CDSCO Issues Health Alert Over Two Pakistan-Made Skin Creams Sold in India
Regulator flags Goree Beauty Cream and Chandni Whitening Cream after tests detect heavy metals above permissible levels.
NEW DELHI: Consumers have been cautioned against two skin-whitening products carrying “Made in Pakistan” labels after India’s drug regulator raised concerns over their safety and regulatory status.
The Central Drugs Standard Control Organisation (CDSCO) has named Goree Beauty Cream and Chandni Whitening Cream in a public health alert, advising people not to buy or apply either product.
The warning follows regulatory examination of the creams, in which heavy metals were found at levels exceeding the prescribed limits.
CDSCO said exposure to such products could have toxic consequences and pose a serious risk to public health.
The regulator has also pointed to a separate concern: the two products are not authorised cosmetics for the Indian market.
Imported cosmetic products are required to undergo the prescribed registration process before they can legally enter the country’s regulated market.
CDSCO’s warning therefore covers both the composition of the products and their regulatory status. Consumers who already possess either cream have been advised to discontinue their use.
The caution also extends to cosmetics carrying similar names, according to the public notice.
The drug regulator has urged buyers to be particularly careful when selecting cosmetic products and to examine the information provided on the packaging before making a purchase.
For domestically manufactured cosmetics, consumers should be able to find details such as the manufacturer’s name and manufacturing licence information.
Product packaging should also carry identifying information including the batch number, date of manufacture, and expiry date.
For imported cosmetics, CDSCO has advised consumers to look for the applicable registration details.
The presence of such information can help buyers distinguish products that have gone through the required regulatory process from unauthorised items.
India’s cosmetic sector is governed by the Drugs and Cosmetics Act, 1940, and the Cosmetics Rules, 2020.
The regulatory framework requires manufacturers producing cosmetics for sale and distribution to obtain the appropriate licence from the State Licensing Authority.
Imported cosmetics are subject to registration with the Central Licensing Authority under the applicable rules.
The Bureau of Indian Standards (BIS) also lays down standards applicable to cosmetic products in India.
The latest alert serves as a reminder that cosmetic products, including creams marketed for skin whitening, are subject to safety and regulatory requirements and are not exempt from scrutiny simply because they are sold as personal-care products.
CDSCO has not stated in its alert that either cream has been linked to a particular case of illness.
Its warning is based on the products being unauthorised and the finding of heavy metals above specified limits.
Consumers who come across either of the named products are advised to avoid purchasing or using them and to check regulatory and manufacturing information before buying imported cosmetics.

नई दिल्ली: त्वचा को गोरा करने के लिए इस्तेमाल होने वाली दो क्रीमों को लेकर केंद्रीय औषधि मानक नियंत्रण संगठन (CDSCO) ने उपभोक्ताओं को सावधान किया है।
नियामक ने Goree Beauty Cream और Chandni Whitening Cream को लेकर सार्वजनिक स्वास्थ्य चेतावनी जारी करते हुए लोगों से इन उत्पादों को खरीदने और लगाने से बचने को कहा है।
दोनों उत्पादों की पैकेजिंग पर इन्हें पाकिस्तान में निर्मित बताया गया है। CDSCO की चिंता केवल इनके नियामकीय दर्जे तक सीमित नहीं है।
जांच के दौरान इन क्रीमों में भारी धातुओं की मात्रा निर्धारित सीमा से अधिक पाए जाने की बात सामने आई है।
नियामक के अनुसार, तय मानकों से अधिक भारी धातुओं वाले कॉस्मेटिक उत्पादों के संपर्क में आने से विषाक्त प्रभाव पड़ सकता है और उपभोक्ताओं के स्वास्थ्य के लिए गंभीर खतरा पैदा हो सकता है।
CDSCO ने इन उत्पादों को भारत के बाजार के लिए अनधिकृत भी बताया है। आयातित कॉस्मेटिक्स को देश में बिक्री के लिए उपलब्ध कराने से पहले निर्धारित नियमों के तहत पंजीकरण कराना जरूरी होता है।
इसी वजह से CDSCO ने लोगों से कहा है कि यदि किसी ने Goree Beauty Cream या Chandni Whitening Cream को पहले ही खरीद लिया है तो उसका इस्तेमाल न करें। समान नाम से बाजार में उपलब्ध उत्पादों को लेकर भी उपभोक्ताओं को सतर्क रहने की सलाह दी गई है।
नियामक ने उपभोक्ताओं से कॉस्मेटिक खरीदने की आदत में एक जरूरी सावधानी जोड़ने को कहा है—उत्पाद खरीदने से पहले उसकी पैकेजिंग पर मौजूद निर्माता और नियामकीय जानकारी जरूर जांचें।
भारत में निर्मित कॉस्मेटिक उत्पादों पर निर्माता का नाम और मैन्युफैक्चरिंग लाइसेंस से जुड़ी जानकारी देखी जा सकती है।
इसके अलावा बैच नंबर, निर्माण की तारीख और उत्पाद की समाप्ति तिथि जैसी जानकारियां भी महत्वपूर्ण हैं।
अगर कॉस्मेटिक विदेश से आयात किया गया है तो उसके पैकेट पर संबंधित रजिस्ट्रेशन विवरण की जांच करना भी जरूरी है। इससे उपभोक्ताओं को यह समझने में मदद मिल सकती है कि उत्पाद आवश्यक नियामकीय प्रक्रिया से गुजर चुका है या नहीं।
भारत में कॉस्मेटिक उत्पादों के निर्माण और आयात पर Drugs and Cosmetics Act, 1940 तथा Cosmetics Rules, 2020 के तहत नियम लागू होते हैं।
बिक्री और वितरण के लिए कॉस्मेटिक्स बनाने वाले निर्माताओं को संबंधित राज्य लाइसेंसिंग प्राधिकरण से लाइसेंस लेना होता है।
वहीं, आयातित कॉस्मेटिक उत्पादों के लिए केंद्रीय लाइसेंसिंग प्राधिकरण के साथ निर्धारित प्रक्रिया के तहत पंजीकरण आवश्यक है।
कॉस्मेटिक उत्पादों के लिए भारतीय मानक ब्यूरो (BIS) द्वारा निर्धारित मानक भी लागू होते हैं।
CDSCO की ताजा चेतावनी इस बात को रेखांकित करती है कि स्किन केयर और ब्यूटी प्रोडक्ट भी सुरक्षा तथा नियामकीय जांच के दायरे में आते हैं।
केवल व्यक्तिगत इस्तेमाल का उत्पाद होने के कारण किसी कॉस्मेटिक को नियामकीय मानकों से बाहर नहीं रखा जाता।
CDSCO ने अपनी चेतावनी में यह नहीं कहा है कि इन दोनों क्रीमों के इस्तेमाल से किसी विशेष व्यक्ति के बीमार होने का मामला सामने आया है।
नियामक की कार्रवाई इन उत्पादों के अनधिकृत होने और जांच में भारी धातुओं की मात्रा निर्धारित सीमा से अधिक पाए जाने पर आधारित है।
ऐसे में उपभोक्ताओं के लिए सलाह यही है कि इन दोनों नाम वाले उत्पादों को खरीदने या इस्तेमाल करने से बचें और विशेष रूप से आयातित कॉस्मेटिक्स खरीदते समय निर्माता, बैच, एक्सपायरी और रजिस्ट्रेशन से जुड़ी जानकारी की जांच करें।
