Centre Offers Detailed Parliament Debate on Student Protest, Amit Shah to Respond
Government move comes amid prolonged Opposition protests over police action during NEET paper-leak agitation; Opposition seeks discussion on student issue and Ayodhya donations
New Delhi: The government on Monday offered the Opposition a detailed discussion in Parliament on the ongoing student movement, with Union Home Minister Amit Shah set to respond to the debate, in a move aimed at breaking the prolonged deadlock that has repeatedly disrupted proceedings in both Houses.
The proposal was made during a meeting of the Lok Sabha Business Advisory Committee chaired by Speaker Om Birla.
Parliamentary Affairs Minister Kiren Rijiju told opposition representatives that the government was prepared to take up the issue of the students’ agitation and that Shah would give the government’s response.
The offer came against the backdrop of nearly two weeks of repeated disruptions in Parliament.
Several legislative measures have been passed amid protests, while opposition parties have continued to press the government over the handling of the student agitation.
Government seeks way out of parliamentary deadlock
Rijiju said the government was willing to hold a comprehensive discussion covering the student movement and related developments.
He urged opposition parties to allow the Home Minister to respond without interruptions once the debate begins.
The government believes that allowing Shah to address the issue directly could meet the Opposition’s principal demand, particularly its insistence on a statement from the Home Minister over the police action during the July 20 ‘Sansad Chalo’ march.
The protest, led by the Cockroach Janta Party in connection with the NEET paper-leak controversy, had triggered a political confrontation after police action against demonstrators.
Rijiju appealed to opposition members to participate in the discussion without creating disruptions, saying a full debate would allow all aspects of the issue to be examined.
Opposition continues to insist on Shah’s statement
The government’s proposal was discussed shortly after opposition leaders met to finalise their strategy for the day’s proceedings.
The Opposition decided to continue its protests while seeking a direct response from Shah.
Leader of Opposition in the Lok Sabha Rahul Gandhi had earlier insisted that Shah should make a statement regarding the police action against students during the July 20 march, describing the demand as non-negotiable.
Government managers, however, argued that offering a formal debate followed by a reply from the Home Minister effectively addressed that demand.
The Opposition has not agreed to restrict the proposed discussion to the students’ issue alone.
Ayodhya donations issue adds to disagreement
A further point of contention is the Opposition’s demand that the alleged irregularities concerning donations connected with Ayodhya’s Ram Mandir also be discussed in Parliament.
Some opposition leaders view the government’s proposal as an attempt to create differences within the Opposition, particularly because the Samajwadi Party, a major INDIA bloc constituent, has been pressing for discussion of the Ayodhya-related issue.
Congress chief whip Gaurav Gogoi said the Opposition did not regard one issue as a substitute for the other. He maintained that both the student protests and the Ram Mandir-related matter remained important items on the Opposition’s agenda.
Monsoon Session nearing its end
The standoff comes with the Monsoon Session of Parliament approaching its scheduled conclusion on August 13.
Since the beginning of the session, opposition parties have repeatedly protested inside the Houses, resulting in adjournments and interruptions.
The government has continued legislative business despite the disruptions, while the Opposition has argued that key public issues require dedicated debate.
The government’s latest offer could provide a route towards restoring relatively normal functioning if the two sides agree on the terms and scope of the discussion.
The immediate focus will now be on whether the Opposition accepts the proposed debate and whether Parliament can move from repeated disruptions to a substantive discussion, with Shah’s response expected to become a central point of the proceedings.

नई दिल्ली: संसद में करीब दो सप्ताह से जारी गतिरोध को खत्म करने की कोशिश के तहत केंद्र सरकार ने सोमवार को विपक्ष के सामने छात्रों के आंदोलन पर विस्तृत चर्चा कराने का प्रस्ताव रखा।
सरकार की ओर से कहा गया कि चर्चा के बाद केंद्रीय गृह मंत्री अमित शाह सदन में सरकार का पक्ष रखेंगे।
यह प्रस्ताव लोकसभा अध्यक्ष ओम बिरला की अध्यक्षता में हुई बिजनेस एडवाइजरी कमेटी (BAC) की बैठक में रखा गया।
संसदीय कार्य मंत्री किरेन रिजिजू ने विपक्षी नेताओं को बताया कि सरकार छात्रों के आंदोलन और उससे जुड़े घटनाक्रम पर विस्तृत चर्चा के लिए तैयार है और गृह मंत्री उसका जवाब देंगे।
यह पहल ऐसे समय हुई है जब मानसून सत्र के दौरान दोनों सदनों की कार्यवाही लगातार विरोध और हंगामे से प्रभावित रही है।
विपक्ष के विरोध के बीच कई विधेयक भी पारित किए जा चुके हैं।
गतिरोध खत्म करने की सरकार की कोशिश
रिजिजू ने कहा कि सरकार छात्रों के आंदोलन से जुड़े सभी पहलुओं पर व्यापक चर्चा के लिए तैयार है।
उन्होंने विपक्ष से आग्रह किया कि जब गृह मंत्री जवाब दें तो सदन में व्यवधान न पैदा किया जाए और सरकार का पक्ष पूरा सुना जाए।
सरकार का मानना है कि चर्चा के बाद अमित शाह का जवाब विपक्ष की उस प्रमुख मांग को पूरा कर सकता है, जिसमें गृह मंत्री से छात्रों के प्रदर्शन के दौरान हुई पुलिस कार्रवाई पर सीधे बयान देने की मांग की जा रही थी।
20 जुलाई को NEET पेपर लीक के मुद्दे को लेकर ‘संसद चलो’ मार्च आयोजित किया गया था। इस दौरान प्रदर्शनकारियों और पुलिस के बीच टकराव के बाद मामला राजनीतिक विवाद का विषय बन गया।
विपक्ष अब भी अमित शाह के बयान पर कायम
सरकार के प्रस्ताव से पहले विपक्षी दलों ने सोमवार सुबह बैठक कर संसद में अपनी रणनीति पर चर्चा की। बैठक में छात्रों के मुद्दे को लेकर विरोध जारी रखने का फैसला किया गया।
लोकसभा में नेता प्रतिपक्ष राहुल गांधी पहले ही मांग कर चुके हैं कि 20 जुलाई के प्रदर्शन के दौरान छात्रों पर हुई पुलिस कार्रवाई को लेकर गृह मंत्री अमित शाह सदन में बयान दें।
विपक्ष ने इसे अपनी प्रमुख और गैर-परक्राम्य मांगों में शामिल किया था।
सरकार से जुड़े नेताओं का तर्क है कि अब छात्रों के मुद्दे पर पूरी चर्चा और उसके बाद गृह मंत्री का जवाब देने की पेशकश विपक्ष की इसी मांग को संबोधित करती है।
हालांकि, विपक्ष चर्चा को केवल छात्र आंदोलन तक सीमित रखने के पक्ष में नहीं है।
अयोध्या राम मंदिर से जुड़े चंदे का मुद्दा भी शामिल करने की मांग
विपक्ष के भीतर एक अन्य महत्वपूर्ण मांग अयोध्या में राम मंदिर से जुड़े कथित चंदे की अनियमितताओं के मुद्दे पर चर्चा को लेकर है।
कुछ विपक्षी नेताओं का मानना है कि सरकार का केवल छात्र मुद्दे पर चर्चा का प्रस्ताव विपक्षी एकजुटता को प्रभावित करने की कोशिश हो सकता है।
खास तौर पर समाजवादी पार्टी, जो INDIA गठबंधन की प्रमुख सहयोगी है, अयोध्या से जुड़े मुद्दे को भी संसद में उठाने पर जोर दे रही है।
कांग्रेस के मुख्य सचेतक गौरव गोगोई ने कहा कि विपक्ष ने कभी यह नहीं कहा कि दोनों में से किसी एक मुद्दे को छोड़ दिया जाए।
उनके अनुसार, छात्रों का आंदोलन और राम मंदिर से संबंधित मुद्दा दोनों ही विपक्ष के एजेंडे में महत्वपूर्ण हैं।
13 अगस्त को समाप्त होना है मानसून सत्र
संसद का मानसून सत्र 13 अगस्त को समाप्त होने वाला है। सत्र की शुरुआत से ही विपक्षी दल विभिन्न मुद्दों को लेकर लगातार प्रदर्शन कर रहे हैं, जिसके कारण दोनों सदनों में बार-बार कार्यवाही स्थगित करनी पड़ी है।
वहीं, सरकार ने हंगामे के बीच विधायी कामकाज आगे बढ़ाया है। विपक्ष का कहना है कि महत्वपूर्ण जनहित के मुद्दों पर पर्याप्त चर्चा के बिना संसद की कार्यवाही आगे नहीं बढ़नी चाहिए।
सरकार की सोमवार की पेशकश अब गतिरोध समाप्त करने की दिशा में एक संभावित रास्ता खोलती दिखाई दे रही है।
हालांकि, अंतिम तस्वीर इस बात पर निर्भर करेगी कि विपक्ष चर्चा के प्रस्ताव को किस रूप में स्वीकार करता है और क्या दोनों पक्ष छात्र आंदोलन तथा अयोध्या से जुड़े मुद्दों पर चर्चा की शर्तों को लेकर सहमत हो पाते हैं।
ऐसे में आगामी कार्यवाही में अमित शाह का संभावित जवाब खास महत्व रखेगा, क्योंकि छात्रों के प्रदर्शन पर पुलिस कार्रवाई को लेकर सरकार और विपक्ष के बीच जारी राजनीतिक टकराव का केंद्र अब संसद के भीतर होने वाली बहस बन सकता है।
