Prayagraj, October 26: The Allahabad High Court has called for coordinated action by Uttar Pradesh Police, the state Health Department and the National Informatics Centre (NIC) to ensure that post-mortem findings and other medico-legal documents are uploaded promptly to the police’s Crime and Criminal Tracking Network and Systems (CCTNS) portal.

Justice Arun Kumar Singh Deshwal has directed senior officials from the concerned departments to meet on November 4, 2026, at 11 am at the office of the Principal Secretary, Medical Health and Family Welfare, in Lucknow.

The meeting will focus on removing operational and technical obstacles and establishing an effective link between CCTNS and MedLEaPR, the digital platform developed by NIC for secure and streamlined medico-legal reporting.

The court expressed confidence that the officials would work together to improve the reporting mechanism and ensure that officers in the police and health departments are adequately informed about the procedures required to obtain and upload these records.

Only Two Online Requests Against 3,707 Post-Mortems

The figures presented during the hearing made the need for better coordination evident.

Dr Rajeev Ranjan, who heads the post-mortem house at Swaroop Rani Nehru Hospital in Prayagraj, told the court that the district conducted 3,707 post-mortem examinations between May 15, 2025, and October 22, 2026.

However, the police had submitted requests through CCTNS to obtain post-mortem reports from MedLEaPR in only two cases during this period.

The figures highlighted the limited use of the digital facility despite the substantial number of post-mortem examinations carried out in Prayagraj.

The court examined the reasons behind the shortfall and the measures needed to make the system function effectively.

NIC Says Integration Mechanism Is Already in Place

The hearing took place on October 24 in connection with an earlier order dated October 13, 2026.

Deputy Director General of NIC Shashi Kant Sharma, Uttar Pradesh Police ADG (Technical) Bhagwan S. Srivastava, Principal Secretary for Medical Health and Family Welfare V. Hekali Zhimomi, and MedLEaPR team head Rahul Jain participated through video conferencing.

Dr Arun Kumar Tiwari, Chief Medical Officer of Prayagraj, and Dr Rajeev Ranjan were also present in court.

Shashi Kant Sharma and Rahul Jain informed the bench that NIC had completed the technical arrangements for linking MedLEaPR with CCTNS.

They said the system could facilitate the uploading of medico-legal documents, including post-mortem reports, when the police send requests linked to the relevant FIR or case crime number.

The officials’ submissions indicated that the necessary digital infrastructure was available, but procedural shortcomings and technical difficulties were preventing its effective use.

Police to Address Procedural and Technical Gaps

Responding to the court’s concerns, ADG (Technical) Bhagwan S. Srivastava said police personnel would be sensitised to ensure that requests linked to FIRs are sent to the appropriate hospitals and mortuaries for obtaining medico-legal documents.

He also acknowledged that certain technical problems were affecting the police department’s ability to transmit such requests correctly to post-mortem facilities and hospitals.

NIC, meanwhile, assured the court that it would extend technical assistance to both the police and health departments, notwithstanding the completion of its integration work.

Principal Secretary V. Hekali Zhimomi acknowledged shortcomings on the health department’s side as well.

She assured the court that hospitals and mortuaries would be instructed to send medico-legal reports to the concerned police stations promptly upon receiving requests.

Court Welcomes Joint Efforts to Improve the System

After recording the submissions made by the officials, the High Court said it expected the three senior functionaries to resolve the difficulties affecting the timely transmission of medico-legal reports through CCTNS and the integration of the two digital platforms.

The bench also appreciated the suggestions and assurances offered by the NIC, police and health department representatives, along with the MedLEaPR team.

The directions were issued in an order dated October 24 in a bail application filed by Jairun Nisha, a Prayagraj resident, in connection with a dowry death case.

Although the bail application had already been disposed of, the court addressed the broader administrative and technological issues relating to the availability of medico-legal records.

The November 4 meeting is expected to provide an opportunity for the departments to agree on practical steps to improve coordination, resolve technical problems and make the digital reporting system work as intended.
