Chand Khamaria Blackbuck Reserve to Get Major Conservation Push, Eco-Tourism Facilities
Land demarcation, water conservation, rehabilitation of residents, and solar-powered water sources among key measures planned for Meja reserve
Prayagraj: The Chand Khamaria Blackbuck Reserve in Meja tehsil is set to receive a comprehensive conservation and development push, with authorities focusing on strengthening its boundaries, improving water availability, protecting the natural habitat,t and creating facilities that can support eco-friendly tourism.
Divisional Commissioner Dr Lokesh M. inspected the reserve along with Chief Development Officer Harshika Singh, forest officials and other concerned departments.
During the visit, officials were directed to prepare a coordinated action plan covering protection, habitat management, water resources, biodiversity and infrastructure development.
A major priority will be to identify and clearly demarcate the remaining reserve land before formally securing and transferring the identified area to the Forest Department.
Officials were also asked to strengthen the perimeter through boundary construction so that the protected habitat can be better secured.
Water conservation has been identified as another critical requirement for the reserve.
The administration has called for the creation and restoration of ponds, small check dams and rainwater harvesting structures to retain water within the area and improve the ecological conditions of the blackbuck habitat.
Plans are also being worked out to provide a more dependable water supply for the animals through solar-powered systems.
Under the proposal, blast wells equipped with solar pumps will be developed at suitable locations using NTPC’s corporate social responsibility funds.
Water from these sources will be used to create small ponds, helping maintain drinking-water availability for blackbucks through different seasons.
Officials have also been asked to examine whether water can be brought into the reserve from a nearby river.
A pumping station could be established near the river and a canal constructed to carry water towards the protected area.
The feasibility of the proposal will first be assessed through a survey, after which a detailed plan could be prepared for implementation through the Minor Irrigation Department.
The administration is simultaneously looking at the rehabilitation of people currently living within the reserve.
Instead of scattered habitation, officials have been instructed to explore the development of a consolidated residential colony at a suitable location.
Eligible families are to be considered for housing under the Chief Minister Residential Scheme.
Food availability for the blackbucks will also form part of the conservation strategy.
A green nursery is proposed through MGNREGA, with emphasis on growing vegetation suited to local ecological conditions and forming part of the animals’ natural diet.
The development programme also includes an eco-tourism component.
The Tourism Department has been asked to incorporate environmentally sensitive facilities into the proposed eco-park, including huts made with traditional materials such as mud and clay tiles.
The idea is to provide visitors with a nature-oriented experience while keeping construction compatible with the surrounding landscape.
Basic visitor amenities will also be developed at the eco-park, while care will be taken to ensure that tourism-related infrastructure does not undermine the reserve’s natural character.
The Forest Department will additionally develop watchtowers at suitable locations.
Besides supporting surveillance and conservation activities, these structures could allow visitors to observe blackbucks in their natural surroundings without disturbing their habitat.
The proposed measures are aimed at combining wildlife protection with habitat restoration, improved water management, and carefully planned eco-tourism, while maintaining the ecological character of the Chand Khamaria reserve.

प्रयागराज: मेजा तहसील स्थित चांद खमरिया कृष्ण मृग आरक्षित क्षेत्र को विकसित और संरक्षित करने के लिए व्यापक योजना तैयार की जा रही है।
क्षेत्र में कृष्ण मृगों के प्राकृतिक आवास को सुरक्षित रखने के साथ जल उपलब्धता बढ़ाने, सीमा को मजबूत करने, हरित क्षेत्र विकसित करने और पर्यावरण-अनुकूल पर्यटन सुविधाएं तैयार करने पर विशेष ध्यान दिया जाएगा।
मंडलायुक्त डॉ. लोकेश एम. ने मुख्य विकास अधिकारी हर्षिका सिंह, वन विभाग के अधिकारियों तथा अन्य संबंधित विभागों के अधिकारियों के साथ आरक्षित क्षेत्र का जायजा लिया।
निरीक्षण के दौरान उन्होंने संरक्षण, जैव विविधता, जल प्रबंधन और बुनियादी ढांचे से जुड़े कार्यों को विभागों के बीच समन्वय के साथ आगे बढ़ाने के निर्देश दिए।
आरक्षित क्षेत्र की बची हुई भूमि का दोबारा चिन्हांकन कर उसकी स्पष्ट सीमा निर्धारित करने को प्राथमिकता दी गई है।
इसके बाद चिन्हित भूमि को सुरक्षित तरीके से वन विभाग को हस्तांतरित करने की प्रक्रिया पूरी करने तथा क्षेत्र की सुरक्षा के लिए मजबूत बाउंड्री तैयार करने के निर्देश दिए गए।
कृष्ण मृगों के लिए पानी की पर्याप्त उपलब्धता सुनिश्चित करना भी प्रस्तावित कार्ययोजना का अहम हिस्सा है। इसके लिए बारिश के पानी को संरक्षित करने वाली व्यवस्थाओं के साथ तालाब और छोटी बंधियों का निर्माण कराया जाएगा।
जरूरत के अनुसार पौधरोपण कर क्षेत्र के प्राकृतिक वातावरण को भी मजबूत किया जाएगा।
जल संकट से निपटने के लिए आरक्षित क्षेत्र में अलग-अलग स्थानों पर सोलर पंप से संचालित ब्लास्ट वेल तैयार करने की योजना है।
यह काम एनटीपीसी के सीएसआर फंड से कराया जाएगा। इन जल स्रोतों से छोटे तालाब विकसित किए जाएंगे, ताकि कृष्ण मृगों को वर्ष के अलग-अलग मौसम में पीने के लिए पानी उपलब्ध कराया जा सके।
इसके अलावा आरक्षित क्षेत्र से कुछ दूरी पर बह रही नदी से पानी लाने की संभावनाओं का भी अध्ययन किया जाएगा।
इसके लिए नदी के पास पंपिंग स्टेशन बनाकर कैनाल के जरिए पानी को आरक्षित क्षेत्र तक पहुंचाने की व्यवहार्यता जांची जाएगी। सर्वे में योजना उपयुक्त पाए जाने पर लघु सिंचाई विभाग के माध्यम से आगे की कार्रवाई की जाएगी।
आरक्षित क्षेत्र में रह रहे लोगों के पुनर्वास को लेकर भी योजना तैयार करने के निर्देश दिए गए हैं।
अधिकारियों से कहा गया है कि पात्र परिवारों को एक व्यवस्थित आवासीय कॉलोनी में बसाने की संभावनाओं पर काम किया जाए। मुख्यमंत्री आवासीय योजना के तहत पात्र परिवारों को आवास उपलब्ध कराने की प्रक्रिया भी आगे बढ़ाई जाएगी।
कृष्ण मृगों के प्राकृतिक भोजन की उपलब्धता बढ़ाने के लिए मनरेगा के तहत ग्रीन नर्सरी विकसित करने की योजना है।
यहां स्थानीय पर्यावरण के अनुकूल वनस्पतियां तैयार की जाएंगी, ताकि मृगों के प्राकृतिक आहार के लिए आवश्यक हरित क्षेत्र विकसित किया जा सके।
आरक्षित क्षेत्र को पर्यावरण-अनुकूल पर्यटन स्थल के रूप में विकसित करने की भी योजना है। पर्यटन विभाग के इको पार्क में मिट्टी और खपरैल से बनी हट्स तैयार की जाएंगी।
इनका स्वरूप इस तरह रखा जाएगा कि पर्यटक प्राकृतिक वातावरण के करीब रहकर क्षेत्र का अनुभव कर सकें और अनावश्यक निर्माण से पारिस्थितिकी पर दबाव न पड़े।
इको पार्क में पर्यटकों के लिए जरूरी मूलभूत सुविधाएं विकसित करने पर भी जोर दिया गया है।
अधिकारियों को निर्देश दिया गया है कि पर्यटन गतिविधियों का विस्तार करते समय क्षेत्र के प्राकृतिक स्वरूप और वन्यजीवों के आवास को प्राथमिकता दी जाए।
वन विभाग द्वारा आरक्षित क्षेत्र में विभिन्न स्थानों पर वॉच टावर भी विकसित किए जाएंगे। इनसे निगरानी और संरक्षण व्यवस्था मजबूत होगी और पर्यटकों को कृष्ण मृगों को उनके प्राकृतिक परिवेश में देखने का अवसर भी मिल सकेगा।
प्रस्तावित कार्यों का उद्देश्य कृष्ण मृगों के संरक्षण के साथ उनके आवास को बेहतर बनाना, जल संसाधनों को मजबूत करना और स्थानीय स्तर पर पर्यावरण-अनुकूल पर्यटन को बढ़ावा देना है, ताकि क्षेत्र का विकास उसकी प्राकृतिक पहचान को बनाए रखते हुए किया जा सके।
