NEW DELHI: India on Wednesday summoned Pakistan’s Chargé d’Affaires in New Delhi and formally protested after a Pakistani naval vessel collided with an Indian Navy ship in international waters, with the Ministry of External Affairs describing the conduct of the Pakistani naval unit as “unacceptable and unprofessional.”
The diplomatic action followed a maritime incident in the northern Arabian Sea on September 15.
According to reports citing officials, the Indian Navy vessel was carrying out a routine surveillance mission when a Pakistani naval ship approached it at high speed and subsequently came into contact with the Indian vessel.
The MEA said the encounter occurred beyond territorial waters and did not result in any major damage.
However, New Delhi objected to the manner in which the Pakistani naval unit operated and said its conduct was inconsistent with obligations under an India-Pakistan agreement signed in April 1991.
At the Foreign Ministry, Pakistan’s Chargé d’Affaires was asked to convey India’s concerns to the authorities concerned in Islamabad.
New Delhi stressed that naval and other military units must exercise appropriate caution and follow the bilateral arrangements governing military activities between the two countries.
India specifically invoked Article 10 of the April 1991 Agreement on Advance Notice on Military Exercises, Manoeuvres and Troops Movements.
The government said the conduct of the Pakistani vessel was in direct contravention of that provision.
The ministry also instructed India’s Chargé d’Affaires in Islamabad to lodge a corresponding protest with Pakistan’s Ministry of Foreign Affairs.
The move means that the issue is being raised through diplomatic channels in both capitals.
According to reports based on sources familiar with the incident, the Pakistani vessel moved towards an Indian frontline warship at considerable speed while the latter was engaged in surveillance operations.
The manoeuvring was described by Indian sources as unsafe and unprofessional. These details have not been elaborated upon in the MEA’s formal statement.
The identity of the Indian Navy vessel was not disclosed in the MEA statement. Some reports have identified the Pakistani vessel as PNS Hunain, an offshore patrol vessel, but the ministry’s official statement did not name the ships involved.
No major damage or casualties have been reported from the incident. The Indian Navy vessel continued its assigned mission, according to reporting on the episode.
The incident comes against the backdrop of already sensitive relations between India and Pakistan, making the conduct of military units at sea particularly significant.
For now, New Delhi has responded through formal diplomatic channels, calling for greater caution and adherence to existing bilateral arrangements to prevent a recurrence.
There was no immediate public response from Pakistan to India’s protest at the time of the latest reports.

विदेश मंत्रालय ने नई दिल्ली स्थित पाकिस्तान के चार्ज डी’अफेयर्स को तलब कर घटना पर भारत की आपत्ति से अवगत कराया और पाकिस्तानी नौसैनिक इकाइयों के व्यवहार को “अस्वीकार्य और गैर-पेशेवर” बताया।
यह घटना 15 सितंबर को उत्तरी अरब सागर में हुई थी। उपलब्ध जानकारी के अनुसार, भारतीय नौसेना का पोत नियमित निगरानी अभियान पर था, तभी एक पाकिस्तानी नौसैनिक जहाज उसके करीब आया और बाद में दोनों पोतों के बीच टक्कर हो गई।

भारत के अनुसार, पाकिस्तानी नौसैनिक जहाज का आचरण इस प्रावधान के सीधे उल्लंघन के दायरे में आता है।
नई दिल्ली ने इस मामले को केवल अपने स्तर पर उठाने के बजाय इस्लामाबाद में तैनात भारतीय चार्ज डी’अफेयर्स को भी पाकिस्तान के विदेश मंत्रालय के समक्ष समान विरोध दर्ज कराने का निर्देश दिया है।
घटना की परिस्थितियों को लेकर सामने आई रिपोर्टों में अधिकारियों के हवाले से कहा गया है कि पाकिस्तानी जहाज नियमित निगरानी अभियान में लगे भारतीय नौसेना के एक अग्रिम पोत के करीब तेज गति से पहुंचा था।
भारतीय सूत्रों ने इस दौरान की गई गतिविधियों को असुरक्षित और गैर-पेशेवर बताया है। हालांकि, विदेश मंत्रालय के आधिकारिक बयान में घटना की विस्तृत परिस्थितियों का उल्लेख नहीं किया गया है।
