JPSC Exam Row Deepens as Former Commission Chief L. Khiangte Arrested by CID
Action against former Jharkhand Chief Secretary comes amid a widening student agitation over recruitment exams and demands for an independent investigation
Ranchi: The controversy surrounding Jharkhand’s government recruitment examinations took a significant turn on Monday with the arrest of former Jharkhand Public Service Commission (JPSC) chairman L. Khiangte by the state Crime Investigation Department (CID).
Khiangte, who previously served as Jharkhand’s Chief Secretary, is being investigated in connection with allegations concerning the conduct of the JPSC’s 14th Civil Services Examination.
His arrest comes at a time when thousands of aspirants are demonstrating across the state, demanding greater transparency in the recruitment system and action over alleged examination irregularities.
A key issue under investigation is the decision to involve TDPL in conducting the 14th JPSC examination despite questions surrounding the company’s status.
Investigators had questioned Khiangte on several occasions before taking the former commission chief into custody.
The development adds a fresh dimension to an agitation that has already become a major political issue in Jharkhand.
Resignation preceded CID action
Khiangte stepped down as JPSC chairman on July 22. At the time, he indicated that leaving the post would help facilitate an impartial examination of the allegations.
His subsequent appearances before CID investigators formed part of the probe into the circumstances surrounding the examination.
The questioning reportedly extended for several hours on different occasions as investigators sought information about decisions taken during the examination process.
His arrest now places the former head of the state’s constitutional recruitment body at the centre of an investigation that has become increasingly contentious.
Aspirants step up pressure
The arrest coincided with a major escalation on the streets of Ranchi, where JPSC-JSSC aspirants attempted to move towards the Jharkhand Assembly.
The candidates have been protesting over alleged problems in several recruitment examinations.
Their complaints include claims relating to question papers, OMR sheets and the evaluation process.
They have demanded accountability and an investigation they regard as sufficiently independent to inspire confidence among candidates.
The protest has spread beyond Ranchi, with aspirants in places including Hazaribagh, Dhanbad and Bokaro also raising concerns over the recruitment process.
Assembly march ends in confrontation
Monday’s march became tense as demonstrators pushed through successive security barriers while attempting to reach the Assembly.
Police deployed water cannons to stop the advancing crowd.
A lathi charge followed after protesters crossed barricades, with some demonstrators sustaining injuries.
The security operation came amid extensive police deployment in Ranchi as authorities prepared for the large mobilisation.
Among those joining the march was JLKM leader Devendra Nath Mahto, who has been on hunger strike for nine days.
He arrived in an ambulance and was subsequently taken among the protesters on a stretcher.
Government faces pressure over JSSC-CGL
While the CID investigation concerns the JPSC examination, the JSSC-CGL controversy remains another major source of tension between the government and student groups.
The government has not agreed to cancel the JSSC-CGL examination. Its position is that the examination is connected to judicial directions and therefore cannot simply be annulled through an executive decision.
That stance has failed to satisfy protesters, who continue to seek stronger action and assurances concerning the integrity of the recruitment process.
Government says it has accepted most demands
Minister Deepika Pandey Singh has said the state government has agreed to most of the demands that fall within its powers.
The government has also indicated that allegations concerning examination irregularities could be examined under judicial supervision.
For the protesting candidates, however, these assurances have not been enough to bring the agitation to an end.
The dispute has consequently evolved into a broader question of confidence in Jharkhand’s public recruitment machinery.
Political parties enter the fray
The issue has also drawn sustained intervention from political parties.
Leader of Opposition Babulal Marandi has called for a CBI investigation, accusing the state government of failing to adequately address the concerns raised by students.
JLKM MLA Jairam Kumar Mahato has met the protesting candidates and pledged to take up their grievances both inside and outside the Assembly.
He also appealed to the police to deal with the demonstrators cooperatively.
With a former JPSC chairman now under arrest and thousands of candidates continuing to protest, the recruitment examination controversy is entering a crucial phase.
The CID’s findings could have wider implications for the credibility of the examination system, while the continuing agitation is keeping pressure on the government to provide answers that satisfy the candidates.

रांची: झारखंड में सरकारी भर्ती परीक्षाओं को लेकर चल रहे विवाद ने सोमवार को नया मोड़ ले लिया।
राज्य अपराध अनुसंधान विभाग (CID) ने झारखंड लोक सेवा आयोग (JPSC) के पूर्व अध्यक्ष एल. खियांग्ते को गिरफ्तार कर लिया।
मामला आयोग की 14वीं सिविल सेवा परीक्षा से जुड़ी कथित अनियमितताओं की जांच से संबंधित है।
खियांग्ते झारखंड के पूर्व मुख्य सचिव भी रह चुके हैं। जांच के दायरे में परीक्षा आयोजित कराने की प्रक्रिया और उससे जुड़े फैसले हैं।
इनमें TDPL नामक कंपनी को परीक्षा संचालन की जिम्मेदारी दिए जाने का मामला भी शामिल है, जबकि कंपनी की स्थिति को लेकर सवाल उठाए गए हैं।
पूर्व JPSC अध्यक्ष से गिरफ्तारी से पहले CID कई दौर में पूछताछ कर चुकी थी।
अधिकारियों ने परीक्षा से संबंधित फैसलों और प्रक्रिया को लेकर उनसे विस्तृत जानकारी ली थी।
22 जुलाई को छोड़ दिया था JPSC अध्यक्ष का पद
खियांग्ते ने 22 जुलाई को JPSC के अध्यक्ष पद से इस्तीफा दे दिया था।
उन्होंने उस समय संकेत दिया था कि उनके पद पर बने रहने की स्थिति में जांच प्रभावित होने की आशंका से बचने के लिए उनका हटना उचित होगा।
इसके बाद भी CID ने उनसे पूछताछ जारी रखी। कई मौकों पर उनसे घंटों सवाल-जवाब किए जाने की जानकारी सामने आई थी।
अब गिरफ्तारी के बाद जांच का दायरा और गंभीर हो गया है। मामला उस समय और महत्वपूर्ण हो गया है जब भर्ती परीक्षाओं को लेकर राज्यभर में अभ्यर्थियों का आंदोलन लगातार बढ़ रहा है।
रांची से दूसरे जिलों तक फैला छात्रों का आक्रोश
JPSC और JSSC की विभिन्न भर्ती परीक्षाओं को लेकर बड़ी संख्या में अभ्यर्थी विरोध प्रदर्शन कर रहे हैं।
रांची के अलावा हजारीबाग, धनबाद, बोकारो और अन्य जिलों में भी छात्रों ने भर्ती प्रक्रिया में कथित गड़बड़ियों के खिलाफ आवाज उठाई है।
प्रदर्शनकारियों की शिकायतों में प्रश्नपत्र, OMR शीट और उत्तरों के मूल्यांकन से संबंधित कथित अनियमितताएं शामिल हैं।
छात्र ऐसी जांच और कार्रवाई की मांग कर रहे हैं जिससे भर्ती परीक्षाओं की निष्पक्षता पर उनका भरोसा बहाल हो सके।
विधानसभा पहुंचने की कोशिश में टकराव
सोमवार को आंदोलनकारियों ने झारखंड विधानसभा की ओर कूच किया। रास्ते में लगाए गए सुरक्षा अवरोधों को पार करने की कोशिश के दौरान स्थिति तनावपूर्ण हो गई।
भीड़ को आगे बढ़ने से रोकने के लिए पुलिस ने पानी की बौछारें कीं।
इसके बाद बैरिकेडिंग पार करने वाले प्रदर्शनकारियों को तितर-बितर करने के लिए लाठीचार्ज किया गया। कार्रवाई में कुछ छात्रों के घायल होने की सूचना है।
भारी पुलिस बल पहले से तैनात था क्योंकि प्रशासन को बड़ी संख्या में प्रदर्शनकारियों के पहुंचने की आशंका थी।
नौ दिन के अनशन के बाद एंबुलेंस से पहुंचे देवेंद्र महतो
प्रदर्शन में JLKM नेता देवेंद्र नाथ महतो भी शामिल हुए। वह नौ दिनों से भूख हड़ताल पर हैं।
स्वास्थ्य की स्थिति के बावजूद वह एंबुलेंस से प्रदर्शन स्थल तक पहुंचे और बाद में उन्हें स्ट्रेचर के जरिए प्रदर्शनकारियों के बीच ले जाया गया।
उनकी मौजूदगी ने आंदोलन की गंभीरता को रेखांकित किया, क्योंकि छात्रों का विरोध अब केवल ज्ञापन और बैठकों तक सीमित नहीं रह गया है।
JSSC-CGL पर सरकार और छात्रों में मतभेद
JPSC की 14वीं सिविल सेवा परीक्षा की जांच के साथ-साथ JSSC-CGL परीक्षा को लेकर भी गतिरोध बना हुआ है।
प्रदर्शनकारी JSSC-CGL में कथित गड़बड़ियों की जांच और कार्रवाई चाहते हैं। दूसरी ओर, राज्य सरकार ने परीक्षा रद्द करने की मांग स्वीकार नहीं की है।
सरकार का तर्क है कि JSSC-CGL से संबंधित मामला न्यायिक निर्देशों से जुड़ा हुआ है और इसलिए इसे केवल सरकारी आदेश के जरिए रद्द नहीं किया जा सकता।
यही मुद्दा छात्र संगठनों और सरकार के बीच बातचीत में प्रमुख विवादों में बना हुआ है।
सरकार ने कहा, अधिकांश मांगें स्वीकार
राज्य की मंत्री दीपिका पांडेय सिंह ने कहा है कि सरकार अपने अधिकार क्षेत्र में आने वाली छात्रों की अधिकांश मांगें स्वीकार कर चुकी है।
सरकार कथित परीक्षा अनियमितताओं की जांच न्यायिक निगरानी में कराने की इच्छा भी जता चुकी है।
हालांकि, इन कदमों से आंदोलन अभी समाप्त नहीं हुआ है। अभ्यर्थी भर्ती प्रक्रिया की विश्वसनीयता को लेकर ठोस आश्वासन चाहते हैं।
CBI जांच को लेकर भी बढ़ा राजनीतिक दबाव
भर्ती परीक्षाओं का मुद्दा अब राजनीतिक स्तर पर भी जोर पकड़ चुका है।
विधानसभा में नेता प्रतिपक्ष बाबूलाल मरांडी ने राज्य सरकार पर छात्रों की शिकायतों को प्रभावी ढंग से हल नहीं करने का आरोप लगाते हुए CBI जांच की मांग की है।
JLKM विधायक जयराम कुमार महतो ने आंदोलनकारी छात्रों से मुलाकात की और उनकी मांगों को विधानसभा के भीतर तथा बाहर उठाने का आश्वासन दिया।
उन्होंने पुलिस से प्रदर्शनकारियों के साथ सहयोगात्मक रवैया अपनाने की अपील भी की।
पूर्व JPSC अध्यक्ष की गिरफ्तारी ने ऐसे समय विवाद को और गंभीर बना दिया है जब भर्ती परीक्षा व्यवस्था को लेकर हजारों युवा पहले से आंदोलनरत हैं।
अब CID की जांच के निष्कर्ष इस पूरे मामले की अगली दिशा तय करने में महत्वपूर्ण होंगे।
छात्रों के लिए यह विवाद केवल किसी एक परीक्षा के भविष्य का सवाल नहीं रह गया है।
इसके केंद्र में सरकारी नौकरियों की चयन प्रक्रिया पर भरोसा, पारदर्शिता और यह आश्वासन है कि भर्ती व्यवस्था में किसी भी प्रकार की गड़बड़ी की स्थिति में जिम्मेदारी तय की जाएगी।
