New Delhi: The investigation into the Air India Phuket-Delhi turbulence incident is set to receive international technical assistance, with specialists from aircraft manufacturer Airbus and France’s Bureau of Enquiry and Analysis for Civil Aviation Safety (BEA) expected to join the Aircraft Accident Investigation Bureau (AAIB) inquiry.
Air India flight AI2379 was flying from Phuket to Delhi on August 4 when it encountered severe turbulence during the cruise phase and suddenly lost about 300 feet in altitude.
The episode injured 17 people on board and was subsequently classified by the government as a serious incident.
The AAIB is investigating the framework of ICAO Annex 13, which governs international procedures for aircraft accident and serious-incident investigations.
Airbus said it was sending a specialist team to India to provide technical assistance to the investigating authorities.
The aircraft manufacturer said its participation was in accordance with the international investigation framework and that it was also supporting Air India while the inquiry proceeds.
The participation of both Airbus and France’s BEA is expected to add specialist expertise to the examination of the aircraft, its systems and the circumstances surrounding the sudden altitude change.
BEA and Airbus representatives are expected to arrive in Delhi as the investigation moves into a more detailed phase.
The inquiry has also turned its attention to the flight crew. Both pilots were taken off the roster pending the investigation, according to people familiar with the matter.
The pilot-in-command underwent a preliminary screening for psychoactive substances after the aircraft landed in Delhi.
The initial result was described as “non-negative”, prompting the sample to be sent for confirmatory testing.
The preliminary result by itself does not establish that the pilot had consumed a prohibited substance, and officials are awaiting the definitive laboratory report.
The first officer, meanwhile, was reported to have cleared the preliminary screening.
Another line of inquiry concerns the aircraft itself.
According to people familiar with the preliminary defect report filed after the incident, the document recorded several technical indications, including an autopilot disconnect, a stall warning and an Electronic Centralized Aircraft Monitor (ECAM) message.
The technical entries are now expected to form part of the AAIB’s assessment of what occurred during the sudden altitude change.
The investigation will have to establish whether the indications were consequences of the turbulence, contributing factors, or unrelated system alerts.
Air India has reportedly approached Airbus regarding the technical issues mentioned in the preliminary report. The airline has not publicly commented on that aspect of the investigation.
The incident occurred while the aircraft was cruising on the Phuket-Delhi route.
The sudden change in altitude caused people inside the cabin to be thrown around, resulting in injuries to passengers and crew.
The aircraft subsequently continued to Delhi and landed safely, where medical teams attended to those requiring treatment.
The case is now being examined from several angles, including weather and turbulence conditions, aircraft-system performance, cockpit indications and crew-related factors.
Investigators will also seek to establish the sequence of events inside the cockpit and cabin before, during and immediately after the altitude loss.
The involvement of the aircraft manufacturer and France’s specialist accident-investigation agency is significant because it allows the AAIB to draw on both aircraft-system expertise and international investigation experience while retaining the lead role in the inquiry.
For now, investigators have not publicly identified a definitive cause for the incident.
The preliminary drug screening result involving the captain and the reported technical indications remain matters for further verification, rather than established causes.
The final findings will determine whether the turbulence alone explains the injuries and altitude change or whether other operational, technical or environmental factors contributed to the serious incident.

नई दिल्ली: एयर इंडिया की फुकेत-दिल्ली उड़ान में पिछले सप्ताह हुई गंभीर टर्बुलेंस की घटना की जांच में अब अंतरराष्ट्रीय विशेषज्ञ भी शामिल होंगे।
विमान निर्माता एयरबस और फ्रांस की विमान दुर्घटना जांच एजेंसी ब्यूरो ऑफ एनक्वायरी एंड एनालिसिस फॉर सिविल एविएशन सेफ्टी (BEA) की विशेषज्ञ टीमें एयरक्राफ्ट एक्सीडेंट इन्वेस्टिगेशन ब्यूरो (AAIB) की जांच में तकनीकी सहायता देंगी।
एयर इंडिया की उड़ान AI2379 ने 4 अगस्त को फुकेत से दिल्ली के लिए उड़ान भरी थी। क्रूज के दौरान विमान अचानक तेज टर्बुलेंस की चपेट में आया और करीब 300 फीट नीचे चला गया।
इस घटना में विमान में सवार 17 लोग घायल हुए थे। सरकार ने मामले को गंभीर घटना के रूप में वर्गीकृत किया है।
AAIB अंतरराष्ट्रीय नागरिक उड्डयन संगठन यानी ICAO के Annex 13 के तहत इस मामले की जांच कर रहा है।
इसी अंतरराष्ट्रीय प्रक्रिया के तहत विमान निर्माता एयरबस और फ्रांस की BEA को तकनीकी सहयोग के लिए जांच में शामिल किया जा रहा है।
एयरबस ने विशेषज्ञों की टीम भारत भेजने की पुष्टि की है। कंपनी के अनुसार, उसके विशेषज्ञ जांच एजेंसियों को तकनीकी सहायता देंगे और जांच पूरी होने तक एयर इंडिया को भी आवश्यक सहयोग प्रदान किया जाएगा।
BEA और एयरबस के विशेषज्ञों की भागीदारी से विमान के सिस्टम, तकनीकी संकेतों और घटना के दौरान विमान के प्रदर्शन की अधिक विस्तृत जांच में मदद मिलने की उम्मीद है।
दोनों टीमों के दिल्ली पहुंचने के बाद जांच के तकनीकी पहलू पर काम आगे बढ़ने की संभावना है।
इस बीच, जांच के दायरे में विमान के दोनों पायलट भी हैं। मामले से परिचित लोगों के अनुसार, जांच पूरी होने तक दोनों पायलटों को उड़ान ड्यूटी से हटा दिया गया है।
विमान के दिल्ली पहुंचने के बाद पायलट-इन-कमांड (PIC) की साइकोएक्टिव पदार्थों की प्रारंभिक स्क्रीनिंग की गई थी। इसका परिणाम “नॉन-नेगेटिव” बताया गया, जिसके बाद नमूने को पुष्टि के लिए आगे की जांच में भेजा गया। हालांकि, प्रारंभिक “नॉन-नेगेटिव” परिणाम अपने आप में यह साबित नहीं करता कि पायलट ने किसी प्रतिबंधित पदार्थ का सेवन किया था। अंतिम पुष्टि रिपोर्ट का इंतजार है।
दूसरी ओर, फ्लाइट के फर्स्ट ऑफिसर की प्रारंभिक जांच में कोई आपत्तिजनक परिणाम नहीं आया और उन्हें क्लियर बताया गया है।
जांच का एक महत्वपूर्ण हिस्सा विमान में दर्ज तकनीकी संकेत भी हैं। घटना के बाद तैयार की गई प्रारंभिक डिफेक्ट रिपोर्ट (PDR) में कथित तौर पर ऑटोपायलट डिस्कनेक्ट होने, स्टॉल वार्निंग और इलेक्ट्रॉनिक सेंट्रलाइज्ड एयरक्राफ्ट मॉनिटर (ECAM) संदेश का उल्लेख किया गया है।
अब जांचकर्ताओं को यह निर्धारित करना होगा कि ये संकेत टर्बुलेंस के दौरान उत्पन्न हुए थे, घटना में उनकी कोई भूमिका थी या वे केवल सिस्टम की सामान्य चेतावनियां थीं। इसका निष्कर्ष विस्तृत तकनीकी जांच के बाद ही सामने आएगा।
बताया गया है कि एयर इंडिया ने प्रारंभिक रिपोर्ट में दर्ज तकनीकी मुद्दों को लेकर एयरबस से संपर्क किया है। हालांकि, एयरलाइन ने इस विशेष घटनाक्रम पर सार्वजनिक रूप से कोई टिप्पणी नहीं की है।
घटना उस समय हुई जब विमान फुकेत से दिल्ली की ओर क्रूज ऊंचाई पर उड़ रहा था। अचानक ऊंचाई में बदलाव के कारण केबिन में मौजूद कुछ लोग बुरी तरह उछल गए और यात्रियों तथा चालक दल के सदस्यों को चोटें आईं।
विमान इसके बाद सुरक्षित रूप से दिल्ली पहुंचा, जहां घायलों के लिए चिकित्सा सहायता उपलब्ध कराई गई।
AAIB अब घटना की कई संभावित कड़ियों की जांच कर रहा है। इनमें उड़ान के दौरान मौसम और टर्बुलेंस की स्थिति, विमान के सिस्टम का प्रदर्शन, कॉकपिट में दिखाई दिए तकनीकी संकेत और चालक दल से जुड़े पहलू शामिल हैं।
जांचकर्ताओं के लिए यह भी महत्वपूर्ण होगा कि अचानक ऊंचाई कम होने से पहले कॉकपिट में क्या हुआ, किस क्रम में सिस्टम चेतावनियां सामने आईं और घटना के दौरान पायलटों ने किस तरह प्रतिक्रिया दी।
एयरबस और BEA की भागीदारी से AAIB को विमान की तकनीकी प्रणालियों और अंतरराष्ट्रीय विमान दुर्घटना जांच के अनुभव से विशेषज्ञ सहायता मिल सकेगी। हालांकि, जांच का नेतृत्व भारतीय एजेंसी AAIB ही कर रही है।
फिलहाल जांच एजेंसियों ने घटना का कोई अंतिम कारण घोषित नहीं किया है। पायलट की प्रारंभिक ड्रग स्क्रीनिंग में आया “नॉन-नेगेटिव” परिणाम और विमान में दर्ज तकनीकी संकेत अभी जांच के विषय हैं, इन्हें घटना का स्थापित कारण नहीं माना जा सकता।
अंतिम जांच रिपोर्ट ही यह स्पष्ट करेगी कि विमान की अचानक ऊंचाई कम होने और यात्रियों के घायल होने के पीछे केवल गंभीर टर्बुलेंस जिम्मेदार था या मौसम के साथ किसी तकनीकी, परिचालन या अन्य कारक की भी भूमिका थी।
