BRICS Declaration Puts Palestine, Terrorism and Global Trade at the Centre

BRICS countries adopted the New Delhi Declaration, backing a two-state solution, condemning the Pahalgam attack, and opposing unilateral tariffs and sanctions.

NEW DELHI: BRICS leaders on Saturday adopted the 45-page New Delhi Declaration, bringing together a wide-ranging set of positions on the conflicts in West Asia, terrorism, global trade, sanctions, climate policy, artificial intelligence and reform of international institutions.

The document, approved unanimously at the India-hosted summit, reflects the grouping’s push for a more multilateral international order while taking positions on several issues that have sharply divided the global community.

Strong backing for two-state solution

The declaration reaffirmed BRICS’ support for an enduring political settlement between Israelis and Palestinians based on the creation of two states living alongside each other in peace and security.

The grouping called for greater international institutional support for Palestine and again backed its full membership of the United Nations.

It said a durable settlement must address the legitimate rights of Palestinians, including their right to self-determination and return.

BRICS also reiterated that Israel has a legal responsibility to facilitate the delivery of humanitarian assistance to Gaza.

The declaration’s position came alongside its broader concern over the worsening security situation in West Asia.

Member states called on all sides to show maximum restraint and avoid actions that could further aggravate regional tensions.

Pahalgam attack condemned

The BRICS countries also issued a strong condemnation of the April 22, 2025 terrorist attack in Pahalgam, Jammu and Kashmir, in which 26 people were killed and several others injured.

The grouping reiterated its opposition to terrorism in every form and specifically highlighted concerns involving the cross-border movement of terrorists, terror financing and the availability of safe havens.

BRICS called for those behind the attack and their sponsors to be brought to justice and reaffirmed a zero-tolerance approach towards cross-border terrorism.

Concern over attacks on nuclear facilities

The declaration separately expressed concern about attacks on civilian infrastructure and peaceful nuclear installations operating under comprehensive safeguards of the International Atomic Energy Agency.

BRICS said nuclear safety, security and safeguards cannot be compromised, including during armed conflicts.

It stressed that protecting people and the environment from the consequences of nuclear incidents must remain a priority.

Lebanon and West Asia

The grouping welcomed the ceasefire in Lebanon while pressing for full implementation of UN Security Council Resolution 1701.

BRICS also called for Israeli forces to withdraw from Lebanese territory where they remain present and criticised continuing violations of the ceasefire as well as Lebanon’s sovereignty and territorial integrity.

The declaration’s language on the wider West Asia crisis similarly urged restraint and diplomatic efforts aimed at preventing further escalation.

Pushback against trade barriers

On the economic front, BRICS aimed at the growing use of unilateral tariffs and non-tariff restrictions.

The declaration warned that such policies can distort international commerce and conflict with World Trade Organization rules.

The grouping also raised concerns about protectionist measures introduced under environmental pretexts, arguing that expanding trade barriers could depress global commerce, interfere with supply chains and create greater uncertainty for businesses and economies.

Developing countries, the declaration noted, could be particularly vulnerable to the consequences of such measures.

BRICS reaffirmed its commitment to reforming the WTO and preserving a multilateral trading system based on openness, fairness, transparency, inclusiveness and predictable rules.

It also backed the continued central role of the WTO and highlighted principles such as Most-Favoured-Nation treatment and Special and Differential Treatment for developing economies, particularly least developed countries.

The members said they would continue participating in negotiations in Geneva, including discussions concerning WTO reform.

Opposition to sanctions and unilateral climate measures

The declaration also criticised unilateral coercive measures and economic sanctions, including secondary sanctions, arguing that they have consequences for populations in targeted countries.

BRICS said such measures can affect access to development, healthcare and food security, with poorer and vulnerable sections of society facing a disproportionate burden.

It also linked such restrictions to widening digital disparities and additional environmental challenges.

The grouping called for the removal of what it described as unlawful unilateral measures, saying they weaken international law and the principles embodied in the UN Charter.

BRICS also opposed unilateral, punitive or protectionist climate-related measures, including carbon border adjustment mechanisms.

It called for greater financial and technological assistance to developing countries dealing with the effects of climate change and seeking to strengthen their capacity to adapt.

India, Brazil get support for bigger UN role.

The declaration contained an important endorsement of India’s and Brazil’s aspirations for a larger role within the United Nations, including its Security Council.

China and Russia, the two permanent members of the UN Security Council within BRICS, reiterated their support for the ambitions of New Delhi and Brasília to play a greater role in the world body.

Easier payments among BRICS nations

Financial cooperation also found a place in the declaration, with members seeking more practical solutions for cross-border transactions.

The BRICS Payment Task Force was encouraged to continue its work on systems that can make payments between member countries quicker, less expensive, more accessible, efficient, transparent and secure.

The move is aimed at strengthening financial connectivity within the grouping.

Members also expressed interest in continuing discussions on India’s proposal for a BRICS Risk Lab at Gujarat’s GIFT City International Financial Services Centre.

The proposed facility would be open to participating members interested in taking the initiative forward.

The declaration also envisaged further discussions on strengthening reinsurance capacity among BRICS countries, with regulators and reinsurance companies participating voluntarily.

AI cooperation gets fresh push.

Artificial intelligence emerged as another major area of cooperation. BRICS called for wider access to AI resources and greater international coordination to make the technology safe, secure, dependable and inclusive.

The grouping also committed itself to implementing the BRICS Leaders’ Statement on the Global Governance of Artificial Intelligence, signalling an effort to develop common approaches to the opportunities and risks associated with rapidly advancing AI systems.

The declaration congratulated India on successfully hosting the AI Impact Summit in February 2026, noting its potential contribution to international cooperation on shared AI priorities.

Global cooperation on big-cat conservation

The declaration also moved beyond geopolitics and economics to environmental conservation.

BRICS welcomed India’s initiative to establish an International Big Cats Alliance and encouraged member countries to cooperate in protecting threatened big-cat species.

The grouping acknowledged the vulnerability of these animals and encouraged collective efforts to conserve rare species.

Taken as a whole, the New Delhi Declaration combines geopolitical positions with economic and technological priorities.

From Palestine and counter-terrorism to trade rules, financial connectivity, AI governance and wildlife conservation, the document reflects an attempt by BRICS to expand cooperation across a broad range of global issues.

नई दिल्ली: भारत की मेजबानी में आयोजित BRICS Summit में शनिवार को सदस्य देशों ने 45 पन्नों की New Delhi Declaration को सर्वसम्मति से स्वीकार कर लिया।

विस्तृत घोषणा-पत्र में पश्चिम एशिया के संघर्ष, फिलिस्तीन, आतंकवाद, वैश्विक व्यापार, आर्थिक प्रतिबंधों, जलवायु नीति, आर्टिफिशियल इंटेलिजेंस और अंतरराष्ट्रीय संस्थाओं में सुधार समेत कई अहम मुद्दों पर समूह का साझा रुख सामने आया।

घोषणा-पत्र में BRICS ने बहुपक्षीय अंतरराष्ट्रीय व्यवस्था को मजबूत करने की आवश्यकता पर जोर दिया और कई ऐसे मुद्दों पर अपनी स्थिति स्पष्ट की, जिनको लेकर दुनिया के अलग-अलग देशों के बीच गहरे मतभेद हैं।

फिलिस्तीन के लिए दो-राष्ट्र समाधान का समर्थन

BRICS ने इजरायल-फिलिस्तीन विवाद के स्थायी समाधान के लिए दो-राष्ट्र व्यवस्था के समर्थन को दोहराया। समूह ने ऐसी व्यवस्था की वकालत की जिसमें दोनों देश शांति और सुरक्षा के साथ एक-दूसरे के साथ रह सकें।

घोषणा में फिलिस्तीन को अधिक अंतरराष्ट्रीय संस्थागत समर्थन देने की जरूरत बताई गई। BRICS ने संयुक्त राष्ट्र में फिलिस्तीन को पूर्ण सदस्यता दिए जाने के समर्थन को भी दोहराया।

सदस्य देशों ने कहा कि स्थायी समाधान के लिए फिलिस्तीनी लोगों के वैध अधिकारों को मान्यता देना जरूरी है, जिसमें आत्मनिर्णय और वापसी का अधिकार भी शामिल है।

गाजा को लेकर BRICS ने मानवीय सहायता पहुंचाने की जिम्मेदारी पर भी जोर दिया और कहा कि इजरायल की कानूनी जिम्मेदारी है कि मानवीय मदद वहां तक पहुंच सके।

पहलगाम आतंकी हमले की निंदा

घोषणा-पत्र में 22 अप्रैल 2025 को जम्मू-कश्मीर के पहलगाम में हुए आतंकी हमले की कड़ी निंदा की गई। इस हमले में 26 लोगों की मौत हुई थी और कई अन्य घायल हुए थे।

BRICS देशों ने आतंकवाद के सभी रूपों के खिलाफ अपनी प्रतिबद्धता दोहराई। विशेष रूप से सीमा पार आतंकवाद, आतंकियों की आवाजाही, आतंकवाद के वित्तपोषण और आतंकियों को सुरक्षित ठिकाने मिलने की समस्या का उल्लेख किया गया।

समूह ने हमले के लिए जिम्मेदार लोगों और उनके प्रायोजकों को न्याय के कटघरे तक पहुंचाने की जरूरत बताई और सीमा पार आतंकवाद के प्रति शून्य-सहिष्णुता का रुख दोहराया।

परमाणु प्रतिष्ठानों पर हमलों को लेकर चिंता

घोषणा-पत्र में नागरिक बुनियादी ढांचे और अंतरराष्ट्रीय परमाणु ऊर्जा एजेंसी यानी IAEA की पूर्ण सुरक्षा व्यवस्था के तहत आने वाली शांतिपूर्ण परमाणु सुविधाओं पर हमलों को लेकर भी गंभीर चिंता जताई गई।

BRICS ने कहा कि युद्ध की परिस्थितियों में भी परमाणु सुरक्षा, संरक्षण और safeguards से समझौता नहीं किया जाना चाहिए। लोगों और पर्यावरण को संभावित नुकसान से बचाना हर परिस्थिति में प्राथमिकता रहनी चाहिए।

लेबनान में युद्धविराम का स्वागत

BRICS ने लेबनान में हुए युद्धविराम का स्वागत करते हुए UN Security Council Resolution 1701 को पूरी तरह लागू करने की मांग की।

समूह ने लेबनान की संप्रभुता और क्षेत्रीय अखंडता के उल्लंघन पर चिंता जताई तथा उन क्षेत्रों से इजरायली सैनिकों की वापसी की अपील की, जहां वे अभी मौजूद हैं।

पश्चिम एशिया की व्यापक स्थिति को लेकर भी BRICS ने सभी पक्षों से अधिकतम संयम बरतने और ऐसे कदमों से बचने की अपील की, जो तनाव को और बढ़ा सकते हैं।

एकतरफा टैरिफ और व्यापार प्रतिबंधों का विरोध

आर्थिक मोर्चे पर BRICS ने एकतरफा टैरिफ और गैर-टैरिफ व्यापारिक बाधाओं के बढ़ते इस्तेमाल पर चिंता जताई।

घोषणा-पत्र में कहा गया कि इस तरह के कदम वैश्विक व्यापार को विकृत कर सकते हैं और विश्व व्यापार संगठन यानी WTO के नियमों के अनुरूप नहीं हैं।

समूह ने पर्यावरणीय लक्ष्यों की आड़ में संरक्षणवादी व्यापार नीतियों के अपनाए जाने पर भी आपत्ति जताई।

BRICS के अनुसार, बढ़ते व्यापार प्रतिबंध वैश्विक कारोबार को नुकसान पहुंचा सकते हैं, सप्लाई चेन को प्रभावित कर सकते हैं और अंतरराष्ट्रीय आर्थिक गतिविधियों में अनिश्चितता बढ़ा सकते हैं।

घोषणा में विकासशील देशों पर इसके असमान प्रभाव की ओर भी ध्यान दिलाया गया।

WTO सुधार पर जोर

BRICS ने WTO में सुधार के समर्थन को दोहराया। समूह ने ऐसे बहुपक्षीय व्यापार तंत्र की वकालत की, जो खुला, निष्पक्ष, पारदर्शी, समावेशी, पूर्वानुमेय और नियम आधारित हो।

सदस्य देशों ने WTO की केंद्रीय भूमिका बनाए रखने तथा विकासशील देशों के लिए Most-Favoured-Nation Treatment और Special and Differential Treatment जैसे बुनियादी सिद्धांतों की रक्षा पर जोर दिया।

BRICS देशों ने जिनेवा में बहुपक्षीय वार्ताओं में अपनी भागीदारी जारी रखने की प्रतिबद्धता भी जताई, जिसमें WTO सुधार से जुड़ी बातचीत शामिल है।

एकतरफा प्रतिबंधों और जलवायु संरक्षणवाद पर भी आपत्ति

घोषणा-पत्र में एकतरफा आर्थिक प्रतिबंधों और secondary sanctions सहित unilateral coercive measures की भी आलोचना की गई। BRICS ने कहा कि इनका असर संबंधित देशों की आम आबादी पर पड़ सकता है।

समूह ने विशेष रूप से विकास, स्वास्थ्य और खाद्य सुरक्षा जैसे क्षेत्रों में गरीब और कमजोर वर्गों पर पड़ने वाले प्रभाव का उल्लेख किया। उसने यह भी कहा कि इस तरह के उपाय डिजिटल असमानता और पर्यावरणीय चुनौतियों को बढ़ा सकते हैं।

BRICS ने ऐसे उपायों को समाप्त करने की मांग की, जिन्हें वह अंतरराष्ट्रीय कानून और संयुक्त राष्ट्र चार्टर के सिद्धांतों के खिलाफ मानता है।

जलवायु नीति से जुड़े एकतरफा, दंडात्मक और संरक्षणवादी उपायों पर भी समूह ने आपत्ति जताई। इनमें Carbon Border Adjustment Mechanisms शामिल हैं।

BRICS ने जलवायु परिवर्तन से निपटने वाले विकासशील देशों के लिए अधिक वित्तीय और तकनीकी सहायता की मांग की।

भारत और ब्राजील को UN में बड़ी भूमिका का समर्थन

घोषणा-पत्र में संयुक्त राष्ट्र में भारत और ब्राजील की बड़ी भूमिका की आकांक्षा को भी समर्थन मिला।

इसमें संयुक्त राष्ट्र सुरक्षा परिषद सहित वैश्विक संस्था में दोनों देशों की अधिक भागीदारी की इच्छा का उल्लेख किया गया।

BRICS के स्थायी सदस्य चीन और रूस ने भारत और ब्राजील की इस आकांक्षा के प्रति अपना समर्थन दोहराया।

BRICS देशों के बीच भुगतान व्यवस्था आसान करने की तैयारी

वित्तीय सहयोग को मजबूत करने के लिए सदस्य देशों ने सीमा पार भुगतान को अधिक सरल और प्रभावी बनाने की दिशा में आगे बढ़ने पर सहमति जताई।

BRICS Payment Task Force से कहा गया है कि वह ऐसे व्यावहारिक समाधान तलाशने की दिशा में बातचीत जारी रखे, जिनसे सदस्य देशों के बीच भुगतान तेज, कम खर्चीला, सुरक्षित, पारदर्शी और अधिक सुलभ हो सके।

भारत के एक अन्य प्रस्ताव पर भी सदस्य देशों की रुचि बनी हुई है। BRICS सदस्य गुजरात के GIFT City International Financial Services Centre (IFSC) में BRICS Risk Lab स्थापित करने के प्रस्ताव पर आगे बातचीत करेंगे।

इसमें इच्छुक सदस्य देश भाग ले सकेंगे। घोषणा में BRICS देशों की पुनर्बीमा क्षमता बढ़ाने पर भी आगे चर्चा की बात कही गई है, जिसमें संबंधित नियामकों और पुनर्बीमा कंपनियों की स्वैच्छिक भागीदारी हो सकती है।

AI पर वैश्विक सहयोग बढ़ाने की तैयारी

आर्टिफिशियल इंटेलिजेंस के क्षेत्र में भी BRICS ने व्यापक अंतरराष्ट्रीय सहयोग की जरूरत बताई। समूह ने AI संसाधनों तक अधिक पहुंच सुनिश्चित करने और तकनीक को सुरक्षित, भरोसेमंद तथा समावेशी बनाने के लिए अंतरराष्ट्रीय स्तर पर सहयोग बढ़ाने का समर्थन किया।

सदस्य देशों ने Global Governance of Artificial Intelligence पर BRICS Leaders’ Statement को लागू करने की प्रतिबद्धता भी जताई।

घोषणा-पत्र में फरवरी 2026 में भारत द्वारा आयोजित AI Impact Summit की सफलता का उल्लेख करते हुए कहा गया कि यह साझा प्राथमिकताओं पर अंतरराष्ट्रीय सहयोग को मजबूत करने में योगदान दे सकता है।

Big Cats संरक्षण के लिए भारत की पहल का स्वागत

BRICS ने पर्यावरण और जैव विविधता के क्षेत्र में भारत की पहल का भी स्वागत किया। समूह ने International Big Cats Alliance स्थापित करने के भारत के प्रयास की सराहना की और सदस्य देशों से बड़ी बिल्ली प्रजातियों के संरक्षण में मिलकर काम करने का आग्रह किया।

घोषणा में दुर्लभ प्रजातियों के संरक्षण के प्रयासों और बड़ी बिल्ली प्रजातियों की संवेदनशील स्थिति का उल्लेख किया गया।

कुल मिलाकर, New Delhi Declaration BRICS के एजेंडे के व्यापक दायरे को सामने रखता है।

फिलिस्तीन और आतंकवाद जैसे भू-राजनीतिक मुद्दों से लेकर व्यापार नियमों, वित्तीय संपर्क, AI शासन, जलवायु कार्रवाई और वन्यजीव संरक्षण तक, घोषणा-पत्र में समूह के भीतर सहयोग के कई क्षेत्रों को एक साथ समाहित किया गया है।
