Sarnath UNESCO Tag to Power Uttar Pradesh’s Buddhist Tourism Push, Six-Site Circuit Planned

Uttar Pradesh is preparing an integrated Buddhist tourism network covering Sarnath, Kushinagar, Shravasti, Kapilvastu, Kaushambi and Sankisa, with better connectivity, interpretation facilities and heritage conservation on the agenda.

Sarnath’s 2026 UNESCO World Heritage status is set to strengthen Uttar Pradesh’s Buddhist tourism plans, with a six-site circuit, improved connectivity, visitor facilities and heritage conservation measures.

 The proposed network will bring Sarnath, Kushinagar, Shravasti, Kapilvastu, Kaushambi and Sankisa into a more closely linked visitor itinerary. The state already identifies these destinations as part of its Buddhist tourism circuit.

The timing has added significance. UNESCO inscribed the Ancient Buddhist Site of Sarnath on the World Heritage List in July 2026, making it India’s 45th World Heritage property.

UNESCO describes Sarnath as the place where Buddha is believed to have delivered his first sermon and identifies it as one of the four principal Buddhist pilgrimage sites.

For Uttar Pradesh, the recognition offers an opportunity to move beyond promoting Sarnath as a stand-alone destination and encourage pilgrims and tourists to explore a much larger Buddhist landscape across the state.

From a Single Landmark to a Buddhist Journey

The proposed strategy is centred on making travel between the six destinations easier and more meaningful.

Officials are working on better road and last-mile connectivity, improved visitor amenities, clearer signage and interpretation facilities that can explain the historical links between individual sites.

The intention is not merely to increase footfall at individual monuments, but to persuade visitors—particularly international pilgrims—to spend more time travelling across the state.

That could give the Buddhist circuit greater economic significance for local communities, guides, hospitality businesses, artisans and other tourism-linked sectors.

According to the figures cited by the Uttar Pradesh Tourism Department, the six destinations together attracted nearly 82 lakh visitors in 2025, including around 4.4 lakh international tourists.

During the first half of 2026, they recorded more than 30 lakh visitors, with foreign arrivals exceeding 2 lakh.

Sarnath Becomes the Gateway

Sarnath is expected to occupy a central position in the proposed circuit because of both its religious importance and its proximity to Varanasi.

UNESCO’s description notes that Sarnath developed over centuries as a major Buddhist centre, with stupas, monasteries and other religious structures reflecting its long history.

The site is now preserved through two archaeological zones and continues to attract Buddhist pilgrims from around the world.

Its location close to Varanasi provides another advantage.

The city has an international airport, rail connections and a well-developed hospitality sector, allowing Sarnath to function as a natural starting point for visitors arriving from India and abroad.

The Buddhist presence in Sarnath is also international, with temples and institutions representing traditions associated with countries including Thailand, Japan, Sri Lanka, Myanmar and Tibet.

Heritage Protection Gets Equal Priority

The government is simultaneously preparing tighter safeguards for Sarnath’s historic landscape.

The Varanasi Development Authority is expected to conduct a detailed survey of buildings within the site’s buffer zone.

Authorities plan to combine drone-based mapping with physical measurements and individual verification.

The exercise will examine factors including building height, architectural form, setbacks, unauthorised construction and the extent to which surrounding development affects the visual character of the protected heritage area.

The findings are expected to feed into revised construction and conservation guidelines prepared in coordination with the Archaeological Survey of India and the Tourism Department.

Officials also plan to incorporate provisions concerning vegetation, environmental safeguards and waste management.

The approach is significant because UNESCO inscription brings international recognition but also places greater emphasis on appropriate conservation and management of the heritage setting.

The UNESCO-listed property covers the archaeological remains of Sarnath along with its defined buffer zone.

Technology to Change How Visitors Understand Sarnath

The state is also considering a more experiential approach to interpreting the archaeological site.

Plans include curated walks through excavated areas, technology-assisted interpretation and upgraded interpretation facilities. Conservation laboratories and support for trained guides are also part of the proposed development framework.

Before fresh construction is undertaken around the heritage zone, officials are considering a carrying-capacity assessment, a tourism management plan, an interpretation strategy and heritage-impact studies.

The objective is to ensure that higher visitor numbers do not come at the expense of the archaeological character that helped secure Sarnath’s UNESCO recognition.

Kushinagar: From Mahaparinirvana to a Wider Pilgrimage Route

The circuit will extend eastward to Kushinagar, traditionally associated with Buddha’s Mahaparinirvana.

The state is considering a meditation and vipassana facility along with a proposed Buddha Gaman Marg, designed to connect several locations associated with Buddha’s journey in the area.

The route is expected to include six identified stopping points, allowing visitors to explore sites beyond the better-known Mahaparinirvana Temple and Ramabhar Stupa.

Interpretation centres and spaces for meditation are also being considered.

Kushinagar has an additional advantage for international Buddhist tourism: its international airport offers direct air connectivity that can particularly benefit pilgrims travelling from Sri Lanka and Southeast Asia.

Kaushambi to Get a Buddhist Theme Park

At Kaushambi, the emphasis is expected to be on combining archaeology with interactive visitor experiences.

A proposed Buddhist Theme Park could include a Jataka Mural Gallery, a landscaped meditation area described as “Dhyana Vanam” and a Stupa Gallery.

The state is also considering a new Kaushambi Museum featuring interactive displays and immersive interpretation.

The broader aim is to translate archaeological history into an experience that can be understood by visitors who may have little prior knowledge of Buddhist history in the region.

Shravasti: Developing the ‘Monsoon Retreat’

At Shravasti, tourism planners are looking to build upon the site’s traditional association with the rainy-season retreats undertaken by Buddha and his disciples.

The state is considering positioning the destination as a “Monsoon Retreat”, potentially giving it a distinct tourism identity within the wider circuit.

Road connectivity is another focus. Officials expect the planned four-laning of the Barabanki-Bahraich section of National Highway-927 to improve access and reduce travel time towards Shravasti.

Upgrades to Buddhist monasteries and visitor facilities are also being considered.

Kapilvastu-Piprahwa: Connecting Buddha’s Early Life

The Kapilvastu-Piprahwa region is being considered for a longer-term Buddhist Heritage Park centred on the early years of Siddhartha and the area’s archaeological importance.

The proposed attractions include a sculpture trail, interpretation centre, stupa, meditation spaces, parking and basic visitor amenities such as a cafeteria.

Another important objective is to strengthen the tourism relationship between the Indian side and Lumbini in Nepal, one of the most important Buddhist pilgrimage destinations and traditionally associated with Buddha’s birthplace.

A cross-border itinerary linking Kapilvastu-Piprahwa with Lumbini could give international Buddhist travellers a more coherent pilgrimage experience.

International Outreach Intensifies

Uttar Pradesh is also trying to market the circuit beyond India.

The Tourism Department has been participating in major international travel events and organising familiarisation programmes for foreign monks, tour operators, travel professionals and influencers.

Events such as WTM London, ITB Berlin, FITUR Madrid and Tourism Expo Japan have been used to promote the state’s Buddhist destinations.

In June 2025, a Bodhi Yatra familiarisation programme brought participants from Cambodia, Laos, Myanmar, Thailand and Vietnam to Uttar Pradesh.

Another international engagement is scheduled for later this month.

A delegation of nearly 200 people from Japan’s Yamanashi Prefecture is expected to visit Uttar Pradesh from August 20 to 23, with Varanasi and Sarnath among the proposed destinations.

The visit follows discussions between the state and Yamanashi authorities concerning experiential tourism, hospitality, professional exchanges and familiarisation programmes.

Sarnath’s UNESCO Recognition Changes the Scale of the Opportunity

The UNESCO designation gives the state a powerful international tourism credential, but officials face the challenge of converting recognition into sustainable visitor growth.

The priority is increasingly shifting from simply attracting tourists to improving what they experience after they arrive—how easily they can move between sites, how effectively history is explained, and whether the surrounding heritage environment is protected.

That is particularly important at Sarnath, where UNESCO’s recognition is based on the site’s archaeological and cultural significance.

UNESCO says the ancient site reflects more than 2,500 years of pilgrimage and Buddhist heritage.

If the proposed plans are implemented effectively, the result could be a tourism model in which Sarnath acts as the international gateway while Kushinagar, Shravasti, Kapilvastu, Kaushambi and Sankisa form interconnected chapters in a much larger Buddhist story.

For Uttar Pradesh, the opportunity is therefore bigger than a new tourism package. It is an attempt to transform a collection of historic locations into a connected pilgrimage and heritage experience—one capable of drawing visitors deeper into the state’s Buddhist landscape and keeping them there for longer.

एक स्थान से दूसरे स्थान तक आसानी से पहुंच सकें और भगवान बुद्ध के जीवन तथा उपदेशों से जुड़े अलग-अलग अध्यायों को एक ही यात्रा में समझ सकें।

उत्तर प्रदेश की पर्यटन नीति में ये स्थल पहले से बौद्ध सर्किट का हिस्सा हैं।

इस योजना को नई ताकत सारनाथ के हालिया UNESCO सम्मान से मिली है। जुलाई 2026 में UNESCO ने Ancient Buddhist Site of Sarnath को विश्व धरोहर सूची में शामिल किया। इसके साथ भारत में UNESCO विश्व धरोहर स्थलों की संख्या 45 हो गई।

UNESCO के अनुसार, सारनाथ वह पवित्र स्थल है जहां बुद्ध ने ज्ञान प्राप्ति के बाद अपना पहला उपदेश दिया था और यह बौद्ध धर्म के चार प्रमुख तीर्थस्थलों में शामिल है।

अब लक्ष्य केवल सारनाथ नहीं, पूरा बौद्ध परिदृश्य

राज्य सरकार की सोच अब किसी एक स्मारक पर पर्यटकों की संख्या बढ़ाने तक सीमित नहीं है।

प्रस्तावित सर्किट में सड़क और अंतिम छोर तक पहुंच बेहतर करने, संकेतक लगाने, पर्यटक सुविधाएं बढ़ाने और ऐसे इंटरप्रिटेशन सेंटर विकसित करने पर जोर दिया जा रहा है जो अलग-अलग स्थलों के ऐतिहासिक संबंधों को सरल भाषा में समझा सकें।

इसका उद्देश्य यह है कि विदेशी पर्यटक या तीर्थयात्री केवल सारनाथ या कुशीनगर तक सीमित न रहें, बल्कि राज्य के दूसरे बौद्ध स्थलों तक भी जाएं।

इससे होटल, स्थानीय गाइड, हस्तशिल्प, परिवहन और अन्य पर्यटन-आधारित कारोबारों को भी लाभ मिल सकता है।

उत्तर प्रदेश पर्यटन विभाग के आंकड़ों के अनुसार, इन छह स्थलों पर 2025 में करीब 82 लाख पर्यटक पहुंचे थे, जिनमें लगभग 4.4 लाख विदेशी पर्यटक शामिल थे। 2026 के पहले छह महीनों में इन स्थलों पर 30 लाख से अधिक पर्यटकों की आवाजाही दर्ज हुई, जबकि विदेशी पर्यटकों की संख्या 2 लाख से ज्यादा रही।

सारनाथ बनेगा अंतरराष्ट्रीय प्रवेश द्वार

सारनाथ इस पूरे नेटवर्क में सबसे महत्वपूर्ण केंद्रों में से एक बन सकता है।

UNESCO के मुताबिक सारनाथ कई सदियों तक एक प्रमुख बौद्ध केंद्र रहा और यहां स्तूपों, विहारों तथा अन्य धार्मिक संरचनाओं का विकास हुआ।

आज यहां संरक्षित पुरातात्विक क्षेत्र दुनिया भर से बौद्ध श्रद्धालुओं को आकर्षित करते हैं।

सारनाथ की सबसे बड़ी व्यावहारिक ताकत वाराणसी से उसकी निकटता है।

वाराणसी में अंतरराष्ट्रीय हवाई अड्डा, रेल संपर्क और बड़ी संख्या में होटल उपलब्ध हैं। ऐसे में विदेश से आने वाले पर्यटकों के लिए सारनाथ को बौद्ध सर्किट के शुरुआती पड़ाव के रूप में विकसित करना अपेक्षाकृत आसान होगा।

सारनाथ में थाई और जापानी मंदिरों के अलावा श्रीलंका, म्यांमार और तिब्बती बौद्ध परंपराओं से जुड़े संस्थान भी मौजूद हैं, जिससे इसकी अंतरराष्ट्रीय पहचान पहले से मजबूत है।

UNESCO सम्मान के साथ विरासत संरक्षण भी जरूरी

सरकार अब सारनाथ के आसपास के निर्माण को लेकर भी अधिक सख्त व्यवस्था तैयार करने की दिशा में बढ़ रही है।

वाराणसी विकास प्राधिकरण द्वारा UNESCO स्थल के बफर जोन में स्थित इमारतों का व्यापक सर्वेक्षण किए जाने की योजना है। इसमें ड्रोन से मैपिंग, मौके पर भौतिक माप और भवनों का अलग-अलग सत्यापन शामिल होगा।

अधिकारी भवनों की ऊंचाई, निर्माण शैली, निर्धारित दूरी, अवैध निर्माण और संरक्षित क्षेत्र के दृश्य प्रभाव पर पड़ने वाले असर की जांच करेंगे।

सर्वेक्षण के निष्कर्षों के आधार पर भारतीय पुरातत्व सर्वेक्षण और पर्यटन विभाग के सहयोग से नए निर्माण और संरक्षण नियम तैयार किए जा सकते हैं।

इन नियमों में हरियाली, पर्यावरण सुरक्षा और ठोस कचरा प्रबंधन जैसे विषय भी शामिल होंगे।

UNESCO की सूची में शामिल होने के बाद इस तरह की संरक्षण व्यवस्था का महत्व और बढ़ जाता है। UNESCO ने सारनाथ को उसकी पुरातात्विक और सांस्कृतिक महत्ता के आधार पर विश्व धरोहर के रूप में मान्यता दी है।

तकनीक के जरिए पर्यटकों को समझाई जाएगी विरासत

सारनाथ में पर्यटन अनुभव को आधुनिक बनाने की भी तैयारी है।

पुरातात्विक खुदाई वाले क्षेत्रों में निर्धारित वॉकिंग रूट, डिजिटल और तकनीक आधारित जानकारी, बेहतर इंटरप्रिटेशन सुविधाएं और संरक्षण प्रयोगशालाओं जैसी व्यवस्थाओं पर विचार किया जा रहा है।

नई इमारतों या बड़े निर्माण से पहले कैरीइंग कैपेसिटी स्टडी, पर्यटन प्रबंधन योजना, इंटरप्रिटेशन रणनीति और हेरिटेज इंपैक्ट असेसमेंट किए जाने की योजना भी है।

इसका मकसद पर्यटकों की संख्या बढ़ाने के साथ यह सुनिश्चित करना है कि बढ़ता पर्यटन खुद उस विरासत को नुकसान न पहुंचाए जिसके कारण सारनाथ को वैश्विक पहचान मिली है।

कुशीनगर में बुद्ध के अंतिम अध्याय को जोड़ेगा नया मार्ग

सर्किट का दूसरा प्रमुख केंद्र कुशीनगर होगा, जिसे बौद्ध परंपरा में बुद्ध के महापरिनिर्वाण से जोड़ा जाता है।

यहां विपश्यना केंद्र के साथ ‘बुद्ध गमन मार्ग’ विकसित करने की योजना है। प्रस्तावित मार्ग में छह पड़ाव शामिल किए जाने की बात है, ताकि पर्यटक महापरिनिर्वाण मंदिर और रामाभार स्तूप के अलावा आसपास के अन्य ऐतिहासिक स्थलों को भी देख सकें।

ध्यान और इतिहास को जोड़ने वाली इंटरप्रिटेशन सुविधाएं भी विकसित की जा सकती हैं।

कुशीनगर का अंतरराष्ट्रीय हवाई अड्डा भी इस योजना के लिए महत्वपूर्ण है। इससे श्रीलंका और दक्षिण-पूर्व एशिया से आने वाले बौद्ध तीर्थयात्रियों के लिए सीधी अंतरराष्ट्रीय पहुंच उपलब्ध होती है।

कौशांबी में बनेगा बौद्ध थीम पार्क

कौशांबी में पुरातत्व और आधुनिक पर्यटन अनुभव को एक साथ लाने की योजना है।

यहां प्रस्तावित बुद्ध थीम पार्क में जातक कथाओं पर आधारित म्यूरल गैलरी, ध्यान के लिए विकसित क्षेत्र और स्तूप गैलरी जैसे आकर्षण शामिल किए जा सकते हैं।

साथ ही कौशांबी संग्रहालय विकसित करने की योजना है, जिसमें इंटरैक्टिव डिस्प्ले और आधुनिक तकनीक के जरिए इतिहास को समझाने की व्यवस्था होगी।

सरकार की कोशिश है कि ऐसे स्थलों को केवल पुरातात्विक अवशेष देखने की जगह न बनाकर ऐसा अनुभव दिया जाए जिसे आम पर्यटक भी आसानी से समझ सके।

श्रावस्ती को ‘मॉनसून रिट्रीट’ के रूप में विकसित करने की तैयारी

श्रावस्ती के लिए पर्यटन विभाग एक अलग पहचान बनाने की कोशिश कर रहा है।

बौद्ध परंपरा में बारिश के मौसम के दौरान बुद्ध और उनके शिष्यों के यहां ठहरने की मान्यता को आधार बनाकर इसे ‘मॉनसून रिट्रीट’ के रूप में प्रचारित करने की योजना है।

सड़क संपर्क में सुधार भी इस परियोजना का महत्वपूर्ण हिस्सा है।

अधिकारियों के अनुसार, राष्ट्रीय राजमार्ग-927 के बाराबंकी-बहराइच हिस्से के चार लेन में विस्तार से श्रावस्ती तक यात्रा का समय घट सकता है।

बौद्ध विहारों और पर्यटक सुविधाओं में सुधार की योजनाएं भी प्रस्तावित हैं।

कपिलवस्तु-पिपरहवा में बुद्ध के शुरुआती जीवन पर जोर

कपिलवस्तु और पिपरहवा क्षेत्र में लंबे समय की योजना के तहत एक बौद्ध विरासत पार्क विकसित करने का प्रस्ताव है।

इसका केंद्र सिद्धार्थ के शुरुआती जीवन और क्षेत्र के पुरातात्विक महत्व को बनाया जाएगा।

प्रस्तावित सुविधाओं में मूर्तिकला पथ, इंटरप्रिटेशन सेंटर, स्तूप, ध्यान क्षेत्र, पार्किंग, कैफेटेरिया और अन्य पर्यटक सुविधाएं शामिल हैं।

इस क्षेत्र को नेपाल के लुम्बिनी से जोड़ना भी योजना का अहम हिस्सा है। भारत-नेपाल सीमा के दोनों ओर स्थित बौद्ध स्थलों को एक संयुक्त तीर्थ यात्रा मार्ग के रूप में विकसित करने से विदेशी यात्रियों के लिए आकर्षण बढ़ सकता है।

विदेशी पर्यटकों पर भी नजर

उत्तर प्रदेश अब इस सर्किट को अंतरराष्ट्रीय बाजार में भी ज्यादा आक्रामक तरीके से पेश कर रहा है।

पर्यटन विभाग WTM London, ITB Berlin, FITUR Madrid और Tourism Expo Japan जैसे अंतरराष्ट्रीय आयोजनों में हिस्सा लेकर राज्य के बौद्ध स्थलों का प्रचार कर रहा है।

विदेशी भिक्षुओं, टूर ऑपरेटरों, यात्रा विशेषज्ञों और ट्रैवल इंफ्लुएंसर्स के लिए परिचयात्मक यात्राएं भी आयोजित की जा रही हैं।

जून 2025 में आयोजित बोधि यात्रा कार्यक्रम में कंबोडिया, लाओस, म्यांमार, थाईलैंड और वियतनाम से जुड़े प्रतिनिधियों को उत्तर प्रदेश लाया गया था।

अब जापान के यामानाशी प्रीफेक्चर से लगभग 200 सदस्यों का प्रतिनिधिमंडल 20 से 23 अगस्त के बीच उत्तर प्रदेश आने वाला है। प्रस्तावित यात्रा में वाराणसी और सारनाथ शामिल हैं।

यह दौरा पर्यटन, आतिथ्य, अनुभव आधारित पर्यटन और पेशेवर सहयोग को लेकर उत्तर प्रदेश तथा यामानाशी प्रशासन के बीच हुई बातचीत के बाद हो रहा है।

सारनाथ का UNESCO दर्जा कितनी बड़ी संभावना खोलता है?

सारनाथ की UNESCO मान्यता उत्तर प्रदेश के लिए सिर्फ एक नया पर्यटन प्रमाणपत्र नहीं है। यह राज्य को अपने बौद्ध स्थलों को अंतरराष्ट्रीय स्तर पर एक साथ पेश करने का अवसर देता है।

हालांकि असली चुनौती पर्यटकों की संख्या बढ़ाने के बाद शुरू होगी—उन्हें बेहतर जानकारी देना, स्थलों के बीच आसान यात्रा उपलब्ध कराना और साथ ही विरासत को सुरक्षित रखना।

UNESCO के अनुसार सारनाथ में 2,500 से अधिक वर्षों से बौद्ध तीर्थ और आध्यात्मिक परंपरा कायम रहे हैं।

यदि प्रस्तावित योजनाएं प्रभावी ढंग से लागू होती हैं, तो सारनाथ अंतरराष्ट्रीय प्रवेश द्वार की भूमिका निभा सकता है, जबकि कुशीनगर, श्रावस्ती, कपिलवस्तु, कौशांबी और संकिसा मिलकर भगवान बुद्ध के जीवन और बौद्ध विरासत की एक विस्तृत यात्रा प्रस्तुत कर सकते हैं।

यानी उत्तर प्रदेश की योजना केवल छह पर्यटन स्थलों को जोड़ने की नहीं है। लक्ष्य एक ऐसा कनेक्टेड बौद्ध तीर्थ और विरासत अनुभव तैयार करना है, जो विदेशी यात्रियों को राज्य के भीतर ज्यादा समय बिताने के लिए प्रेरित करे और स्थानीय अर्थव्यवस्था को भी नई गति दे।
