UP Government to Bring Young IAS, IPS and IFS Officers Closer to Government School Students
Lucknow: The Uttar Pradesh government is preparing a structured outreach programme under which young IAS, IPS and IFS officers posted in the districts will regularly interact with students of government-run intermediate colleges, to encourage them to pursue competitive examinations and make informed career choices.
The initiative is designed to give students direct access to officers who have themselves cleared highly competitive examinations and gone on to serve in the state administration, police and forest services.
Through these interactions, the government expects students to gain practical guidance on examination preparation as well as a broader understanding of career opportunities.
Additional Chief Secretary, Secondary Education, Partha Sarathi Sen Sharma, has directed the Director General of School Education to put in place an effective mechanism for implementing and monitoring the programme.
Under the plan, young IAS, IPS and IFS officers serving in districts will be expected to visit at least one intermediate-level school every month and spend time interacting with students.
Focus on competitive examinations
A major component of the programme will be guidance for students preparing for examinations such as the National Defence Academy (NDA), Joint Entrance Examination (JEE), National Eligibility-cum-Entrance Test (NEET) and Common University Entrance Test (CUET).
Students will also receive information and guidance relating to recruitment examinations conducted by the Union Public Service Commission (UPSC),
Uttar Pradesh Public Service Commission (UPPSC), Uttar Pradesh Subordinate Services Selection Commission (UPSSSC) and Uttar Pradesh Education Service Selection Commission (UPESSC).
Officials will discuss preparation strategies, respond to students’ questions and share their own experiences of competitive examinations and public service.
According to Sen Sharma, the Chief Secretary has already instructed district magistrates to ensure that young IAS, IPS and IFS officers posted in their respective districts visit schools regularly.
Their personal experiences, professional journeys and challenges, he said, could provide students with motivation while helping them understand the path towards their career goals.
Interactive sessions rather than one-way lectures
The government intends the school visits to be more than conventional motivational lectures.
Participatory discussions and question-and-answer sessions will form an important part of the programme, allowing students to directly raise issues concerning examinations, careers and their plans.
The sessions will cover subjects such as goal setting, career planning, effective study techniques, time management and self-discipline.
The programme will also introduce students to avenues beyond conventional competitive examinations.
Information on higher education, technical and vocational education, entrepreneurship and start-up opportunities will be included in the discussions.
Students will also be familiarised with major Central and Uttar Pradesh government schemes aimed at young people.
Wider focus on skills and well-being
The proposed interactions will have a wider developmental focus as well. Topics including financial skills, communication, business management, cyber security, de-addiction, stress management and confidence building are expected to form part of the sessions.
The idea is to equip students not only for examinations but also with skills that can help them make informed decisions and navigate education, employment and professional life.
District-wise calendar and monthly monitoring
The district magistrates will prepare a monthly schedule of school visits and coordinate the programme at the district level. A brief report on the activities will have to reach the Secondary Education Department by the fifth day of every month.
The report will record the schools visited, the officers who participated, the number of visits conducted, major subjects discussed and suggestions received from students.
District magistrates have also been given the responsibility of personally assessing the quality of the interactions and introducing innovations wherever required.
At the divisional level, commissioners will periodically review the implementation of the programme.
The Secondary Education Department has issued directions to the Director of Secondary Education, divisional joint directors of education (secondary) and district inspectors of schools.
District inspectors have been asked to communicate the programme to the identified schools and facilitate coordination between school administrations and the visiting officers.
Through the initiative, the state government seeks to create a direct link between students in government intermediate colleges and young members of the state’s elite civil services, bringing real-world experience and competitive-examination guidance into the classroom.

लखनऊ: उत्तर प्रदेश सरकार सरकारी इंटर कॉलेजों में पढ़ने वाले विद्यार्थियों को प्रतियोगी परीक्षाओं और करियर के बारे में बेहतर मार्गदर्शन देने के लिए युवा IAS, IPS और IFS अधिकारियों को सीधे छात्रों से जोड़ने की तैयारी कर रही है।
इसके तहत जिलों में तैनात युवा अधिकारी हर महीने कम से कम एक इंटरमीडिएट स्तर के विद्यालय का दौरा कर विद्यार्थियों से संवाद करेंगे।
इस पहल का उद्देश्य छात्रों को प्रतियोगी परीक्षाओं की तैयारी के व्यावहारिक तरीके बताने के साथ-साथ उन्हें प्रशासन, पुलिस और वन सेवाओं में अधिकारियों के अनुभवों से परिचित कराना है।
सरकार का मानना है कि इन अधिकारियों की व्यक्तिगत यात्रा, संघर्ष और कार्य अनुभव विद्यार्थियों के लिए प्रेरणा का स्रोत बन सकते हैं।
माध्यमिक शिक्षा के अपर मुख्य सचिव पार्थ सारथी सेन शर्मा ने स्कूल शिक्षा के महानिदेशक को इस कार्यक्रम को प्रभावी ढंग से लागू करने और उसकी निगरानी सुनिश्चित करने के निर्देश दिए हैं।
NDA, JEE, NEET और CUET की तैयारी पर जोर
कार्यक्रम में विद्यार्थियों को राष्ट्रीय रक्षा अकादमी (NDA), संयुक्त प्रवेश परीक्षा (JEE), राष्ट्रीय पात्रता-सह-प्रवेश परीक्षा (NEET) और कॉमन यूनिवर्सिटी एंट्रेंस टेस्ट (CUET) जैसी महत्वपूर्ण परीक्षाओं की तैयारी के संबंध में मार्गदर्शन दिया जाएगा।
इसके अलावा संघ लोक सेवा आयोग (UPSC), उत्तर प्रदेश लोक सेवा आयोग (UPPSC), उत्तर प्रदेश अधीनस्थ सेवा चयन आयोग (UPSSSC) और उत्तर प्रदेश शिक्षा सेवा चयन आयोग (UPESSC) द्वारा आयोजित परीक्षाओं के बारे में भी छात्रों को जानकारी दी जाएगी।
अधिकारी विद्यार्थियों के सवालों का जवाब देंगे और उन्हें प्रतियोगी परीक्षाओं की तैयारी, अध्ययन की रणनीति तथा करियर के विभिन्न विकल्पों को समझने में मदद करेंगे।
सेन शर्मा के अनुसार, मुख्य सचिव ने सभी जिलाधिकारियों को निर्देश दिए हैं कि जिलों में तैनात युवा IAS, IPS और IFS अधिकारी प्रत्येक माह कम से कम एक इंटर कॉलेज का दौरा करें।
अधिकारियों के अनुभव और उनके पेशेवर सफर से छात्रों को अपने लक्ष्य निर्धारित करने और उन्हें हासिल करने की दिशा समझने में मदद मिलेगी।
भाषण नहीं, संवाद आधारित होंगे कार्यक्रम
सरकार इन कार्यक्रमों को केवल अधिकारियों के औपचारिक भाषण तक सीमित नहीं रखना चाहती। विद्यार्थियों के साथ संवाद और प्रश्नोत्तर सत्रों को विशेष महत्व दिया जाएगा, ताकि छात्र अपनी जिज्ञासाओं और समस्याओं को सीधे अधिकारियों के सामने रख सकें।
इन सत्रों में जीवन के लक्ष्य तय करने, करियर की योजना बनाने, प्रभावी तरीके से पढ़ाई करने, समय का बेहतर प्रबंधन और आत्म-अनुशासन जैसे विषयों पर भी चर्चा होगी।
कार्यक्रम का दायरा केवल सरकारी नौकरियों और प्रतियोगी परीक्षाओं तक सीमित नहीं रहेगा। छात्रों को उच्च शिक्षा, तकनीकी शिक्षा, व्यावसायिक शिक्षा, उद्यमिता और स्टार्टअप से जुड़े अवसरों की जानकारी भी दी जाएगी।
इसके साथ ही युवाओं के लिए केंद्र और राज्य सरकार की प्रमुख योजनाओं से भी विद्यार्थियों को अवगत कराया जाएगा।
साइबर सुरक्षा से तनाव प्रबंधन तक कई विषय
प्रस्तावित संवाद कार्यक्रम में छात्रों के सर्वांगीण विकास से जुड़े विषयों को भी शामिल किया जाएगा। वित्तीय कौशल, संचार क्षमता, व्यवसाय प्रबंधन, साइबर सुरक्षा, नशामुक्ति, तनाव प्रबंधन और आत्मविश्वास बढ़ाने जैसे मुद्दों पर भी अधिकारियों और छात्रों के बीच बातचीत होगी।
इसका उद्देश्य विद्यार्थियों को केवल परीक्षा पास करने के लिए तैयार करना नहीं, बल्कि उन्हें शिक्षा, रोजगार और भविष्य से जुड़े फैसले लेने के लिए आवश्यक व्यावहारिक समझ देना भी है।
हर महीने तैयार होगा कार्यक्रम, पांच तारीख तक भेजनी होगी रिपोर्ट
कार्यक्रम के तहत जिलाधिकारी हर महीने स्कूलों में होने वाले अधिकारियों के दौरों का कैलेंडर तैयार करेंगे।
इन गतिविधियों की संक्षिप्त रिपोर्ट हर महीने की पांच तारीख तक माध्यमिक शिक्षा विभाग को भेजनी होगी।
रिपोर्ट में संबंधित माह में हुए स्कूल दौरों की संख्या, स्कूलों के नाम, कार्यक्रमों में शामिल अधिकारियों का विवरण, चर्चा किए गए प्रमुख विषय और विद्यार्थियों से प्राप्त सुझावों को शामिल किया जाएगा।
जिलाधिकारियों को कार्यक्रम की गुणवत्ता की स्वयं समीक्षा करने और स्थानीय स्तर पर आवश्यकता के अनुसार नए प्रयोग करने का अधिकार भी दिया गया है।
मंडलीय स्तर पर मंडलायुक्त समय-समय पर कार्यक्रम की समीक्षा करेंगे।
माध्यमिक शिक्षा विभाग ने माध्यमिक शिक्षा निदेशक, सभी मंडलीय संयुक्त शिक्षा निदेशकों और जिला विद्यालय निरीक्षकों को भी आवश्यक निर्देश जारी किए हैं।
जिला विद्यालय निरीक्षकों को संबंधित विद्यालयों को कार्यक्रम की जानकारी देने तथा अधिकारियों और स्कूल प्रबंधन के बीच समन्वय सुनिश्चित करने की जिम्मेदारी दी गई है।
सरकार की इस पहल का उद्देश्य सरकारी इंटर कॉलेजों के विद्यार्थियों और राज्य की प्रशासनिक, पुलिस तथा वन सेवाओं के युवा अधिकारियों के बीच सीधा संवाद स्थापित करना है,
ताकि छात्रों को कक्षा से बाहर का वास्तविक अनुभव, प्रतियोगी परीक्षाओं की समझ और भविष्य के करियर को लेकर बेहतर दिशा मिल सके।
