BRICS Summit: New Delhi Declaration Signals India’s Diplomatic Win as Iran-UAE Rift Is Bridged
India secured agreement on West Asia in the BRICS New Delhi Declaration after bridging differences between Iran and UAE through intensive diplomatic negotiations.
After May deadlock, BRICS members agree on West Asia language calling for restraint, civilian protection, diplomacy and uninterrupted energy supplies.
NEW DELHI: What had appeared to be one of the most difficult pieces of the BRICS Summit negotiations ultimately became a key achievement of India’s chairship, with New Delhi managing to bring Iran and the United Arab Emirates together on a common formulation over the West Asia conflict.
The breakthrough allowed the 11-member grouping to adopt the New Delhi Declaration on Saturday.
The agreement is particularly notable because Tehran and Abu Dhabi have found themselves on opposing sides of the regional crisis, making consensus within an expanded BRICS far from straightforward.
The final text avoids endorsing either country’s position and instead concentrates on principles that could accommodate their competing concerns.
BRICS leaders expressed alarm over the continuing escalation in the Middle East and West Asia and appealed for restraint to prevent further deterioration.
The declaration places the protection of ordinary people and civilian installations alongside respect for the sovereignty and territorial integrity of states.
It also urges countries involved in the crisis to use negotiations and diplomatic channels to seek a durable settlement.
Another concern reflected in the agreed language is the economic fallout from the conflict.
The BRICS countries called for international commerce and supply networks to remain functional and stressed the importance of uninterrupted energy movement under international law.
That balance was not achieved in a single round of talks.
The wording was the product of sustained negotiations during the final days before the summit, with senior BRICS negotiators working to reconcile positions that had previously proved difficult to bridge.
India’s task became more complicated because the two countries at the heart of the disagreement—Iran and the UAE—are relatively new members of the grouping, having joined in 2024.
Their conflicting positions meant that even seemingly general references to the regional war carried considerable diplomatic weight.
The depth of the challenge had already become apparent in May.
BRICS foreign ministers meeting in New Delhi were unable to reach agreement on a joint statement because members could not settle their differences over the West Asia situation.
India subsequently issued a chair’s statement and an outcome document that acknowledged the existence of divergent views.
Rather than presenting a single collective position on the conflict, the documents recorded the respective national positions of members.
The summit declaration represents a departure from that approach.
This time, negotiators found wording broad enough to accommodate the sensitivities of both Tehran and Abu Dhabi while allowing the grouping to speak collectively on the need to contain the conflict.
The diplomatic effort unfolded as the fighting itself intensified. The conflict, which began on February 28 after US and Israeli attacks on Iran, has involved Iranian strikes against American facilities in the Gulf, including locations in the UAE.
The developments have consequently added another layer of tension to Tehran-Abu Dhabi relations.
Against this backdrop, a meeting between UAE Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan and Iranian President Masoud Pezeshkian on the sidelines of the BRICS Summit acquired additional diplomatic significance.
The issue had also figured prominently during the May ministerial meeting, when Russian Foreign Minister Sergey Lavrov urged the Iranian and Emirati foreign ministers to engage directly.
At that stage, however, the differences remained too wide for India to secure a common BRICS statement.
The eventual agreement at the summit was therefore presented by Indian officials as evidence that the grouping can still find common ground despite sharp differences among its members.
Sudhakar Dalela, Secretary (Economic Relations) in the Ministry of External Affairs and India’s BRICS Sherpa, described the adoption of the New Delhi Declaration as one of the defining results of the country’s chairship.
In his assessment, the consensus demonstrated the ability of BRICS members to agree on matters with wider global significance.
The outcome also recalls the painstaking negotiations that preceded the G20 declaration in September 2023, when members eventually reached consensus on language relating to the Russia-Ukraine conflict after an extended diplomatic back-and-forth.
For India, the latest agreement represents a similar exercise in balancing divergent positions—this time within a larger BRICS grouping and amid a rapidly worsening West Asia crisis.

नई दिल्ली: भारत की BRICS अध्यक्षता के दौरान शनिवार को एक अहम कूटनीतिक सफलता सामने आई, जब पश्चिम एशिया के युद्ध को लेकर ईरान और संयुक्त अरब अमीरात के बीच मौजूद मतभेदों के बावजूद BRICS देशों ने साझा भाषा पर सहमति बना ली।
इस सहमति ने New Delhi Declaration को अपनाने का रास्ता साफ कर दिया।
यह उपलब्धि इसलिए महत्वपूर्ण मानी जा रही है क्योंकि BRICS के विस्तार के बाद ईरान और UAE दोनों 2024 में समूह में शामिल हुए हैं, जबकि मौजूदा पश्चिम एशिया संकट पर दोनों के रुख में महत्वपूर्ण अंतर है।
ऐसे में सभी सदस्य देशों को स्वीकार्य शब्दावली तैयार करना भारत के लिए संवेदनशील कूटनीतिक चुनौती बन गया था।
अंतिम घोषणा-पत्र में किसी एक पक्ष के दावे या दृष्टिकोण को प्रमुखता देने के बजाय ऐसे सिद्धांतों पर जोर दिया गया, जिन्हें व्यापक रूप से स्वीकार किया जा सके।
BRICS नेताओं ने पश्चिम एशिया और मध्य पूर्व में लगातार बढ़ते तनाव पर चिंता व्यक्त करते हुए सभी पक्षों से स्थिति को और बिगड़ने से रोकने के लिए संयम बरतने की अपील की।
घोषणा-पत्र में आम नागरिकों और नागरिक प्रतिष्ठानों की सुरक्षा को भी प्रमुखता दी गई है। इसके साथ देशों की संप्रभुता तथा क्षेत्रीय अखंडता के सम्मान को आवश्यक बताया गया है।
BRICS ने संघर्ष के समाधान के लिए सैन्य टकराव के बजाय बातचीत और कूटनीति को आगे बढ़ाने की जरूरत बताई।
घोषणा में क्षेत्र में लंबे समय तक शांति, सुरक्षा और स्थिरता सुनिश्चित करने के लिए राजनीतिक प्रयासों को मजबूत करने की अपील की गई है।
युद्ध का असर केवल सुरक्षा तक सीमित न रहे, इसके लिए आर्थिक चिंताओं को भी घोषणा में जगह मिली।
सदस्य देशों ने वैश्विक व्यापार और आपूर्ति श्रृंखलाओं को सुचारु बनाए रखने के साथ ऊर्जा के निर्बाध प्रवाह की आवश्यकता पर जोर दिया।
इस सहमति तक पहुंचने में कई दौर की कठिन बातचीत हुई। BRICS के वरिष्ठ वार्ताकारों ने सम्मेलन से पहले अंतिम दिनों में घोषणा-पत्र की भाषा को लेकर व्यापक विचार-विमर्श किया और अलग-अलग देशों की चिंताओं के बीच रास्ता निकालने की कोशिश की।
भारत के सामने चुनौती इसलिए और जटिल थी क्योंकि ईरान और UAE दोनों नए सदस्य हैं और पश्चिम एशिया के संघर्ष को लेकर उनके हित तथा चिंताएं एक जैसी नहीं हैं। ऐसे में किसी भी साझा बयान के शब्दों का दोनों देशों के लिए विशेष कूटनीतिक महत्व था।
इस साल मई में हुई BRICS विदेश मंत्रियों की बैठक में यही समस्या खुलकर सामने आ चुकी थी। उस समय पश्चिम एशिया की स्थिति पर सदस्य देशों के बीच मतभेदों के कारण संयुक्त बयान जारी नहीं हो सका था।
इसके बजाय भारत ने अध्यक्ष के रूप में एक chair statement और outcome document जारी किए थे।
इन दस्तावेजों में यह स्वीकार किया गया था कि कुछ सदस्य देशों के बीच पश्चिम एशिया की स्थिति को लेकर अलग-अलग विचार हैं और प्रत्येक ने अपना राष्ट्रीय रुख सामने रखा है।
शनिवार को अपनाए गए घोषणा-पत्र में स्थिति बदल गई। इस बार ऐसी शब्दावली तैयार की गई, जिसमें ईरान और UAE की संवेदनशीलताओं को ध्यान में रखते हुए समूह को पश्चिम एशिया पर एक साझा संदेश देने में सक्षम बनाया गया।
इस पूरी कूटनीतिक कवायद के बीच क्षेत्रीय संघर्ष भी लगातार तेज होता रहा।
28 फरवरी को अमेरिका और इजरायल द्वारा ईरान पर हमले शुरू होने के बाद ईरान ने खाड़ी क्षेत्र में अमेरिकी ठिकानों को निशाना बनाया, जिनमें UAE में स्थित ठिकाने भी शामिल थे।
इससे तेहरान और अबू धाबी के बीच तनाव की पृष्ठभूमि और जटिल हो गई।
ऐसे माहौल में BRICS Summit के इतर UAE के क्राउन प्रिंस शेख खालिद बिन मोहम्मद बिन जायद अल नाहयान और ईरान के राष्ट्रपति मसूद पेजेशकियन की मुलाकात भी महत्वपूर्ण रही।
मई की बैठक के दौरान रूस के विदेश मंत्री सर्गेई लावरोव ने भी ईरान और UAE के विदेश मंत्रियों को आपसी बातचीत करने की सलाह दी थी।
हालांकि उस समय भारत दोनों पक्षों के बीच इतना सामंजस्य नहीं बना पाया था कि BRICS का साझा बयान जारी किया जा सके।
इस बार हासिल हुई सहमति को भारत की अध्यक्षता के प्रमुख परिणामों में गिना जा रहा है।
विदेश मंत्रालय में आर्थिक संबंधों के सचिव और भारत के BRICS Sherpa सुधाकर दलेला ने New Delhi Declaration को भारत की अध्यक्षता के निर्णायक परिणामों में से एक बताया।
उनके अनुसार, यह सहमति दर्शाती है कि वैश्विक महत्व के जटिल मुद्दों पर भी BRICS देश साझा जमीन तलाश सकते हैं।
यह प्रक्रिया सितंबर 2023 के G20 Summit में रूस-यूक्रेन युद्ध पर बनी सहमति की याद भी दिलाती है, जब लंबी और कठिन बातचीत के बाद सदस्य देशों के बीच साझा भाषा पर सहमति बनी थी।
इस बार भारत के सामने चुनौती एक विस्तारित BRICS के भीतर अलग-अलग राष्ट्रीय हितों को संतुलित करने की थी।
पश्चिम एशिया में जारी संघर्ष की गंभीर परिस्थितियों के बीच New Delhi Declaration पर सहमति बनना इसी कूटनीतिक संतुलन का महत्वपूर्ण परिणाम माना जा रहा है।
