After Dharmendra Pradhan’s Exit, Cockroach Janta Party Eyes Nationwide Expansion of Student Movement
Emboldened by what it describes as a successful month-long agitation over the alleged NEET-UG paper leak that culminated in the resignation of former Union Education Minister Dharmendra Pradhan, the Cockroach Janta Party (CJP) is now preparing to take its campaign beyond the national capital.
The organisation says it intends to expand its outreach to states where students have long complained about systemic shortcomings in the education sector.
The group’s leadership has indicated that the next phase of its movement will focus on regions with large student populations that continue to face issues ranging from examination irregularities to broader concerns over educational governance.
According to the organisation, its objective is to build a nationwide platform highlighting student grievances.
Speaking about the roadmap ahead, CJP spokesperson Ashutosh Ranka said senior members would soon begin visiting several states to engage directly with students.
He added that if circumstances demanded, the organisation would not hesitate to organise demonstrations in those states as well.
Ranka, however, ruled out any immediate plans to transform the movement into a formal political party.
He said the organisation’s current priority remained addressing issues affecting students rather than entering electoral politics.
At a press conference in Delhi on Monday, the CJP announced the creation of a ₹1 crore legal assistance fund aimed at supporting students and protesters facing legal proceedings arising from the agitation.
The organisation also unveiled SAAKSHI, a digital platform designed to gather photographs, videos and other material related to the alleged violence during the ‘Sansad Chalo’ march held on July 20.
The group further stated that senior advocate Kapil Sibal had extended his support to the youth-led campaign.
According to the organisation, legal assistance would continue to be provided to those detained or facing criminal cases in connection with the protests.
Ranka said the movement’s principal leadership, including founder Abhijeet Dipke and spokespersons Saurav Das and Ratna Singh, would shortly meet to determine the next phase of the campaign.
He noted that Dipke was currently recovering from typhoid and that the leadership would take a brief pause before announcing fresh initiatives.
Despite that temporary break, Ranka maintained that the organisation’s legal outreach would continue uninterrupted.
He said support would remain available until every protester facing legal action across the country received what the group considered fair justice.
Abhijeet Dipke, who hails from Maharashtra, is a 30-year-old political communications strategist.
Before launching the movement, he worked with the Aam Aadmi Party and later pursued a Master’s degree in Public Relations at Boston University.
Ashutosh Ranka, originally from Rajasthan, is described as one of Dipke’s closest associates.
An engineering graduate from IIT Kanpur, he also holds a Master’s degree from the London School of Economics and runs Parivartan, an initiative dedicated to social welfare and institutional reforms.
Within the organisation, Saurav Das serves as the chief spokesperson and is an investigative journalist by profession, while Ratna Singh is a lawyer and former journalist.
Both are based in Delhi and have been actively involved in coordinating the movement since its inception.
Although the CJP has not formally opened membership enrolment, the organisation says volunteers have continued joining the campaign voluntarily.
It has now built a core leadership team of around a dozen members, including public policy student Vaishnavi Gaur and Aafreen Nawaz, who left her corporate career to work full-time on issues concerning student welfare.
The organisation traces its origins to a remark reportedly made by Chief Justice of India Surya Kant during a court hearing in May this year, when he is said to have compared unemployed youth in the legal profession to “cockroaches”.
The comment triggered widespread discussion on social media and eventually inspired the group’s unusual name.
Responding to that remark, Dipke launched the Cockroach Janta Party on Instagram on May 16 as a satirical political initiative.
The account quickly gained traction online and, according to the organisation, crossed the 20-million follower mark within days, overtaking the social media presence of several established political parties in India.
The campaign gathered momentum in June after allegations surrounding the NEET-UG paper leak surfaced.
Dipke called for the resignation of then Education Minister Dharmendra Pradhan and appealed to students from across the country to assemble at Delhi’s Jantar Mantar for a mass protest.
The movement later received support from activist Sonam Wangchuk, who joined the campaign and launched an indefinite hunger strike backing the students’ demands.
As the protests intensified, the organisation organised the ‘Sansad Chalo’ march on July 20, an event that culminated in clashes between protesters and police.
Thirty-six days after the agitation began, Dharmendra Pradhan submitted his resignation as Union Education Minister on July 25.
With that development, the organisation now believes its movement has entered a new phase, shifting its focus from a single protest in Delhi to a broader campaign addressing education-related concerns across the country.

कथित नीट-यूजी पेपर लीक को लेकर दिल्ली में एक महीने से अधिक समय तक चले आंदोलन और पूर्व केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान के इस्तीफे को अपनी बड़ी उपलब्धि मानने वाली कॉकरोच जनता पार्टी (सीजेपी) अब देशव्यापी विस्तार की तैयारी में जुट गई है।
संगठन का कहना है कि अब उसका अभियान केवल राजधानी तक सीमित नहीं रहेगा, बल्कि उन राज्यों तक पहुंचेगा जहां छात्र लंबे समय से शिक्षा व्यवस्था से जुड़ी समस्याओं का सामना कर रहे हैं।
संगठन की योजना आने वाले महीनों में ऐसे राज्यों का दौरा करने की है जहां बड़ी संख्या में छात्र परीक्षा प्रणाली, भर्ती प्रक्रियाओं और शिक्षा प्रशासन से जुड़ी चुनौतियों को लेकर लगातार आवाज उठा रहे हैं।
सीजेपी का दावा है कि इन मुद्दों को राष्ट्रीय स्तर पर उठाने के लिए व्यापक जनसंपर्क अभियान चलाया जाएगा।
संगठन के प्रवक्ता आशुतोष रांका ने कहा कि शीर्ष नेतृत्व विभिन्न राज्यों में छात्रों से सीधे संवाद करेगा। उन्होंने बताया कि यदि परिस्थितियां बनीं तो संबंधित राज्यों में प्रदर्शन और जनआंदोलन भी आयोजित किए जा सकते हैं।
हालांकि रांका ने स्पष्ट किया कि फिलहाल संगठन का किसी राजनीतिक दल के रूप में चुनावी राजनीति में उतरने का कोई इरादा नहीं है।
उनके अनुसार वर्तमान प्राथमिकता केवल छात्रों के हितों से जुड़े मुद्दों को उठाना और शिक्षा व्यवस्था में सुधार की मांग करना है।
दिल्ली में सोमवार को आयोजित एक प्रेस वार्ता में सीजेपी ने प्रदर्शनकारियों को कानूनी सहायता उपलब्ध कराने के लिए एक करोड़ रुपये के कोष की घोषणा की।
इसके साथ ही संगठन ने ‘साक्षी’ (SAAKSHI) नामक एक ऑनलाइन मंच भी शुरू किया है, जिसके माध्यम से 20 जुलाई को आयोजित ‘संसद चलो’ मार्च के दौरान हुई कथित हिंसा से जुड़े वीडियो, तस्वीरें और अन्य साक्ष्य एकत्र किए जाएंगे।
संगठन ने यह भी बताया कि वरिष्ठ अधिवक्ता कपिल सिब्बल ने इस युवा आंदोलन को अपना समर्थन दिया है। सीजेपी का कहना है कि आंदोलन के दौरान गिरफ्तार किए गए या मुकदमों का सामना कर रहे छात्रों और प्रदर्शनकारियों को कानूनी सहायता उपलब्ध कराई जाती रहेगी।
रांका ने कहा कि संगठन के संस्थापक अभिजीत डिपके तथा प्रवक्ता सौरव दास और रत्ना सिंह जल्द ही बैठक कर आंदोलन के अगले चरण की रणनीति तय करेंगे। उन्होंने बताया कि डिपके फिलहाल टाइफाइड से उबर रहे हैं और स्वास्थ्य लाभ के बाद आगे की रूपरेखा घोषित की जाएगी।
उन्होंने कहा कि नेतृत्व कुछ दिनों का विराम जरूर लेगा, लेकिन कानूनी सहायता अभियान बिना किसी रुकावट के जारी रहेगा। संगठन का दावा है कि देशभर में जिन प्रदर्शनकारियों के खिलाफ कार्रवाई हुई है, उन्हें न्याय दिलाने तक यह प्रयास चलता रहेगा।
महाराष्ट्र के रहने वाले 30 वर्षीय अभिजीत डिपके राजनीतिक संचार रणनीतिकार हैं। इससे पहले वे आम आदमी पार्टी के साथ काम कर चुके हैं। उन्होंने अमेरिका के बोस्टन विश्वविद्यालय से पब्लिक रिलेशंस में मास्टर डिग्री प्राप्त की है।
राजस्थान निवासी आशुतोष रांका, डिपके के करीबी सहयोगी माने जाते हैं। वे आईआईटी कानपुर से इंजीनियरिंग स्नातक हैं और लंदन स्कूल ऑफ इकोनॉमिक्स से उच्च शिक्षा प्राप्त कर चुके हैं।
इसके अलावा वे ‘परिवर्तन’ नामक एक मंच का संचालन करते हैं, जो सामाजिक कल्याण और संस्थागत सुधार के क्षेत्र में कार्य करता है।
संगठन के मुख्य प्रवक्ता सौरव दास पेशे से खोजी पत्रकार हैं, जबकि रत्ना सिंह वकील होने के साथ-साथ पूर्व पत्रकार भी रही हैं। दोनों दिल्ली में रहकर आंदोलन के संचालन और समन्वय में सक्रिय भूमिका निभा रहे हैं।
सीजेपी ने अभी तक औपचारिक सदस्यता अभियान शुरू नहीं किया है, लेकिन संगठन का कहना है कि बड़ी संख्या में स्वयंसेवक स्वेच्छा से इससे जुड़ रहे हैं।
वर्तमान में लगभग 12 सदस्यों की एक कोर टीम गठित की गई है, जिसमें सार्वजनिक नीति की छात्रा वैष्णवी गौर और छात्र हितों के लिए अपनी कॉरपोरेट नौकरी छोड़ने वाली आफरीन नवाज भी शामिल हैं।
संगठन अपनी शुरुआत का संबंध इस वर्ष मई में भारत के मुख्य न्यायाधीश सूर्यकांत की उस कथित टिप्पणी से जोड़ता है, जिसमें उन्होंने अदालत की कार्यवाही के दौरान बेरोजगार विधि स्नातकों की तुलना ‘कॉकरोच’ से की थी। इस टिप्पणी के बाद सोशल मीडिया पर व्यापक चर्चा शुरू हुई।
इसी पृष्ठभूमि में अभिजीत डिपके ने 16 मई को इंस्टाग्राम पर ‘कॉकरोच जनता पार्टी’ नाम से एक व्यंग्यात्मक मंच की शुरुआत की।
संगठन का दावा है कि कुछ ही दिनों में उसके इंस्टाग्राम फॉलोअर्स की संख्या दो करोड़ से अधिक हो गई, जिससे वह सोशल मीडिया पर कई स्थापित राजनीतिक दलों से आगे निकल गया।
जून में कथित नीट-यूजी पेपर लीक विवाद सामने आने के बाद इस अभियान ने नया मोड़ लिया। डिपके ने तत्कालीन शिक्षा मंत्री धर्मेंद्र प्रधान के इस्तीफे की मांग करते हुए देशभर के छात्रों से दिल्ली के जंतर-मंतर पर एकजुट होने की अपील की।
बाद में सामाजिक कार्यकर्ता सोनम वांगचुक भी आंदोलन से जुड़े और छात्रों की मांगों के समर्थन में अनिश्चितकालीन भूख हड़ताल शुरू की। इसके बाद 20 जुलाई को आयोजित ‘संसद चलो’ मार्च के दौरान प्रदर्शनकारियों और पुलिस के बीच टकराव हुआ, जिसने आंदोलन को राष्ट्रीय सुर्खियों में ला दिया।
आंदोलन शुरू होने के 36 दिन बाद, 25 जुलाई को धर्मेंद्र प्रधान ने केंद्रीय शिक्षा मंत्री पद से इस्तीफा दे दिया। अब सीजेपी का कहना है कि वह इस आंदोलन को अगले चरण में ले जाकर देशभर में शिक्षा व्यवस्था से जुड़े मुद्दों पर छात्रों की आवाज को और मजबूत करेगी।
