NEW DELHI: Prime Minister Narendra Modi has cautioned BRICS nations against the growing risk of technology and critical minerals being used as instruments of geopolitical pressure, saying such trends could undermine collective development.

Addressing the closing session on “Resilience, Innovation, Cooperation and Sustainability”, Modi said BRICS members need to build stronger systems capable of absorbing shocks and responding quickly to emerging challenges.

He also stressed that access to technology should remain inclusive rather than become a source of new divisions.

The Prime Minister said India’s BRICS presidency had been organised around four broad priorities—resilience, innovation, cooperation and sustainability—and expressed satisfaction that the group’s collective efforts had translated these themes into practical areas of cooperation.

The emphasis on resilience comes against a backdrop of growing disruptions across the world.

Modi pointed to pandemics, climate-related disasters and interruptions in supply chains as examples of crises that can quickly cross national and regional boundaries in an interconnected global economy.

He said BRICS countries therefore need to detect potential risks early, prepare collectively and respond without delay.

As part of that approach, members have agreed to develop an integrated early-warning mechanism dealing with infectious diseases.

Disaster preparedness has also been given attention, with guidelines prepared for integrating early-warning information.

In another initiative, the BRICS Logistics Supply Chain Cooperation Framework is intended to strengthen the reliability and resilience of supply networks.

Innovation formed another major component of India’s agenda.

The BRICS Incubator Network is expected to bring startups and business incubators across member countries closer together, while India has proposed a BRICS Startup Innovation Fund to support solutions capable of being expanded across markets.

The technology push also extends to agriculture.

Through the BRICS Network on Digital Agriculture, India wants emerging tools to be connected more closely with the practical requirements of farmers.

Artificial intelligence, geospatial technologies and digital public infrastructure are envisaged as components of this effort.

Modi’s warning on critical minerals came in the midst of this wider technology agenda.

He said the concentration or use of strategic technologies and mineral resources as instruments of pressure could obstruct common progress, making inclusive access and participation an important consideration for BRICS.

India has also sought to broaden BRICS cooperation beyond government institutions.

Modi said entrepreneurs, farmers, researchers, women, young people and ordinary citizens should have a greater role in the grouping’s activities.

Several initiatives have been introduced with that objective.

BRICS Connect has focused on areas such as skills, women’s participation in employment, social security and capacity building.

The BRICS MSME Cooperation Portal is aimed at helping smaller businesses gain access to information, finance and new markets.

Urban cooperation has also been included in the agenda through the BRICS Urban Mobility Hub, designed to facilitate the exchange of successful practices and experiences among cities.

Sustainability formed the fourth pillar of India’s approach.

Modi stressed that economic and human development must be pursued without losing sight of environmental concerns, describing the balance between the two as an obligation towards future generations.

Under this theme, BRICS has established a Digital Centre of Excellence for Smart Grids & Energy Storage, which is intended to support cleaner energy systems that are more dependable, efficient and accessible.

Agriculture is another area where India has sought to combine traditional practices with contemporary technology.

Centres of Excellence dedicated to agroecology and regenerative agriculture are designed to bring traditional knowledge into closer interaction with modern scientific approaches.

India has also highlighted community-led responses to climate change.

Principles developed around community-based climate adaptation are intended to give indigenous knowledge a stronger role in designing and implementing climate action.

Taken together, the initiatives outlined by Modi place resilience alongside innovation, economic participation and environmental sustainability as key elements of India’s vision for BRICS cooperation.

The Prime Minister’s closing message also underscored the need to ensure that technological and resource competition does not become another barrier to shared growth.

नई दिल्ली: प्रधानमंत्री नरेंद्र मोदी ने BRICS देशों को टेक्नोलॉजी और महत्वपूर्ण खनिजों यानी Critical Minerals के बढ़ते रणनीतिक इस्तेमाल को लेकर आगाह किया है।

उन्होंने कहा कि यदि तकनीक और इन संसाधनों का इस्तेमाल दबाव बनाने के औजार के रूप में होने लगा, तो इससे साझा विकास की गति प्रभावित हो सकती है।

BRICS Summit के समापन सत्र में बोलते हुए प्रधानमंत्री ने तकनीकी प्रगति को अधिक समावेशी बनाने की आवश्यकता पर जोर दिया।

इस सत्र का विषय “Resilience, Innovation, Cooperation and Sustainability” था, जिसे भारत की BRICS अध्यक्षता के चार प्रमुख आधारों के रूप में सामने रखा गया।

मोदी ने कहा कि भारत ने अपनी अध्यक्षता के दौरान इन चार क्षेत्रों को केंद्र में रखते हुए BRICS सहयोग को व्यावहारिक रूप देने की कोशिश की।

उनके मुताबिक, सदस्य देशों के सहयोग से साझा दृष्टिकोण को ऐसे कार्यक्रमों में बदलने का प्रयास किया गया है, जिनसे सभी पक्षों को लाभ मिल सके।

दुनिया में बढ़ती अस्थिरता के बीच प्रधानमंत्री ने मजबूत और संकट-सहने वाली व्यवस्थाओं की जरूरत रेखांकित की।

उन्होंने महामारी, जलवायु आपदाओं और सप्लाई चेन में आई रुकावटों का उदाहरण देते हुए कहा कि परस्पर जुड़ी दुनिया में किसी एक क्षेत्र का संकट दूसरे हिस्सों को भी तेजी से प्रभावित कर सकता है।

इसी सोच के तहत BRICS के भीतर संकटों की पहचान पहले करने और समय रहते प्रतिक्रिया देने पर जोर दिया गया है।

संक्रामक रोगों की रोकथाम और उनसे निपटने के लिए एक एकीकृत Early Warning System पर सहमति बनी है।

आपदा प्रबंधन के क्षेत्र में भी शुरुआती चेतावनी से जुड़ी सूचनाओं के बेहतर एकीकरण के लिए दिशानिर्देश तैयार किए गए हैं।

वहीं, BRICS Logistics Supply Chain Cooperation Framework का उद्देश्य सदस्य देशों की आपूर्ति श्रृंखलाओं को अधिक भरोसेमंद और संकटों के प्रति सक्षम बनाना है।

तकनीकी के इस्तेमाल को कृषि क्षेत्र में बढ़ाने की दिशा में भी पहल की गई है।

BRICS Network on Digital Agriculture के माध्यम से आर्टिफिशियल इंटेलिजेंस, जियोस्पेशियल टेक्नोलॉजी और डिजिटल पब्लिक इंफ्रास्ट्रक्चर को किसानों की वास्तविक जरूरतों के अनुरूप इस्तेमाल करने की कोशिश की जाएगी।

इसी व्यापक तकनीकी एजेंडे के बीच मोदी ने Critical Minerals को लेकर अपनी चिंता जाहिर की।

उन्होंने संकेत दिया कि रणनीतिक तकनीकों और महत्वपूर्ण खनिज संसाधनों का इस्तेमाल अगर दबाव या प्रतिस्पर्धा के साधन के रूप में किया गया, तो इससे BRICS देशों की साझा प्रगति प्रभावित हो सकती है। इसलिए तकनीक तक व्यापक और समावेशी पहुंच को महत्व देना जरूरी है।

प्रधानमंत्री ने BRICS सहयोग को केवल सरकारों के बीच होने वाली गतिविधियों तक सीमित नहीं रखने की जरूरत भी बताई।

उन्होंने कहा कि कारोबारी समुदाय, किसान, शोधकर्ता, महिलाएं, युवा और आम नागरिक भी समूह की साझेदारी में सक्रिय भागीदार बनने चाहिए।

इसी उद्देश्य से BRICS Connect के माध्यम से कौशल विकास, महिलाओं की कार्यबल में भागीदारी, सामाजिक सुरक्षा और क्षमता निर्माण जैसे क्षेत्रों में सहयोग को आगे बढ़ाया गया है।

छोटे और मध्यम उद्यमों को अंतरराष्ट्रीय अवसरों से जोड़ने के लिए BRICS MSME Cooperation Portal शुरू करने की पहल भी की गई है।

इसके माध्यम से छोटे कारोबारियों को ज्ञान, वित्त और नए बाजारों तक पहुंच दिलाने का प्रयास किया जाएगा।

शहरों के बीच सहयोग बढ़ाने के लिए BRICS Urban Mobility Hub की स्थापना की गई है। इसका उद्देश्य विभिन्न शहरों के बीच शहरी परिवहन से जुड़े बेहतर अनुभवों और सफल मॉडलों का आदान-प्रदान करना है।

मोदी ने विकास के साथ पर्यावरणीय संतुलन को बनाए रखने को भी BRICS की प्राथमिकताओं में शामिल किया।

उन्होंने कहा कि मानव विकास और पर्यावरण संरक्षण के बीच संतुलन बनाना केवल वर्तमान की जरूरत नहीं, बल्कि आने वाली पीढ़ियों के प्रति जिम्मेदारी भी है।

स्वच्छ ऊर्जा के क्षेत्र में BRICS Digital Centre of Excellence for Smart Grids & Energy Storage स्थापित किया गया है।

इसका उद्देश्य स्वच्छ ऊर्जा प्रणालियों को अधिक भरोसेमंद, प्रभावी और व्यापक रूप से सुलभ बनाने में सहयोग करना है।

कृषि के क्षेत्र में भी पारंपरिक ज्ञान और आधुनिक विज्ञान के बीच तालमेल बनाने की कोशिश की जा रही है।

Agroecology और Regenerative Agriculture से जुड़े Centres of Excellence के माध्यम से पारंपरिक कृषि अनुभवों को वैज्ञानिक तकनीकों से जोड़ने पर जोर दिया गया है।

जलवायु परिवर्तन से निपटने में स्थानीय और पारंपरिक ज्ञान को भी महत्व दिया गया है।

समुदाय आधारित जलवायु अनुकूलन के लिए तैयार किए गए सिद्धांतों के जरिए स्वदेशी ज्ञान को जलवायु कार्रवाई की योजनाओं का महत्वपूर्ण आधार बनाने की दिशा में काम किया जा रहा है।

भारत की BRICS अध्यक्षता के दौरान सामने रखे गए इन प्रयासों में आर्थिक लचीलेपन, तकनीकी नवाचार, व्यापक भागीदारी और पर्यावरणीय स्थिरता को एक साथ आगे बढ़ाने की कोशिश दिखाई देती है।

समापन सत्र में मोदी का संदेश यह भी स्पष्ट करता है कि तकनीक और रणनीतिक संसाधनों की होड़ को साझा विकास के रास्ते में नई बाधा नहीं बनने दिया जाना चाहिए।
