US-India Trade Agreement Nearing Finish Line, Trump Signals; Tariff Disputes Still Need Resolution

Washington and New Delhi are intensifying efforts to conclude a long-pending economic pact, with unresolved wording, tariff arrangements, and energy-related differences remaining central to the negotiations.

WASHINGTON: A trade agreement between India and the United States could be within reach, US President Donald Trump has indicated, raising hopes that months of difficult negotiations may finally produce a breakthrough.

Trump has described the two countries as being close to an understanding, while stressing that the proposed arrangement will differ considerably from agreements Washington has concluded with other trading partners.

Speaking to reporters in the Oval Office, Trump conveyed confidence that an agreement would be reached, saying both sides wanted a deal and were approaching that goal.

His remarks followed a similarly optimistic assessment by US Secretary of State Marco Rubio, who suggested that the negotiations were in their final stages, although some important differences still needed to be settled.

Rubio, in an interview with The Indian Express, said the bulk of the negotiating work had been completed and suggested that a conclusion was more likely to come within weeks than months.

He cautioned, however, that the remaining disagreements should not be dismissed as minor technical matters.

Both governments, he explained, needed to agree on the precise meaning of the language used in the document to prevent disputes from emerging after the agreement took effect.

The positive signals come after a negotiating process that has repeatedly encountered political and economic complications.

Discussions began in February 2025, following an understanding between Trump and Prime Minister Narendra Modi to pursue a bilateral trade arrangement.

The initiative initially generated expectations of a relatively swift outcome, but deteriorating relations later complicated the effort.

Tensions grew after Trump claimed credit for helping secure a ceasefire following the India-Pakistan confrontation associated with Operation Sindoor in May 2025.

Washington subsequently imposed a combined 50 per cent tariff burden on Indian goods under two separate measures: a 25 per cent reciprocal tariff and an additional 25 per cent levy linked to India’s purchases of Russian energy.

The measures placed fresh pressure on economic ties and made negotiations more difficult.

The atmosphere improved as India reduced its imports of Russian oil and the two sides resumed efforts to narrow their differences.

A negotiating framework was agreed in early February 2026, creating expectations that the agreement could be signed by March.

That timetable, however, was disrupted after the US Supreme Court issued a ruling in February concerning the administration’s authority to impose tariffs under emergency powers.

The legal change altered the negotiating environment. Indian officials reportedly began reassessing elements of the proposed arrangement, including the tariff terms, while both governments worked to find a formula acceptable to each side.

Despite sustained engagement over the following months, a final agreement remained elusive.

Public assessments of the talks have reflected this uncertainty. On October 1, US Trade Representative Jamieson Greer said Washington was continuing to work with New Delhi but indicated that a deal was not about to be concluded immediately.

Four days later, Finance Minister Nirmala Sitharaman described the negotiations as having reached a plateau, noting that additional concessions had become increasingly difficult as tariffs were being used more aggressively as instruments of economic and political pressure.

External Affairs Minister S Jaishankar offered a more encouraging assessment on October 14, saying the two countries were working through their differences and moving towards a possible conclusion.

The following day, US Ambassador Sergio Gor said major elements of the proposed agreement had already been addressed and expressed confidence that the remaining work could be completed.

The decision by Trump on October 16 to pause a proposed measure that could have exposed major purchasers of Russian energy to tariffs of up to 100 per cent also eased concerns in India.

The country remains among the leading destinations for Russian crude oil, making any additional penalties on such purchases a significant issue for its trade relationship with Washington.

Rubio has indicated that Trump’s approach reflects a broader effort to balance economic pressure with strategic relations.

According to the secretary of state, the administration recognises that imposing further tariffs on India could damage an important bilateral partnership, even as Washington seeks to influence the course of the Russia-related conflict.

Commercial diplomacy has continued alongside the political discussions. Commerce Minister Piyush Goyal met US Trade Representative Jamieson Greer in Milwaukee and Washington earlier this month to examine outstanding elements of the proposed agreement.

Rubio’s recent engagement with Indian business leaders during his Mumbai visit, along with his discussions with Jaishankar, has also highlighted the importance of trade, energy purchases and defence cooperation in the broader relationship.

The timing could provide an additional incentive to reach an agreement. With the US midterm elections approaching and Modi expected to visit the United States for the G20 leaders’ summit in December, both governments have reasons to demonstrate progress in their economic partnership.

The negotiations are also linked to a larger ambition: expanding bilateral trade to $500 billion by 2030, a target announced by Trump and Modi during their February 2025 meeting at the White House.

Achieving that objective would require not only a formal agreement but also sustained growth in commercial exchanges between the two economies.

Trump’s latest comments and Rubio’s assessment suggest that the two sides see a possible path towards a deal.

Whether the current momentum produces a signed agreement will depend on their ability to resolve the remaining differences over wording, tariffs and the wider economic terms.

For now, the diplomatic tone is encouraging, but the outcome remains dependent on negotiations that have yet to cross the finish line.
