Amit Shah Ready to Address Parliament on Student Protest Action as Monsoon Session Deadlock Deepens
Government offers detailed discussion on July 20 march to Parliament as Opposition presses for answers over alleged use of force against protesters
New Delhi: Union Home Minister Amit Shah is prepared to respond in Parliament to the Opposition’s allegations of excessive force against students who marched towards Parliament on July 20 to protest alleged paper leaks, Parliamentary Affairs Minister Kiren Rijiju told the Lok Sabha on Monday.
The government’s assurance came as the confrontation between the Treasury and Opposition benches continued into the final week of the Monsoon Session, leaving several important pieces of legislation facing an uncertain future.
Rijiju said the government was willing to hold a comprehensive discussion on the student protest and the action taken by security personnel during the march.
The protesters had been seeking accountability over alleged examination paper leaks and had also demanded the resignation of then Education Minister Dharmendra Pradhan, who has since stepped down.
Speaking in the Lok Sabha after a meeting of the Business Advisory Committee, Rijiju urged Opposition members to allow the House to function and said the government was prepared for a detailed response from the Home Minister.
He also appealed to MPs not to disrupt proceedings during the proposed discussion, stressing that the government’s position was to allow the matter to be debated fully and without interruption.
BJP MP Jagdambika Pal, who was presiding over the proceedings, subsequently appealed to Opposition members to cooperate so that parliamentary business could proceed.
With only four sitting days left in the Monsoon Session, the continuing stalemate has cast doubt over the government’s ability to move forward with several politically significant Bills.
These include proposed legislation concerning women’s reservation, delimitation and amendments to the Foreign Contribution (Regulation) Act, or FCRA.
The women’s reservation and delimitation proposals were not listed for business in the Lok Sabha on Monday. The government has nevertheless been engaging with Opposition parties, including the DMK, in an effort to build support for the measures.
The proposed Constitution Amendment seeks to provide 33 per cent reservation for women in the Lok Sabha and state Legislative Assemblies, with the reservation linked to the delimitation process.
A similar attempt failed to secure the required two-thirds majority in Parliament in April.
The proposed FCRA amendment, meanwhile, was introduced in the Lok Sabha on March 25 and is awaiting discussion.
The Opposition has maintained that Parliament cannot move forward without addressing allegations concerning the treatment of student protesters. It has also sought a discussion on allegations surrounding donations made to the Ram temple in Ayodhya.
Congress leader and Leader of Opposition in the Lok Sabha Rahul Gandhi has sharply criticised the government’s handling of the student agitation.
In a post on X, Gandhi alleged that students who were seeking answers about their future were met with pellet guns and tear gas.
He also questioned why the Home Minister had not yet addressed Parliament on the matter, arguing that the government’s refusal to accept Opposition proposals for a discussion amounted to tacit approval of the alleged use of force.
Gandhi called for an investigation to be monitored by the Supreme Court and said the Opposition would continue to press for accountability.
Wayanad MP Priyanka Gandhi Vadra also linked the continuation of the parliamentary impasse to the Home Minister’s response.
Speaking to reporters, she said she expected the deadlock to persist until Shah made a statement on the issue.
The government’s latest offer of a detailed discussion could therefore provide a possible route out of the prolonged confrontation, but it remains uncertain whether it will be sufficient to restore normal functioning in the House as the session nears its conclusion.

नई दिल्ली: संसद के बाहर 20 जुलाई को कथित पेपर लीक के विरोध में मार्च करने वाले छात्रों के खिलाफ सुरक्षा बलों की कार्रवाई को लेकर विपक्ष के आरोपों का जवाब देने के लिए केंद्रीय गृह मंत्री अमित शाह तैयार हैं।
केंद्रीय संसदीय कार्य मंत्री किरेन रिजिजू ने सोमवार को लोकसभा में सरकार की ओर से यह आश्वासन दिया।
यह घटनाक्रम ऐसे समय हुआ है जब मानसून सत्र के अंतिम सप्ताह में भी सरकार और विपक्ष के बीच गतिरोध समाप्त नहीं हुआ है। संसद के पास अब केवल चार कार्यदिवस शेष हैं और कई महत्वपूर्ण विधेयकों का भविष्य अधर में दिखाई दे रहा है।
रिजिजू ने कहा कि सरकार छात्र आंदोलन और संसद मार्च के दौरान सुरक्षा कर्मियों द्वारा की गई कार्रवाई पर विस्तृत चर्चा के लिए तैयार है।
प्रदर्शनकारी कथित परीक्षा पेपर लीक के मुद्दे पर जवाबदेही की मांग कर रहे थे और तत्कालीन केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान के इस्तीफे की मांग भी की गई थी। प्रधान बाद में पद से इस्तीफा दे चुके हैं।
लोकसभा में बिजनेस एडवाइजरी कमेटी की बैठक के बाद रिजिजू ने कहा कि सरकार इस पूरे मामले पर व्यापक और तथ्यात्मक चर्चा चाहती है।
उन्होंने विपक्षी सदस्यों से अपील की कि गृह मंत्री के जवाब के दौरान सदन की कार्यवाही बाधित न की जाए और मामले पर पूरी चर्चा होने दी जाए।
कार्यवाही की अध्यक्षता कर रहे भाजपा सांसद जगदंबिका पाल ने भी विपक्षी सांसदों से सदन को सुचारु रूप से चलने देने का आग्रह किया।
इस बीच, सत्र के समाप्त होने में कम समय बचने के कारण सरकार के कई अहम विधायी प्रस्तावों पर अनिश्चितता बढ़ गई है। इनमें महिलाओं के लिए आरक्षण, परिसीमन और विदेशी अंशदान विनियमन अधिनियम यानी एफसीआरए में संशोधन से जुड़े प्रस्ताव शामिल हैं।
महिला आरक्षण और परिसीमन से संबंधित विधेयक सोमवार को लोकसभा की कार्यसूची में शामिल नहीं थे। हालांकि, सरकार इन विधेयकों को आगे बढ़ाने के लिए डीएमके सहित विभिन्न विपक्षी दलों से समर्थन हासिल करने की कोशिश कर रही है।
प्रस्तावित संविधान संशोधन के तहत लोकसभा और राज्य विधानसभाओं में महिलाओं के लिए 33 प्रतिशत आरक्षण का प्रावधान किया जाना है।
यह व्यवस्था परिसीमन की प्रक्रिया से जुड़ी हुई है। इससे संबंधित प्रस्ताव अप्रैल में संसद में आवश्यक दो-तिहाई बहुमत हासिल नहीं कर सके थे।
दूसरी ओर, एफसीआरए संशोधन विधेयक 25 मार्च को लोकसभा में पेश किया गया था और इस पर चर्चा होनी बाकी है।
विपक्ष का कहना है कि छात्रों के खिलाफ कथित कार्रवाई सहित जिन मुद्दों को वह उठा रहा है, उन पर संसद में चर्चा के बिना सामान्य कामकाज आगे नहीं बढ़ सकता। विपक्ष ने अयोध्या में राम मंदिर को मिले चंदे से जुड़ी कथित अनियमितताओं पर भी चर्चा की मांग की है।
लोकसभा में विपक्ष के नेता राहुल गांधी ने छात्र आंदोलन के मुद्दे पर केंद्र सरकार पर तीखा हमला बोला है। एक्स पर एक पोस्ट में उन्होंने आरोप लगाया कि अपने भविष्य को लेकर सरकार से शांतिपूर्ण ढंग से सवाल पूछ रहे छात्रों पर पैलेट गन और आंसू गैस का इस्तेमाल किया गया।
राहुल गांधी ने यह भी सवाल उठाया कि इस घटना पर गृह मंत्री अब तक संसद में क्यों नहीं आए हैं। उन्होंने आरोप लगाया कि विपक्ष की चर्चा की मांगों को लगातार खारिज किया जाना कथित हिंसा को मौन समर्थन देने के समान है।
उन्होंने पूरे मामले की सुप्रीम कोर्ट की निगरानी में जांच कराने की मांग की और कहा कि जवाबदेही तय होने तक विपक्ष अपनी मांग जारी रखेगा।
वायनाड की सांसद प्रियंका गांधी वाड्रा ने भी संसद में जारी गतिरोध को गृह मंत्री के बयान से जोड़ते हुए कहा कि जब तक अमित शाह इस मुद्दे पर सदन में बयान नहीं देते, तब तक गतिरोध बने रहने की संभावना है।
सरकार की ओर से विस्तृत चर्चा की पेशकश ऐसे समय में सामने आई है जब मानसून सत्र अपने अंतिम चरण में पहुंच चुका है।
अब यह देखना महत्वपूर्ण होगा कि गृह मंत्री का संभावित जवाब सरकार और विपक्ष के बीच जारी टकराव को कम करने में कितना प्रभावी साबित होता है और क्या इससे संसद की कार्यवाही सामान्य रूप से आगे बढ़ पाती है।
