Hashim Musa Killed in Budgam Encounter; Four-Member LeT Group Eliminated in J&K
Last surviving commander of a LeT group active since 2022 dies in intelligence-led operation; security agencies link the network to several major attacks.
SRINAGAR: A prolonged security operation against a four-member Lashkar-e-Taiba (LeT) group operating in Jammu and Kashmir since 2022 reached its latest and final stage with the killing of Mohammad Asif alias Hashim Musa, also known as Asif Fauji, in Budgam district.
Musa was killed during an overnight encounter in the Khansahib area of central Kashmir, the Army said on Wednesday. His death leaves none of the four senior LeT commanders whom the Union government says formed the group operating across Jammu and Kashmir since 2022.
According to the Ministry of Home Affairs, Musa had remained under surveillance for an extended period.
Security agencies intensified efforts to locate him after receiving a combination of technical and human intelligence about his movements. A coordinated operation was subsequently mounted in the Khansahib area.
The Army’s Chinar Corps said that a search operation in the Palmaidan area led to the recovery of Musa’s body in the early hours of Wednesday.
Weapons and other material described by the Army as war-like stores were also recovered from the area.
The encounter was the culmination of a wider counter-terrorism campaign.
The Home Ministry has described the action as part of Operation Sheruwali, which began in May 2026, with the Army, Jammu and Kashmir Police and Central Armed Police Forces working together against terrorist networks in the Union Territory.
Four commanders, four separate operations
Musa was the final member of the group to be killed. The other three were eliminated in separate encounters over nearly two years.
Junaid Bhat was killed at Dachigam in December 2024. Suleman was subsequently killed during Operation Mahadev in July 2025, while Yasir was eliminated during Operation Asdhar in September 2026.
With Musa’s death, the Home Ministry said the entire four-member group had been neutralised.
The government has attributed a series of attacks in Jammu and Kashmir to the group.
These include the Kandi attack of May 2023, the Halan attack in August that year, the Dehra Ki Gali attack in December 2023, Shahsitar and Shiv Khori in 2024, attacks at Gagangir and Bootapathri later that year, and the Baisaran attack in April 2025.
Among the attacks cited by officials was the August 2023 assault in Kulgam’s Halan area, in which four Army personnel were killed. The group has also been linked by authorities to the December 2023 attack on Army vehicles in Poonch, in which five soldiers died.
Musa’s identity came into sharper focus after investigators examining a mobile phone recovered during Operation Dachigam found photographs showing him alongside the other three members of the group, according to security officials cited in reports.
Officials said Musa was believed to have entered the Kashmir Valley in 2022. He subsequently became one of the security agencies’ key targets as they tracked the activities of foreign and local LeT operatives across the region.
His alleged association with the network also placed him among the individuals security agencies were investigating in connection with the April 2025 Baisaran attack in Pahalgam, in which 26 people were killed.
Recent reports citing officials have described Musa as one of the suspects in the conspiracy surrounding the attack.
The latest encounter occurred in the mountainous terrain of Budgam, an area where security forces have been conducting sustained searches for terrorist hideouts and movement corridors.
The Home Ministry described Musa’s elimination as a major setback to the LeT network in Jammu and Kashmir.
With all four commanders from the group now dead, security agencies are continuing operations against other suspected foreign terrorists and support networks operating in difficult terrain across the Union Territory.

श्रीनगर: जम्मू-कश्मीर में वर्ष 2022 से सक्रिय बताए जा रहे लश्कर-ए-तैयबा (LeT) के चार सदस्यीय समूह के खिलाफ सुरक्षा बलों की लंबी कार्रवाई का अंतिम चरण बुधवार को पूरा हुआ।
केंद्रीय कश्मीर के बडगाम जिले में खांसाहिब इलाके में हुई मुठभेड़ में समूह के आखिरी बचे कमांडर मोहम्मद आसिफ उर्फ हाशिम मूसा, जिसे आसिफ फौजी के नाम से भी जाना जाता था, को मार गिराया गया।
भारतीय सेना के मुताबिक, मूसा रातभर चली मुठभेड़ में मारा गया। उसके मारे जाने के साथ ही केंद्रीय गृह मंत्रालय के अनुसार, वर्ष 2022 से जम्मू-कश्मीर में सक्रिय बताए जा रहे LeT के उन चार वरिष्ठ कमांडरों में अब कोई जीवित नहीं बचा है।
सुरक्षा एजेंसियां काफी समय से मूसा की तलाश में थीं। गृह मंत्रालय के अनुसार, उसके संभावित ठिकाने और गतिविधियों से जुड़ी तकनीकी तथा मानवीय खुफिया सूचनाएं मिलने के बाद उसके खिलाफ एक समन्वित अभियान तैयार किया गया था।
सेना की चिनार कोर के अनुसार, बुधवार तड़के पालमैदान इलाके में तलाशी के दौरान मूसा का शव बरामद हुआ। घटनास्थल से हथियार और अन्य युद्ध-सामग्री भी मिलने की बात सेना ने कही है।
यह कार्रवाई व्यापक आतंकवाद-रोधी अभियान का हिस्सा थी। गृह मंत्रालय ने इसे ऑपरेशन शेरुवाली से जोड़ते हुए बताया है कि यह अभियान मई 2026 में शुरू हुआ था। जम्मू-कश्मीर पुलिस, सेना और केंद्रीय सशस्त्र पुलिस बलों के बीच समन्वय से आतंकवादी नेटवर्क के खिलाफ अभियान चलाए जा रहे हैं।
चार कमांडर, अलग-अलग अभियानों में खात्मा
मूसा इस समूह का आखिरी सदस्य था। इससे पहले उसके तीन साथियों को अलग-अलग अभियानों में सुरक्षा बलों ने मार गिराया था।
जुनैद भट दिसंबर 2024 में डाचीगाम में मारा गया था। इसके बाद सुलेमान जुलाई 2025 में ऑपरेशन महादेव के दौरान मारा गया, जबकि यासिर सितंबर 2026 में ऑपरेशन असधर में ढेर हुआ। मूसा की मौत के बाद गृह मंत्रालय ने कहा कि चारों सदस्य अब मारे जा चुके हैं।
सरकारी एजेंसियों ने इस समूह को जम्मू-कश्मीर में हुए कई बड़े आतंकी हमलों से जोड़ा है। इनमें मई 2023 का कांडी हमला, अगस्त 2023 का हलान हमला, दिसंबर 2023 का डेरा की गली हमला, 2024 के शाहसितार और शिव खोरी हमले तथा गगनगीर और बूटापथरी में हुए हमले शामिल हैं।
अप्रैल 2025 में पहलगाम के बैसरन में हुआ हमला भी इस सूची में शामिल है।
अधिकारियों के मुताबिक, अगस्त 2023 में कुलगाम के हलान इलाके में हुए हमले में चार सैन्यकर्मी मारे गए थे। दिसंबर 2023 में पुंछ में सेना के वाहनों को निशाना बनाए जाने की घटना में भी पांच सैनिकों की मौत हुई थी। सुरक्षा एजेंसियों ने इन घटनाओं को इसी समूह से जोड़ा है।
मूसा के बारे में सुरक्षा एजेंसियों को महत्वपूर्ण जानकारी तब मिली जब ऑपरेशन डाचीगाम के दौरान बरामद एक मोबाइल फोन की फॉरेंसिक जांच में उसकी तस्वीर सामने आई। रिपोर्टों के मुताबिक, तस्वीर में वह समूह के अन्य सदस्यों के साथ दिखाई दिया था।
अधिकारियों का कहना है कि मूसा के 2022 में कश्मीर घाटी में घुसने का अनुमान था। इसके बाद वह सुरक्षा एजेंसियों की निगरानी में आ गया और जम्मू-कश्मीर में सक्रिय LeT के विदेशी तथा स्थानीय आतंकवादियों के नेटवर्क की जांच में उसका नाम प्रमुखता से सामने आता रहा।
सुरक्षा एजेंसियों ने मूसा को अप्रैल 2025 के बैसरन, पहलगाम आतंकी हमले की जांच में भी संदिग्धों में शामिल किया था। इस हमले में 26 लोगों की मौत हुई थी। हालिया रिपोर्टों में अधिकारियों के हवाले से उसे इस हमले की साजिश से जुड़े संदिग्धों में बताया गया है।
बडगाम के पहाड़ी इलाके में हुई ताजा मुठभेड़ ऐसे समय हुई है जब सुरक्षा बल जम्मू-कश्मीर के दुर्गम इलाकों में आतंकवादियों की आवाजाही और संभावित ठिकानों की तलाश के लिए लगातार अभियान चला रहे हैं।
गृह मंत्रालय ने मूसा के मारे जाने को जम्मू-कश्मीर में LeT के नेटवर्क के लिए बड़ा झटका बताया है।
चार सदस्यीय समूह के सभी कमांडरों के मारे जाने के बाद भी सुरक्षा एजेंसियों का ध्यान क्षेत्र में सक्रिय अन्य विदेशी आतंकवादियों और उनके स्थानीय सहायता तंत्र की तलाश पर बना हुआ है।
