Parliament Sees Fresh Face-Off Over Exam Leak Bill as Kharge Targets Amit Shah; Rajya Sabha Takes Up Tougher Law

A fresh political confrontation unfolded in Parliament on Thursday as Congress president and Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge questioned the police action against students who protested in Delhi on July 20.

Holding Union Home Minister Amit Shah politically responsible for law and order in the national capital, Kharge asked who authorised the use of tear gas and police force against the demonstrators.

He said the Home Minister should answer the allegations and added that if he was unable to do so, he should resign or be removed by the Prime Minister.

Kharge also contended that the amended examination law lacked adequate safeguards to prevent question paper leaks and alleged that it had been brought mainly in response to public anger following the NEET paper leak controversy.

Proceedings in the Rajya Sabha later moved to legislative business as Union Minister Jitendra Singh introduced the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 for consideration and passage after the House reassembled for the second time.

Reaffirming the government’s stated policy of “zero tolerance” towards examination fraud, Singh said the legislation is intended to reinforce the legal framework against organised paper leak networks.

The Bill proposes mandatory time-bound investigations, expedited trials and enhanced punishment, including imprisonment of up to ten years and fines extending to ₹10 crore for those involved in organised examination fraud.

The measure had already secured approval in the Lok Sabha a day earlier. Meanwhile, the Lok Sabha was adjourned for the second time until 3 pm.

Apart from the examination law, the Lok Sabha’s legislative agenda on the ninth day of the Monsoon Session included the Supreme Court (Number of Judges) Amendment Bill, 2026.

The proposed legislation, to be moved by Law and Justice Minister Arjun Ram Meghwal, seeks to raise the sanctioned strength of the Supreme Court from 34 to 38 judges.

Under the existing law, the court can have a maximum of 33 judges in addition to the Chief Justice of India.

The proposal had received the Union Cabinet’s approval in May.

The Rajya Sabha is also scheduled to take up the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, which aims to improve payment mechanisms, simplify regulatory compliance and accelerate the resolution of disputes involving MSMEs.

The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, cleared the Lok Sabha on Wednesday through a voice vote after an often-heated two-day debate.

The proceedings were marked by repeated interruptions and several adjournments as Opposition parties criticised the government’s handling of the student protests and alleged excessive police action during the July 20 demonstrations.

The exchanges triggered sharp protests from Treasury Bench members, leading to noisy scenes in the House.

During the debate, one expression used by Leader of the Opposition Rahul Gandhi was subsequently removed from the official parliamentary record in accordance with House procedure.

Following the Bill’s passage, the government welcomed its approval, saying the legislation would strengthen the fight against examination malpractice.

परीक्षा पेपर लीक विधेयक पर संसद में फिर टकराव, खड़गे ने अमित शाह से मांगा जवाब; राज्यसभा में सख्त कानून पर चर्चा

मानसून सत्र के दौरान गुरुवार को संसद में परीक्षा पेपर लीक कानून और छात्र आंदोलन को लेकर सत्ता पक्ष और विपक्ष के बीच टकराव और तेज हो गया।

राज्यसभा में नेता प्रतिपक्ष एवं कांग्रेस अध्यक्ष मल्लिकार्जुन खड़गे ने 20 जुलाई को दिल्ली में छात्र प्रदर्शन के दौरान हुई पुलिस कार्रवाई पर केंद्रीय गृह मंत्री अमित शाह से जवाब मांगा।

उन्होंने कहा कि राष्ट्रीय राजधानी में कानून-व्यवस्था की जिम्मेदारी गृह मंत्री के दायरे में आती है और इसलिए उन्हें स्पष्ट करना चाहिए कि आंसू गैस तथा पुलिस बल के इस्तेमाल का आदेश किसने दिया।

खड़गे ने यह भी कहा कि यदि गृह मंत्री इसका उत्तर नहीं दे सकते तो उन्हें इस्तीफा देना चाहिए या प्रधानमंत्री उन्हें पद से हटा दें।

उन्होंने यह आरोप भी लगाया कि संशोधित परीक्षा विधेयक में प्रश्नपत्र लीक रोकने के लिए प्रभावी प्रावधान नहीं हैं और इसे छात्र आंदोलन के बाद पैदा हुए जनाक्रोश को शांत करने के उद्देश्य से लाया गया है।

इसके बाद राज्यसभा की कार्यवाही दोबारा शुरू होने पर केंद्रीय मंत्री जितेंद्र सिंह ने लोक परीक्षाएं (अनुचित साधनों की रोकथाम) संशोधन विधेयक, 2026 को विचार और पारित कराने के लिए सदन में प्रस्तुत किया।

सरकार की “पेपर लीक पर शून्य सहिष्णुता” की नीति दोहराते हुए उन्होंने कहा कि यह विधेयक परीक्षा प्रणाली में होने वाली संगठित धांधली पर कानूनी शिकंजा और मजबूत करेगा।

प्रस्तावित संशोधनों में समयबद्ध जांच, त्वरित सुनवाई तथा संगठित पेपर लीक गिरोहों के लिए दस वर्ष तक के कारावास और ₹10 करोड़ तक के जुर्माने का प्रावधान किया गया है।

यह विधेयक एक दिन पहले लोकसभा से पारित हो चुका है। इस बीच लोकसभा की कार्यवाही दूसरी बार स्थगित कर दोपहर तीन बजे तक के लिए रोक दी गई।

मानसून सत्र के नौवें दिन लोकसभा के समक्ष सुप्रीम कोर्ट (न्यायाधीशों की संख्या) संशोधन विधेयक, 2026 भी विचार और पारित करने के लिए सूचीबद्ध रहा।

कानून एवं न्याय मंत्री अर्जुन राम मेघवाल द्वारा प्रस्तुत किए जाने वाले इस विधेयक में उच्चतम न्यायालय में स्वीकृत न्यायाधीशों की संख्या 34 से बढ़ाकर 38 करने का प्रस्ताव है।

मौजूदा कानून के अनुसार भारत के मुख्य न्यायाधीश के अतिरिक्त अधिकतम 33 न्यायाधीश नियुक्त किए जा सकते हैं। इस प्रस्ताव को केंद्रीय मंत्रिमंडल ने मई में मंजूरी दी थी।

दूसरी ओर राज्यसभा में सूक्ष्म, लघु एवं मध्यम उद्यम विकास (संशोधन) विधेयक, 2026 पर भी विचार होना है, जिसका उद्देश्य भुगतान प्रणाली को बेहतर बनाना, अनुपालन को सरल करना और एमएसएमई से जुड़े विवादों के शीघ्र निस्तारण की व्यवस्था को मजबूत करना है।

बुधवार को लोकसभा ने लोक परीक्षाएं (अनुचित साधनों की रोकथाम) संशोधन विधेयक, 2026 को ध्वनिमत से पारित कर दिया। दो दिनों तक चली बहस के दौरान सदन में कई बार हंगामा हुआ और कार्यवाही बार-बार स्थगित करनी पड़ी।

विपक्षी दलों ने छात्र आंदोलन के दौरान हुई पुलिस कार्रवाई को लेकर सरकार की आलोचना की और बल प्रयोग के आरोप लगाए, जबकि सत्ता पक्ष ने इन आरोपों का कड़ा विरोध किया।

तीखी नोकझोंक के बीच सदन का माहौल कई बार तनावपूर्ण हो गया। बहस के दौरान नेता प्रतिपक्ष राहुल गांधी द्वारा प्रयुक्त एक शब्द को बाद में संसदीय कार्यवाही के आधिकारिक अभिलेख से हटा दिया गया।

विधेयक पारित होने के बाद सरकार ने इसे परीक्षा प्रणाली में पारदर्शिता और नकल तथा पेपर लीक के खिलाफ सख्त कदम बताते हुए स्वागत किया।
