Amit Shah Says BJP-led NDA States Will Implement Uniform Civil Code Before 2029 Lok Sabha Polls
Home Minister says talks are on with allies over nationwide NRC; highlights terrorism policy, Article 370, Naxalism and decolonisation of Indian history.
Union Home Minister Amit Shah on Sunday said the governments of all 21 states governed by the BJP-led NDA are expected to bring in the Uniform Civil Code (UCC) before the next Lok Sabha elections in 2029, setting out a major legislative objective for the ruling alliance.
Shah said several states had already moved ahead with the UCC, expressing confidence that the remaining NDA-ruled states would also adopt the common civil framework before the 2029 parliamentary polls.
He made the remarks while outlining the BJP’s month-long ‘Seva Sankalp Abhiyan’, a nationwide public outreach programme being conducted by the party and its state governments to mark Prime Minister Narendra Modi’s 25 years in public office, beginning with his tenure as Gujarat chief minister and continuing as prime minister.
At present, four BJP-ruled states have taken legislative steps towards the UCC. Uttarakhand became the first state to pass the law in February 2024 and subsequently brought it into force in January 2025.
Gujarat, Assam and Madhya Pradesh have passed legislation but are awaiting presidential assent and notification.
Maharashtra, West Bengal and Chhattisgarh, meanwhile, have formed committees to work on draft legislation.
The UCC remains one of the BJP’s three longstanding core political objectives, alongside the construction of the Ram Temple and the removal of the special constitutional provisions associated with Article 370 in Jammu and Kashmir. The party has said it has already fulfilled the latter two commitments.
Article 44 of the Constitution places the Uniform Civil Code among the Directive Principles of State Policy and calls upon the state to work towards a common civil code for citizens.
However, matters including marriage, divorce, inheritance and adoption have traditionally been regulated through religion-specific personal laws. Uttarakhand’s legislation in 2024 marked the first state-level move to replace that framework with a UCC.
NRC Discussions With Allies
Shah also indicated that consultations were continuing with NDA allies on the possibility of conducting the National Register of Citizens (NRC) exercise nationwide.
He said the government was determined to identify illegal infiltrators and remove them from the country.
The Home Minister also referred to the question of the reference year for an NRC exercise in Manipur.
According to Shah, the government is considering whether 1951 should be adopted as the baseline year and is discussing the matter with political parties and allies in the northeastern state.
He said a final decision would be made after consultations and subsequently placed in the public domain.
Shah Highlights Security Measures
Speaking about the government’s approach to national security, Shah cited surgical strikes, air strikes and Operation Sindoor as examples of what he described as a policy of zero tolerance towards terrorism.
He said security had been accorded priority across multiple sectors.
On Jammu and Kashmir, Shah claimed that the BJP-led government removed Articles 370 and 35A without bloodshed or the firing of a bullet, asserting that Kashmir is now fully integrated with India.
He also claimed that the government had brought an end to five decades of Naxalism.
According to Shah, more than 9,000 people had surrendered,d and the Centre had taken the northeastern region towards development through more than 14 peace agreements.
Call for an Indian Perspective on History
Earlier in the day, Shah visited the Asiatic Society of Mumbai and inaugurated an exhibition featuring items from its heritage collection.
During the visit, he spoke about the need to “decolonise” India’s history and knowledge systems, while stressing that the effort should not be interpreted as an attempt to erase the past.
Shah argued that decolonisation should instead make the country’s historical narrative more complete and authentic by presenting it through an Indian perspective.
He said colonial rulers had used history, knowledge, culture and traditions as instruments to establish and consolidate their authority, and maintained that India was now seeking to reclaim those knowledge systems.
Shah later travelled to the Bharat Diamond Bourse, where he attended a felicitation programme.

केंद्रीय गृह मंत्री अमित शाह ने रविवार को कहा कि भाजपा के नेतृत्व वाले एनडीए द्वारा शासित सभी 21 राज्यों में वर्ष 2029 के अगले लोकसभा चुनाव से पहले समान नागरिक संहिता यानी Uniform Civil Code (UCC) लागू कर दी जाएगी।
उन्होंने इसे केंद्र और राज्य सरकारों के सामने मौजूद प्रमुख लक्ष्यों में से एक के रूप में रेखांकित किया।
शाह ने कहा कि कई राज्यों में समान नागरिक संहिता लागू करने की दिशा में पहले ही कदम उठाए जा चुके हैं और उन्हें भरोसा है कि 2029 के संसदीय चुनाव से पहले एनडीए शासित सभी राज्यों में इसे लागू करने की प्रक्रिया पूरी हो जाएगी।
उन्होंने यह बात भाजपा और उसकी राज्य सरकारों द्वारा चलाए जा रहे महीने भर के ‘सेवा संकल्प अभियान’ के बारे में जानकारी देते हुए कही।
यह अभियान प्रधानमंत्री नरेंद्र मोदी के सार्वजनिक जीवन में 25 वर्ष पूरे होने के अवसर पर देशभर में आयोजित किया जा रहा है।
मोदी के राजनीतिक सफर की शुरुआत गुजरात के मुख्यमंत्री के रूप में हुई थी और बाद में उन्होंने प्रधानमंत्री के रूप में देश का नेतृत्व संभाला।
फिलहाल चार भाजपा शासित राज्यों ने UCC से जुड़ी विधायी प्रक्रिया में आगे बढ़ते हुए कानून पारित किया है।
उत्तराखंड फरवरी 2024 में UCC कानून पारित करने वाला देश का पहला राज्य बना और जनवरी 2025 में इसे लागू कर दिया गया।
वहीं गुजरात, असम और मध्य प्रदेश में UCC संबंधी कानून पारित हो चुके हैं, लेकिन राष्ट्रपति की मंजूरी और अधिसूचना की प्रक्रिया बाकी है।
महाराष्ट्र, पश्चिम बंगाल और छत्तीसगढ़ ने भी UCC कानून तैयार करने के लिए समितियों का गठन किया है।
समान नागरिक संहिता भाजपा के लंबे समय से घोषित तीन प्रमुख राजनीतिक लक्ष्यों में शामिल रही है।
इसके साथ राम मंदिर निर्माण और जम्मू-कश्मीर से अनुच्छेद 370 हटाना भी पार्टी के प्रमुख एजेंडे का हिस्सा रहे हैं। भाजपा का कहना है कि राम मंदिर और अनुच्छेद 370 से जुड़े दोनों लक्ष्यों को वह पूरा कर चुकी है।
संविधान का अनुच्छेद 44 राज्य को नागरिकों के लिए समान नागरिक संहिता सुनिश्चित करने की दिशा में प्रयास करने का निर्देश देता है। हालांकि, स्वतंत्रता के बाद से विवाह, तलाक, विरासत और गोद लेने जैसे निजी मामलों का नियमन अलग-अलग धर्मों के व्यक्तिगत कानूनों के तहत होता रहा है।
फरवरी 2024 में उत्तराखंड द्वारा UCC कानून पारित किए जाने के साथ पहली बार किसी राज्य ने इस व्यवस्था में व्यापक बदलाव की दिशा में कदम उठाया।
देशभर में NRC को लेकर सहयोगियों से बातचीत
अमित शाह ने यह भी कहा कि पूरे देश में राष्ट्रीय नागरिक रजिस्टर (NRC) की कवायद लागू करने की संभावना पर एनडीए के सहयोगी दलों के साथ बातचीत चल रही है।
उन्होंने कहा कि सरकार का उद्देश्य देश में मौजूद प्रत्येक अवैध घुसपैठिए की पहचान करना और उन्हें भारत से बाहर करना है।
मणिपुर में NRC के लिए आधार वर्ष को लेकर भी विचार-विमर्श जारी है। शाह ने बताया कि सरकार इस बात पर चर्चा कर रही है कि 1951 को मणिपुर में NRC के लिए आधार वर्ष बनाया जाए या नहीं। इस मुद्दे पर राज्य के राजनीतिक दलों और सहयोगी दलों से बातचीत की जा रही है।
उन्होंने कहा कि विचार-विमर्श पूरा होने के बाद इस संबंध में अंतिम निर्णय लिया जाएगा और इसकी जानकारी सार्वजनिक की जाएगी।
आतंकवाद के खिलाफ नीति का किया जिक्र
राष्ट्रीय सुरक्षा के मुद्दे पर गृह मंत्री ने सर्जिकल स्ट्राइक, एयर स्ट्राइक और ऑपरेशन सिंदूर का उल्लेख करते हुए कहा कि सरकार ने आतंकवाद के प्रति जीरो टॉलरेंस की नीति अपनाई है। उन्होंने कहा कि विभिन्न क्षेत्रों में सुरक्षा को प्राथमिकता दी गई है।
जम्मू-कश्मीर के संदर्भ में शाह ने दावा किया कि भाजपा सरकार ने अनुच्छेद 370 और 35A को बिना खून की एक बूंद बहाए और बिना गोली चलाए समाप्त किया। उन्होंने कहा कि कश्मीर अब भारत के साथ पूरी तरह एकीकृत है।
शाह ने यह भी दावा किया कि सरकार ने पांच दशक लंबे नक्सलवाद के दौर को समाप्त कर दिया है। उनके मुताबिक, 9,000 से अधिक लोगों ने आत्मसमर्पण किया है।
उन्होंने कहा कि पूर्वोत्तर क्षेत्र में 14 से अधिक शांति समझौतों पर हस्ताक्षर किए जाने के बाद क्षेत्र को विकास की दिशा में आगे बढ़ाया गया है।
भारतीय नजरिये से इतिहास प्रस्तुत करने पर जोर
इससे पहले अमित शाह ने मुंबई स्थित एशियाटिक सोसाइटी का दौरा किया और वहां उसकी विरासत से जुड़ी संग्रहित सामग्री पर आधारित प्रदर्शनी का उद्घाटन किया।
इस अवसर पर उन्होंने भारत के इतिहास और ज्ञान परंपराओं को ‘डीकोलोनाइज’ करने की जरूरत पर जोर दिया। हालांकि, उन्होंने स्पष्ट किया कि इसका अर्थ इतिहास को मिटाना नहीं है।
शाह के अनुसार, डीकोलोनाइजेशन का उद्देश्य इतिहास को हटाना नहीं बल्कि उसे अधिक व्यापक और प्रामाणिक रूप में सामने लाना है, ताकि भारतीय दृष्टिकोण से अतीत को समझा जा सके।
उन्होंने कहा कि औपनिवेशिक शासकों ने इतिहास, ज्ञान, संस्कृति और परंपराओं का इस्तेमाल अपने शासन को स्थापित और मजबूत करने के लिए किया था।
अब भारत उन्हीं ज्ञान परंपराओं को औपनिवेशिक प्रभाव से मुक्त कर आगे बढ़ने की दिशा में काम कर रहा है।
इसके बाद गृह मंत्री भारत डायमंड बोर्स पहुंचे, जहां उन्होंने एक सम्मान समारोह में हिस्सा लिया।
