Russia Policy Sparks Fresh Rift With Kyiv as Zelensky Questions Sanctions Relief
A fresh disagreement over Washington’s approach to the Russia-Ukraine war has brought US President Donald Trump and Ukrainian President Volodymyr Zelensky into sharper conflict, with Kyiv warning that concessions to Moscow could make the fighting harder to end.
Reacting to Washington’s latest decision, Zelensky argued on Saturday that reducing the economic restrictions imposed on Russia risked sending the wrong message to its leadership.
He suggested that the arrangement linked to Russian diesel supplies might not be the final instance of sanctions being relaxed, raising concerns about the direction of US policy.
The Ukrainian president also remembered the late US Senator Lindsey Graham, who had championed tougher measures against Russia.
Zelensky described Graham as a steadfast supporter of Ukraine who had consistently pressed for greater American assistance.
He recalled that the senator had travelled to Ukraine shortly before his death and maintained a close working relationship with the country’s leadership.
Executive Order Raises Questions Over US Commitment to Sanctions
The dispute centres on a decision by Trump to grant Russia relief from certain sanctions even as provisions of a new law targeting Moscow were due to come into force.
Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 in September.
Yet, shortly before some of its sanctions provisions were scheduled to take effect, the US president issued an executive order exempting Russia from selected restrictions.
The Associated Press reported that the administration defended the decision on national-interest grounds.
For Zelensky, the timing of the move is particularly troubling. He believes that easing restrictions could reinforce Moscow’s determination to continue the war instead of compelling it to reconsider its military strategy.
His criticism reflects Kyiv’s concern that diplomatic or economic arrangements benefiting Russia could diminish the pressure intended to bring an end to its invasion of Ukraine.
Zelensky’s position is that a policy offering relief without a corresponding halt to hostilities risks prolonging the conflict.
Republican and Democratic Senators Voice Their Displeasure
Trump’s decision has also exposed divisions within Washington, where lawmakers from both sides of the political aisle have questioned the administration’s willingness to set aside sanctions measures backed by Congress.
Republican Senator Thom Tillis was among the sharpest critics. He pointed to the Senate’s 86-11 vote in favour of the legislation and questioned why the administration would retreat from a measure that had secured such strong support.
Tillis argued that granting Moscow relief despite its invasion of Ukraine amounted to an unacceptable concession to Russian President Vladimir Putin.
Republican Senator John Cornyn also expressed opposition, invoking Graham’s legacy and remarking that the late senator would have been appalled by the development.
Democratic Senator Elizabeth Warren accused Trump of sidelining Congress and allowing Putin greater scope to pursue the war. She called for lawmakers to intervene and reverse the administration’s course.
The criticism is significant because opposition to the waiver has emerged from both Republicans and Democrats, suggesting that the decision could face continued scrutiny on Capitol Hill.
Oil Refinery Dispute Adds Another Flashpoint
The sanctions controversy has unfolded alongside a separate disagreement over Ukraine’s attacks on Russian energy infrastructure.
Zelensky said Ukraine would no longer comply with Trump’s demand that it refrain from striking Russian oil refineries.
In an interview published by the Financial Times on Thursday, he indicated that the restriction on such operations had been lifted.
The announcement came amid a wider arrangement under which Moscow would release substantial diesel supplies into international markets in exchange for relief from certain US restrictions.
The sequence of developments has added to the strain between Washington and Kyiv.
While the US administration has presented its decision as serving American interests, Ukraine fears that easing pressure on Russia could undermine its efforts to resist the invasion.
The disagreement now extends beyond the question of sanctions to the broader strategy for ending the war.
Kyiv wants sustained pressure on Moscow, while the latest US decision has prompted fresh questions about whether Washington’s changing approach will bring the conflict closer to a settlement or make that goal more difficult to achieve.
