Chandigarh Eviction Turns Bloody: Advocate Opens Fire on Landlady During Court-Ordered Possession Drive, Woman Critical
Chandigarh: A routine court-directed eviction operation in Chandigarh took a shocking turn on Saturday when a 67-year-old advocate allegedly opened fire on his landlady, leaving her critically injured.
The incident unfolded at a residential flat in Sector 42-C after the property owner arrived with police personnel and a court bailiff to enforce an eviction order.
The accused was immediately subdued before he could fire another shot, while the licensed weapon used in the attack was confiscated.
The victim, 57-year-old Manvinder Kaur, suffered a gunshot injury to her face and was rushed to the Postgraduate Institute of Medical Education and Research (PGIMER), where she continues to battle for life.
Officials said the accused, J.P.S. Chadha, a practising lawyer at the Punjab and Haryana High Court, allegedly attempted to discharge a second round from his licensed double-barrel shotgun but was overpowered by members of the police team before he could do so.
According to police, information about the firing was received around 1.30 pm.
Preliminary inquiries revealed that Manvinder Kaur had reached Flat No. 2987 in Sector 42-C along with officers from Police Station Sector 36 and a court-appointed bailiff to execute a judicial order directing eviction and restoration of possession to the property owner.
Investigators said the court’s directions authorised officials to use reasonable force, including breaking open locks if necessary, to implement the eviction and hand over possession of the premises to its lawful owner.
Police said Chadha had been occupying the flat as a tenant for nearly 36 years and had been locked in a prolonged legal dispute with Rajendra Singh, the property’s owner and husband of Manvinder Kaur.
The litigation over possession of the apartment is presently pending before a Chandigarh district court.
Officials stated that after reaching the second-floor flat, the police repeatedly asked the occupant to open the door, but he allegedly refused to cooperate despite several warnings.
When officers eventually broke open the outer lock and inner latch in accordance with the court’s directions, Chadha allegedly stepped onto the balcony and fired towards Manvinder Kaur, who was standing near the entrance.
Shotgun pellets struck her in the face. Before he could pull the trigger again, police personnel rushed in, restrained him and seized the firearm.
The accused was taken into custody on the spot, and the licensed shotgun believed to have been used in the incident was impounded.
A criminal case has been registered, while investigators have launched a detailed probe into the circumstances surrounding the shooting.
Senior police officers, accompanied by forensic experts, visited the scene and collected evidence.
Statements of members of the eviction team, police personnel and other witnesses are being recorded as investigators reconstruct the sequence of events that culminated in the firing.
The advocate’s family, however, strongly challenged the official version.
His son claimed there was no legally enforceable order authorising possession of the flat and alleged that around 15 to 20 men, accompanied by the landlord and police personnel, attempted to force their way into the residence.
According to the family, Chadha woke up after hearing loud noises and found a group allegedly trying to break into the apartment.
They claimed that he discharged his licensed shotgun only after the alleged attempt to forcibly enter the house.
His son further maintained that the family had lived in the flat continuously for the past 36 years and remained lawful tenants.
He denied the existence of any valid order granting possession of the property to the landlord and asserted that legal proceedings were still pending.
The family also claimed that a stay order relating to the property was in force and stated that the matter between J.P.S. Chadha and Rajendra Singh is listed before the court again on August 3.
Police officials, however, maintained that Manvinder Kaur was carrying valid judicial documents authorising the execution of the eviction.
They said further legal action would depend on the outcome of the investigation and the medical assessment regarding the seriousness of the injuries sustained by the victim.

चंडीगढ़: अदालत के आदेश पर मकान खाली कराने की कार्रवाई शनिवार को उस समय खूनी संघर्ष में बदल गई जब 67 वर्षीय एक अधिवक्ता ने कथित रूप से अपनी मकान मालकिन पर गोली चला दी।
सेक्टर-42सी स्थित फ्लैट में हुई इस घटना के दौरान संपत्ति पर कब्जा दिलाने के लिए मकान मालकिन पुलिस दल और अदालत द्वारा नियुक्त बेलिफ के साथ पहुंची थीं।
गोली चलाने के बाद आरोपी ने दोबारा फायर करने की कोशिश की, लेकिन पुलिसकर्मियों ने तत्काल उसे काबू कर लिया और हथियार अपने कब्जे में ले लिया।
57 वर्षीय मनविंदर कौर के चेहरे पर गोली के छर्रे लगे, जिसके बाद उन्हें गंभीर हालत में पोस्टग्रेजुएट इंस्टीट्यूट ऑफ मेडिकल एजुकेशन एंड रिसर्च (पीजीआईएमईआर) में भर्ती कराया गया।
चिकित्सकों के अनुसार उनकी हालत चिंताजनक बनी हुई है।
पुलिस ने बताया कि आरोपी जे.पी.एस. चड्ढा पंजाब एवं हरियाणा हाईकोर्ट में अधिवक्ता हैं और उन्होंने कथित रूप से अपने लाइसेंसी डबल बैरल बंदूक से दूसरा फायर करने का भी प्रयास किया था, लेकिन पुलिस दल ने समय रहते उन्हें दबोच लिया।
पुलिस अधिकारियों के अनुसार दोपहर करीब 1.30 बजे सेक्टर-42सी स्थित फ्लैट नंबर 2987 में गोलीबारी की सूचना मिली।
प्रारंभिक जांच में सामने आया कि मनविंदर कौर, सेक्टर-36 थाना पुलिस तथा अदालत द्वारा नियुक्त बेलिफ के साथ न्यायालय के बेदखली आदेश को लागू कराने और संपत्ति का कब्जा दिलाने के लिए वहां पहुंची थीं।
जांच अधिकारियों ने बताया कि अदालत के आदेश में आवश्यकता पड़ने पर ताला तोड़कर भी कब्जा दिलाने की अनुमति दी गई थी, ताकि संपत्ति उसके वैध स्वामी को सौंपी जा सके।
पुलिस के मुताबिक जे.पी.एस. चड्ढा पिछले लगभग 36 वर्षों से किरायेदार के रूप में इस फ्लैट में रह रहे थे।
फ्लैट के स्वामी राजेंद्र सिंह, जो मनविंदर कौर के पति हैं, के साथ कब्जे को लेकर उनका लंबे समय से कानूनी विवाद चल रहा है और मामला फिलहाल चंडीगढ़ की जिला अदालत में विचाराधीन है।
अधिकारियों ने बताया कि पुलिस दल ने दूसरी मंजिल स्थित फ्लैट पर पहुंचकर कई बार दरवाजा खोलने के लिए कहा, लेकिन अंदर मौजूद व्यक्ति ने कथित रूप से कोई प्रतिक्रिया नहीं दी।
इसके बाद अदालत के आदेश के अनुसार जब बाहरी ताला और अंदर की कुंडी तोड़कर प्रवेश का प्रयास किया गया, तभी आरोपी बालकनी में आया और मुख्य द्वार के निकट खड़ी मनविंदर कौर पर गोली चला दी।
बंदूक के छर्रे उनके चेहरे पर लगे। पुलिस ने तुरंत कार्रवाई करते हुए आरोपी को दबोच लिया और दूसरा फायर होने से पहले ही उसका हथियार छीन लिया।
घटना के तुरंत बाद आरोपी को हिरासत में ले लिया गया तथा वारदात में प्रयुक्त लाइसेंसी बंदूक जब्त कर ली गई। पुलिस ने मामला दर्ज कर विस्तृत जांच शुरू कर दी है।
घटनास्थल पर वरिष्ठ पुलिस अधिकारियों के साथ फोरेंसिक विशेषज्ञों की टीम भी पहुंची और वैज्ञानिक साक्ष्य एकत्र किए।
पुलिस बेदखली दल में शामिल अधिकारियों, प्रत्यक्षदर्शियों तथा अन्य संबंधित लोगों के बयान दर्ज कर रही है ताकि पूरे घटनाक्रम की कड़ी-दर-कड़ी जांच की जा सके।
दूसरी ओर, आरोपी के परिवार ने पुलिस के घटनाक्रम पर गंभीर सवाल उठाए हैं।
चड्ढा के पुत्र का दावा है कि फ्लैट का कब्जा दिलाने के लिए कोई वैध न्यायिक आदेश मौजूद नहीं था।
उनका आरोप है कि लगभग 15 से 20 लोग, मकान मालिक तथा कुछ वर्दीधारी पुलिसकर्मियों के साथ जबरन घर में घुसने और दरवाजा तोड़ने का प्रयास कर रहे थे।
परिवार का कहना है कि तेज आवाज सुनकर चड्ढा की नींद खुली और उन्होंने लोगों को कथित रूप से जबरन प्रवेश करने की कोशिश करते देखा।
इसी दौरान उन्होंने अपनी लाइसेंसी बंदूक से फायर किया।
आरोपी के बेटे ने यह भी कहा कि उनका परिवार पिछले 36 वर्षों से लगातार उसी फ्लैट में रह रहा है और वे आज भी वैध किरायेदार हैं।
उन्होंने इस बात से इनकार किया कि मकान मालिक के पक्ष में कब्जा सौंपने का कोई प्रभावी आदेश मौजूद था।
परिवार का दावा है कि संबंधित संपत्ति पर स्थगन आदेश लागू है तथा जे.पी.एस. चड्ढा बनाम राजेंद्र सिंह मामला अभी न्यायालय में लंबित है, जिसकी अगली सुनवाई 3 अगस्त को निर्धारित है।
हालांकि पुलिस अधिकारियों ने स्पष्ट किया कि मनविंदर कौर के पास अदालत द्वारा जारी सभी आवश्यक और वैध दस्तावेज मौजूद थे, जिनके आधार पर बेदखली की कार्रवाई की जा रही थी।
अधिकारियों ने कहा कि जांच पूरी होने तथा चिकित्सकीय रिपोर्ट प्राप्त होने के बाद मामले में आगे की कानूनी कार्रवाई की जाएगी।
