Poland PM Donald Tusk May Visit India in October as Defence and Technology Ties Gain Momentum
Warsaw and New Delhi are preparing for a possible high-level visit that could produce new initiatives in defence manufacturing, maritime industries, space cooperation and trade.
NEW DELHI: A fresh push to deepen India’s engagement with Central Europe is taking shape with Polish Prime Minister Donald Tusk expected to travel to India next month, according to people familiar with the preparations.
Tusk is likely to be in India between October 21 and 24, with New Delhi and Bengaluru being considered for engagements during the visit.
If finalised, the trip would provide an opportunity for the two governments to review the progress made since their relationship was elevated to a Strategic Partnership in 2024.
The visit comes at a significant moment for Poland. Its position on NATO’s eastern flank and its proximity to the Russia-Ukraine conflict have given Warsaw an increasingly important role in European security discussions.
For India, Poland represents an expanding economic and strategic partner within Europe.
Rather than focusing only on political consultations, the proposed visit is expected to emphasise projects that can translate the Strategic Partnership into industrial cooperation.
Defence industry likely to get a major push
Defence manufacturing could emerge as one of the most consequential areas of discussion.
Warsaw has been signalling an interest in deeper industrial collaboration with India, including possibilities for producing defence equipment jointly rather than relying exclusively on conventional transactions between suppliers and buyers.
Polish Deputy Foreign Minister Władysław Teofil Bartoszewski has previously indicated that Warsaw is interested in cooperation involving joint production and common defence platforms.
The objective, according to Polish officials, is to build a relationship that also strengthens supply-chain security.
Preparatory discussions are already taking place. An Indian defence delegation is expected to engage with Polish officials in Warsaw, potentially paving the way for agreements or announcements when Tusk visits India.
The emphasis on manufacturing could give the relationship a more practical dimension, particularly as both countries look at ways of strengthening domestic industrial capabilities and securing critical supplies.
Why Bengaluru figures in the plans
The possible inclusion of Bengaluru in Tusk’s itinerary is significant because of the city’s position as one of India’s principal centres for aerospace, defence technology, research and advanced engineering.
The visit could therefore provide a platform for discussions extending beyond conventional diplomatic engagement to areas such as high-technology industries, space applications and research partnerships.
Space cooperation has already been identified by officials from both countries as an area with considerable potential. Recent India-Poland diplomatic discussions have also focused on defence industries and space technology.
Maritime sector emerges as another opportunity
India and Poland are also examining possibilities in the maritime economy.
Potential areas include port development, shipbuilding and marine technology. Such cooperation could serve commercial purposes while also having applications relevant to strategic infrastructure and security.
For India, partnerships in shipbuilding and maritime technology fit into a broader effort to expand industrial capacity.
For Poland, closer engagement with India’s large manufacturing and services ecosystem could open opportunities for companies seeking new markets and industrial partnerships.
Trade ties enter a new phase.
The economic relationship provides another foundation for the proposed visit.
Bilateral trade between India and Poland stood at about €5.68 billion in 2025, according to Polish government data.
Poland has increasingly positioned itself as an important economic partner for India in Central and Eastern Europe.
The broader India-EU economic relationship has also gained momentum. Negotiations for an India-EU Free Trade Agreement were concluded in January 2026, creating a new framework for expanding commercial engagement between the two markets.
For Warsaw, closer economic engagement with India also fits into its broader effort to diversify commercial relationships and strengthen its position as a gateway between European markets and emerging economies.
Modi’s 2024 Warsaw visit set the foundation.
The current diplomatic push follows a significant development in August 2024, when Prime Minister Narendra Modi travelled to Poland.
That visit produced the decision to raise bilateral relations to a Strategic Partnership and resulted in an action plan covering the 2024-2028 period. It was also the first visit by an Indian prime minister to Poland in 45 years.
Since then, officials on both sides have been working to identify areas where the upgraded relationship can produce measurable results.
Foreign Minister S Jaishankar’s September 2026 visit to Poland provided another opportunity to review the partnership.
Discussions with Polish Foreign Minister Radosław Sikorski covered economic and security issues, with defence industries and space technology highlighted as areas offering scope for further cooperation.
A relationship moving beyond traditional diplomacy
India and Poland have maintained diplomatic relations since 1954, while India’s embassy in Warsaw was established in 1957.
The relationship continued through Poland’s political transition and acquired a stronger economic dimension after the country joined the European Union in 2004.
The proposed Tusk visit comes with both governments attempting to give the partnership a broader economic and strategic foundation.
If the October programme is finalised, attention will be focused less on ceremonial engagements and more on whether the visit produces concrete progress in defence production, space, maritime industries, technology and trade.
For New Delhi, deeper engagement with Warsaw also provides another channel for expanding its presence in Europe at a time when security, supply chains and industrial partnerships are becoming increasingly interconnected.

पोलैंड के उप विदेश मंत्री व्लादिस्लाव टेओफिल बार्तोशेव्स्की ने पहले कहा था कि दोनों देश संयुक्त उत्पादन और साझा रक्षा प्लेटफॉर्म की संभावनाओं पर विचार कर रहे हैं। इस सहयोग का एक उद्देश्य रक्षा आपूर्ति श्रृंखला को अधिक मजबूत बनाना भी है।

ऐसे में बेंगलुरु में होने वाली संभावित बैठकों का फोकस पारंपरिक राजनयिक मुद्दों से आगे बढ़कर अंतरिक्ष तकनीक, अनुसंधान और उच्च तकनीक वाले औद्योगिक सहयोग पर हो सकता है।
भारत और पोलैंड के अधिकारी पहले ही अंतरिक्ष क्षेत्र को संभावनाओं वाला क्षेत्र बता चुके हैं। हाल की उच्चस्तरीय बातचीत में रक्षा उद्योग और अंतरिक्ष तकनीक पर भी चर्चा हुई थी।
समुद्री क्षेत्र में भी साझेदारी की संभावना
दोनों देश समुद्री क्षेत्र में सहयोग के नए रास्ते भी तलाश रहे हैं।
बंदरगाहों के विकास, जहाज निर्माण और समुद्री तकनीक में संभावित साझेदारी पर बातचीत हो रही है। इन क्षेत्रों में होने वाला सहयोग व्यावसायिक उपयोग के साथ-साथ रणनीतिक और सुरक्षा जरूरतों में भी काम आ सकता है।
भारत के लिए जहाज निर्माण और समुद्री तकनीक में क्षमता बढ़ाना औद्योगिक विस्तार की व्यापक रणनीति का हिस्सा है। वहीं पोलैंड के लिए भारतीय बाजार और विनिर्माण क्षमता के साथ जुड़ाव यूरोप के बाहर कारोबारी अवसर बढ़ाने का रास्ता हो सकता है।
भारत-पोलैंड व्यापार को मिल सकती है नई गति
द्विपक्षीय आर्थिक संबंध भी प्रस्तावित यात्रा का महत्वपूर्ण हिस्सा हो सकते हैं।
पोलैंड सरकार के आंकड़ों के अनुसार 2025 में भारत और पोलैंड के बीच व्यापार करीब 5.68 अरब यूरो रहा। मध्य और पूर्वी यूरोप में पोलैंड भारत के प्रमुख आर्थिक साझेदारों में शामिल हो रहा है।
इस बीच भारत और यूरोपीय संघ के बीच आर्थिक संबंधों में भी नई प्रगति हुई है। भारत-EU मुक्त व्यापार समझौते पर वार्ता जनवरी 2026 में पूरी हो चुकी है। इससे आने वाले समय में दोनों बाजारों के बीच व्यापार बढ़ने की संभावनाएं बनी हैं।
पोलैंड के लिए भारत के साथ आर्थिक संबंध मजबूत करना यूरोपीय बाजार से बाहर नए कारोबारी अवसर तलाशने की रणनीति से भी जुड़ा है।
2024 में मोदी की यात्रा ने रखी थी नई नींव
मौजूदा कूटनीतिक गतिविधियों की पृष्ठभूमि में प्रधानमंत्री नरेंद्र मोदी की अगस्त 2024 की पोलैंड यात्रा महत्वपूर्ण है।
इस यात्रा के दौरान दोनों देशों ने अपने संबंधों को रणनीतिक साझेदारी में बदलने का फैसला किया था। साथ ही 2024-2028 के लिए कार्ययोजना तैयार की गई। यह 45 वर्षों में किसी भारतीय प्रधानमंत्री की पोलैंड की पहली यात्रा भी थी।
इसके बाद दोनों सरकारों ने रक्षा, तकनीक, अंतरिक्ष, व्यापार और अन्य क्षेत्रों में सहयोग को आगे बढ़ाने के लिए लगातार बातचीत की है।
विदेश मंत्री एस. जयशंकर की सितंबर 2026 में पोलैंड यात्रा के दौरान भी दोनों देशों के बीच आर्थिक और सुरक्षा संबंधों की समीक्षा हुई। पोलिश विदेश मंत्री रादोस्लाव सिकोरस्की के साथ उनकी बातचीत में रक्षा उद्योग और अंतरिक्ष तकनीक को विशेष संभावनाओं वाले क्षेत्र के रूप में रेखांकित किया गया।
सात दशक से अधिक पुराने संबंधों में नया अध्याय
भारत और पोलैंड ने 1954 में राजनयिक संबंध कायम किए थे और भारत ने 1957 में वारसॉ में अपना दूतावास स्थापित किया। पोलैंड में 1989 के राजनीतिक बदलाव के बाद भी दोनों देशों के संबंधों में निरंतरता बनी रही। 2004 में पोलैंड के यूरोपीय संघ में शामिल होने के बाद आर्थिक रिश्तों का महत्व और बढ़ा।
अब टस्क की संभावित भारत यात्रा दोनों देशों के संबंधों को एक नए आर्थिक और रणनीतिक आधार पर आगे ले जाने का अवसर हो सकती है।
यदि यात्रा का कार्यक्रम अंतिम रूप लेता है, तो सबसे ज्यादा नजर रक्षा उत्पादन, अंतरिक्ष, समुद्री उद्योग, तकनीक और व्यापार के क्षेत्र में ठोस घोषणाओं पर रहेगी।
भारत के लिए वारसॉ के साथ बढ़ता सहयोग यूरोप में अपनी रणनीतिक और औद्योगिक भागीदारी को व्यापक बनाने का एक और महत्वपूर्ण माध्यम बन सकता है।
