India-EU FTA: Indian Cars Could Enter EU at Zero Duty Within Five Years Under New Quota Plan

Draft trade pact proposes 2.5 lakh-car annual quota initially, rising to 4 lakh; separate tariff windows outlined for electric and other vehicles

NEW DELHI: Indian automobile manufacturers could gain significantly wider access to the European Union market under the draft India-EU free trade agreement, with the bloc proposing a phased reduction in import duties on qualifying vehicles shipped from India.

Under the proposed arrangement, up to 2.5 lakh Indian-made passenger cars a year would initially be eligible for a preferential import duty of 8 per cent.

The number of vehicles covered by the concession is planned to expand gradually, reaching 4 lakh units annually from the 10th year of the agreement.

The preferential window would apply to Indian-origin internal-combustion engine cars and hybrid electric vehicles with a CIF value of up to €50,000.

CIF, or cost, insurance and freight, represents the value of the vehicle along with the cost of transporting and insuring it up to the EU port of entry.

The tariff advantage would become progressively larger after the agreement takes effect.

The proposed 8 per cent duty would fall to 6 per cent in the second year, 4 per cent in the third, 2 per cent in the fourth and disappear altogether in the fifth year.

The quota itself would not remain fixed.

Beginning at 250,000 vehicles in the first year, it would expand in stages before reaching 400,000 vehicles annually from the 10th year onward.

Cars exceeding the €50,000 CIF ceiling would not receive the same quota-based concession during the initial period.

However, the draft provides for their import duty to decline progressively from 8 per cent in the first year to zero by the 10th year.

Vehicles brought into the EU outside the preferential quota would continue to face the applicable most-favoured-nation tariff rather than the reduced quota rate.

Separate framework for electric vehicles

The draft agreement creates a different tariff-rate quota for battery-electric vehicles, plug-in hybrids and passenger vehicles using technologies other than conventional internal-combustion engines and non-plug-in hybrids.

For vehicles in this category with a CIF value of up to €40,000, preferential access would begin only in the fifth year of the pact.

The initial allocation would cover 27,500 vehicles annually, with the quota rising to 60,500 in the ninth year and reaching 125,000 from the 14th year.

The 8 per cent duty applicable within the quota would be phased out from the ninth year.

A second price bracket covers eligible vehicles costing more than €40,000 but no more than €60,000 on a CIF basis. Its preferential quota would also begin in the fifth year, initially covering 16,250 vehicles annually at an 8 per cent duty.

That allocation would subsequently expand, reaching 75,000 vehicles a year from the 14th year, when the preferential duty would fall to zero.

For eligible vehicles costing above €60,000, the proposed quota would begin with 6,250 units a year from the fifth year.

The allocation would increase to 13,250 units in the ninth year and to 25,000 from the 14th year. As with the other electric and alternative-technology categories, the duty would be eliminated from the ninth year.

What the proposal means for Indian automakers

The proposed structure would give Indian vehicle exporters a gradually expanding route into the EU market, rather than an immediate removal of tariffs across all vehicle imports.

The phased approach also differentiates between conventional and hybrid vehicles on one side and electric or other technologies on the other, with the latter receiving preferential access later under the proposed schedule.

The agreement is particularly significant because automotive trade has traditionally been one of the more sensitive areas in India-EU negotiations.

The draft text follows the conclusion of the India-EU FTA negotiations announced on January 27, 2026, with the pact expected to be signed later this year and potentially take effect in 2027.

For Indian manufacturers, the size of the proposed EU quota could create additional room to expand exports of vehicles produced in India.

The actual commercial benefit, however, would depend on manufacturers meeting the agreement’s origin requirements, qualifying within the relevant price bands and securing access to the available tariff-rate quotas.

The proposed provisions therefore represent a phased opening of the EU automobile market to Indian-made vehicles, rather than unrestricted duty-free access from the outset.

नई दिल्ली: भारत और यूरोपीय संघ के बीच प्रस्तावित मुक्त व्यापार समझौते (FTA) के तहत भारतीय कारों के लिए यूरोपीय बाजार में प्रवेश की राह आसान हो सकती है।

समझौते के ड्राफ्ट में भारत में निर्मित पात्र यात्री वाहनों पर आयात शुल्क को चरणबद्ध तरीके से घटाने और एक निश्चित संख्या में कारों को रियायती दर पर प्रवेश देने का प्रस्ताव रखा गया है।

प्रस्तावित व्यवस्था के तहत पहले साल यूरोपीय संघ हर साल 2.5 लाख भारत-निर्मित यात्री कारों को 8 प्रतिशत रियायती आयात शुल्क पर प्रवेश देगा। यह सीमा धीरे-धीरे बढ़ाई जाएगी और समझौते के 10वें साल से सालाना 4 लाख वाहनों तक पहुंच जाएगी।

यह सुविधा मुख्य रूप से भारत में निर्मित इंटरनल कम्बशन इंजन (ICE) वाली यात्री कारों और हाइब्रिड इलेक्ट्रिक वाहनों के लिए होगी।

इसकी सीमा उन वाहनों तक रहेगी जिनकी CIF कीमत 50,000 यूरो तक है।

CIF कीमत में वाहन की वास्तविक कीमत के साथ उसे यूरोपीय बंदरगाह तक पहुंचाने का मालभाड़ा और बीमा लागत शामिल होती है।

इस व्यवस्था की खास बात यह है कि 8 प्रतिशत शुल्क स्थायी नहीं रहेगा। समझौता लागू होने के दूसरे वर्ष में यह घटकर 6 प्रतिशत, तीसरे वर्ष में 4 प्रतिशत और चौथे वर्ष में 2 प्रतिशत हो जाएगा।

पांचवें साल में पात्र वाहनों पर यह शुल्क पूरी तरह समाप्त करने का प्रस्ताव है।

वाहनों की संख्या पर लागू सीमा भी स्थिर नहीं रहेगी। शुरुआत में 2.5 लाख वाहनों से शुरू होकर यह कोटा कई चरणों में बढ़ेगा और 10वें वर्ष से सालाना 4 लाख वाहनों तक पहुंच जाएगा।

हालांकि, 50,000 यूरो से अधिक CIF कीमत वाली कारों को शुरुआती वर्षों में इसी कोटा आधारित रियायत का लाभ नहीं मिलेगा।

ऐसे वाहनों के लिए भी ड्राफ्ट में शुल्क को पहले साल के 8 प्रतिशत से घटाकर 10वें साल तक शून्य करने का प्रस्ताव है।

कोटा से अधिक संख्या में यूरोपीय संघ में भेजे जाने वाले वाहनों पर सामान्य Most Favoured Nation (MFN) शुल्क लागू होगा। यानी रियायती दर का लाभ निर्धारित कोटा के भीतर आने वाले वाहनों तक सीमित रहेगा।

इलेक्ट्रिक वाहनों के लिए अलग समय-सारणी

ड्राफ्ट समझौते में बैटरी इलेक्ट्रिक वाहनों (BEV), प्लग-इन हाइब्रिड इलेक्ट्रिक वाहनों (PHEV) और ICE तथा सामान्य हाइब्रिड के अलावा अन्य तकनीक वाले यात्री वाहनों के लिए अलग टैरिफ-रेट कोटा प्रस्तावित किया गया है।

40,000 यूरो तक CIF कीमत वाले इन वाहनों के लिए रियायती व्यवस्था समझौता लागू होने के पांचवें वर्ष से शुरू होगी। शुरुआत में 27,500 वाहनों को 8 प्रतिशत शुल्क पर प्रवेश मिलेगा।

यह संख्या नौवें वर्ष में बढ़कर 60,500 और 14वें वर्ष से 1,25,000 वाहन सालाना हो जाएगी। इस श्रेणी के वाहनों पर रियायती शुल्क नौवें वर्ष से समाप्त करने का प्रस्ताव है।

40,000 से अधिक और 60,000 यूरो तक कीमत वाले वाहनों के लिए भी कोटा पांचवें वर्ष से शुरू होगा। इस श्रेणी में शुरुआती तौर पर 16,250 वाहन हर साल 8 प्रतिशत शुल्क पर यूरोपीय बाजार में प्रवेश कर सकेंगे।

इस कोटे को 14वें वर्ष से बढ़ाकर सालाना 75,000 वाहनों तक करने का प्रस्ताव है। इसके साथ ही रियायती आयात शुल्क को शून्य करने की योजना है।

वहीं, 60,000 यूरो से अधिक CIF कीमत वाले पात्र वाहनों के लिए पांचवें वर्ष में 6,250 वाहनों का कोटा प्रस्तावित है।

नौवें वर्ष तक यह संख्या 13,250 और 14वें वर्ष से 25,000 वाहन सालाना हो जाएगी। इस श्रेणी में भी नौवें वर्ष से शुल्क समाप्त करने का प्रस्ताव है।

भारतीय ऑटो उद्योग के लिए क्या बदलेगा?

प्रस्तावित व्यवस्था भारत से यूरोप को कार निर्यात करने वाली कंपनियों के लिए बाजार तक पहुंच का एक चरणबद्ध रास्ता तैयार करती है।

शुरुआत में पूरी तरह शुल्क-मुक्त व्यापार के बजाय सीमित कोटा और धीरे-धीरे घटती दरों के जरिए बाजार खोलने का मॉडल अपनाया गया है।

ड्राफ्ट में पारंपरिक इंजन और हाइब्रिड वाहनों को इलेक्ट्रिक तथा अन्य तकनीकों से अलग रखा गया है। इलेक्ट्रिक और कुछ अन्य श्रेणियों के वाहनों के लिए रियायती बाजार पहुंच बाद के वर्षों में शुरू होगी।

ऑटोमोबाइल क्षेत्र भारत और यूरोपीय संघ के बीच व्यापार वार्ता के संवेदनशील क्षेत्रों में रहा है। दोनों पक्षों ने भारत-EU FTA की वार्ता पूरी होने की घोषणा 27 जनवरी 2026 को की थी। समझौते पर इस साल हस्ताक्षर होने और अगले साल से इसके लागू होने की संभावना जताई गई है।

भारतीय वाहन कंपनियों के लिए वास्तविक लाभ इस बात पर निर्भर करेगा कि वे समझौते में तय स्थानीय मूल, कीमत और कोटा संबंधी शर्तों को कितना पूरा कर पाती हैं और उपलब्ध टैरिफ-रेट कोटे का कितना उपयोग कर पाती हैं।

इस लिहाज से प्रस्तावित समझौता भारतीय निर्मित वाहनों के लिए यूरोपीय बाजार को एक साथ पूरी तरह खोलने के बजाय चरणबद्ध तरीके से अधिक सुलभ बनाने की योजना पेश करता है।
