Bihar Police Uncover Alleged NEET Re-Examination Fraud in Lakhisarai
Bihar Police on Monday claimed to have exposed an alleged impersonation network during the NEET re-examination conducted at multiple centres in Lakhisarai district.
The investigation led to the arrest of 30 individuals, including suspected dummy candidates, alleged middlemen and personnel associated with biometric verification processes.
According to officials, the case has raised serious concerns over the integrity of examination procedures and the possibility of organised efforts to manipulate the medical entrance test by deploying substitutes in place of genuine aspirants.
Extensive Security Arrangements Were in Place
The NEET re-test was conducted on June 21 at four examination centres across Lakhisarai district.
Police said elaborate arrangements had been made to ensure the examination was conducted transparently and fairly.
Centre superintendents, magistrates and police personnel were deployed at all venues and entrusted with the responsibility of maintaining security, monitoring candidate verification procedures and preventing any unfair practices during the examination.
Information About Dummy Candidates Triggered Investigation
During the course of the examination, authorities reportedly received intelligence inputs suggesting that attempts were being made at certain centres to allow “dummy”, “proxy” or “scholar” candidates to appear in the examination instead of the original registered candidates.
Acting swiftly on the information, centre superintendents, static monitoring teams and flying squads initiated preliminary verification procedures.
Following initial findings, a special investigation team was constituted under the supervision of the Sub-Divisional Officer (SDO) and Sub-Divisional Police Officer (SDPO) of Lakhisarai to carry out detailed inspections and verification at the examination venues.
Action Taken at Three Examination Centres
The investigation eventually led police teams to three examination centres—RK College, Kendriya Vidyalaya and Hasanpur High School.
Officials said several individuals allegedly connected to the impersonation operation were detained and questioned at these centres. The probe subsequently expanded and resulted in multiple arrests.
Biometric Personnel Allegedly Facilitated Entry of Dummy Candidates
According to the police investigation, several proxy candidates were allegedly permitted to enter examination halls and take the test in place of actual candidates.
Investigators claimed that this could not have been possible without the alleged cooperation and assistance of certain biometric verification personnel deployed at the examination centres.
Their suspected involvement has become one of the most significant aspects of the ongoing investigation.
Police further alleged that forged documents had been prepared and counterfeit Aadhaar cards were used as identity proofs to secure entry into the examination venues and bypass the verification process.
Medical and Professional Students Among Those Arrested
Among the individuals arrested as alleged dummy candidates are students pursuing professional courses such as MBBS, BAMS, BSc Nursing and other academic programmes.
According to investigators, these students are enrolled in institutions located in Bihar, Delhi, Madhya Pradesh, Uttar Pradesh, Odisha and Jharkhand.
Police are examining whether the impersonation network extended across multiple states and functioned in an organised manner.
Original Candidate and Associates Also Under Scanner
Police said they have also identified one original candidate and two of his alleged associates in connection with the case. Investigators are attempting to determine their exact roles and whether they were involved in planning or facilitating the impersonation.
As part of the ongoing probe, several biometric system operators and supervisors responsible for candidate verification at examination centres have also been taken into custody for questioning.
Eighteen Biometric Personnel Named in Case
According to an official police statement, a total of 18 personnel associated with the biometric verification system, including supervisors, have been named in the case.
Investigators are closely examining whether these individuals knowingly assisted the impersonation process or failed to perform their duties in accordance with prescribed procedures. Their statements and digital records are being scrutinised as part of the investigation.
Multiple Cases Registered, Investigation Continues
Lakhisarai Police said one criminal case has been registered at Kiul police station, while two separate cases have been lodged at Kavayya police station.
Officials said the investigation is continuing and further arrests cannot be ruled out. Police teams are examining documents, digital evidence and communication records to uncover the full extent of the alleged racket and identify all those who may have been involved in compromising the examination process.

लखीसराय में NEET पुनर्परीक्षा के दौरान कथित प्रतिरूपण गिरोह का भंडाफोड़
बिहार पुलिस ने सोमवार को दावा किया कि उसने लखीसराय जिले के विभिन्न परीक्षा केन्द्रों पर आयोजित राष्ट्रीय पात्रता सह प्रवेश परीक्षा (NEET) की पुनर्परीक्षा के दौरान एक कथित प्रतिरूपण और फर्जी उम्मीदवारों के नेटवर्क का पर्दाफाश किया है। इस कार्रवाई में कुल 30 लोगों को गिरफ्तार किया गया है, जिनमें कथित डमी उम्मीदवार, संदिग्ध बिचौलिए तथा बायोमेट्रिक सत्यापन प्रक्रिया से जुड़े कुछ कर्मचारी शामिल हैं।
अधिकारियों के अनुसार, इस मामले ने परीक्षा प्रणाली की विश्वसनीयता और पारदर्शिता पर गंभीर सवाल खड़े कर दिए हैं। प्रारंभिक जांच से संकेत मिल रहे हैं कि वास्तविक अभ्यर्थियों के स्थान पर दूसरे लोगों को परीक्षा में बैठाने के लिए एक सुनियोजित तंत्र काम कर रहा था।
परीक्षा में सुरक्षा के व्यापक इंतजाम किए गए थे
NEET की पुनर्परीक्षा 21 जून को लखीसराय जिले के चार परीक्षा केंद्रों पर आयोजित की गई थी। पुलिस ने बताया कि परीक्षा को निष्पक्ष और पारदर्शी तरीके से सम्पन्न कराने के लिए व्यापक सुरक्षा प्रबंध किए गए थे।
सभी केन्द्रों पर केन्द्राधीक्षकों, दंडाधिकारियों और पुलिसकर्मियों की तैनाती की गई थी। इन्हें सुरक्षा व्यवस्था बनाए रखने, अभ्यर्थियों की पहचान सत्यापित करने और किसी भी प्रकार की अनियमितता को रोकने की जिम्मेदारी सौंपी गई थी।
डमी उम्मीदवारों की सूचना मिलने पर शुरू हुई जांच
परीक्षा के दौरान अधिकारियों को सूचना मिली कि कुछ केन्द्रों पर वास्तविक अभ्यर्थियों की जगह तथाकथित “डमी”, “प्रॉक्सी” अथवा “स्कॉलर” उम्मीदवारों को परीक्षा में बैठाने की कोशिश की जा रही है।
सूचना मिलते ही केन्द्राधीक्षकों, स्थायी निगरानी दलों और उड़नदस्तों ने प्रारंभिक जांच शुरू कर दी। शुरुआती सत्यापन के बाद लखीसराय के अनुमंडल पदाधिकारी (एसडीओ) और अनुमंडल पुलिस पदाधिकारी (एसडीपीओ) की निगरानी में एक विशेष जांच टीम का गठन किया गया, जिसे परीक्षा केन्द्रों पर विस्तृत जांच और पहचान सत्यापन का दायित्व सौंपा गया।
तीन परीक्षा केन्द्रों पर की गई कार्रवाई
जांच के दौरान पुलिस टीमों ने तीन परीक्षा केन्द्रों—आरके कॉलेज, केंद्रीय विद्यालय और हसनपुर उच्च विद्यालय—पर कार्रवाई की।
अधिकारियों ने बताया कि इन केन्द्रों से कई ऐसे लोगों को हिरासत में लिया गया, जिनके बारे में संदेह था कि वे कथित प्रतिरूपण नेटवर्क से जुड़े हुए हैं। पूछताछ और जांच आगे बढ़ने पर कई गिरफ्तारियाँ की गईं।
बायोमेट्रिक कर्मियों की कथित भूमिका जांच के घेरे में
पुलिस का आरोप है कि कई डमी उम्मीदवारों को वास्तविक अभ्यर्थियों के स्थान पर परीक्षा कक्ष में प्रवेश करने और परीक्षा देने की अनुमति दी गई।
जांचकर्ताओं का कहना है कि यह पूरी प्रक्रिया कुछ बायोमेट्रिक सत्यापन कर्मियों की कथित सहायता और सहयोग के बिना संभव नहीं हो सकती थी। यही कारण है कि उनकी भूमिका जांच का एक महत्वपूर्ण पहलू बन गई है।
पुलिस ने यह भी आरोप लगाया कि परीक्षा केन्द्रों में प्रवेश प्राप्त करने के लिए फर्जी दस्तावेज तैयार किए गए थे और नकली आधार कार्डों का उपयोग पहचान पत्र के रूप में किया गया था, ताकि सत्यापन प्रक्रिया को धोखा दिया जा सके।
गिरफ्तार लोगों में मेडिकल और प्रोफेशनल कोर्स के छात्र भी शामिल
जिन लोगों को कथित डमी उम्मीदवार के रूप में गिरफ्तार किया गया है, उनमें एमबीबीएस, बीएएमएस, बीएससी नर्सिंग और अन्य व्यावसायिक पाठ्यक्रमों में अध्ययन कर रहे छात्र शामिल हैं।
जांच एजेंसियों के अनुसार, ये छात्र बिहार, दिल्ली, मध्य प्रदेश, उत्तर प्रदेश, ओडिशा और झारखंड के विभिन्न शिक्षण संस्थानों से जुड़े हुए हैं। पुलिस यह पता लगाने का प्रयास कर रही है कि क्या यह नेटवर्क कई राज्यों में फैला हुआ था और संगठित तरीके से कार्य कर रहा था।
मूल अभ्यर्थी और उसके सहयोगी भी जांच के दायरे में
पुलिस ने बताया कि इस मामले में एक वास्तविक अभ्यर्थी और उसके दो कथित सहयोगियों की भी पहचान कर ली गई है। जांचकर्ता यह जानने की कोशिश कर रहे हैं कि उनकी भूमिका क्या थी और क्या वे प्रतिरूपण की पूरी योजना तैयार करने या उसे क्रियान्वित करने में शामिल थे।
मामले की जांच के तहत उम्मीदवारों के सत्यापन के लिए तैनात कई बायोमेट्रिक सिस्टम ऑपरेटरों और पर्यवेक्षकों को भी पूछताछ के लिए हिरासत में लिया गया है।
18 बायोमेट्रिक कर्मियों के नाम सामने आए
पुलिस के आधिकारिक बयान के अनुसार, बायोमेट्रिक सत्यापन प्रणाली से जुड़े कुल 18 कर्मचारियों, जिनमें कई पर्यवेक्षक भी शामिल हैं, के नाम इस मामले में दर्ज किए गए हैं।
जांच एजेंसियां यह पता लगाने का प्रयास कर रही हैं कि क्या इन व्यक्तियों ने जानबूझकर प्रतिरूपण को सुविधाजनक बनाया या उन्होंने अपने दायित्वों का सही तरीके से निर्वहन नहीं किया। उनके बयान, दस्तावेज और डिजिटल रिकॉर्ड की गहन जांच की जा रही है।
तीन मामले दर्ज, जांच जारी
लखीसराय पुलिस ने बताया कि इस मामले में किऊल थाना में एक प्राथमिकी दर्ज की गई है, जबकि कवैया थाना में दो अलग-अलग मामले दर्ज किए गए हैं।
अधिकारियों ने कहा कि जांच अभी जारी है और आने वाले दिनों में और गिरफ्तारियाँ भी हो सकती हैं। पुलिस दस्तावेजों, डिजिटल साक्ष्यों और संचार रिकॉर्ड की पड़ताल कर रही है, ताकि इस कथित गिरोह के पूरे नेटवर्क का पर्दाफाश किया जा सके और परीक्षा प्रक्रिया को प्रभावित करने में शामिल सभी लोगों की पहचान की जा सके।
