Heavy Security Around Parliament as Cockroach Janta Party Protest Intensifies During Monsoon Session
New Delhi: Extraordinary security arrangements were put in place around the Parliament complex on Monday as thousands of supporters of the Cockroach Janta Party (CJP) continued their protest in the heart of the national capital during the opening day of Parliament’s Monsoon Session.
Security personnel were seen reinforcing the massive iron gates of Parliament while demonstrators gathered a few kilometres away at Jantar Mantar.
Authorities implemented a multi-layered security plan after the organisation announced its intention to march towards Parliament.
The measures were aimed at preventing protesters from entering the high-security zone surrounding the legislature.
Shortly after addressing the media on the first day of the session, Prime Minister Narendra Modi left the Parliament premises amid heightened security.
The Cockroach Janta Party, which began as a satirical initiative before evolving into a larger public movement, was founded by Boston University graduate Abhijeet Dipke in May.
The outfit emerged after remarks by Chief Justice of India Surya Kant, in which certain sections of youth were referred to as “cockroaches.”
Although the Chief Justice later clarified the context of the statement, the organisation rapidly gained traction on social media and attracted considerable support, particularly among young people.
Tension escalated on Monday when demonstrators and security personnel confronted each other during the ongoing protest against alleged irregularities in major national examinations.
As groups of protesters attempted to move towards the Parliament area, law enforcement personnel sought to stop their advance.
According to reports, police used tear gas shells and resorted to baton charges as sections of the crowd continued marching from Connaught Place towards Jantar Mantar and the Parliament complex.
Protesters eventually reached the Raisina Road area near the Reserve Bank of India, where security forces maintained barricades to prevent further movement.
Large deployments of Delhi Police and paramilitary personnel were also stationed around Shastri Bhawan and other sensitive locations in central Delhi.
Officials worked to disperse crowds gathering in restricted zones while maintaining tight security around government establishments.
Mobile internet services were reportedly suspended in parts of central Delhi, with several users claiming they received notifications stating that the restrictions had been imposed on government instructions.
The CJP shared videos on social media alleging that tear gas had been fired at peaceful protesters.
In a post on X, the organisation questioned the use of force and asked why chemical crowd-control measures were being employed against demonstrators participating in what it described as a peaceful march.
In another post, the organisation claimed that visuals from the Parliament complex showed security personnel assuming what it described as “firing positions.”
Through the message, CJP appealed to authorities not to use force against protesting students and demanded greater accountability over issues relating to alleged examination irregularities and student welfare.
Amid the rapidly evolving situation, senior members of the Union government initiated discussions to assess developments.
Union Home Minister Amit Shah held consultations with Commerce Minister Piyush Goyal and Education Minister Dharmendra Pradhan. BJP national president Nitin Nabin also attended the meeting for some time before leaving.
Efforts were simultaneously made to open channels of communication with the protesters.
Representatives of the organisation, including Saurav Das and Ashutosh Ranka, met Union Minister J.P. Nadda for talks, while founder Abhijeet Dipke and other demonstrators temporarily suspended their march pending the outcome of the discussions.
Light rain greeted the capital on Monday morning, marking the 23rd day of the CJP agitation.
As the day progressed, the number of participants reportedly crossed 12,000, prompting Delhi Police to seek additional manpower.
Officials responsible for Parliament security acknowledged that the scale of the mobilisation had exceeded initial estimates.
With mobile internet restrictions in place and riot-control units deployed across central Delhi, clashes between protesters and security personnel reportedly left several people injured.
Authorities continued monitoring the situation closely as security remained on high alert throughout the Parliament area.

नई दिल्ली: संसद के मानसून सत्र के पहले दिन सोमवार को राजधानी के उच्च सुरक्षा क्षेत्र में सुरक्षा व्यवस्था अभूतपूर्व रूप से कड़ी कर दी गई।
कॉकरोच जनता पार्टी (सीजेपी) के हजारों समर्थकों के प्रदर्शन को देखते हुए संसद परिसर के विशाल लोहे के मुख्य द्वारों को अतिरिक्त सुरक्षा घेरे में ले लिया गया। प्रदर्शनकारी कुछ किलोमीटर दूर जंतर-मंतर पर एकत्र होकर संसद की ओर मार्च की तैयारी कर रहे थे।
प्रदर्शनकारियों के संसद की ओर कूच के ऐलान के बाद सुरक्षा एजेंसियों ने बहुस्तरीय सुरक्षा व्यवस्था लागू कर दी। उद्देश्य यह था कि किसी भी प्रदर्शनकारी को संसद के संरक्षित क्षेत्र में प्रवेश न करने दिया जाए।
संसद के मानसून सत्र के पहले दिन मीडिया को संबोधित करने के बाद प्रधानमंत्री नरेंद्र मोदी भी कड़ी सुरक्षा के बीच संसद परिसर से रवाना हो गए।
कॉकरोच जनता पार्टी की शुरुआत मई महीने में बोस्टन विश्वविद्यालय से पढ़ाई कर चुके अभिजीत डिपके ने एक व्यंग्यात्मक मंच के रूप में की थी।
यह संगठन उस टिप्पणी के बाद चर्चा में आया जिसमें भारत के मुख्य न्यायाधीश न्यायमूर्ति सूर्यकांत ने युवाओं के एक वर्ग के संदर्भ में “कॉकरोच” शब्द का इस्तेमाल किया था।
बाद में मुख्य न्यायाधीश ने अपने बयान को स्पष्ट किया, लेकिन तब तक यह संगठन सोशल मीडिया और जमीनी स्तर पर, खासकर युवाओं के बीच, तेजी से लोकप्रिय हो चुका था।
सोमवार को देश की प्रमुख प्रतियोगी परीक्षाओं में कथित अनियमितताओं के विरोध में चल रहे आंदोलन के दौरान प्रदर्शनकारियों और सुरक्षा बलों के बीच तनाव बढ़ गया। संसद की ओर बढ़ने की कोशिश कर रहे प्रदर्शनकारियों को रोकने के लिए पुलिस ने कई स्थानों पर उन्हें रोकने का प्रयास किया।
रिपोर्टों के अनुसार, कनॉट प्लेस से जंतर-मंतर और संसद की ओर बढ़ रहे प्रदर्शनकारियों को रोकने के लिए पुलिस ने आंसू गैस के गोले छोड़े और लाठीचार्ज भी किया।
इसके बावजूद प्रदर्शनकारी आगे बढ़ते हुए रायसीना रोड स्थित भारतीय रिजर्व बैंक के निकट तक पहुंच गए, जहां भारी सुरक्षा बल पहले से तैनात थे।
शास्त्री भवन और मध्य दिल्ली के अन्य संवेदनशील इलाकों में दिल्ली पुलिस तथा अर्धसैनिक बलों की बड़ी संख्या में तैनाती की गई।
प्रतिबंधित क्षेत्रों में भीड़ को तितर-बितर करने की कार्रवाई जारी रही। इसी दौरान मध्य दिल्ली के कुछ हिस्सों में मोबाइल इंटरनेट सेवाएं भी बंद कर दी गईं। कई लोगों ने दावा किया कि उन्हें संदेश प्राप्त हुआ कि सरकारी निर्देशों के तहत इंटरनेट सेवाएं अस्थायी रूप से निलंबित की गई हैं।
सीजेपी ने सोशल मीडिया मंच एक्स पर कुछ वीडियो साझा करते हुए आरोप लगाया कि शांतिपूर्ण प्रदर्शनकारियों पर आंसू गैस का इस्तेमाल किया गया। संगठन ने सवाल उठाया कि लोकतांत्रिक तरीके से प्रदर्शन कर रहे लोगों के खिलाफ इस प्रकार की कार्रवाई क्यों की जा रही है।
एक अन्य वीडियो साझा करते हुए संगठन ने दावा किया कि संसद परिसर में सुरक्षा बलों को “फायरिंग पोजीशन” में तैनात देखा गया। पोस्ट में अपील की गई कि प्रदर्शन कर रहे युवाओं के खिलाफ किसी प्रकार की कठोर कार्रवाई न की जाए और छात्रों से जुड़े मुद्दों पर जवाबदेही सुनिश्चित की जाए।
स्थिति की गंभीरता को देखते हुए केंद्र सरकार ने भी सक्रियता दिखाई। केंद्रीय गृह मंत्री अमित शाह ने वाणिज्य मंत्री पीयूष गोयल और शिक्षा मंत्री धर्मेंद्र प्रधान के साथ बैठक कर हालात की समीक्षा की। बैठक में कुछ समय के लिए भाजपा के राष्ट्रीय अध्यक्ष नितिन नवीन भी मौजूद रहे।
उधर, सरकार और प्रदर्शनकारियों के बीच संवाद स्थापित करने की कोशिशें भी शुरू हुईं। संगठन के प्रतिनिधि सौरव दास और आशुतोष रांका ने केंद्रीय मंत्री जे.पी. नड्डा से मुलाकात की, जबकि संगठन के संस्थापक अभिजीत डिपके और अन्य प्रदर्शनकारियों ने वार्ता के नतीजे का इंतजार करते हुए फिलहाल अपना मार्च रोक दिया।
राजधानी में सोमवार सुबह हल्की बारिश के बीच आंदोलन का 23वां दिन शुरू हुआ। कुछ ही घंटों में प्रदर्शनकारियों की संख्या बढ़कर 12,000 से अधिक बताई गई, जिसके बाद दिल्ली पुलिस को अतिरिक्त बल बुलाना पड़ा।
संसद की सुरक्षा में तैनात अधिकारियों ने भी माना कि प्रदर्शन का आकार उनकी प्रारंभिक अपेक्षाओं से कहीं बड़ा था।
मध्य दिल्ली में इंटरनेट सेवाओं पर प्रतिबंध, बड़ी संख्या में दंगा नियंत्रण बलों की तैनाती और प्रदर्शनकारियों के साथ हुई झड़पों के बीच कई लोगों तथा सुरक्षा कर्मियों के घायल होने की खबरें सामने आईं। पूरे दिन संसद परिसर और आसपास के इलाकों में सुरक्षा एजेंसियां हाई अलर्ट पर रहीं।
