Centre Declares 23 Pakistan-Based JeM and LeT Operatives as Terrorists, Cites Cross-Border Recruitment and Drone-Based Arms Smuggling

New Delhi: The Central Government on Saturday officially designated 23 Pakistan-based operatives linked to the Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT) as terrorists.

According to the Union Home Ministry, the individuals have been accused of playing key roles in cross-border terrorism, including recruiting militants, facilitating infiltration into India, providing terrorist training, smuggling arms through drones, raising funds, and planning attacks in Jammu and Kashmir.

Among those declared terrorists are several individuals who are alleged to have close links with LeT founder Hafiz Muhammad Saeed.

The notification identifies Abdul Rauf, Hafiz Khalid Waleed, and Rana Iftikhar as senior associates of Saeed who allegedly coordinated terror-related activities and supported militant operations.

The Home Ministry stated that Rana Iftikhar (54) allegedly coordinated with extremist organisations and encouraged young people to join terrorist activities while maintaining close ties with Hafiz Saeed.

Abdul Rauf (52), who is allegedly associated with both Lashkar-e-Taiba and Jamaat-ud-Dawa, has been accused of planning terrorist operations, arranging financial resources, and functioning as one of the key members of the organisation under Saeed’s leadership.

According to the notification, Hafiz Khalid Waleed (51) has allegedly worked under the protection of Hafiz Saeed and is accused of masterminding several terrorist incidents while remaining actively involved in planning militant activities.

The list also includes Masood Ilyas Kashmiri, also known as Mufti Masood Ilyas, a 41-year-old alleged senior JeM functionary currently residing in Rawalkot in Pakistan-occupied Jammu and Kashmir (PoJK).

The government has accused him of recruiting young people, providing militant training, facilitating infiltration into India, and being linked to the April 22, 2022, terrorist attack on security forces at Sunjwan in Jammu.

Another individual named in the notification is Mohammad Mussadiq, also known as Doctor alias Hamza, a 38-year-old resident of Shakargarh in Pakistan’s Narowal district.

Authorities allege that he handled the infiltration of JeM terrorists into Jammu and Kashmir, played a role in the Sunjwan attack, supplied weapons and ammunition through drones across the border, and supervised online recruitment through JeM’s cyber network using various social media platforms.

The Centre has further designated Mufti Muhammad Asghar Khan, also known as Abu Saad, a 52-year-old resident of Abbaspur in Pakistan-occupied Jammu and Kashmir.

According to the notification, he allegedly served as a launching commander for JeM militants and was one of the principal conspirators behind the November 29, 2016, attack on the Indian Army camp at Nagrota in Jammu.

Two more JeM operatives—Hafiz Abdul Shakoor (56) and Abdullah Jehadi (47)—have also been designated as terrorists.

The government alleges that both were involved in the 2016 Nagrota Army camp attack, with Hafiz Abdul Shakoor also accused of coordinating the infiltration of militants into Jammu and Kashmir.

The latest action comes as Indian security and intelligence agencies continue their efforts to dismantle cross-border terror infrastructure.

Investigators say terrorist organisations are increasingly relying on drones, encrypted communication platforms, and social media networks to transport weapons, coordinate operations, and recruit new members.

Several other individuals have also been included in the government’s notification.

These include Firdous Ahmad Bhat (33), who allegedly facilitated the movement of foreign terrorists into India; Ghulam Fareed (42), accused of supplying arms and ammunition; and Haroon Rashid Ganai (36), who allegedly recruited young people for terrorist organisations.

The notification also names Mohammed Shaheed Faisal (40), who is alleged to have links with LeT, Al-Qaeda, and ISIS.

According to the government, he recruited youths through social media, arranged weapons training in Pakistan, raised funds for terrorist operations, and trained recruits in using encrypted communication systems and fake identities to evade law enforcement agencies.

Another designated individual, Bilal Ahmad Mir (27), has been accused of being associated with both Lashkar-e-Taiba and The Resistance Front (TRF) while allegedly participating in cross-border terror conspiracies targeting India.

The list further includes Abid Quyoom Lone (27), who allegedly coordinated terrorist activities, arranged funding, and managed logistics; Nazir Ahmed Gujjar (38), accused of sending arms and ammunition through drones; and Ashfaq Ahmad (52), who allegedly provided technical assistance and financial support for terrorist operations.

The government has also designated Maulana Imdad Ullah Makki (46), who is alleged to coordinate several JeM activities and head different factions of the organisation.

Alongside him, Maulana Saifullah Khalid (57) has also been designated for his alleged involvement with multiple units of Jamaat-ud-Dawa and for activities linked to terrorism.

The remaining individuals notified as terrorists include Mohammad Yaqoob (51), who allegedly provided logistical and financial support; Molana Yousaf Taibi (56), accused of being active in several LeT and Jamaat-ud-Dawa factions;

Waseem Noor Jat (44), alleged to have facilitated drone deliveries and arms consignments; Owais Farooz (27); and Qari Yaqub Sheikh (53).

The notification states that all have been designated under the relevant provisions of anti-terror laws based on allegations regarding their roles in supporting cross-border militant activities.

नई दिल्ली: केंद्र सरकार ने शनिवार को जैश-ए-मोहम्मद (JeM) और लश्कर-ए-तैयबा (LeT) से जुड़े पाकिस्तान स्थित 23 व्यक्तियों को आधिकारिक तौर पर आतंकवादी घोषित कर दिया। केंद्रीय गृह मंत्रालय की अधिसूचना के अनुसार इन सभी पर आतंकियों की भर्ती, भारत में घुसपैठ कराने, प्रशिक्षण देने, ड्रोन के जरिए हथियार और गोला-बारूद पहुंचाने, धन जुटाने तथा जम्मू-कश्मीर में आतंकी हमलों की साजिश रचने जैसे गंभीर आरोप हैं।

घोषित आतंकियों की सूची में ऐसे कई नाम शामिल हैं जिन्हें लश्कर-ए-तैयबा के संस्थापक हाफिज मोहम्मद सईद का करीबी सहयोगी बताया गया है। अधिसूचना में अब्दुल रऊफ, हाफिज खालिद वलीद और राना इफ्तिखार को सईद के निकट सहयोगियों के रूप में चिन्हित किया गया है।

गृह मंत्रालय के अनुसार राना इफ्तिखार (54) कथित तौर पर कट्टरपंथी संगठनों के बीच समन्वय स्थापित करता था और युवाओं को आतंकवादी गतिविधियों में शामिल होने के लिए प्रेरित करता था। वहीं अब्दुल रऊफ (52) पर लश्कर-ए-तैयबा और जमात-उद-दावा के लिए आतंकी साजिशों की योजना बनाने, धन जुटाने तथा संगठन के प्रमुख संचालकों में शामिल होने का आरोप लगाया गया है।

अधिसूचना में कहा गया है कि हाफिज खालिद वलीद (51) हाफिज सईद के संरक्षण में कार्य करता था और कई आतंकी घटनाओं की कथित साजिश रचने में उसकी महत्वपूर्ण भूमिका रही है।

सरकार द्वारा घोषित सूची में मसूद इलियास कश्मीरी, जिसे मुफ्ती मसूद इलियास के नाम से भी जाना जाता है, का नाम भी शामिल है। 41 वर्षीय यह व्यक्ति कथित तौर पर पाकिस्तान अधिकृत जम्मू-कश्मीर (पीओजेके) के रावलकोट में रह रहा है। सरकार का आरोप है कि वह जैश-ए-मोहम्मद का वरिष्ठ सदस्य है और युवाओं की भर्ती, आतंकी प्रशिक्षण, भारत में घुसपैठ कराने तथा 22 अप्रैल 2022 को जम्मू के सुनजवां में सुरक्षा बलों पर हुए हमले से जुड़ा रहा है।

एक अन्य नाम मोहम्मद मुसद्दिक उर्फ डॉक्टर उर्फ हमजा का है, जो पाकिस्तान के नारोवाल जिले के शकरगढ़ का निवासी बताया गया है। सरकार के अनुसार वह जम्मू-कश्मीर में जैश आतंकियों की घुसपैठ कराने, सुनजवां हमले में भूमिका निभाने, ड्रोन के जरिए हथियार और गोला-बारूद भेजने तथा सोशल मीडिया के माध्यम से युवाओं की भर्ती करने वाले साइबर नेटवर्क का संचालन करता था।

केंद्र ने मुफ्ती मोहम्मद असगर खान उर्फ अबू साद (52) को भी आतंकवादी घोषित किया है। वह कथित तौर पर पीओजेके के अब्बासपुर का निवासी है। अधिसूचना के अनुसार उसे जम्मू-कश्मीर में जैश आतंकियों का लॉन्चिंग कमांडर बताया गया है और 29 नवंबर 2016 को नागरोटा स्थित भारतीय सेना शिविर पर हुए आतंकी हमले के प्रमुख साजिशकर्ताओं में शामिल माना गया है।

इसी प्रकार हाफिज अब्दुल शकूर (56) और अब्दुल्ला जेहादी (47) को भी आतंकवादी घोषित किया गया है। सरकार का आरोप है कि दोनों 2016 के नागरोटा आतंकी हमले में शामिल थे और हाफिज अब्दुल शकूर जम्मू-कश्मीर में आतंकियों की घुसपैठ कराने का भी काम करता था।

यह कार्रवाई ऐसे समय हुई है जब भारतीय सुरक्षा और जांच एजेंसियां सीमा पार संचालित आतंकी नेटवर्क पर लगातार नजर बनाए हुए हैं। अधिकारियों का कहना है कि आतंकी संगठन अब ड्रोन, एन्क्रिप्टेड संचार प्रणाली और सोशल मीडिया प्लेटफॉर्म का इस्तेमाल हथियार पहुंचाने, संपर्क बनाए रखने और नए युवाओं की भर्ती के लिए कर रहे हैं।

अधिसूचना में शामिल अन्य नामों में फिरदौस अहमद भट (33) पर विदेशी आतंकियों को भारत में प्रवेश दिलाने, गुलाम फरीद (42) पर हथियार और गोला-बारूद उपलब्ध कराने तथा हारून राशिद गनई (36) पर युवाओं की आतंकी संगठनों में भर्ती कराने का आरोप लगाया गया है।

सरकार ने मोहम्मद शहीद फैसल (40) को भी आतंकवादी घोषित किया है। अधिसूचना के अनुसार उसके संबंध लश्कर-ए-तैयबा, अल-कायदा और आईएसआईएस से जुड़े मॉड्यूल से बताए गए हैं। उस पर सोशल मीडिया के जरिए युवाओं की भर्ती करने, पाकिस्तान में हथियारों का प्रशिक्षण दिलाने, आतंकी गतिविधियों के लिए धन जुटाने तथा एन्क्रिप्टेड तकनीक और फर्जी पहचान का इस्तेमाल सिखाने के आरोप लगाए गए हैं।

सूची में शामिल बिलाल अहमद मीर (27) पर लश्कर-ए-तैयबा और द रेजिस्टेंस फ्रंट (TRF) से जुड़े होने तथा भारत के खिलाफ सीमा पार से आतंकी साजिश रचने का आरोप लगाया गया है।

अन्य घोषित आतंकियों में आबिद कय्यूम लोन (27) पर आतंकी गतिविधियों की योजना बनाने, धन जुटाने और लॉजिस्टिक सहायता उपलब्ध कराने, नजीर अहमद गुज्जर (38) पर ड्रोन के जरिए हथियार भेजने तथा अशफाक अहमद (52) पर तकनीकी सहायता और वित्तीय सहयोग उपलब्ध कराने के आरोप लगाए गए हैं।

केंद्र सरकार ने मौलाना इमदाद उल्लाह मक्की (46) को भी आतंकवादी घोषित किया है। सरकार का आरोप है कि वह जैश-ए-मोहम्मद के विभिन्न गुटों का प्रमुख और कई आतंकी गतिविधियों का समन्वयक है। इसके अलावा मौलाना सैफुल्लाह खालिद (57) को भी जमात-उद-दावा के विभिन्न गुटों में सक्रिय भूमिका निभाने और आतंकवादी गतिविधियों से जुड़े होने के आरोप में सूचीबद्ध किया गया है।

सरकार द्वारा घोषित अन्य आतंकियों में मोहम्मद याकूब (51), जिस पर आतंकियों को वित्तीय और रसद सहायता देने का आरोप है; मौलाना यूसुफ तैबी (56), जो कथित तौर पर लश्कर-ए-तैयबा और जमात-उद-दावा के विभिन्न गुटों से जुड़ा है; वसीम नूर जाट (44), जिस पर ड्रोन और हथियारों की खेप पहुंचाने का आरोप है; ओवैस फारूज (27) तथा कारी याकूब शेख (53) शामिल हैं।

सरकार का कहना है कि इन सभी को आतंकवाद निरोधी कानूनों के प्रावधानों के तहत उनके कथित आतंकी गतिविधियों में शामिल होने के आरोपों के आधार पर आतंकवादी घोषित किया गया है।
