Kejriwal Leads March Against E20 Fuel Policy Seeks Meeting With PM Modi Over Ethanol Blend Concerns, Delegation Stopped By Police

New Delhi: Opposition to the nationwide rollout of E20 petrol gathered fresh political momentum on Tuesday as Aam Aadmi Party National Convenor and former Delhi Chief Minister Arvind Kejriwal led a delegation to Prime Minister Narendra Modi’s residence to press for changes in the government’s ethanol-blended fuel policy.

However, sources said the delegation was stopped by the police, and Kejriwal could not meet the PM.

Carrying petitions signed by citizens, the delegation sought a review of the programme and demanded greater consumer choice.

Accompanied by supporters, Kejriwal said he decided to personally approach the Prime Minister after receiving no response to a letter sent last month requesting a meeting on the issue.

According to him, the petitions reflected public concern over the compulsory expansion of E20 fuel across the country.

Addressing the media, Kejriwal alleged that the Centre’s continued promotion of ethanol-blended petrol was linked to commitments made after discussions with US President Donald Trump.

He claimed India had agreed to import ethanol from the United States and questioned the government’s intention behind accelerating the transition to E20 fuel.

In his communication to the Prime Minister, Kejriwal urged the government to ensure that fuel stations continue selling conventional petrol alongside E20 so that motorists have the freedom to choose the fuel suitable for their vehicles.

He also called for a reduction in the retail price of ethanol-blended petrol.

The E20 programme,e under which petrol contains 20 per cent ethanol and 80 per cent conventional fuel, el has triggered criticism from opposition parties, transport operators and several consumer organisations.

Many have expressed concern that older vehicles not designed for higher ethanol content could face operational and maintenance challenges.

Critics of the policy have questioned whether all categories of vehicles are technically compatible with E20 fuel.

They have also raised issues relating to lower mileage, higher maintenance expenditure and possible damage to engines or fuel systems while seeking clarity on responsibility if mechanical failures occur.

The concerns gained further attention after Union Road Transport and Highways Minister Nitin Gadkari informed Parliament that fuel economy could decline by between two and six per cent depending on the model and age of the vehicle using E20 petrol.

In the same parliamentary reply, Gadkari said the higher ethanol blend also offers certain environmental and performance advantages.

According to the minister, E20 provides improved acceleration, enhances driving quality and can reduce carbon emissions by nearly 30 per cent when compared with E10 fuel.

The controversy has also drawn support from sections of the transport industry.

Several transport organisations based in Delhi have announced a march to Parliament demanding that the government reconsider the policy and restore wider fuel options for consumers.

The proposed demonstration is being organised by the Delhi Taxi and Tourist Transporters and Tour Operators Association along with several other transport bodies.

All India Motor Transport Congress National President Harish Sabharwal said the protest is aimed at opposing the government’s decision to make E20 petrol the only fuel option available in the market.

नई दिल्ली: ई20 पेट्रोल को लेकर जारी विवाद ने मंगलवार को नया राजनीतिक मोड़ ले लिया जब आम आदमी पार्टी के राष्ट्रीय संयोजक और दिल्ली के पूर्व मुख्यमंत्री अरविंद केजरीवाल समर्थकों के साथ प्रधानमंत्री नरेंद्र मोदी के आवास पहुंचे।

सूत्रों के मुताबिक दिल्ली पुलिस ने प्रधानमंत्री आवास के बाहर प्रतिनिधिमंडल को आगे बढ़ने से रोक दिया जिसके चलते आम आदमी पार्टी के राष्ट्रीय संयोजक अरविंद केजरीवाल प्रधानमंत्री नरेंद्र मोदी से मुलाकात नहीं कर सके।

उन्होंने सरकार की एथेनॉल मिश्रित ईंधन नीति पर पुनर्विचार की मांग करते हुए नागरिकों की ओर से तैयार की गई याचिकाएं सौंपने का प्रयास किया।

करीब 100 लोगों के प्रतिनिधिमंडल के साथ पहुंचे केजरीवाल ने कहा कि उन्होंने पिछले महीने प्रधानमंत्री से मुलाकात का समय मांगते हुए पत्र भेजा था लेकिन कोई जवाब नहीं मिला।

उनका कहना था कि इसी कारण उन्होंने स्वयं जाकर लोगों की चिंताओं से प्रधानमंत्री को अवगत कराने का निर्णय लिया।

केजरीवाल ने आरोप लगाया कि केंद्र सरकार ई20 पेट्रोल को तेजी से लागू करने की दिशा में आगे बढ़ रही है और इसके पीछे अमेरिका के साथ हुए समझौतों की भूमिका है।

उन्होंने दावा किया कि भारत ने अमेरिका से एथेनॉल खरीदने पर सहमति दी है और इसी वजह से सरकार इस नीति को आगे बढ़ा रही है। उन्होंने इसे सरकार के एक छिपे हुए एजेंडे से भी जोड़ा।

प्रधानमंत्री को लिखे अपने पत्र में उन्होंने मांग की कि पेट्रोल पंपों पर सामान्य पेट्रोल और ई20 दोनों विकल्प उपलब्ध कराए जाएं ताकि वाहन मालिक अपनी आवश्यकता और वाहन की क्षमता के अनुसार ईंधन चुन सकें। साथ ही उन्होंने एथेनॉल मिश्रित पेट्रोल की कीमत घटाने की भी मांग की।

ई20 पेट्रोल जिसमें 80 प्रतिशत पेट्रोल और 20 प्रतिशत एथेनॉल शामिल होता है उसके व्यापक उपयोग को लेकर विपक्षी दलों के अलावा कई उपभोक्ता संगठनों और परिवहन क्षेत्र ने भी आपत्ति जताई है।

उनका कहना है कि पुराने वाहन इस मिश्रण के अनुरूप तैयार नहीं किए गए हैं और इससे तकनीकी समस्याएं उत्पन्न हो सकती हैं।

नीति का विरोध कर रहे संगठनों का कहना है कि सभी वाहनों में ई20 का सुरक्षित उपयोग संभव नहीं है।

उन्होंने ईंधन दक्षता में संभावित कमी रखरखाव खर्च बढ़ने और इंजन अथवा फ्यूल सिस्टम में खराबी आने की आशंका भी व्यक्त की है। साथ ही उन्होंने पूछा है कि ऐसी स्थिति में जिम्मेदारी किसकी होगी।

इस बहस के बीच केंद्रीय सड़क परिवहन एवं राजमार्ग मंत्री नितिन गडकरी ने संसद में बताया कि ई20 पेट्रोल के उपयोग से वाहन के प्रकार और उसकी आयु के आधार पर ईंधन दक्षता में दो से छह प्रतिशत तक कमी आ सकती है।

हालांकि गडकरी ने यह भी कहा कि ई20 के कई सकारात्मक पहलू हैं।

उनके अनुसार इस ईंधन से वाहन की रफ्तार पकड़ने की क्षमता बेहतर होती है ड्राइविंग अनुभव में सुधार आता है और ई10 की तुलना में लगभग 30 प्रतिशत तक कार्बन उत्सर्जन कम किया जा सकता है।

ई20 नीति के विरोध में दिल्ली के कई परिवहन संगठनों ने भी संसद तक मार्च निकालने की घोषणा की है।

उनका कहना है कि सरकार को इस नीति की समीक्षा करनी चाहिए और उपभोक्ताओं के लिए पारंपरिक पेट्रोल का विकल्प भी उपलब्ध रहना चाहिए।

दिल्ली टैक्सी एंड टूरिस्ट ट्रांसपोर्टर्स एंड टूर ऑपरेटर्स एसोसिएशन तथा अन्य परिवहन संगठनों के संयुक्त आह्वान पर प्रस्तावित इस प्रदर्शन का समर्थन करते हुए ऑल इंडिया मोटर ट्रांसपोर्ट कांग्रेस के राष्ट्रीय अध्यक्ष हरीश सभरवाल ने कहा कि उनका विरोध सरकार द्वारा ई20 को उपभोक्ताओं के लिए एकमात्र उपलब्ध ईंधन विकल्प बनाने के निर्णय के खिलाफ है।
