A 40-year-old man died after suffering critical head injuries in an attack near Baroda Meo police station; the accused is in custody, and police are examining his mental condition.

ALWAR: A fatal assault on a man just a short distance from a police station in Alwar has triggered demonstrations and brought the functioning of local policing under scrutiny.

The victim, identified as 40-year-old Saikun Khan of Bada Vas, had been out on a routine trip when he was attacked on September 24. He later succumbed to his injuries while being taken for advanced medical treatment.

The killing has generated competing narratives about what happened and why.

Police say the available evidence does not point to an existing dispute between the victim and the accused, while Khan’s relatives have urged investigators to examine whether his religious identity had any bearing on the assault.

Police have identified the accused as Harsh Moortikar. Officials say he was apprehended soon after the incident and subsequently produced before a magistrate.

A psychiatric assessment is also being planned as investigators seek to determine whether his mental condition had any role in the attack.

According to investigators, Khan had travelled to the Baroda Meo market to purchase a motorcycle tyre.

He had reportedly dropped another villager, Noor Mohammad, near a bank before continuing towards the market area.

It was during this journey, police say, that the fatal confrontation occurred.

The accused allegedly intercepted Khan, forced him off his motorcycle and struck him on the head with a stone. The assault left Khan critically injured.

He was initially taken to a community health centre. Doctors later referred him to a higher medical facility in Alwar, but his condition deteriorated before he could reach the district hospital.

Protests follow death

The circumstances of the killing prompted residents and relatives to gather at two locations — the Baroda Meo police station and the Alwar district hospital.

The protesters sought action against those responsible, assistance for the victim’s family and an examination of whether the police response at the scene was adequate.

The agitation subsequently affected traffic on the Alwar-Bharatpur road, prompting the deployment of additional police personnel.

The proximity of the attack to the police station became a particular point of concern. Questions were raised about how the assault could unfold in such a location and whether a quicker intervention might have changed the outcome.

Police officials, however, have maintained that officers moved to the location after receiving information about the assault and arrested the suspect.

Motive remains under investigation.

A separate controversy has emerged over the possible motive.

Members of Khan’s family have alleged that he may have been targeted because of his appearance as a Muslim, referring to his beard and skullcap. The allegation has become part of the demands for a wider investigation.

Police have not accepted that explanation.

Officials have said they have not found evidence so far establishing a communal motive and have instead described the assault as an apparently unprovoked act.

That distinction is significant because the investigation has yet to establish why the accused selected Khan.

A psychiatric examination of the accused is expected to form part of the effort to understand his behaviour and the circumstances preceding the attack.

Political voices join the debate.

The incident has also moved into the political arena.

Alwar Congress MLA Tikaram Jully criticised the state government’s handling of law and order, arguing that an attack occurring close to a police station raises serious concerns about the sense of security among ordinary residents.

Mirwaiz Umar Farooq, Kashmir’s chief cleric, also commented on the case on X.

He cited the family’s allegation of religious targeting and called for those responsible to face legal action if the allegation is established.

Farooq further used the incident to criticise what he described as increasingly hostile political rhetoric concerning minorities.

Those comments represent his political assessment and do not establish the motive behind Khan’s killing.

For now, the investigation faces two central tasks: determining precisely how the assault unfolded and establishing what, if anything, prompted it.

The answers could prove crucial in determining whether the case was an apparently random act of violence or whether a specific motive lay behind the attack.

अलवर: अलवर जिले में पुलिस थाने के बेहद करीब एक व्यक्ति पर हुए हमले में उसकी मौत के बाद स्थानीय स्तर पर आक्रोश फैल गया है। घटना को लेकर प्रदर्शन हुए हैं और पुलिस की मौजूदगी के बावजूद वारदात होने पर सवाल उठाए जा रहे हैं।

मृतक की पहचान बड़ा वास निवासी 40 वर्षीय सैकून खान के रूप में हुई है। 24 सितंबर को रोजमर्रा के काम से निकले खान पर अचानक हमला हुआ था। गंभीर चोटों के कारण उपचार के लिए ले जाते समय उनकी हालत बिगड़ गई और उनकी मौत हो गई।

मामले की जांच में फिलहाल घटना के कारण को लेकर तस्वीर साफ नहीं है। पुलिस के अनुसार खान और आरोपी के बीच पहले से कोई विवाद या परिचय सामने नहीं आया है।

दूसरी ओर, मृतक के परिजनों ने जांच एजेंसियों से यह भी पता लगाने की मांग की है कि कहीं उनकी धार्मिक पहचान घटना की वजह तो नहीं बनी।

पुलिस ने मामले में हर्ष मूर्तिकार को आरोपी बनाया है। अधिकारियों के मुताबिक उसे घटना के बाद पकड़ लिया गया और अदालत में पेश किया गया। पुलिस आरोपी की मानसिक स्थिति का चिकित्सकीय परीक्षण भी कराने जा रही है, ताकि उसके व्यवहार और हमले की पृष्ठभूमि को समझा जा सके।

पुलिस के अनुसार खान मोटरसाइकिल का टायर खरीदने के लिए बड़ौदामेव बाजार की ओर गए थे। रास्ते में उन्होंने अपने परिचित नूर मोहम्मद को बैंक के पास उतारा और आगे बढ़ गए।

इसी दौरान, पुलिस के मुताबिक, आरोपी ने उन्हें रोक लिया। आरोप है कि खान को मोटरसाइकिल से नीचे उतारने के बाद उनके सिर पर पत्थर से वार किया गया। हमले में वह गंभीर रूप से घायल हो गए।

उन्हें तत्काल सामुदायिक स्वास्थ्य केंद्र ले जाया गया। हालत गंभीर होने के कारण वहां से अलवर के अस्पताल के लिए रेफर किया गया, लेकिन जिला अस्पताल पहुंचने से पहले ही उन्होंने दम तोड़ दिया।

मौत के बाद सड़क पर उतरे लोग

खान की मौत की खबर फैलने के बाद परिजन और स्थानीय लोग बड़ौदामेव थाने तथा अलवर जिला अस्पताल के बाहर जुटने लगे।

प्रदर्शनकारियों ने आरोपी के खिलाफ कड़ी कार्रवाई के साथ मृतक के परिवार को सहायता देने की मांग की। पुलिस की भूमिका और घटनास्थल पर प्रतिक्रिया को लेकर भी सवाल उठाए गए। प्रदर्शन का असर अलवर-भरतपुर मार्ग के यातायात पर पड़ा और हालात संभालने के लिए अतिरिक्त पुलिस बल लगाया गया।

वारदात का पुलिस थाने के करीब होना प्रदर्शनकारियों की चिंता का प्रमुख कारण रहा। लोगों ने सवाल उठाया कि थाने के आसपास इतनी गंभीर घटना किस तरह हुई और पुलिस को इसकी जानकारी कब मिली।

पुलिस का कहना है कि घटना की सूचना मिलते ही टीम मौके पर पहुंची और आरोपी को गिरफ्तार कर लिया गया।

हत्या के पीछे क्या था मकसद?

मामले में सबसे महत्वपूर्ण सवाल अब हमले के उद्देश्य को लेकर है।

मृतक के परिवार ने आरोप लगाया है कि सैकून खान को उनकी मुस्लिम पहचान के कारण निशाना बनाया गया हो सकता है। परिजनों ने उनकी दाढ़ी और टोपी का हवाला देते हुए इस पहलू की भी जांच कराने की मांग की है।

पुलिस ने अभी तक इस दावे को स्वीकार नहीं किया है। अधिकारियों का कहना है कि जांच में फिलहाल कोई ऐसा तथ्य सामने नहीं आया है जिससे घटना को सांप्रदायिक हमला माना जा सके। पुलिस इसे फिलहाल बिना किसी स्पष्ट पूर्व विवाद के हुआ हमला बता रही है।

आरोपी की मानसिक स्थिति की जांच भी इसी संदर्भ में महत्वपूर्ण हो सकती है। जांचकर्ता यह जानने की कोशिश कर रहे हैं कि हमले से पहले आरोपी का व्यवहार कैसा था और उसने खान को ही क्यों निशाना बनाया।

राजनीतिक प्रतिक्रिया ने बढ़ाई गर्मी

घटना पर राजनीतिक प्रतिक्रियाएं भी सामने आई हैं। अलवर के कांग्रेस विधायक टीकाराम जूली ने राज्य की कानून-व्यवस्था पर सवाल उठाए और कहा कि पुलिस स्टेशन के पास हुई ऐसी वारदात आम नागरिकों की सुरक्षा को लेकर गंभीर चिंता पैदा करती है।

कश्मीर के प्रमुख धार्मिक नेता मीरवाइज उमर फारूक ने भी सोशल मीडिया पर घटना का उल्लेख किया। उन्होंने परिवार की ओर से लगाए गए धार्मिक पहचान से जुड़े आरोपों की जांच की मांग की और दोष साबित होने पर जिम्मेदार लोगों के खिलाफ कार्रवाई की बात कही।

मीरवाइज ने इस घटना के संदर्भ में अल्पसंख्यकों के खिलाफ कथित राजनीतिक बयानबाजी की भी आलोचना की। हालांकि यह उनका राजनीतिक विश्लेषण है और इससे अलवर की घटना के पीछे धार्मिक मकसद की स्वतंत्र पुष्टि नहीं होती।

फिलहाल जांच के सामने दो बुनियादी सवाल हैं—हमला वास्तव में किस क्रम में हुआ और इसके पीछे आरोपी का उद्देश्य क्या था। इन दोनों सवालों के जवाब ही यह स्पष्ट करने में मदद करेंगे कि यह अचानक हुई हिंसा थी या इसके पीछे कोई विशेष मकसद भी मौजूद था।
