UP Leopard Crisis: 50 Big Cats Captured in Bijnor, Yet Nearly 500 Villages Remain on Edge

Leopard attacks remain a major concern in Bijnor and Moradabad despite 50 animals being captured in eight months. Nearly 500 villages are affected as authorities intensify surveillance and trapping operations.

Capturing dozens of leopards has done little to calm fear in western Uttar Pradesh, where residents of hundreds of villages continue to report encounters with the elusive big cats.

Forest officials say 50 leopards have been captured in Bijnor over the past eight months, but sightings and attacks have continued across Bijnor and neighbouring Moradabad.

Nearly 500 villages in the two districts are considered vulnerable, according to officials.

The latest phase of the conflict has been particularly alarming. Two people have died in leopard attacks in the past fortnight, and at least a dozen others have reportedly suffered injuries.

Moradabad authorities have captured two leopards this week as teams continue searching for others.

The pattern is closely linked to the region’s extensive sugarcane cultivation.

Rather than remaining confined to conventional forest habitat, several leopards appear to be using dense sugarcane plantations as cover. Locals have consequently begun referring to them as “sugarcane leopards.”

Why Leopards Are Thriving in the Sugarcane Belt

The affected region stretches across parts of Bijnor and Moradabad towards the Uttarakhand border.

Sugarcane plantations, patches of vegetation and areas along the Ramganga river provide animals with thick cover close to villages and agricultural fields.

That creates an unusual human-wildlife interface. Farmers and villagers regularly enter the plantations to collect fodder, tend crops or carry out other agricultural work.

A leopard concealed only a few metres away can remain virtually invisible until a person gets too close.

Forest officials believe changes in weather and the movement of people through the fields may be contributing to the recent increase in encounters.

The department is also examining whether some animals have moved into Moradabad from the Bijnor side.

There is currently no reliable estimate of how many leopards are still roaming through the wider landscape.

Four Tehsils Emerge as Hotspots

The most persistent reports are coming from two tehsils in each district.

In Moradabad, Thakurdwara and Kanth have recorded repeated sightings. In Bijnor, Chandpur and Nagina have emerged as particularly sensitive areas.

Bijnor Divisional Forest Officer Jai Singh Kushwaha said the department had removed 50 leopards from the area during the past eight months, but fresh reports continued to arrive.

To respond, surveillance has been expanded across roughly 400 villages, with close to 100 cages deployed at strategic locations, officials said.

Eight-Year-Old Boy Among Recent Victims

One of the recent deaths occurred in Bijnor on August 3.

Eight-year-old Ravi was attacked in Signiwala village while returning home with his family.

According to officials, the leopard seized the child and pulled him into a nearby sugarcane field.

The incident sent fresh shockwaves through villages where children and adults routinely have to cross or work around dense plantations.

Bijnor District Magistrate Jasjit Kaur said the administration had established village-level Nigrani Samitis.

One or two residents from each village are being trained to respond appropriately when a wild animal is spotted.

The Forest Department has received 100 cages, with another 100 reportedly sought to strengthen the trapping effort.

The district administration has also said that, overall, incidents involving wild animals have declined compared with previous years, even as the latest attacks have caused renewed alarm.

Moradabad Tracks Three Leopards Together

The situation has also intensified in Moradabad.

Thermal-imaging drones recently detected three leopards moving together in the district, giving authorities a clearer picture of their movement than conventional ground searches alone.

A sub-adult female was captured on August 10, followed by an adult leopard the next day. Forest teams are now attempting to locate the remaining animal.

Moradabad District Magistrate Dr Rajender Pensiya said 16 cages had been installed, with another 10 expected to be deployed.

Moradabad Divisional Forest Officer Vinay Kumar said around 150 villages remained exposed to the threat. Officials have so far recorded one fatality and about seven cases of leopard attacks on people in the district.

Woman Killed While Working in Field

The Moradabad fatality occurred on August 3 in Lalapur Peepalsana village.

Santosh Devi, 45, was working in an agricultural field when she was attacked. Her daughter later discovered her body, with the animal having inflicted severe injuries to her head and face.

The death underlined the particular danger faced by farmers who cannot simply stay away from fields despite repeated warnings.

Two More People Attacked in Latest Incidents

The most recent reported attacks occurred in Malakpur Samali village on Tuesday.

Pushpendra, 22, was attacked while working in a field, while 52-year-old Tasleem came under attack while making his way home from agricultural work in the evening.

Both were taken for medical treatment, according to the district administration.

The incidents have reinforced fears that simply capturing individual animals may not immediately resolve the problem because other leopards continue to use the same agricultural landscape as shelter.

Authorities Turn to Drones, Cages and Village Watch Groups

Officials in both districts have expanded the response beyond conventional trapping.

Cages and nets are being positioned in areas where leopard movement has been reported, while forest teams are conducting patrols.

Thermal-imaging drones are being used in Moradabad to identify animals that might otherwise remain concealed by vegetation.

Authorities are also relying on village-level awareness campaigns. Meetings are being held and public-address systems used to warn residents about the risks of entering fields alone.

Residents have been advised to keep livestock indoors or under secure supervision rather than leaving animals tied outside homes, particularly after dark.

People are also being urged to maintain adequate lighting around houses and avoid unnecessary movement at night.

Farmers Told Not to Enter Fields Alone

One of the most important safety recommendations is aimed directly at farmers and agricultural workers.

Authorities are advising people to enter fields in groups rather than working alone.

They have also encouraged workers to keep talking or making some noise while moving through dense crops so that a hidden animal is less likely to remain unnoticed at close range.

Anyone who has to travel outside after dark has been advised to carry a torch and avoid isolated routes.

The precautions are intended to reduce surprise encounters rather than encourage people to confront or chase a leopard.

Why Capturing 50 Leopards Has Not Ended the Problem

The central challenge for authorities is the landscape itself.

Sugarcane provides leopards with dense, continuous cover across large areas. Unlike a fragmented forest, the crop can extend almost uninterrupted around villages, allowing an animal to move while remaining largely hidden.

The proximity of agricultural fields to settlements makes encounters more likely, particularly when villagers enter the crops for routine work.

The region’s geography also allows wildlife to move between areas. Officials suspect some animals may have travelled from Bijnor towards Moradabad, making the problem difficult to address district by district.

A Human-Wildlife Conflict That Goes Beyond One Animal

The latest incidents illustrate why the problem cannot be viewed simply as a hunt for individual leopards.

Every captured animal may remove one immediate threat, but the surrounding habitat can continue to support other leopards.

As long as dense crop cover remains close to villages, the possibility of new encounters persists.

For residents, that means ordinary activities—taking cattle out, cutting fodder, tending crops or walking home in the evening—have acquired an element of risk.

For authorities, the task is more complicated still: protect people, locate and safely capture dangerous animals where necessary, and manage a landscape in which farming and wildlife habitat overlap.

The immediate priority remains preventing another fatal encounter.

But with hundreds of villages still reporting sightings and authorities continuing to search for animals after capturing dozens, the leopard problem in the Bijnor-Moradabad belt is proving to be a persistent human-wildlife conflict rather than a crisis that can be solved by trapping alone.

गन्ने के खेतों में छिपे तेंदुओं की लगातार मौजूदगी ने बिजनौर और मुरादाबाद में चिंता बढ़ाई; हाल के दो हफ्तों में दो लोगों की मौत और कई लोगों के घायल होने से निगरानी व बचाव अभियान तेज।

वन विभाग के मुताबिक, बिजनौर क्षेत्र में पिछले आठ महीनों के दौरान 50 तेंदुओं को पकड़ा जा चुका है, लेकिन इसके बावजूद नए जानवरों के देखे जाने और हमलों की सूचनाएं लगातार मिल रही हैं।

दोनों जिलों के करीब 500 गांवों में लोग तेंदुओं की मौजूदगी को लेकर सतर्क हैं।

स्थिति की गंभीरता का अंदाजा इस बात से लगाया जा सकता है कि पिछले दो सप्ताह में तेंदुए के हमलों में दो लोगों की जान गई है, जबकि कम से कम एक दर्जन लोग घायल हुए हैं। मुरादाबाद में इसी सप्ताह दो तेंदुओं को पकड़ा गया है।

इन घटनाओं का एक प्रमुख कारण क्षेत्र का विशाल गन्ना क्षेत्र माना जा रहा है। घने गन्ने के खेत तेंदुओं को छिपने और गांवों के आसपास घूमने के लिए पर्याप्त आड़ देते हैं।

इसी वजह से स्थानीय स्तर पर इन्हें “शुगरकेन लेपर्ड” यानी गन्ने के खेतों वाले तेंदुए भी कहा जाने लगा है।

गन्ने के खेत क्यों बन रहे हैं तेंदुओं का ठिकाना?

बिजनौर और मुरादाबाद का यह इलाका उत्तराखंड सीमा की ओर फैले कृषि क्षेत्र से जुड़ा है।

रामगंगा नदी के आसपास की वनस्पति और बड़े पैमाने पर गन्ने की खेती तेंदुओं के लिए ऐसी प्राकृतिक आड़ तैयार करती है जहां वे लंबे समय तक नजरों से छिपे रह सकते हैं।

दूसरी ओर, ग्रामीणों को रोजमर्रा के काम के लिए इन्हीं खेतों में जाना पड़ता है।

चारा काटने, फसल की देखभाल और दूसरे कृषि कार्यों के दौरान इंसानों और तेंदुओं का आमना-सामना होने का जोखिम बढ़ जाता है।

वन अधिकारियों का मानना है कि मौसम में बदलाव और खेतों में ग्रामीणों की लगातार आवाजाही इस साल बढ़े संघर्ष के कारणों में शामिल हो सकती है।

अधिकारियों को यह भी आशंका है कि कुछ तेंदुए बिजनौर से मुरादाबाद की ओर चले गए हों।

हालांकि इस पूरे इलाके में इस समय कितने तेंदुए सक्रिय हैं, इसका कोई स्पष्ट अनुमान उपलब्ध नहीं है।

चार तहसीलें बनीं सबसे संवेदनशील

दोनों जिलों में चार तहसीलों से लगातार तेंदुओं के देखे जाने की खबरें आ रही हैं।

मुरादाबाद में ठाकुरद्वारा और कांठ, जबकि बिजनौर में चांदपुर और नगीना तेंदुआ गतिविधि के प्रमुख क्षेत्र बनकर उभरे हैं।

बिजनौर के प्रभागीय वन अधिकारी जय सिंह कुशवाहा के अनुसार, पिछले आठ महीनों में विभाग ने इलाके से 50 तेंदुओं को पकड़ा है, लेकिन नए sightings की सूचना अभी भी मिल रही है।

वन विभाग ने लगभग 400 गांवों में निगरानी बढ़ाई है और विभिन्न स्थानों पर करीब 100 पिंजरे लगाए गए हैं।

आठ साल के बच्चे की मौत से दहशत

बिजनौर में हाल की घटनाओं में एक बेहद दर्दनाक घटना 3 अगस्त को सामने आई।

सिग्निवाला गांव में आठ वर्षीय रवि परिवार के साथ घर लौट रहा था, तभी तेंदुए ने उस पर हमला कर दिया। अधिकारियों के अनुसार, जानवर बच्चे को पास के गन्ने के खेत में खींच ले गया।

घटना के बाद आसपास के गांवों में भय और बढ़ गया। गन्ने के खेतों से होकर आने-जाने वाले बच्चों और ग्रामीणों की सुरक्षा को लेकर सवाल उठने लगे।

बिजनौर की जिलाधिकारी जसजीत कौर ने बताया कि गांवों में निगरानी समितियां यानी निगरानी समितियां बनाई गई हैं।

प्रत्येक गांव से एक या दो लोगों को जंगली जानवर दिखाई देने की स्थिति में उचित प्रतिक्रिया के लिए प्रशिक्षित किया जा रहा है।

वन विभाग को 100 पिंजरे उपलब्ध कराए गए हैं और 100 अतिरिक्त पिंजरों की मांग की गई है। प्रशासन का कहना है कि पिछले वर्षों की तुलना में वन्यजीवों से जुड़ी घटनाओं में कुल मिलाकर कमी आई है, हालांकि ताजा हमलों ने चिंता फिर बढ़ा दी है।

मुरादाबाद में ड्रोन ने एक साथ तीन तेंदुए देखे

मुरादाबाद में स्थिति का अंदाजा इस बात से लगा कि हाल में थर्मल-इमेजिंग ड्रोन से तीन तेंदुओं को एक साथ घूमते हुए देखा गया।

इस तकनीक से घने खेतों और झाड़ियों में छिपे जानवरों की गतिविधि का पता लगाने में वन विभाग को मदद मिल रही है।

10 अगस्त को एक कम उम्र की मादा तेंदुए को पकड़ा गया। अगले दिन एक वयस्क तेंदुआ भी वन विभाग के कब्जे में आया। अब टीम तीसरे जानवर का पता लगाने में जुटी है।

मुरादाबाद के जिलाधिकारी डॉ. राजेंद्र पेंसिया के अनुसार, इलाके में 16 पिंजरे लगाए गए हैं और जल्द ही 10 और पिंजरे लगाए जाने हैं।

मुरादाबाद के प्रभागीय वन अधिकारी विनय कुमार के मुताबिक, करीब 150 गांव अब भी तेंदुओं की गतिविधियों से प्रभावित हैं। जिले में अब तक एक मौत और इंसानों पर तेंदुओं के करीब सात हमले दर्ज किए गए हैं।

खेत में काम कर रही महिला की भी जान गई

मुरादाबाद में दर्ज मौत का मामला 3 अगस्त को लालापुर पीपलसाना गांव में हुआ।

45 वर्षीय संतोष देवी खेत में काम कर रही थीं, तभी तेंदुए ने उन पर हमला कर दिया। बाद में उनकी बेटी को उनका शव मिला।

महिला के सिर और चेहरे पर जानवर के गंभीर हमले के निशान पाए गए।

यह घटना उस खतरे को रेखांकित करती है जिसका सामना किसानों को रोजाना करना पड़ रहा है। बार-बार चेतावनी के बावजूद खेतों में काम करना उनके लिए टाला नहीं जा सकता।

ताजा हमलों में दो लोग घायल

मंगलवार को मुरादाबाद के मलाकपुर सामली गांव में दो और हमलों की सूचना मिली।

22 वर्षीय पुष्पेंद्र खेत में काम कर रहे थे, तभी उन पर तेंदुए ने हमला कर दिया। दूसरी घटना में 52 वर्षीय तस्लीम शाम के समय खेत से घर लौट रहे थे, जब जानवर ने उन्हें निशाना बनाया।

दोनों को इलाज के लिए अस्पताल ले जाया गया।

इन घटनाओं ने यह चिंता बढ़ा दी है कि एक-एक तेंदुए को पकड़ने के बावजूद आसपास के खेतों में मौजूद दूसरे जानवरों के कारण खतरा तुरंत खत्म नहीं होगा।

पिंजरों से लेकर थर्मल ड्रोन तक, कई स्तर पर अभियान

प्रशासन ने तेंदुओं को पकड़ने के लिए केवल पिंजरों पर निर्भर रहने के बजाय कई स्तर पर निगरानी शुरू की है।

जहां तेंदुओं की गतिविधि देखी गई है, वहां पिंजरे और जाल लगाए जा रहे हैं। वन विभाग की टीमें नियमित गश्त कर रही हैं। मुरादाबाद में थर्मल-इमेजिंग ड्रोन के जरिए रात या घने वनस्पति वाले इलाकों में जानवरों की पहचान की जा रही है।

गांवों में जागरूकता अभियान भी चलाए जा रहे हैं। बैठकें आयोजित की जा रही हैं और लाउडस्पीकरों के माध्यम से लोगों को सावधान किया जा रहा है।

ग्रामीणों से कहा गया है कि वे रात में घरों के बाहर पशुओं को खुला या असुरक्षित तरीके से न बांधें। घर और आसपास का इलाका रोशन रखने की सलाह भी दी गई है।

किसानों को अकेले खेत जाने से बचने की सलाह

प्रशासन ने खास तौर पर किसानों और खेतों में काम करने वाले लोगों को सावधानी बरतने को कहा है।

उन्हें समूह में खेत जाने की सलाह दी जा रही है। घने गन्ने में काम करते समय आपस में बातचीत करते रहने को भी कहा गया है ताकि आसपास छिपे जानवर की मौजूदगी का जल्द पता चल सके।

रात में बहुत जरूरी होने पर ही घर से बाहर निकलने और टॉर्च साथ रखने की सलाह दी गई है।

अधिकारियों का जोर इस बात पर है कि ग्रामीण किसी तेंदुए का पीछा न करें या उसे घेरने की कोशिश न करें। ऐसी स्थिति में वन विभाग को सूचना देना अधिक सुरक्षित उपाय है।

50 तेंदुए पकड़े जाने के बाद भी समस्या खत्म क्यों नहीं हुई?

सबसे बड़ी चुनौती क्षेत्र का भूगोल और खेती का स्वरूप है।

गन्ने के बड़े-बड़े खेत तेंदुओं को लगातार छिपने की जगह देते हैं। कई जगहें खेत गांवों के बेहद करीब हैं। इससे तेंदुए बिना खुले इलाके में आए भी एक गांव से दूसरे इलाके तक पहुंच सकते हैं।

किसानों और ग्रामीणों की नियमित आवाजाही इस दूरी को और कम कर देती है।

इसके अलावा वन अधिकारियों को आशंका है कि तेंदुए एक जिले से दूसरे जिले की ओर भी जा रहे हैं। यदि कुछ जानवर बिजनौर से मुरादाबाद की ओर बढ़े हैं, तो समस्या को केवल जिला स्तर पर नियंत्रित करना मुश्किल होगा।

यह सिर्फ तेंदुए पकड़ने की समस्या नहीं

बिजनौर-मुरादाबाद का मौजूदा संकट एक बड़े मानव-वन्यजीव संघर्ष की तस्वीर पेश करता है।

एक तेंदुए को पकड़ लेने से तत्काल खतरा कम हो सकता है, लेकिन वही इलाका दूसरे जानवरों के लिए भी अनुकूल बना रह सकता है। जब तक घनी फसल गांवों के आसपास मौजूद है, नए encounters की संभावना बनी रहती है।

ग्रामीणों के लिए खेत जाना, मवेशियों की देखभाल करना, चारा काटना या शाम को घर लौटना अब सामान्य गतिविधियां नहीं रह गई हैं; इनमें भी जोखिम जुड़ गया है।

प्रशासन के सामने चुनौती इसलिए दोहरी है—लोगों की सुरक्षा सुनिश्चित करना और जरूरत पड़ने पर खतरनाक तेंदुओं को सुरक्षित तरीके से पकड़ना, साथ ही उस प्राकृतिक और कृषि परिदृश्य को समझना जिसमें इंसान और वन्यजीव लगातार एक-दूसरे के करीब आ रहे हैं।

फिलहाल प्राथमिकता एक और जानलेवा हमले को रोकने की है। लेकिन आठ महीनों में 50 तेंदुओं को पकड़े जाने के बाद भी लगातार sightings और हमले जारी रहना यह संकेत देता है कि बिजनौर-मुरादाबाद में तेंदुओं की समस्या केवल कुछ जानवरों को पकड़ने से खत्म होने वाली नहीं है।
