UP Outsourcing Jobs Get New Safety Net as Yogi Launches UPCOS for 3.5 Lakh Workers

New corporation promises direct salary payments, regular EPF-ESI deposits, transparent recruitment and wider insurance cover for outsourced employees.

LUCKNOW: Uttar Pradesh has introduced a new institutional framework for its outsourced workforce, with Chief Minister Yogi Adityanath launching the Uttar Pradesh Corporation for Outsourcing Services (UPCOS) on Wednesday and announcing a package of measures aimed at improving job security, payments and social protection for around 3.5 lakh outsourced employees.

The initiative is designed to bring government departments, outsourcing agencies and workers onto a common digital platform.

At the launch event in Lucknow, Adityanath unveiled the corporation’s logo and inaugurated its portal and website in the presence of Deputy Chief Ministers Brajesh Pathak and Keshav Prasad Maurya.

The government estimates that the impact of the new arrangement could extend well beyond the workforce itself.

According to the chief minister, between 17 lakh and 20 lakh people, including the families of outsourced employees, are expected to benefit from the system.

A central feature of UPCOS will be the handling of workers’ employment and payment records through a technology-driven mechanism.

The government says employees will be able to access information concerning their posting, attendance, remuneration, deductions, insurance, gratuity and other service-related benefits through a single online platform.

One of the major changes announced is the schedule for salary payments. Outsourced workers are to receive their remuneration directly in their bank accounts between the first and fifth day of every month.

The government has also said that EPF and ESI contributions will be deposited regularly, while the service charge payable to an outsourcing agency will be borne by the government rather than being deducted from an employee’s wages.

The new framework also seeks to place restrictions on arbitrary termination. An outsourcing company will not be able to simply remove an employee.

It will first have to inform the government, after which the matter will be examined.

If an agency’s allegations are found to be incorrect, the worker is not to face harassment on that account.

Recruitment is another area targeted for reform.

Adityanath said hiring under the outsourcing system would be conducted online, with eligibility and merit forming the basis of selection and the state’s reservation policy being followed.

Digital tracking will cover recruitment, deployment and attendance, allowing the government to maintain a clearer picture of manpower requirements and undertake human-resource planning.

The chief minister also announced enhanced remuneration for outsourced personnel and handed over cheques reflecting the increased payments during the launch programme.

Healthcare and insurance provisions form another significant part of the new package.

Workers will receive access to ESI-based treatment, while cases where the required medical facility is unavailable are proposed to be connected with Ayushman Bharat.

The government said outsourced employees and their families would receive health insurance cover of up to Rs 5 lakh. Statutory benefits, including maternity leave, are also to be ensured.

Financial assistance has been outlined for families facing emergencies involving outsourced workers.

Depending on the worker’s category, accident insurance will range from Rs 20 lakh to Rs 40 lakh.

The announced support package also includes Rs 10 lakh in the event of a fire incident, up to Rs 5 lakh for emergency medicines, and assistance of up to Rs 10 lakh for air ambulance services in an emergency.

The government has additionally listed education and family welfare assistance. Up to Rs 8 lakh may be provided towards the education of a son, while assistance of up to Rs 10 lakh has been announced for a daughter.

Support of Rs 8 lakh to Rs 10 lakh has also been specified for the marriage of two daughters.

In the event of an employee’s death, the corporation will facilitate an immediate payment of Rs 50,000 to the family through the bank.

The government has also said that a zero-balance account will be opened to provide special facilities to four members of the employee’s family.

Adityanath presented UPCOS as a move away from an outsourcing arrangement in which workers had to deal separately with government departments and private agencies.

He argued that employees previously faced uncertainty over salaries and social-security benefits and often had difficulty getting their grievances addressed.

The chief minister also criticised governments before 2017, alleging that outsourced personnel had been treated as a burden and that recruitment through some agencies was influenced by connections to people in positions of power.

He said the new corporation was intended to eliminate the role of intermediaries and establish a system in which employment-related information and complaints could be handled transparently.

UPCOS was approved by the state Cabinet in September last year as an institutional mechanism to streamline outsourcing arrangements.

With its formal launch, the government is now seeking to turn the state’s large outsourced workforce into what it describes as a more organised, skilled, secure and dignified workforce.

3.5 लाख कर्मचारियों को मिलेगा सीधे खाते में वेतन, EPF-ESI, स्वास्थ्य बीमा और 40 लाख रुपये तक दुर्घटना सुरक्षा का लाभ

लखनऊ: उत्तर प्रदेश में सरकारी विभागों के लिए आउटसोर्सिंग के माध्यम से काम कर रहे लाखों कर्मचारियों के लिए नई व्यवस्था लागू करने की दिशा में बड़ा कदम उठाया गया है।

मुख्यमंत्री योगी आदित्यनाथ ने बुधवार को उत्तर प्रदेश कॉरपोरेशन फॉर आउटसोर्सिंग सर्विसेज (UPCOS) का शुभारंभ किया।

सरकार का कहना है कि नई व्यवस्था से करीब 3.5 लाख आउटसोर्स कर्मचारियों और उनके परिवारों को अधिक व्यवस्थित रोजगार व्यवस्था तथा सामाजिक सुरक्षा का लाभ मिलेगा।

लखनऊ में आयोजित कार्यक्रम के दौरान मुख्यमंत्री ने UPCOS का लोगो जारी करने के साथ उसका पोर्टल और वेबसाइट भी शुरू की।

कार्यक्रम में उपमुख्यमंत्री ब्रजेश पाठक और केशव प्रसाद मौर्य भी मौजूद रहे।

नई व्यवस्था का दायरा केवल कर्मचारियों तक सीमित नहीं रहेगा। मुख्यमंत्री के मुताबिक, आउटसोर्स कर्मियों के परिवारों को शामिल करने पर लगभग 17 से 20 लाख लोगों को इसका लाभ मिल सकता है।

सरकार ने इसे आउटसोर्स कर्मचारियों को अधिक सुरक्षित, संगठित और सम्मानजनक कार्य वातावरण देने वाली व्यवस्था के रूप में पेश किया है।

UPCOS के तहत कर्मचारी, सरकारी विभाग और आउटसोर्सिंग एजेंसी एक डिजिटल प्रणाली से जुड़े रहेंगे।

इससे भर्ती से लेकर तैनाती, उपस्थिति, वेतन, कटौती, बीमा और अन्य सेवा संबंधी रिकॉर्ड को एक ही मंच पर उपलब्ध कराने की योजना है।

कर्मचारी अपने सेवा विवरण और भुगतान से संबंधित जानकारी ऑनलाइन देख सकेंगे तथा समस्या होने पर पोर्टल के जरिए शिकायत भी दर्ज करा सकेंगे।

वेतन भुगतान को लेकर भी नई व्यवस्था में महत्वपूर्ण बदलाव किया गया है।

सरकार के अनुसार, आउटसोर्स कर्मचारियों का पारिश्रमिक प्रत्येक महीने की 1 से 5 तारीख के बीच सीधे उनके बैंक खातों में भेजा जाएगा।

कर्मचारी भविष्य निधि यानी EPF और कर्मचारी राज्य बीमा यानी ESI की राशि भी नियमित रूप से जमा की जाएगी।

आउटसोर्सिंग एजेंसियों द्वारा कर्मचारियों के वेतन से सर्विस चार्ज काटे जाने की व्यवस्था को भी समाप्त करने की बात कही गई है।

मुख्यमंत्री के अनुसार, एजेंसी को दिया जाने वाला सर्विस चार्ज सरकार वहन करेगी। इसका उद्देश्य यह सुनिश्चित करना है कि कर्मचारी को उसके निर्धारित पारिश्रमिक में से किसी तरह की कटौती का सामना न करना पड़े।

नौकरी से हटाने के मामले में भी कर्मचारियों को पहले की तुलना में अधिक सुरक्षा देने का दावा किया गया है। किसी आउटसोर्स कर्मचारी को कंपनी अपनी मर्जी से सीधे नहीं हटा सकेगी।

एजेंसी को पहले सरकार को इसकी जानकारी देनी होगी और उसके बाद मामले की जांच की जाएगी। यदि एजेंसी की ओर से दी गई शिकायत या रिपोर्ट गलत पाई जाती है तो कर्मचारी को परेशान नहीं किया जाएगा।

भर्ती प्रक्रिया को भी डिजिटल बनाने की योजना है। सरकार के अनुसार, UPCOS के माध्यम से नियुक्तियां ऑनलाइन होंगी और चयन पात्रता तथा योग्यता के आधार पर किया जाएगा। इसमें राज्य सरकार की आरक्षण नीति का पालन किया जाएगा।

डिजिटल निगरानी के जरिये सरकार को यह पता लगाने में भी मदद मिलेगी कि विभिन्न विभागों में कितनी मानवशक्ति की आवश्यकता है।

मुख्यमंत्री ने कार्यक्रम में बढ़े हुए पारिश्रमिक से जुड़े चेक भी कुछ आउटसोर्स कर्मचारियों को सौंपे।

इसके साथ ही दुर्घटना बीमा की सुविधा की घोषणा की गई, जिसके तहत कर्मचारी की श्रेणी के अनुसार 20 लाख रुपये से 40 लाख रुपये तक का कवर उपलब्ध होगा।

स्वास्थ्य सुरक्षा को भी UPCOS की प्रमुख विशेषताओं में शामिल किया गया है। ESI व्यवस्था के माध्यम से कर्मचारियों को संबंधित अस्पतालों में इलाज की सुविधा उपलब्ध कराने की बात कही गई है।

जहां आवश्यक उपचार की सुविधा उपलब्ध नहीं होगी, वहां आयुष्मान भारत योजना से जोड़ने का प्रावधान किया जाएगा।

सरकार के मुताबिक, कर्मचारियों और उनके परिवारों को 5 लाख रुपये तक का स्वास्थ्य बीमा कवर भी मिलेगा। मातृत्व अवकाश सहित वैधानिक सेवा लाभ सुनिश्चित करने का दावा भी किया गया है।

आपात स्थिति में परिवारों के लिए अलग-अलग वित्तीय सहायता का प्रावधान रखा गया है।

आग लगने की घटना में 10 लाख रुपये, आपातकालीन दवाओं के लिए 5 लाख रुपये तक और जरूरत पड़ने पर एयर एंबुलेंस सुविधा के लिए 10 लाख रुपये तक की सहायता का प्रावधान बताया गया है।

परिवार के बच्चों की शिक्षा के लिए भी आर्थिक सहायता का प्रावधान किया गया है। बेटे की शिक्षा पर 8 लाख रुपये तक और बेटी की शिक्षा के लिए 10 लाख रुपये तक सहायता दी जा सकती है।

दो बेटियों के विवाह के लिए 8 से 10 लाख रुपये तक की सहायता का प्रावधान बताया गया है।

किसी कर्मचारी की मृत्यु होने की स्थिति में उसके परिवार को तत्काल आर्थिक मदद भी उपलब्ध कराने की बात कही गई है।

सरकार के अनुसार, बैंक UPCOS के माध्यम से परिवार को तत्काल 50,000 रुपये उपलब्ध कराएगा।

इसके अलावा शून्य-बैलेंस बैंक खाता खोलकर परिवार के चार सदस्यों के लिए विशेष सुविधाएं उपलब्ध कराने की योजना है।

मुख्यमंत्री ने अपने संबोधन में कहा कि पहले आउटसोर्स कर्मचारियों की समस्याओं को लेकर उन्हें विभाग, एजेंसी और अन्य स्तरों के बीच भटकना पड़ता था।

उन्होंने दावा किया कि नई व्यवस्था में कर्मचारियों के अधिकार किसी व्यक्ति की कृपा पर निर्भर नहीं रहेंगे, बल्कि डिजिटल और संस्थागत प्रणाली के माध्यम से उन्हें सेवा लाभ उपलब्ध कराया जाएगा।

योगी आदित्यनाथ ने 2017 से पहले की सरकारों पर आउटसोर्स कर्मचारियों की उपेक्षा का आरोप भी लगाया।

उन्होंने कहा कि उस दौर में नियुक्तियों को लेकर प्रभावशाली लोगों से जुड़े लोगों को लाभ पहुंचाने और कर्मचारियों के शोषण की शिकायतें सामने आती थीं।

नई व्यवस्था का उद्देश्य ऐसे बिचौलियों की भूमिका समाप्त कर भर्ती और सेवा प्रबंधन को पारदर्शी बनाना है।

UPCOS के गठन को राज्य मंत्रिमंडल ने पिछले वर्ष सितंबर में मंजूरी दी थी। अब इसके औपचारिक शुभारंभ के साथ सरकार ने प्रदेश के विशाल आउटसोर्स कार्यबल को एक साझा डिजिटल और प्रशासनिक ढांचे में लाने की शुरुआत की है।

सरकार के सामने अब इन घोषणाओं को जमीनी स्तर पर प्रभावी ढंग से लागू करने और यह सुनिश्चित करने की चुनौती होगी कि कर्मचारियों को तय समय पर वेतन तथा घोषित सामाजिक सुरक्षा लाभ वास्तव में मिलें।
