BJP Seeks Action Against Meta After PM Modi Video Is Briefly Blocked On Facebook
New Delhi: A fresh political controversy has erupted after Prime Minister Narendra Modi’s video was temporarily withheld on Facebook in India, with senior BJP leader Nishikant Dubey demanding accountability from Meta and warning that the social media giant could face action if it fails to comply with Indian laws.
Dubey, who chairs the Parliamentary Standing Committee on Communications and Information Technology, said Meta Chief Executive Officer Mark Zuckerberg should apologise over the incident.
He alleged that the functioning of social media algorithms was being influenced by foreign interests and cautioned that intermediary or safe harbour protection available to digital platforms should be reconsidered if companies fail to operate within the country’s legal framework.
The episode had already drawn the attention of the Ministry of Electronics and Information Technology, which summoned senior global policy executives of Meta to seek an explanation over the temporary removal of the Prime Minister’s video.
According to Dubey, the government expressed serious concern after the video remained unavailable on social media platforms for nearly five hours.
He said the Centre had taken a strong view of the matter and sought accountability from the companies involved.
Sources familiar with the discussions said representatives of leading social media platforms later conveyed their regret to the government and attributed the incident to automated systems designed to identify and remove suspected deepfake content.
According to the explanation shared by the companies, the Prime Minister’s video may have been mistakenly flagged by the algorithm during that process.
However, government officials were reportedly not satisfied with the clarification.
Commenting on the issue, Dubey said there was complete unanimity within the Parliamentary Committee on the need to examine the functioning of digital platforms.
He described the matter as one that went beyond political differences and said Parliament would closely scrutinise the manner in which algorithms influence the visibility of online content.
The BJP MP also questioned the way social media algorithms distribute viewership across political and non-political accounts.
Referring to comparative figures, he claimed that the combined algorithmic reach of the BJP, Congress, Samajwadi Party and Aam Aadmi Party stood at around 23 million while individuals or groups that were neither registered political parties nor recognised non-governmental organisations were receiving nearly 27 million views despite allegedly encouraging unrest.
Dubey further claimed that a recently created anti-reservation forum had attracted nearly seven million algorithmic views within a few days.
According to him, this reflected a platform policy that gave greater visibility to newly created accounts instead of established organisations, resulting in disproportionate online reach for emerging groups.
Meta, however, later said it was removed in error.

नई दिल्ली: भारत में फेसबुक पर प्रधानमंत्री नरेंद्र मोदी का वीडियो कुछ समय के लिए हटाए जाने के बाद नया राजनीतिक विवाद खड़ा हो गया है।
भाजपा के वरिष्ठ सांसद निशिकांत दुबे ने इस मामले में मेटा से जवाबदेही तय करने की मांग करते हुए कहा कि यदि सोशल मीडिया कंपनियां भारतीय कानूनों का पालन नहीं करती हैं तो उनके खिलाफ सख्त कदम उठाए जाने चाहिए।
संसदीय संचार एवं सूचना प्रौद्योगिकी संबंधी स्थायी समिति के अध्यक्ष निशिकांत दुबे ने कहा कि मेटा के मुख्य कार्यकारी अधिकारी मार्क जुकरबर्ग को इस घटना के लिए सार्वजनिक रूप से माफी मांगनी चाहिए।
उनका आरोप था कि सोशल मीडिया प्लेटफॉर्म के एल्गोरिदम पर विदेशी प्रभाव काम कर रहे हैं। उन्होंने कहा कि यदि डिजिटल मंच देश के कानूनों के अनुरूप कार्य नहीं करते हैं तो उन्हें प्राप्त सुरक्षित आश्रय यानी सेफ हार्बर संरक्षण पर पुनर्विचार किया जाना चाहिए।
इस घटनाक्रम के बाद इलेक्ट्रॉनिक्स एवं सूचना प्रौद्योगिकी मंत्रालय ने भी मेटा के वैश्विक नीति अधिकारियों को तलब कर घटना के संबंध में स्पष्टीकरण मांगा था।
दुबे के अनुसार प्रधानमंत्री का वीडियो लगभग पांच घंटे तक उपलब्ध नहीं रहने के मामले को सरकार ने गंभीरता से लिया। उन्होंने कहा कि इस दौरान संबंधित सोशल मीडिया कंपनियों से जवाब मांगा गया और पूरे घटनाक्रम पर सरकार ने कड़ा रुख अपनाया।
सूत्रों के अनुसार प्रमुख सोशल मीडिया कंपनियों के वरिष्ठ अधिकारियों ने बाद में सरकार के समक्ष खेद व्यक्त करते हुए बताया कि उनके स्वचालित एल्गोरिदम संदिग्ध डीपफेक वीडियो की पहचान कर उन्हें स्वतः हटाने के लिए तैयार किए गए हैं।
उनका कहना था कि संभव है इसी प्रक्रिया के दौरान प्रधानमंत्री का वीडियो भी गलती से हट गया हो। हालांकि बताया गया कि सरकार इस स्पष्टीकरण से पूरी तरह संतुष्ट नहीं हुई।
निशिकांत दुबे ने कहा कि इस पूरे मामले पर संसदीय समिति के सभी सदस्य एकमत हैं और इसे किसी दल विशेष का मुद्दा नहीं बल्कि सार्वजनिक महत्व का विषय मानते हैं।
उन्होंने कहा कि समिति सोशल मीडिया प्लेटफॉर्म के एल्गोरिदम और उनकी कार्यप्रणाली की विस्तार से समीक्षा करेगी।
उन्होंने यह भी दावा किया कि राजनीतिक दलों की तुलना में कुछ गैर-पंजीकृत समूहों और व्यक्तियों को सोशल मीडिया एल्गोरिदम के माध्यम से कहीं अधिक दृश्यता मिल रही है।
उनके अनुसार भाजपा कांग्रेस समाजवादी पार्टी और आम आदमी पार्टी की संयुक्त एल्गोरिदमिक पहुंच लगभग 23 मिलियन है जबकि ऐसे समूह जिन्हें न तो राजनीतिक दल के रूप में पंजीकृत किया गया है और न ही गैर-सरकारी संगठन के रूप में उन्हें लगभग 27 मिलियन तक पहुंच मिल रही है।
दुबे ने एक हाल में बने आरक्षण विरोधी मंच का उदाहरण देते हुए दावा किया कि कुछ ही दिनों में उसे लगभग 70 लाख एल्गोरिदमिक व्यूज प्राप्त हुए।
उनके अनुसार इसका कारण सोशल मीडिया प्लेटफॉर्म की वह नीति है जिसके तहत नए खातों को अपेक्षाकृत अधिक प्राथमिकता दी जाती है जबकि पुराने और स्थापित संगठनों की सामग्री को अपेक्षाकृत कम बढ़ावा मिलता है।
