Union Minister Bhagirath Choudhary Returns ₹99-Lakh Horticulture Subsidy; Centre Informs Lok Sabha
The Union government on Tuesday informed the Lok Sabha that Minister of State for Agriculture and Farmers’ Welfare Bhagirath Choudhary has returned the ₹99-lakh subsidy he had received for a commercial cucumber cultivation project under a scheme administered by the ministry in which he serves.
The disclosure came exactly a month after reports highlighted that the minister had availed financial assistance under a horticulture programme operated by the National Horticulture Board (NHB), an autonomous body functioning under the administrative control of the Ministry of Agriculture and Farmers’ Welfare.
Responding to a written question raised by Trinamool Congress MP Abhishek Banerjee, Union Minister of State for Agriculture and Farmers’ Welfare Ramnath Thakur informed the House that Bhagirath Choudhary had conveyed that the subsidy amount had been refunded to the lending bank through which the assistance was released.
According to Thakur’s reply, the concerned bank has subsequently been instructed to transfer the refunded amount back to the National Horticulture Board, thereby completing the process of returning the government assistance.
The minister also disclosed that Bhagirath Choudhary was not the only elected representative to receive financial assistance under NHB schemes during the past five years. He informed Parliament that Lumbaram Choudhary,
BJP Member of Parliament from Rajasthan’s Jalore constituency, had also benefited from financial support under the Board’s horticulture programmes during the same period.
The subsidy was sanctioned under a programme designed to encourage large-scale commercial cultivation of high-value horticultural crops.
The scheme operates under the Mission for Integrated Development of Horticulture (MIDH), launched in 2014-15, and is implemented by the National Horticulture Board.
Under the programme, eligible beneficiaries can receive financial assistance covering up to 50 per cent of the approved project cost, subject to a maximum limit of ₹1 crore per family.
The scheme supports commercial cultivation of crops such as capsicum, cucumber and tomato, besides several flower varieties including roses, anthuriums and orchids.
Official records show that Bhagirath Choudhary’s cucumber cultivation project spans 16,592 square metres.
It was among 467 projects approved by the National Horticulture Board in 2025 under the scheme titled “Development of Commercial Horticulture through Production and Post-Harvest Management of Horticulture Crops.”
The issue had attracted wider attention after reports also stated that three family members of Naresh Pal Gangwar, Secretary, Department of Animal Husbandry and Dairying, had collectively received horticulture subsidies exceeding ₹1.16 crore over five years.
In his parliamentary question, Abhishek Banerjee had sought details of whether any serving Union Ministers, Members of Parliament or their immediate family members had received financial assistance under National Horticulture Board schemes during the last five years.
He also asked whether the government had any conflict-of-interest safeguards or recusal mechanism governing applications submitted by public office-holders or their relatives.
Replying to the query, Ramnath Thakur stated that the existing guidelines governing National Horticulture Board schemes do not contain any specific provision dealing with conflict of interest or recusal in cases where applications are submitted by public functionaries or members of their families.
The government’s response has once again brought into focus questions surrounding transparency, ethical safeguards and conflict-of-interest norms in the implementation of subsidy schemes administered by ministries whose elected representatives themselves may qualify as beneficiaries.
कृषि राज्य मंत्री भागीरथ चौधरी ने लौटाई ₹99 लाख की बागवानी सब्सिडी, सरकार ने लोकसभा में दी जानकारी
केंद्र सरकार ने मंगलवार को लोकसभा को बताया कि कृषि एवं किसान कल्याण राज्य मंत्री भागीरथ चौधरी ने व्यावसायिक खीरा उत्पादन परियोजना के लिए प्राप्त 99 लाख रुपये की सब्सिडी वापस कर दी है।
यह वित्तीय सहायता उसी मंत्रालय के अधीन संचालित योजना के तहत मिली थी, जिसमें वह वर्तमान में राज्य मंत्री हैं।
सरकार का यह खुलासा ठीक एक महीने बाद सामने आया है, जब मीडिया रिपोर्टों में बताया गया था कि भागीरथ चौधरी ने राष्ट्रीय बागवानी बोर्ड (एनएचबी) की एक योजना के तहत यह सब्सिडी प्राप्त की थी।
राष्ट्रीय बागवानी बोर्ड कृषि एवं किसान कल्याण मंत्रालय के प्रशासनिक नियंत्रण में कार्य करने वाला एक स्वायत्त निकाय है।
तृणमूल कांग्रेस सांसद अभिषेक बनर्जी के लिखित प्रश्न के उत्तर में कृषि एवं किसान कल्याण राज्य मंत्री रामनाथ ठाकुर ने लोकसभा को बताया कि भागीरथ चौधरी ने संबंधित बैंक को सूचित किया है कि उन्होंने योजना के तहत मिली सब्सिडी की पूरी राशि वापस जमा करा दी है।
सरकार के अनुसार संबंधित बैंक को निर्देश दिया गया है कि वह लौटाई गई राशि राष्ट्रीय बागवानी बोर्ड को वापस हस्तांतरित कर दे, जिससे सरकारी सहायता की वापसी की प्रक्रिया पूरी हो सके।
रामनाथ ठाकुर ने सदन को यह भी बताया कि पिछले पांच वर्षों के दौरान राष्ट्रीय बागवानी बोर्ड की योजनाओं का लाभ लेने वाले जनप्रतिनिधियों में भागीरथ चौधरी अकेले नहीं थे।
उन्होंने जानकारी दी कि राजस्थान के जालौर से भाजपा सांसद लुंबाराम चौधरी को भी इसी अवधि में एनएचबी की योजनाओं के तहत वित्तीय सहायता प्राप्त हुई है।
यह अनुदान बड़े पैमाने पर व्यावसायिक बागवानी को बढ़ावा देने के उद्देश्य से संचालित योजना के अंतर्गत दिया जाता है।
यह कार्यक्रम मिशन फॉर इंटीग्रेटेड डेवलपमेंट ऑफ हॉर्टिकल्चर (एमआईडीएच) के तहत संचालित है, जिसकी शुरुआत वर्ष 2014-15 में हुई थी और जिसका संचालन राष्ट्रीय बागवानी बोर्ड करता है।
योजना के प्रावधानों के अनुसार पात्र लाभार्थियों को परियोजना लागत का अधिकतम 50 प्रतिशत, लेकिन प्रति परिवार एक करोड़ रुपये तक की सब्सिडी प्रदान की जाती है।
इसके अंतर्गत शिमला मिर्च, खीरा और टमाटर जैसी फसलों के साथ-साथ गुलाब, एंथूरियम और ऑर्किड सहित विभिन्न प्रकार के फूलों की व्यावसायिक खेती को प्रोत्साहन दिया जाता है।
सरकारी अभिलेखों के अनुसार भागीरथ चौधरी की खीरा उत्पादन परियोजना 16,592 वर्ग मीटर क्षेत्र में फैली हुई है। वर्ष 2025 में राष्ट्रीय बागवानी बोर्ड द्वारा स्वीकृत 467 परियोजनाओं में यह भी शामिल थी।
इसे “डेवलपमेंट ऑफ कमर्शियल हॉर्टिकल्चर थ्रू प्रोडक्शन एंड पोस्ट-हार्वेस्ट मैनेजमेंट ऑफ हॉर्टिकल्चर क्रॉप्स” योजना के अंतर्गत मंजूरी दी गई थी।
इस पूरे मामले ने तब और अधिक ध्यान आकर्षित किया जब मीडिया रिपोर्टों में यह भी सामने आया कि केंद्र सरकार के पशुपालन एवं डेयरी विभाग के सचिव नरेश पाल गंगवार के परिवार के तीन सदस्यों ने पिछले पांच वर्षों में संयुक्त रूप से 1.16 करोड़ रुपये से अधिक की बागवानी सब्सिडी प्राप्त की थी।
अपने प्रश्न में अभिषेक बनर्जी ने सरकार से यह भी पूछा था कि क्या पिछले पांच वर्षों में किसी कार्यरत केंद्रीय मंत्री, सांसद या उनके निकट संबंधियों को राष्ट्रीय बागवानी बोर्ड की योजनाओं के तहत सब्सिडी मिली है।
इसके साथ ही उन्होंने यह जानना चाहा था कि क्या ऐसे मामलों में हितों के टकराव (कॉन्फ्लिक्ट ऑफ इंटरेस्ट) से बचने अथवा निर्णय प्रक्रिया से अलग रहने (रिक्यूज़ल) संबंधी कोई नीति लागू है।
इस पर सरकार की ओर से रामनाथ ठाकुर ने स्पष्ट किया कि राष्ट्रीय बागवानी बोर्ड की वर्तमान योजना-निर्देशिकाओं में सार्वजनिक पदाधिकारियों अथवा उनके परिवार के सदस्यों द्वारा किए गए आवेदनों के संबंध में हितों के टकराव या रिक्यूज़ल से जुड़ा कोई विशेष प्रावधान मौजूद नहीं है।
लोकसभा में सरकार के इस उत्तर के बाद एक बार फिर सार्वजनिक पद पर बैठे व्यक्तियों को सरकारी योजनाओं का लाभ मिलने, पारदर्शिता बनाए रखने तथा हितों के संभावित टकराव से निपटने के लिए स्पष्ट नीतिगत व्यवस्था की आवश्यकता पर बहस तेज होने की संभावना है।
