Assam Flood Crisis Deepens: Army Joins Rescue Operations, Rail and Road Connectivity Severely Hit

Guwahati: The flood situation in Assam worsened significantly on Monday after four consecutive days of relentless rainfall, prompting the deployment of the Army for rescue operations while the Indian Air Force (IAF) and central forces remained on standby for emergency assistance.

Chief Minister Himanta Biswa Sarma said the state government sought assistance from the Army and the Indian Air Force as the flood situation in Sivasagar, Charaideo and Jorhat continued to deteriorate.

He directed cabinet ministers to immediately visit the affected districts to oversee rescue operations and ensure timely distribution of relief materials.

With several rivers flowing above the danger mark and fresh rain forecast across the state, authorities have intensified rescue and relief measures.

According to the India Meteorological Department (IMD), thunderstorms accompanied by widespread rainfall are likely to continue across most parts of Assam.

Heavy showers have been forecast for Golaghat, Sivasagar, Charaideo, Dibrugarh and Tinsukia, although weather officials expect the intensity of rainfall to ease from Wednesday.

Meanwhile, low to moderate flood alerts have been issued for Sivasagar, Charaideo, Jorhat, Golaghat, Chirang, Dibrugarh and Tinsukia.

The Assam State Disaster Management Authority (ASDMA) said floodwaters have inundated 580 villages, affecting vast stretches of agricultural land.

More than 10,362 hectares of standing crops remain submerged across Biswanath, Cachar, Charaideo, Dhemaji, Dibrugarh, Golaghat, Jorhat, Karbi Anglong, Lakhimpur, Sivasagar, Tinsukia and Udalguri, causing extensive losses to farmers.

Among the worst-affected districts are Charaideo, Sivasagar, Jorhat and Golaghat, where swollen rivers have breached embankments, submerged major highways and disrupted crucial railway connectivity.

Reiterating the government’s commitment to providing immediate assistance, CM Sarma said the administration was closely monitoring the evolving situation.

ASDMA reported that the Jhanji River breached an embankment near Nora Konwar Bailung, inundating nearby villages and washing away several houses.

In Amguri, floodwaters entered markets, schools and the temporary civil hospital, severely disrupting emergency services.

The crisis further intensified in Teok, where nearly 12 kilometres of the four-lane highway connecting Jorhat and Jhanji went under water.

In Nazira, the overflowing Dikhow River washed away nearly a kilometre of roadway and damaged the railway line linking Dibrugarh and Tinsukia. Rising water from the Kaliyoni River also entered parts of the Numaligarh Refinery in Golaghat district.

Urban flooding added to residents’ woes in Guwahati, where localities including Zoo Tiniali, Hatigaon, Panjabari, Beltola Tiniali, Anil Nagar and Nabin Nagar remained submerged. ASDMA said high-capacity dewatering pumps had been deployed to remove accumulated water from the affected neighbourhoods.

Rainfall figures reflected the severity of the weather system. Sonari in Charaideo recorded 197.5 mm of rainfall between July 18 and July 20, while Kukurmara-Mirza in Kamrup received 165.5 mm. Bokakhat in Golaghat recorded 130.5 mm, followed by Guwahati (124.5 mm) and Mariyani in Jorhat (122 mm).

The Central Water Commission (CWC) reported that the Brahmaputra, Burhidihing, Dikhow, Disang and Dhansiri rivers were flowing above the danger level.

Heavy rainfall in neighbouring Mizoram further aggravated the flood situation in Cachar and Sribhumi by increasing river water levels downstream.

Floodwaters also dealt a major blow to railway operations across Upper Assam. Tracks were damaged at multiple locations, while a section of the railway line between Mariani and Simaluguri remained submerged, disrupting train movement across the region.

The Northeast Frontier Railway (NFR) said several long-distance trains had been diverted due to the damage. Help desks have been established at affected stations, while food, drinking water and ticket refund facilities are being provided to stranded passengers.

Authorities also arranged buses and other vehicles at Namtiali to transport travellers to Sibsagar Town railway station, from where a special train is operating to Dibrugarh and New Tinsukia.

Railway officials said 217 passengers who disembarked from the Vivek Express at Selenghat were shifted to Mariani by road.

Similar arrangements were made for 570 passengers of the Kamrup Express and 490 passengers travelling on the Amritsar–Tinsukia Express after they got off at Mariani station.

Several important train services, including the Howrah–Dibrugarh Kamrup Express, Amritsar–New Tinsukia Express and New Delhi–Dibrugarh Rajdhani Express, have been short-terminated due to the prevailing conditions.

Passenger and intercity services, including the Ledo–Guwahati Intercity Express, have also been cancelled until further notice.

गुवाहाटी: लगातार चार दिनों से हो रही मूसलाधार बारिश के बाद सोमवार को असम में बाढ़ की स्थिति और गंभीर हो गई। हालात बिगड़ने पर राहत एवं बचाव कार्यों के लिए भारतीय सेना को मैदान में उतारा गया है, जबकि भारतीय वायुसेना (आईएएफ) और केंद्रीय बलों को आवश्यकता पड़ने पर तत्काल सहायता के लिए तैयार रखा गया है।

कई नदियां खतरे के निशान से ऊपर बह रही हैं और मौसम विभाग ने राज्य के अधिकांश हिस्सों में फिलहाल बारिश जारी रहने की चेतावनी दी है।

मुख्यमंत्री ने कहा कि राज्य सरकार बाढ़ प्रभावित लोगों तक शीघ्र राहत पहुंचाने के लिए पूरी तरह प्रतिबद्ध है और स्थिति पर लगातार नजर रखी जा रही है।

एएसडीएमए के मुताबिक झांझी नदी ने नोरा कोंवर बैलुंग के पास तटबंध तोड़ दिया, जिससे आसपास के गांव जलमग्न हो गए और कई मकान बह गए।

वहीं अमगुड़ी में बाढ़ का पानी बाजारों, स्कूलों और अस्थायी सिविल अस्पताल तक पहुंच गया, जिससे आपातकालीन सेवाएं प्रभावित हुई हैं।

भारत मौसम विज्ञान विभाग (आईएमडी) के अनुसार, सोमवार को असम के अधिकांश जिलों में गरज-चमक के साथ वर्षा होने की संभावना है।

गोलाघाट, शिवसागर, चराइदेव, डिब्रूगढ़ और तिनसुकिया में भारी बारिश का अनुमान जताया गया है। हालांकि मौसम वैज्ञानिकों का कहना है कि बुधवार से वर्षा की तीव्रता में कमी आने की संभावना है।

इस बीच शिवसागर, चराइदेव, जोरहाट, गोलाघाट, चिरांग, डिब्रूगढ़ और तिनसुकिया के लिए निम्न से मध्यम स्तर की बाढ़ चेतावनी जारी की गई है।

असम राज्य आपदा प्रबंधन प्राधिकरण (एएसडीएमए) के अनुसार, बाढ़ का पानी 580 गांवों में फैल चुका है और 10,362 हेक्टेयर से अधिक कृषि भूमि जलमग्न हो गई है।

बिश्वनाथ, कछार, चराइदेव, धेमाजी, डिब्रूगढ़, गोलाघाट, जोरहाट, कार्बी आंगलोंग, लखीमपुर, शिवसागर, तिनसुकिया और उदालगुड़ी जिलों में किसानों की फसलें बाढ़ की चपेट में हैं।

सबसे अधिक प्रभावित जिलों में चराइदेव, शिवसागर, जोरहाट और गोलाघाट शामिल हैं। उफनती नदियों ने कई तटबंध तोड़ दिए हैं, राष्ट्रीय एवं राज्य राजमार्ग जलमग्न हो गए हैं और महत्वपूर्ण रेल संपर्क बाधित हो गया है।

मुख्यमंत्री हिमंत बिस्व सरमा ने कहा कि शिवसागर, चराइदेव और जोरहाट में लगातार बिगड़ती स्थिति को देखते हुए राज्य सरकार ने सेना और भारतीय वायुसेना से सहायता मांगी है। उन्होंने मंत्रियों को तत्काल प्रभावित क्षेत्रों में पहुंचकर राहत वितरण और बचाव कार्यों की निगरानी करने के निर्देश दिए।

टियोक क्षेत्र में जोरहाट-झांझी के बीच लगभग 12 किलोमीटर लंबा फोरलेन राजमार्ग पानी में डूब गया। दूसरी ओर नाजिरा में उफनती दिखौ नदी करीब एक किलोमीटर सड़क बहा ले गई और डिब्रूगढ़-तिनसुकिया रेलमार्ग को भी नुकसान पहुंचा।

गोलाघाट जिले में कालियोनी नदी का बढ़ता जलस्तर नुमालीगढ़ रिफाइनरी के कुछ हिस्सों तक पहुंच गया।

राजधानी गुवाहाटी भी जलभराव से अछूती नहीं रही। जू टिनियाली, हाटीगांव, पंजाबाड़ी, बेलटोला टिनियाली, अनिल नगर और नवीन नगर समेत कई इलाकों में पानी भर गया। स्थिति को नियंत्रित करने के लिए एएसडीएमए ने उच्च क्षमता वाले डी-वॉटरिंग पंप लगाए हैं।

बारिश के आंकड़े भी हालात की गंभीरता को दर्शाते हैं। 18 से 20 जुलाई के बीच चराइदेव के सोनारी में 197.5 मिमी वर्षा दर्ज की गई।

इसके बाद कामरूप के कुकुरमारा-मिर्जा में 165.5 मिमी, गोलाघाट के बोकाखाट में 130.5 मिमी, गुवाहाटी में 124.5 मिमी तथा जोरहाट के मरियानी में 122 मिमी बारिश रिकॉर्ड की गई।

केंद्रीय जल आयोग (सीडब्ल्यूसी) ने बताया कि ब्रह्मपुत्र, बुढ़ीदिहिंग, दिखौ, दिसांग और धानसिरी नदियां खतरे के निशान से ऊपर बह रही हैं। पड़ोसी राज्य मिजोरम में हुई भारी वर्षा के कारण कछार और श्रीभूमि जिलों में भी नदियों का जलस्तर तेजी से बढ़ गया है।

बाढ़ का असर रेलवे सेवाओं पर भी व्यापक रूप से पड़ा है। ऊपरी असम में कई स्थानों पर रेल पटरियां क्षतिग्रस्त हो गई हैं, जबकि मरियानी और सिमालुगुड़ी के बीच रेलवे ट्रैक का एक हिस्सा जलमग्न हो गया है, जिससे ट्रेन संचालन प्रभावित हुआ है।

पूर्वोत्तर सीमांत रेलवे (एनएफआर) ने बताया कि कई लंबी दूरी की ट्रेनों का मार्ग बदलना पड़ा है। प्रभावित स्टेशनों पर सहायता केंद्र स्थापित किए गए हैं तथा यात्रियों के लिए भोजन, पेयजल और टिकट वापसी की व्यवस्था की गई है।

नामटियाली से यात्रियों को बसों और अन्य वाहनों के जरिए शिवसागर टाउन रेलवे स्टेशन पहुंचाया जा रहा है, जहां से डिब्रूगढ़ और न्यू तिनसुकिया के लिए विशेष ट्रेन चलाई जा रही है।

रेलवे अधिकारियों के अनुसार सेलेंघाट में विवेक एक्सप्रेस से उतरे 217 यात्रियों को सड़क मार्ग से मरियानी पहुंचाया गया। इसी प्रकार कामरूप एक्सप्रेस के 570 तथा अमृतसर-तिनसुकिया एक्सप्रेस के 490 यात्रियों के लिए भी विशेष वैकल्पिक यात्रा व्यवस्था की गई है।

बाढ़ के कारण हावड़ा-डिब्रूगढ़ कामरूप एक्सप्रेस, अमृतसर-न्यू तिनसुकिया एक्सप्रेस और नई दिल्ली-डिब्रूगढ़ राजधानी एक्सप्रेस सहित कई महत्वपूर्ण ट्रेनों को बीच मार्ग में ही समाप्त करना पड़ा है।

वहीं लेडो-गुवाहाटी इंटरसिटी एक्सप्रेस समेत कई यात्री और इंटरसिटी सेवाएं अगले आदेश तक रद्द कर दी गई हैं।
