Opposition Reworks Parliament Strategy, Ram Temple Donation Row Set to Take Centre Stage After Exam Bill Passage
Parliamentary equations are set for a fresh turn after the Lok Sabha approved the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026, with Opposition parties now preparing to shift their offensive towards the alleged irregularities in donations at the Ram Temple in Ayodhya.
Even as that issue gathers momentum, the Congress has decided to continue pressing the government over the police action against students during the July 20 protests, demanding accountability from Union Home Minister Amit Shah.
Political consultations among INDIA bloc constituents indicate that the Samajwadi Party wants the Ayodhya temple donation issue to dominate the next phase of the Opposition’s campaign inside Parliament.
The Congress, however, is equally keen to sustain the debate over the alleged excesses during the student protests.
Leaders from both parties are understood to be working towards a coordinated strategy so that the alliance speaks in one voice on priority issues.
Congress leaders believe Wednesday’s proceedings in the Lok Sabha helped sharpen the Opposition’s attack on the government over the handling of the student demonstrations.
The party now plans to carry that campaign forward during Thursday’s business, arguing that the issue remains unresolved.
A senior Congress leader said the Leader of the Opposition attempted to hold the Home Minister answerable during the debate but was unable to complete his intervention.
According to the leader, the matter cannot be allowed to fade without a detailed response from the government.
The Congress leadership, however, has indicated that the final parliamentary roadmap will be settled only after consultations with alliance partners.
A strategy meeting scheduled before the House convenes is expected to decide the order in which issues will be raised and the emphasis each will receive.
Within the party, there is a view that continuing to highlight the police response to the student protests carries political significance.
Several leaders believe sustained demands for accountability could keep public attention focused on the government’s handling of the demonstrations.
One Congress MP said Rahul Gandhi’s demand for answers from the Home Minister over the alleged police action, including claims relating to the reported use of pellet guns, has found broad support across the Opposition benches.
According to the MP, more than 100 MPs, including members of smaller allies such as the IUML and the RSP, favour pursuing the issue vigorously.
Sources said a meeting held on Wednesday morning in the chamber of Rajya Sabha Leader of the Opposition Mallikarjun Kharge was attended by representatives of the Congress, the Samajwadi Party, the Trinamool Congress and other Opposition parties.
During the discussions, participants are learnt to have agreed that the Ram Temple donation issue should now receive greater prominence, particularly with the Uttar Pradesh Assembly elections approaching next year.
According to sources, the Samajwadi Party has been urging its allies for several days to move beyond the paper leak debate and focus on the Ayodhya controversy.
The party is understood to have waited for the appropriate political moment before pressing the matter more forcefully.
A participant in the meeting said the Congress acknowledged the Samajwadi Party’s position and agreed that the issue had acquired sufficient political significance to become a major focus of the Opposition’s campaign during the ongoing session.
A Samajwadi Party source said there is broad agreement among alliance partners to raise the alleged Ram Temple donation issue in the Lok Sabha.
While the finer details of the parliamentary strategy will be finalised before proceedings begin, the source maintained that the Opposition remains united on the matter.
As the Lok Sabha is expected to witness fresh demands for a discussion on the Ayodhya issue, the Rajya Sabha is scheduled to take up the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026, for consideration.

लोकसभा से लोक परीक्षा (अनुचित साधनों की रोकथाम) संशोधन विधेयक, 2026 पारित होने के बाद विपक्ष ने संसद के भीतर अपनी राजनीतिक रणनीति का अगला चरण तय करना शुरू कर दिया है।
सूत्रों के अनुसार अब विपक्ष अयोध्या स्थित राम मंदिर में कथित दान अनियमितताओं के मुद्दे को प्रमुखता से उठाने की तैयारी में है। इसके समानांतर कांग्रेस 20 जुलाई को छात्र प्रदर्शन के दौरान हुई पुलिस कार्रवाई को लेकर केंद्रीय गृह मंत्री अमित शाह से जवाबदेही की मांग जारी रखने के पक्ष में है।
इंडिया गठबंधन के भीतर चल रही बैठकों से संकेत मिले हैं कि समाजवादी पार्टी चाहती है कि संसद के आगामी दौर में राम मंदिर से जुड़ा मुद्दा विपक्ष के अभियान का मुख्य आधार बने।
दूसरी ओर कांग्रेस का मानना है कि छात्रों के खिलाफ कथित पुलिस कार्रवाई पर सरकार को लगातार घेरना भी उतना ही महत्वपूर्ण है। दोनों दलों के नेता साझा रणनीति तैयार करने में जुटे हैं ताकि संसद में विपक्ष एकजुट होकर मुद्दे उठाए।
कांग्रेस का आकलन है कि बुधवार को लोकसभा की कार्यवाही के दौरान छात्र आंदोलन के मुद्दे पर सरकार पर प्रभावी दबाव बनाया गया। पार्टी नेतृत्व का मानना है कि इस बहस को यहीं समाप्त नहीं होने दिया जाना चाहिए और गुरुवार को भी इसे पूरी ताकत के साथ आगे बढ़ाया जाएगा।
पार्टी के एक वरिष्ठ नेता के अनुसार नेता प्रतिपक्ष ने बहस के दौरान गृह मंत्री से जवाबदेही तय करने का प्रयास किया, लेकिन उन्हें अपनी बात पूरी रखने का अवसर नहीं मिल सका। उनका कहना है कि जब तक सरकार इस मुद्दे पर विस्तृत जवाब नहीं देती, तब तक विपक्ष इसे छोड़ने वाला नहीं है।
हालांकि कांग्रेस ने स्पष्ट किया है कि अंतिम रणनीति सहयोगी दलों के साथ विचार-विमर्श के बाद ही तय होगी।
संसद की कार्यवाही शुरू होने से पहले होने वाली बैठक में यह निर्णय लिया जाएगा कि किन मुद्दों को किस क्रम में और कितनी प्राथमिकता के साथ सदन में उठाया जाए।
पार्टी के भीतर कई नेताओं का मानना है कि छात्र आंदोलन के दौरान कथित पुलिस कार्रवाई का मुद्दा राजनीतिक रूप से अभी भी प्रभावी है।
उनका विश्वास है कि लगातार जवाबदेही की मांग उठाने से सरकार पर दबाव बना रहेगा और यह विषय सार्वजनिक चर्चा के केंद्र में बना रहेगा।
कांग्रेस के एक सांसद ने कहा कि राहुल गांधी द्वारा गृह मंत्री से कथित पुलिस कार्रवाई, जिसमें पैलेट गन के इस्तेमाल के आरोप भी शामिल हैं, पर जवाब मांगने की पहल को विपक्ष के अधिकांश दलों का समर्थन मिला है।
उनके अनुसार कांग्रेस के अलावा आईयूएमएल, आरएसपी और अन्य सहयोगी दलों सहित सौ से अधिक सांसद इस मुद्दे को लगातार उठाने के पक्षधर हैं।
बुधवार सुबह राज्यसभा में नेता प्रतिपक्ष मल्लिकार्जुन खड़गे के कक्ष में हुई बैठक में कांग्रेस, समाजवादी पार्टी, तृणमूल कांग्रेस तथा अन्य विपक्षी दलों के नेताओं ने आगामी उत्तर प्रदेश विधानसभा चुनावों को ध्यान में रखते हुए राम मंदिर दान विवाद को अधिक प्रमुखता से उठाने पर चर्चा की।
सूत्रों के अनुसार इस दिशा में व्यापक सहमति बनी।
सूत्रों का कहना है कि समाजवादी पार्टी पिछले कई दिनों से अपने सहयोगी दलों से परीक्षा प्रश्नपत्र लीक के मुद्दे से आगे बढ़कर अयोध्या के विवाद को प्राथमिकता देने का आग्रह कर रही थी।
पार्टी नेतृत्व का मानना था कि यह विषय राजनीतिक और जनभावनात्मक दोनों दृष्टियों से महत्वपूर्ण है।
बैठक में मौजूद एक सूत्र के अनुसार कांग्रेस ने समाजवादी पार्टी के आग्रह को स्वीकार करते हुए माना कि अब विपक्ष के साझा अभियान में राम मंदिर से जुड़े कथित दान विवाद को प्रमुख स्थान दिया जाना चाहिए।
समाजवादी पार्टी के एक वरिष्ठ सूत्र ने बताया कि गुरुवार को लोकसभा में इस मुद्दे को उठाने पर अधिकांश सहयोगी दल सहमत हैं।
हालांकि अंतिम रणनीति संसदीय दलों की बैठक के बाद तय होगी, लेकिन विपक्ष इस विषय पर एकजुट दिखाई दे रहा है।
