Assam Flood Crisis Persists Despite Receding Waters; Death Toll Climbs to 78, Over Three Lakh Still Affected
Although floodwaters have begun retreating in several parts of Assam, the disaster continues to cast a long shadow over the state.
The number of lives lost has risen to 78, while more than three lakh people remain affected by the deluge, highlighting that the humanitarian crisis is far from over.
Fresh concern has emerged after the India Meteorological Department predicted heavy rainfall at isolated locations across Assam, Arunachal Pradesh and Nagaland until August 1.
The forecast has raised fears that river levels could rise again, potentially reversing the gradual improvement witnessed in some flood-hit regions.
Among the worst-affected areas are Kamrup (Metro), Nagaon, Sonitpur, Golaghat, Jorhat, Sivasagar and Charaideo, where thousands of families continue to struggle with inundated homes, damaged infrastructure and disrupted livelihoods.
Large-scale rescue and relief efforts remain underway across the state under Operation Rahat.
Personnel from the National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), district administration, local agencies and the Indian Army’s Spear Corps are working jointly to evacuate stranded residents and deliver essential assistance.
Since the launch of the operation, security forces have rescued more than 1,000 people from flood-ravaged areas.
Relief teams have also distributed around 19 tonnes of food grains, over 30,500 food packets and more than 43,000 litres of drinking water besides extending medical assistance and supplying other essential materials to affected communities.
Dramatic visuals of rescue operations from several districts have surfaced on social media, reflecting the scale of the humanitarian response and the difficult conditions faced by both rescuers and flood victims.
The latest bulletin issued by the Assam State Disaster Management Authority (ASDMA) has warned that several districts of Arunachal Pradesh—including East Siang, Lohit, Namsai, Longding, Lower Subansiri and Lower Dibang Valley—may receive between 6 cm and 11 cm of rainfall each day over the coming days.
Authorities are particularly concerned about Papumpare district in Arunachal Pradesh, where rainfall between 12 cm and 20 cm has been forecast.
As the district shares a boundary with Assam, heavy precipitation there could aggravate flooding downstream, increase waterlogging, trigger flash floods, slow vehicular movement and heighten the risk of landslides in vulnerable locations.
Reaffirming the government’s commitment to rehabilitation, Assam Chief Minister Himanta Biswa Sarma said every damaged road, bridge and public facility would be rebuilt with greater resilience to withstand future disasters.
He assured flood-affected families that no one would be left without government support during the recovery process.
In a parallel relief measure, the state government has announced the resumption of payments under the Orunodoi welfare scheme from August 1.
Beneficiaries in the flood-affected districts of Sivasagar, Charaideo, Jorhat and Golaghat will receive ₹2,500 this month to assist in rehabilitation.
The women-centric welfare programme had remained suspended during the election period earlier this year.
Officials of the ASDMA said the absence of rainfall across most flood-hit areas of Upper Assam has helped water levels decline steadily, allowing submerged villages to slowly emerge and providing much-needed relief to residents who had remained marooned for days.
According to the disaster management authority’s latest flood bulletin, three more deaths were reported during the past 24 hours—two in Sivasagar district and one in Golaghat—taking this year’s flood-related death toll in Assam to 78.
The bulletin further stated that 3,00,031 people continue to be affected across the state.
Charaideo remains the hardest-hit district with 1,37,561 affected residents, followed by Sivasagar with 84,600 and Jorhat with 49,911 people facing the impact of the floods.
Relief operations continue on a large scale, with more than 16,500 displaced residents currently accommodated in 71 relief camps.
Another 30 relief distribution centres are supplying food, drinking water and other essentials to over 72,000 people.
On Wednesday, Union Home Minister Amit Shah reviewed the evolving situation during a telephonic conversation with Chief Minister Himanta Biswa Sarma.
The Chief Minister informed him that while floodwaters had receded in many locations, numerous families were still unable to return because their homes had either suffered extensive damage or remained filled with mud and silt.
The interaction marked the second discussion between the two leaders within a week.
During the conversation, the Union Home Minister assured the Assam government of the Centre’s full assistance for relief, rehabilitation and infrastructure restoration.
Rescue teams, medical personnel, veterinary experts and multiple government agencies continue to remain deployed across the affected districts, working to restore normalcy and extend assistance to both people and livestock impacted by the disaster.
The floods have also inflicted severe damage on agriculture and animal husbandry. Official estimates indicate that more than 21,523 hectares of farmland remain submerged.
Over 11,000 animals have been swept away, while another 17,000 livestock have suffered varying degrees of impact due to the prolonged flooding.

इस वर्ष बाढ़ से जान गंवाने वालों की संख्या बढ़कर 78 हो गई है, जबकि तीन लाख से अधिक लोग अब भी इसकी चपेट में हैं। हालात में आंशिक सुधार के बावजूद राहत और पुनर्वास की चुनौती लगातार बनी हुई है।
मौसम विभाग की नई चेतावनी ने प्रशासन की चिंता फिर बढ़ा दी है। भारत मौसम विज्ञान विभाग ने 1 अगस्त तक असम, अरुणाचल प्रदेश और नागालैंड के अलग-अलग इलाकों में भारी वर्षा की संभावना जताई है।
आशंका है कि नए सिरे से होने वाली बारिश से नदियों का जलस्तर फिर बढ़ सकता है और प्रभावित क्षेत्रों में हालात दोबारा बिगड़ सकते हैं।
कामरूप (मेट्रो), नगांव, सोनितपुर, गोलाघाट, जोरहाट, शिवसागर और चराइदेव जिले सबसे अधिक प्रभावित बने हुए हैं।
इन इलाकों में हजारों परिवार अब भी जलभराव, क्षतिग्रस्त मकानों और बुनियादी सुविधाओं के अभाव से जूझ रहे हैं।
पूरे राज्य में ऑपरेशन राहत के तहत बचाव और राहत अभियान लगातार जारी है। राष्ट्रीय आपदा मोचन बल (एनडीआरएफ), राज्य आपदा मोचन बल (एसडीआरएफ), जिला प्रशासन, स्थानीय एजेंसियां और भारतीय सेना की स्पीयर कोर संयुक्त रूप से फंसे लोगों को सुरक्षित स्थानों तक पहुंचाने और राहत सामग्री उपलब्ध कराने में जुटी हैं।
अभियान शुरू होने के बाद अब तक एक हजार से अधिक लोगों को सुरक्षित निकाला जा चुका है। राहत दलों ने लगभग 19 टन खाद्यान्न, 30,500 से अधिक खाद्य पैकेट तथा 43,000 लीटर से अधिक पेयजल वितरित किया है।
इसके अलावा चिकित्सा सहायता और अन्य आवश्यक वस्तुएं भी प्रभावित परिवारों तक पहुंचाई जा रही हैं।
राज्य के विभिन्न जिलों से सामने आ रही बचाव कार्यों की तस्वीरें और वीडियो आपदा की गंभीरता और राहत दलों के अथक प्रयासों को स्पष्ट रूप से दर्शा रहे हैं।
असम राज्य आपदा प्रबंधन प्राधिकरण (एएसडीएमए) ने अपने ताजा बुलेटिन में चेतावनी दी है कि अरुणाचल प्रदेश के ईस्ट सियांग, लोहित, नामसाई, लोंगडिंग, लोअर सुबनसिरी और लोअर दिबांग घाटी जिलों में प्रतिदिन 6 से 11 सेंटीमीटर तक वर्षा हो सकती है।
प्राधिकरण ने विशेष रूप से अरुणाचल प्रदेश के पापुमपारे जिले को लेकर चिंता जताई है, जहां 12 से 20 सेंटीमीटर तक बारिश होने का अनुमान है।
चूंकि यह जिला असम की सीमा से लगा हुआ है, इसलिए यहां होने वाली भारी वर्षा असम के निचले इलाकों में जलभराव, बाढ़, अचानक आने वाली बाढ़, यातायात बाधित होने और संवेदनशील क्षेत्रों में भूस्खलन का खतरा बढ़ा सकती है।
मुख्यमंत्री हिमंत बिस्व सरमा ने कहा कि बाढ़ से क्षतिग्रस्त प्रत्येक सड़क, पुल और सार्वजनिक ढांचे का पुनर्निर्माण पहले से अधिक मजबूत और भविष्य की चुनौतियों के अनुरूप किया जाएगा।
उन्होंने भरोसा दिलाया कि प्रभावित क्षेत्रों का कोई भी परिवार राहत और पुनर्वास से वंचित नहीं रहेगा।
राज्य सरकार ने राहत उपायों के तहत 1 अगस्त से ओरुनोदई योजना के भुगतान फिर शुरू करने का निर्णय लिया है।
शिवसागर, चराइदेव, जोरहाट और गोलाघाट के लाभार्थियों को इस महीने ₹2,500 की सहायता राशि दी जाएगी ताकि वे पुनर्वास कार्यों में सहयोग प्राप्त कर सकें।
महिलाओं के कल्याण से जुड़ी यह योजना चुनावों के कारण कुछ समय के लिए स्थगित कर दी गई थी।
एएसडीएमए के अधिकारियों ने बताया कि ऊपरी असम के अधिकांश प्रभावित जिलों में बारिश नहीं होने से जलस्तर लगातार घट रहा है।
इससे डूबे हुए गांवों में पानी उतरना शुरू हुआ है और कई दिनों से फंसे लोगों को कुछ राहत मिली है।
प्राधिकरण के नवीनतम बाढ़ बुलेटिन के अनुसार पिछले 24 घंटों में तीन और लोगों की मौत हुई, जिनमें दो शिवसागर तथा एक गोलाघाट जिले का निवासी था।
इसके साथ ही इस वर्ष बाढ़ से मरने वालों की संख्या बढ़कर 78 हो गई है।
बुलेटिन में बताया गया है कि राज्य में अब भी 3,00,031 लोग बाढ़ से प्रभावित हैं। चराइदेव सबसे अधिक प्रभावित जिला बना हुआ है, जहां 1,37,561 लोग प्रभावित हैं।
इसके बाद शिवसागर में 84,600 और जोरहाट में 49,911 लोग अब भी बाढ़ की मार झेल रहे हैं।
राज्य भर में राहत कार्य तेजी से जारी हैं। 71 राहत शिविरों में 16,500 से अधिक विस्थापित लोगों को आश्रय दिया गया है, जबकि 30 राहत वितरण केंद्र 72,000 से अधिक लोगों तक भोजन, पेयजल और अन्य आवश्यक सामग्री पहुंचा रहे हैं।
बुधवार को केंद्रीय गृह मंत्री अमित शाह ने मुख्यमंत्री हिमंत बिस्व सरमा से फोन पर बातचीत कर बाढ़ की स्थिति की समीक्षा की।
मुख्यमंत्री ने उन्हें बताया कि कई क्षेत्रों से पानी उतर चुका है, लेकिन बड़ी संख्या में लोग अब भी अपने घरों में नहीं लौट पाए हैं क्योंकि उनके मकान या तो क्षतिग्रस्त हो चुके हैं या उनमें अब भी कीचड़ और गाद भरी हुई है।
एक सप्ताह के भीतर दोनों नेताओं के बीच यह दूसरी बातचीत थी। केंद्रीय गृह मंत्री ने राहत, पुनर्वास और आधारभूत संरचना की बहाली के लिए केंद्र सरकार की ओर से हरसंभव सहायता का भरोसा दिलाया।
राज्य के विभिन्न प्रभावित इलाकों में बचाव दलों के साथ चिकित्सा और पशु चिकित्सा टीमें भी लगातार सक्रिय हैं। प्रशासन सामान्य जनजीवन बहाल करने के साथ-साथ प्रभावित लोगों और पशुधन को हरसंभव सहायता उपलब्ध कराने में जुटा हुआ है।
बाढ़ का सबसे अधिक असर कृषि और पशुपालन पर पड़ा है। आधिकारिक आंकड़ों के अनुसार 21,523 हेक्टेयर से अधिक कृषि भूमि अब भी जलमग्न है। 11,000 से अधिक पशु बाढ़ में बह गए हैं, जबकि करीब 17,000 अन्य पशुधन इस प्राकृतिक आपदा से प्रभावित हुए हैं।
