Mental Health Medicines Being Misused as Intoxicants: NCRB Report Raises Serious Concerns

The misuse of medicines prescribed for mental health treatment has emerged as a growing concern in India, according to findings highlighted during a meeting of the Narco-Coordination Centre (NCORD) in New Delhi.

The report indicates that certain prescription drugs, particularly psychedelic substances, are increasingly being consumed as intoxicants instead of for legitimate medical treatment.

The findings suggest that medicines meant for psychiatric care are being obtained without proper medical supervision and are being distributed through illegal channels.

Authorities have also found that organised networks are using the dark web, encrypted communication platforms, and social media applications to facilitate the unlawful sale of these substances, making enforcement more challenging.

The report further states that India had an estimated 31.6 million people using addictive substances in 2023, underlining the magnitude of the country’s substance abuse problem and the need for stronger preventive measures.

Amit Shah Stresses a Whole-of-Society Approach

Addressing the NCORD meeting at Vigyan Bhawan in New Delhi on Friday, Union Home and Cooperation Minister Amit Shah said that the battle against drug abuse cannot be won by a single department or agency alone.

He emphasised that it requires coordinated efforts by the Central Government, state governments, and every section of society.

Shah said that the campaign against narcotics must evolve into a nationwide public movement.

He urged parents, teachers, educational institutions, women,n and young people to actively participate in spreading awareness and preventing substance abuse. He also stressed the need to dismantle drug trafficking networks and called for every state to work towards making India drug-free.

Cannabis Tops the List of Most Commonly Used Narcotics

Data presented in the report shows that cannabis remains the most widely consumed addictive substance in the country, with an estimated 24.4 million users.

It is followed by opioids (6.1 million), ATS (Amphetamine-Type Stimulants) with 3.1 million users, cocaine (2.5 million), and MDMA (2.1 million).

The figures are based on the NCRB report and reflect estimates up to 2023.

India Emerges as a Key Transit Route for Heroin

The report also highlights India’s growing strategic significance in the global narcotics trade.

Owing to its geographical location, the country has become one of the world’s most important transit corridors for heroin trafficking.

Nearly one-third of the heroin seized globally has reportedly been intercepted in or linked to India, placing the country at the centre of international anti-drug enforcement efforts.

देश में मानसिक स्वास्थ्य के उपचार के लिए दी जाने वाली दवाओं के दुरुपयोग का मामला लगातार गंभीर होता जा रहा है। नई दिल्ली में आयोजित नार्को-कोऑर्डिनेशन सेंटर (एनसीओआरडी) की बैठक में प्रस्तुत रिपोर्ट में खुलासा किया गया कि साइकेडेलिक (Psychedelic) और कुछ अन्य चिकित्सकीय दवाओं का इस्तेमाल इलाज के बजाय नशे के लिए किया जा रहा है।

रिपोर्ट के अनुसार, मनोरोग उपचार में उपयोग होने वाली कई दवाएं बिना वैध चिकित्सकीय निगरानी के अवैध रूप से लोगों तक पहुंच रही हैं।

जांच एजेंसियों ने पाया है कि नशीले पदार्थों और प्रतिबंधित दवाओं की तस्करी के लिए अपराधी गिरोह डार्क वेब, एन्क्रिप्टेड डिजिटल प्लेटफॉर्म और सोशल मीडिया माध्यमों का सहारा ले रहे हैं, जिससे इन पर निगरानी रखना और कार्रवाई करना अधिक चुनौतीपूर्ण हो गया है।

रिपोर्ट में यह भी बताया गया कि वर्ष 2023 में भारत में लगभग 3.16 करोड़ (31.6 मिलियन) लोग किसी न किसी प्रकार के नशीले पदार्थ का सेवन कर रहे थे। यह आंकड़ा देश में बढ़ती नशाखोरी की गंभीरता को दर्शाता है और प्रभावी रोकथाम तथा जनजागरूकता की आवश्यकता पर बल देता है।

नई दिल्ली के विज्ञान भवन में शुक्रवार को आयोजित नार्को-कोऑर्डिनेशन सेंटर (एनसीओआरडी) की बैठक की अध्यक्षता करते हुए केंद्रीय गृह एवं सहकारिता मंत्री अमित शाह ने कहा कि नशीले पदार्थों के खिलाफ लड़ाई केवल किसी एक विभाग या सरकारी एजेंसी के भरोसे नहीं जीती जा सकती।

इसके लिए केंद्र सरकार, राज्य सरकारों और समाज के प्रत्येक वर्ग को साझा जिम्मेदारी निभानी होगी।

उन्होंने कहा कि नशा विरोधी अभियान को जन आंदोलन का स्वरूप देना समय की आवश्यकता है। अभिभावकों, शिक्षकों, शैक्षणिक संस्थानों, महिलाओं और युवाओं को इस मुहिम का सक्रिय हिस्सा बनना चाहिए। साथ ही उन्होंने राज्यों से मादक पदार्थों की तस्करी करने वाले नेटवर्क को पूरी तरह ध्वस्त करने और नशामुक्त भारत के लक्ष्य की दिशा में समन्वित प्रयास करने का आह्वान किया।

देश में सबसे अधिक उपयोग होने वाला नशीला पदार्थ बना गांजा

बैठक में प्रस्तुत आंकड़ों के अनुसार, भारत में सबसे अधिक इस्तेमाल किया जाने वाला नशीला पदार्थ कैनाबिस (गांजा) है, जिसके लगभग 2.44 करोड़ (24.4 मिलियन) उपभोक्ता हैं। इसके बाद ओपिओइड (61 लाख), एम्फेटामाइन टाइप स्टिमुलेंट्स (एटीएस) – 31 लाख, कोकीन – 25 लाख और एमडीएमए – 21 लाख उपयोगकर्ताओं का अनुमान लगाया गया है। ये आंकड़े एनसीआरबी की वर्ष 2023 तक की रिपोर्ट पर आधारित हैं।

हेरोइन तस्करी का प्रमुख ट्रांजिट कॉरिडोर बनता भारत

रिपोर्ट में यह भी उल्लेख किया गया कि भौगोलिक स्थिति के कारण भारत वैश्विक हेरोइन तस्करी के प्रमुख मार्गों में से एक बनकर उभरा है। दुनिया भर में जब्त की जाने वाली करीब एक-तिहाई हेरोइन भारत से जुड़ी तस्करी श्रृंखलाओं या भारतीय मार्गों से संबंधित पाई गई है। इस कारण भारत की भूमिका अंतरराष्ट्रीय मादक पदार्थ विरोधी अभियानों में और अधिक महत्वपूर्ण हो गई है।
