CBI Opens Probe Into Subhash Chandra Over ₹1,322 Crore LICHFL Loss Claim
Loan accounts involving four companies later turned irregular; the lender alleges that Chandra’s financial strength was overstated in documents used to secure the facilities.
A banking fraud investigation has been launched by the Central Bureau of Investigation into loans that LIC Housing Finance Ltd says resulted in a financial hit of more than ₹1,322 crore.
At the centre of the case is Zee founder and Essel Group chairman Subhash Chandra, along with a group of companies and their directors.
The CBI registered the case on August 31 through its Banking Securities Fraud Branch after receiving a formal complaint from Neeta Menghani, a general manager with LIC Housing Finance.
The allegations relate to credit extended in 2018 and the subsequent failure to repay the amounts due.
What has drawn particular attention in the complaint is the sharp difference between the wealth figures attributed to Chandra in documents submitted to the lender and figures he is alleged to have cited years later during his personal insolvency proceedings.
One certificate used in connection with a ₹500 crore facility reportedly valued Chandra’s net worth at $6,197.62 million, or roughly ₹59,113.21 crore, as of March 31, 2017.
A second document, prepared in July 2018 for another borrowing arrangement, allegedly assessed his wealth at ₹40,562 crore.
The lender has told the investigating agency that these figures are inconsistent with Chandra’s later position.
According to the complaint, he stated during insolvency proceedings that his net worth stood at ₹31.79 crore in 2024 and that his wealth during 2017-18 had not crossed ₹40,000 crore.
The borrowing itself was spread across two facilities. Vasant Sagar Properties Pvt Ltd and Pan India Infrastructure Pvt Ltd were beneficiaries of one arrangement carrying a sanctioned amount of ₹500 crore.
Digital Subscriber Management and Consultancy Services Pvt Ltd and Spirit Infra Power and Multi Ventures Pvt Ltd were covered by another facility of ₹480 crore.
Chandra allegedly stood behind both transactions as personal guarantor.
Documents cited in the complaint show that the guarantees were issued on March 28 and August 10, 2018.
Neither facility was ultimately repaid as agreed, according to the lender. The amount outstanding in the Vasant Sagar account is cited as ₹570.50 crore, while the Digital Subscriber-related facility had dues of ₹507.25 crore.
LIC Housing Finance has put its overall alleged wrongful loss at more than ₹1,322 crore after taking the relevant liabilities, interest and charges into account.
The complaint goes beyond the alleged discrepancies in wealth declarations. LIC Housing Finance has accused Chandra of working in concert with the borrowing companies and their management to obtain credit on the strength of allegedly inaccurate financial information.
It has also raised allegations of funds being diverted or used for purposes other than those intended.
The lender has further alleged that steps were taken concerning assets belonging to the personal guarantor in a manner that could obstruct recovery of its dues.
Besides Chandra, the FIR identifies Vasant Sagar Properties and its director Pankaj Suroliya, Pan India Infrastructure, Digital Subscriber Management and Consultancy Services and its director Amish Pandya, and Spirit Infra Power and Multi Ventures and its director Rajeev Dholakia.
The CBI has also kept unidentified public servants and other persons within the scope of the case.
The registration of the FIR does not by itself establish guilt. The allegations made by LIC Housing Finance will now be examined as part of the CBI investigation.

LIC Housing Finance Ltd से जुड़े करीब ₹1,000 करोड़ के ऋणों में हुई कथित वित्तीय अनियमितताओं ने अब केंद्रीय जांच ब्यूरो (CBI) की जांच का रूप ले लिया है।
एजेंसी ने ज़ी के संस्थापक और एस्सेल ग्रुप के चेयरमैन सुभाष चंद्रा, कई कंपनियों तथा उनके निदेशकों के खिलाफ मामला दर्ज किया है। ऋणदाता ने अपना कथित नुकसान ₹1,322 करोड़ से अधिक बताया है।
CBI की Banking Securities Fraud Branch ने 31 अगस्त को FIR दर्ज की। इसकी पृष्ठभूमि में LIC Housing Finance की महाप्रबंधक नीता मेंघानी की लिखित शिकायत है।
मामला वर्ष 2018 में स्वीकृत ऋण सुविधाओं और बाद में उनके भुगतान में हुई कथित चूक से संबंधित है।
जांच में सबसे महत्वपूर्ण सवाल उन दस्तावेजों को लेकर उठाया गया है, जिनमें चंद्रा की आर्थिक क्षमता का आकलन किया गया था।
ऋण देने के समय पेश किए गए प्रमाणपत्रों में उनकी संपत्ति कई हजार करोड़ रुपये बताई गई थी, जबकि बाद की व्यक्तिगत दिवालियापन प्रक्रिया में उनके द्वारा कथित रूप से दिए गए आंकड़े इससे काफी अलग थे।
वसंत सागर से जुड़ी ₹500 करोड़ की ऋण सुविधा के संदर्भ में 28 मार्च 2018 के प्रमाणपत्र में चंद्रा की नेटवर्थ 6,197.62 मिलियन डॉलर बताई गई थी।
दस्तावेज के अनुसार 31 मार्च 2017 को यह राशि करीब ₹59,113.21 करोड़ बैठती थी। दूसरी ऋण सुविधा के लिए 6 जुलाई 2018 के एक अन्य प्रमाणपत्र में उनकी नेटवर्थ ₹40,562 करोड़ दर्ज होने का आरोप है।
LIC Housing Finance ने शिकायत में इन आंकड़ों को बाद के घटनाक्रम से जोड़ते हुए सवाल उठाए हैं। शिकायत के मुताबिक, व्यक्तिगत दिवालियापन समाधान की कार्यवाही के दौरान चंद्रा ने 2024 में अपनी संपत्ति ₹31.79 करोड़ बताई थी।
इसी प्रक्रिया में उनके द्वारा यह कहे जाने का भी उल्लेख है कि 2017-18 में उनकी कुल नेटवर्थ ₹40,000 करोड़ से अधिक नहीं थी।
ऋण चार कंपनियों से जुड़े थे। वसंत सागर प्रॉपर्टीज प्राइवेट लिमिटेड और पैन इंडिया इंफ्रास्ट्रक्चर प्राइवेट लिमिटेड के लिए ₹500 करोड़ की सुविधा उपलब्ध कराई गई थी।
दूसरी ओर Digital Subscriber Management and Consultancy Services Pvt Ltd तथा Spirit Infra Power and Multi Ventures Pvt Ltd को ₹480 करोड़ की सुविधा दी गई थी।
इन दोनों वित्तीय व्यवस्थाओं में चंद्रा के व्यक्तिगत गारंटर होने की बात शिकायत में कही गई है। इसके लिए क्रमशः 28 मार्च 2018 और 10 अगस्त 2018 को निरंतर गारंटी संबंधी दस्तावेज जारी किए जाने का उल्लेख है।
समय के साथ दोनों ऋण खातों में भुगतान की समस्या सामने आई। शिकायत के अनुसार, वसंत सागर से संबंधित खाते में ₹570.50 करोड़ और Digital Subscriber से जुड़े ऋण में ₹507.25 करोड़ बकाया थे।
ब्याज तथा अन्य शुल्कों को मिलाकर ऋणदाता ने अपने कथित नुकसान का आंकड़ा ₹1,322 करोड़ से अधिक बताया है।
LIC Housing Finance ने आरोप लगाया है कि ऋण हासिल करने के लिए चंद्रा और संबंधित कंपनियों के अधिकारियों के बीच मिलीभगत हुई तथा उनकी वित्तीय स्थिति से जुड़े कथित रूप से गलत दस्तावेजों के आधार पर ऋण मंजूर कराया गया।
शिकायत में ऋण की रकम के कथित दुरुपयोग और उसके निर्धारित उद्देश्य से अलग इस्तेमाल के आरोप भी शामिल हैं।
वसूली की प्रक्रिया को लेकर भी शिकायत में आरोप लगाए गए हैं। ऋणदाता का कहना है कि व्यक्तिगत गारंटर से जुड़ी संपत्तियों के संबंध में ऐसे कदम उठाए गए, जिनसे बकाया रकम की वसूली मुश्किल हो सकती थी।
FIR में सुभाष चंद्रा के अलावा वसंत सागर प्रॉपर्टीज और उसके निदेशक पंकज सुरोलिया, पैन इंडिया इंफ्रास्ट्रक्चर, Digital Subscriber Management and Consultancy Services के निदेशक अमीश पांड्या तथा Spirit Infra Power and Multi Ventures के निदेशक राजीव ढोलकिया के नाम शामिल हैं।
कुछ अज्ञात सरकारी अधिकारियों और अन्य व्यक्तियों को भी जांच के दायरे में रखा गया है।
CBI द्वारा FIR दर्ज किया जाना जांच की शुरुआत है और इससे आरोप स्वतः सिद्ध नहीं होते। शिकायत में लगाए गए सभी आरोप जांच और आगे की कानूनी प्रक्रिया के अधीन हैं।
